CALL TO ORDER
A. This meeting of the Architectural and Landscaping Review Committee
was called to order at 10:10 a.m. by Planning Manager Les Johnson.
B. Committee Members present: Bill Bobbitt, Frank Christopher, and
Tracy Smith.

A. There being no changes to the minutes of September 7, 2005, it was
moved and seconded by Committee Members Bobbitt/Smith as
submitted. Unanimously approved.

V. BUSINESS ITEMS:
A. Site Development Permit 2005-839; a request of Marchi & Associates
for Wells Fargo Bank for consideration of development plans for a
bank building for the property located at the northeast corner of
Highway 111 and Adams Street within The Pavilion at La Quinta
project.
1. Principal Planner Stan . Sawa presented the information
contained in the staff report, a copy of which is on file in the

Community Development Department. Staff introduced Mr.
Brett Marchi who gave a presentation on the project.
2. Committee Member Smith asked if the wire trellis was welded
to the building. Staff stated that based on the information
submitted, it was to be attached to the building.
3. Committee Member Christopher asked the color of the trellis.
Mr. Marchi stated it will be a powder coated color using an
accent color.
4. Committee Member Smith asked what plant material would be
used on the trellis. Mr. Marchi stated it would be a vine.
5. Committee Member Bobbitt stated the vines noted on the plans
will stick to the building without the trellis and will become a
maintenance problem. Mr. Marchi stated the trellis will not be
directly attached to the building, but will stand out about two
feet from the building. Committee Member Bobbitt
recommended a bougainvillea or calliandra vine. He also asked
that the Chilean/Mesquite trees be replaced with a stronger
tree.
6. Committee Member Christopher asked that the banding that
runs horizontally through the stucco section be colored to give
some accent.
7. Committee Member Bobbitt asked that the applicant consider
adding concrete edge to the island beds so when the people exit
their cars they do not step in the plant material. This would be
for the area adjacent to and in front of the parking stalls
5. There being no further questions of the applicant, it was moved
and seconded by Committee Members Christopher/Bobbitt to
adopt Minute Motion 2005-035 recommending approval of Site
Development Permit 2005-839, as recommended and as
follows:
a. A different vine material shall be used on the trellis
b. The mesquite trees shall be misplaced with a different
tree
C. Contrast color shall be added to the banding that run
through the stucco area.

B. Village Use Permit 2005-032; a request of Nispero Properties for
consideration of architectural and landscaping plans for a 19,433
gross square foot two-story office building with coffee house for the
property located at the northwest corner of Avenida La Fonda and
Main Street in the Village at La Quinta.
1. Associate Planner Wallace Nesbit presented the information
contained in the staff report, a copy of which is on file in the
Community Development Department. Staff introduced Steve
Nieto, representing the applicant.
8. Committee Member Smith asked if the coffee bar was public or
private. Mr. Nieto stated it would be public. Committee
Member Smith stated his concern about the parking. Staff
noted this will be addressed in a Development Agreement
between the applicant and the City. Committee Member Smith
asked the land use designation to the property to the north.
Staff stated it is all Village Commercial uses and staff will
probably require a screen wall. Committee Member Smith
asked that the trees be changed to an evergreen variety along
the west elevation.
9. Committee Member Christopher asked if the applicant intended
to use the details noted in the samples submitted. Mr. Nieto
stated it is a flavor they are trying to capture. Committee
Member Christopher asked about using a hip roof for the front
building and discussion followed regarding the effect of
changing to the hip roof. It was determined to drop the stone
work and add some of the archway features to add some detail.
5. There being no further questions of the applicant, it was moved
and seconded by Committee Members Bobbitt/Smith to adopt
Minute Motion 2005-036 recommending approval of Village Use
Permit 2005-032, as recommended and as follows:
a. Lower the stone work on the coffee house and add some
arch elements.
b. Change the trees on the west elevation to an evergreen
variety.
C. A screen wall shall be added to the west property line.
d. Wrought iron railing shall be more in keeping with the
hand crafted detailing in the pictured examples submitted.
e. The sign monument shall be more in keeping with the
fountain with the camel backing and scalloping.

