I. CALL TO ORDER
A. This meeting of the Architectural and Landscaping Review Committee
was called to order at 10:04 a.m. by Associate Planner Wallace
Nesbit: .
B. Committee Members present: Bill Bobbitt, Frank Christopher, and
David Thoms.

II. PUBLIC COMMENT: None.
III. CONFIRMATION OF THE AGENDA: Confirmed.
IV. CONSENT CALENDAR:
A. Staff asked if there were any changes to the Minutes of December1,
2004. There being no changes, it was moved and seconded by
Committee Members Bobbitt/Thoms to approve the Minutes as
corrected. Unanimously approved.
V. BUSINESS ITEMS:
A. Village Use Permit 2004-026; a request of Prest Vuksic Architects for
consideration of landscaping plans for a 6,800.square foot two story
office building located on the north side of Calle Amigo, one lot west
of Desert Club Drive.
1. Associate Planner Wallace Nesbit presented the information
contained in the staff report, a copy of which is on file in the
Community Development Department. Staff introduced Dave
Prest, project architect, who gave a presentation on the project
and change to where the tower is on the building to the east.
2. Committee Member Thoms asked if the material inside the
people space what is it. Staff stated it appears to be pavers.

Committee Member Thoms asked that the benches have backs
on them.
3. Committee Member Christopher asked if the landscaping will
grow to a significant height to soften the building.
4. Committee Member Bobbitt stated the palm trees will. Staff
noted the robusta is the only one to have height. Most of the
others are low growing. The building has enough architecture
detail that you don't want to hide the building.
5. Committee Member Bobbitt asked where the Shamrock was
located on the site. They are noted on the legend but do not
appear on the site plan. Staff noted he did not see where they
are on the site plan. Committee Member Bobbitt noted if they
use them they will each at least six feet. He has a concern
evergreen pear is known to get bacteria and it is unable to kill
and will wipe the tree out. He would recommend they not use
them, but replace them with a different variety. Courtyard area
needs shade trees.
6. There being no further questions of the applicant, it was moved
and seconded by Committee Members Christopher/Thoms to
adopt Minute Motion 2005-001 recommending approval of
proposed landscaping plans for Village Use Permit 2004-026, as
r'ecommended by staff and amended:
a. Material be a paver not concrete.
b. Benches have backs to them.
c. Evergreen pear be replaced with a Ligustrum Lucidum.
Unanimously approved.
B. Site Development Permit 2004-820; a request of for consideration of
Ehline Company for consideration of architectural and landscaping
plans for four prototypical residential plans for Tentative Tract Map
31249 : located on the south side of Avenue 58, :t 1/2 mile west of
Madison Street.

Natasha King, project manager, who gave a presentation on the
project.
2. Committee Christopher asked the location of the model units on
the tract. Staff noted the lots.
3. Committee Member Thoms asked if the interior streets had
sidewalks. Staff noted they are going through revisions to
reduce the street widths and neither plan shows sidewalks. It
will be a wedge design for each lot. Committee Member Thoms
noted one of the exhibits shows a connecting walk from the
driveway to the entrance. Staff noted that is a continuation of
the model walkways. He noted the entry perimeter wall,
landscaping, and gate, do not show eno.ugh detail for review.
Staff noted they will be brought back for review and approval.
4. Committee Member Christopher asked what developments
adjoin this tract. Staff noted the surrounding developments.
5. .Committee Member Thoms asked about the street lighting. Ms.
King stated it will be included with the landscaping plan when it
is submitted.
6. Committee Member Christopher asked if the Committee was
approving the models as well as the typical lot landscaping.
Ms. King stated they were requesting only the model complex
landscaping. The sidewalks noted is only for the model home
path.
7. Committee Member Thoms noted there is a note indicating
pavers on one plan and the other states concrete.
8. Committee Member Bobbitt stated they own it and have to
market them, so he has no issue. Looking t the elevations, they
. are very attractive. Ms. King stated that in regard to the
"model trail", each model has a different type of surface to
make the offer to the client as to which option they would
prefer.
9. Committee Member Thoms noted the garage door openings and
asked the material. Ms. King stated cedar and a new type of
wood material. Same as.used at the Norman Estates.

10. Committee Member Bobbitt noted the wall in the parking area
and asked the material. Ms. King stated that was a garden
wall. Committee Member Bobbitt stated it should be a slump
stone, or similar, split face, plaster to keep in keeping with the
architecture.
11 . Committee Member Bobbitt asked if the front yards were to be
HOA maintained. Ms. King stated HOA maintained. Committee
Member Bobbitt stated there may be a problem with individual
clocks at each unit instead of a central dock. Ms. King stated
they normally have a common area clock. Committee Member
Bobbitt suggested that whatever area being maintained by the
HOA have at a central location.
12. There being no further questions of the applicant, it was moved
and seconded by Committee Members Christopher/Bobbitt to
adopt Minute Motion 2005-002 recommending approval of Site
Development Permit 2004-820, as recommended by staff and
amended:
a. Perimeter landscaping and wall, and gate plans and
interior common area will be brought back for review.
b. Garden walls shall be plaster or in keeping with the
architecture.
Unanimously approved.

The homes are proposed between 18 and 22 feet in height maximum. Architectural
features include desert tone colors, clear glass, smooth exterior plaster, shutters,
exposed wood beams, decorative wrought iron and concrete s-tile roofs.
The landscaping includes a variety of drought tolerant trees, shrubs and ground covers
common in the desert climate. Staff suggests that turf areas tie minimized as much as
possible, especially along street frontages because of water overs pray on paved areas.

BACKGROUND:
The Centre at La Quinta Specific Plan 97-603, as amended was approved by the City
Council to allow auto dealerships south of Highway 111 east of Adams Street. Site
Development Permit 2004-821 proposes architectural and landscape plans for a fourth
dealership, Mazda.
The two-story flat roof facility is 27 feet in height. The rectangular shaped structure is
proposed to be split face concrete block on three sides with numerous openings for
windows, man doors, and service doors. The front elevation will be a steel frame front
with heavy gauge metal, stuccoed block and glass. The principle facade elements will
be painted black, parrot green with blue man doors and orange accented aluminum
window frames. The facility entry feature is proposed to be a metal canopy at the main
entry driveway that will match the building's front elevation.
Landscaping is proposed around the perimeter of the property with planters in the
vehicle display area. The landscape palette consists of trees, shrubs and groundcover
including Acacias and Palo Verde trees, and California Fan Palms. Landscaping on
Adams Street in the landscape setback was completed with the first phase of the Auto
mall.

DISCUSSION ITEMS:
· Proposed is a flat roof desert contemporary design, the three existing auto dealers
have pitched roofs over the sales area portion of their facilities.
· Evaluate the need for a screen wall along Adams Street to be consistent with the
existing screen wall north of Auto Centre Drive along Adams Street.
· Proposed building materials and colors.
· The split face block sample is grey with a touch of white; the three existing auto
dealers have off~white painted stucco on all sides.
RECOMMENDATION:
Recommend to the Planning Commission approval of. Architectural and Landscape
plans for Site Development Permit 2004-821 .

USE IN TRACT 31874
NORTHWEST CORNER OF MONROE STREET AND AVENUE 53
This 40 acre property received approval of a Specific Plan and Tentative Tract Map on
January 5, 2005, and consists of 101 residential lots. The applicant has submitted
prototypical plans for four residential model plans (Attachment 1 ). Each plan is designed
with two front elevation treatments. The plans utilize Spanish or early California style of
architecture and vary in size from 2,695 to 3,047 square feet in size. The plans are
one story in height but have higher windows that give the appearance of a partial
second story. Plans 1, 2 and 3 are 28 feet high with Plan 4
19-feet one inch high.
Exterior colors are earth tones with roof tile concrete "S" tile. Brick is used on portions
of the facades with slumpblock accents. Decorative accent tile, exterior lights and
metal accents are shown. Shutters are shown as painted wood. Garage doors have
the appearance of wood doors, but exact material is indicated. Material and color
samples have been submitted and will be available at the meeting.
Preliminary typical landscaping plans have been submitted for each of the four model
plans. Additional plans have been submitted for the private park within the tract and
for the perimeters adjacent to Monroe Street and Avenue 53. This includes the entries
on both streets.

Issues:
The approved Specific Plan requires three facades be provided for the project. The
submittal only shows two. Therefore, a third fa9ade for each plan will need to be
provided.
Recommendation:
That the Architecture and Landscape Review Committee recommend to the Planning
Commission approval of Site Development Permit 2005-823 subject to the following
Conditions of Approval:
1 . That a third fa9ade (front elevation) be submitted to the Community
Development Department for approval prior to approval of the final working
drawings.

BACKGROUND:
The applicant is proposing a 136,000 square foot retail store and gas station.
Architectural details.of the store include split face block, precision block, stucco, brick
veneer, cornice trim, standing seam metal roof (copper color) and a variety of colors.
The building is proposed to be approximately thirty-three (33) feet in height with
architectural features between thirty-six (36) and fifty (50) feet in height. The site is
located in the Regional Commercial Zoning District which allows maximum building
heights of fifty (50) feet. The gas station will have similar architectural features as the
store in terms of the brick veneer, stucco columns, and copper roof. The canopy will
be pre-fabricated metal and painted to match the store colors. The canopy height is
proposed at 19 feet in height. Staff has met with the applicant and expressed
concerns regarding architectural elements and fa9ade treatments in terms of the entry
way, building pop-outs with glass mosaics, metal trellis and metal caps. While these
drawings provide a .concept, the applicant will submit revised drawings reflecting
staff's suggestions for discussion at the meeting.
The perimeter and parking lot landscaping includes a variety of drought tolerant trees,
shrubs and ground covers common in the desert climate. Staff has also expressed
. concerns in regard to eliminating turf areas as much as possible, screening the loading
dock area from the street with a six-foot block wall and additional landscaping,
screening, aesthetics and potential noise impacts from delivery operations along the
southern property line in relation to future land uses south of the site.