C. Site Development Permit 2005-846; a request of Toll Brothers, Inc. for
consideration'of architectural and landscaping plans for the property
located on the north side of Avenue 58, west of Madison Street.
1. Associate Planner Wallace Nesbit presented the information
contained in the staff report, a copy of which is on file in the
Community Development Department. Staff introduced Allen
Janisch and Rick Blackshear who stated they were available to
answer questions.
2. Committee Member Christopher asked if rany of the new plans
will be adjacent to the existing units. Staff stated yes, but no
two- story units will be permitted next to a single -story unit.
3. Committee Member Smith asked about the exterior entrances to
the upstairs unit. Staff noted that when they are designed with
the exterior doorway, it is considered a guest room. Committee
Member Smith noted there was a stairwell directly adjacent to
the driveway. Mr. Blackshear noted how you would enter the
unit. Half of the staircase would be seen from the street. He
rioted the Plan 2 and Plan 4 staircases can be seen from the
street.
4. Committee Member Christopher asked if decorative detailing
could be added to the staircase. Mr. Blackshear stated it could
be added.
5. Committee Member Bobbitt asked staff to define what detailing
that exists on the original units would not be carried over to
these units. Discussion followed regarding the differences
between the two elevations.
6. Committee Member Bobbitt asked if they were exceeding any
height limitations. Staff noted they are all within the height
limitations.
7. Committee Member Christopher noted the Plan 2 second story
has too much blank wall and something simple such as wrought
iron detailing would help. Plan 1 needs something added to the
risers to add detail. The applicant should be sensitive to the
existing units to not construct something that is less than what
is there.

8. There being no further questions of the applicant, it was moved
and seconded by Committee Members Christopher/Smith to
adopt Minute Motion 2005-037 recommending approval of Site
Development Permit 2005-846, as recommended and as
follows:
f. On some of the gable -end second story areas,
additional architectural detailing shall be added.
g. Decorative treatment shall be provided on Plan 2
for the staircase that faces the street.
h. Railing detail shall be decorative and not a standing
vertical element.

PROTOTYPICAL RESIDENTIAL PLAN TYPES AND CLUBHOUSE IN
TRACT 31733, PRADO DEL SOL CIELO
LOCATION: MONROE STREET BETWEEN AVENUE 60 & 61
Background:
Tentative Tract Map 31733 was approved for this 38.3 ± acre property on January 20,
2004. The tract consists of 127 residential lots, a recreation lot, and common lots.
The applicant is proposing three prototypical home plans with multiple variations and a
clubhouse. As the project's layout, entry, walls, and landscaping are currently being
redesigned, only the prototypical plans and clubhouse are requested for consideration at
this time. The applicant has provided a conceptual layout and landscaping design
(Attachment 1). As the recent departmental policy is to have Site Development Permits
brought forward to the Planning Commission and the ALRC as a unified application, the
remainder of this project will be presented to the ALRC once it becomes available.
Previous plans for this site were submitted for review by Innovative Resort
Communities. These plans were reviewed by the ALRC and recommended for approval.
The Planning Commission rejected the plans and requested they be revised. Since then,
the applicant has sold the property to KB Homes. Site Development Permit 05-842, the
northern portion of this project known as Prado Del Sol Solana and Prado Del Sol
Viento, was heard by the ALRC on September 7, 2005.
Residential Models Proposal:
The applicant has submitted prototypical architectural plans (Attachment 2) for three
residential models (Prado Del Sol Cielo product line). Each of the three basic floor plan
models has three architectural variations, described as Spanish, Tuscan, or Italianate.

Each of those three architectural variations have an additional three color and building
material variations, resulting in 27 different design combinations of what are essentially
three base models. The three base models are 2,272 SF, 2,615 SF and 2,793 SF
respectively. Elevations of each model will vary based on the architectural variation.
The proposed Spanish style features three color combinations of brickwork, Tuscan
features three varieties of veneer stonework, and Italianate utilizes three combinations
of colored stucco. Accents include door and window trim, shutters, and wrought iron
features. All styles utilize varied earth tone building materials including concrete "S"
roof tiles. Color samples have been submitted and will be available at the meeting.
Building heights range from 18' 1 1 " to 26' feet, depending on the model and particular
architectural variation applied. The Tuscan and Italianate designs are generally taller
than the single -story Spanish style.
The three plan types are distinguished by their square footage number, identified in the
lower right corner of their respective attachments. One and two story models are
distinguished by the prefix 150- and 250-, respectively. For example, the 2,272 square
foot, one story model, is identified as "Plan: 150.2272. Please note that plan
250.2793 has been incorrectly mislabeled as 250.2798 on the colored elevations.
Clubhouse Proposal:
The applicant has also provided elevations of the proposed clubhouse (Attachment 3),
which will be designed to match the Tuscan style home plans, consisting of brown
stucco with stone accents. The clubhouse interior will include an exercise room and a
"game room" with adjacent kitchen which may be used for larger gatherings. The
exterior of the clubhouse has been proposed to include a swimming pool, bocce green,
putting green, and croquet lawn, though these features are for preliminary review at
this time and may be subject to change pending the applicant's modifications.
Conceptual Landscaping and Wall Designs for Preliminary Review:
Though the applicant is not requesting a determination concerning the landscaping and
wall plans at this time, they have provided some conceptual designs for reference
purposes. The conceptual landscaping design features the shared use of open space
with walking paths, rather than a golf course as a central focus. In most locations,
landscaped open space doubles in use as retention basins. Landscaping has been
designed to provide a desertscape look with the minimized use of turf. The palette and
finalized layout are not yet available for review. Submitted wall and gate plans are
currently under redesign.
Analysis:
In general, the architectural plans are designed in a size, layout, and style compatible
with other residential projects in the area and each other. Despite proposing three floor
plans, the variety of exterior architectural designs and color schemes compensate to

provide 27 different unique home variations. The plans are designed to fit the approved
lots. The clubhouse design reflects the proposed "Tuscan" residential elevation.
As the applicant is currently redesigning the landscaping, wall design, and overall layout
of this project site, they have requested to present to ALRC only the model architectural
plans for review and approval at this time. Other portions of the project site will be
presented to the ALRC as they become available but, due to a recent policy change
concerning Site Development Permit approvals, they will not be hearing this item until
all portions of the project have been reviewed by the ALRC. The ALRC has the option
of placing the review of individual aspects of the project on hold until additional
portions of the application become available.
Staff requests the ALRC provide direction regarding the following items:
1. Building design in relation to streetscape, distance between buildings for two-
story units, and elevations. Staff recommends a typical block (or two) street
elevation with alley elevation exhibit be prepared for Planning Commission
consideration. Elevations, site plan and landscape plans need to be integrated
into this exhibit.
2. Evaluate proposed use of building materials such as concrete versus clay tile,
machine applied versus smooth plaster finishes, use of wood siding, building
architectural details, appropriate application of stone veneer.
3. A preliminary evaluation concerning the proposed conceptual landscaping and
project site plans.
Recommendation:
Recommend approval of the architectural home plans and clubhouse plans for Site
Development Permit 2005-845, subject to the following:
1. The remaining items of this SDP shall be continued for ALRC review until a
complete submittal including finalized interior, entry, and perimeter parkway
landscaping, berm, gate, and wall plan designs are submitted.
2. Street elevation exhibits shall be revised to accurately portray the finalized
landscaping design and actual setbacks.
3. Shutters and any other wood accents used on the units shall consist of a
composite material.
4. Air conditioning/pool equipment cannot be located in the side yards unless five
feet of clearance between equipment and property line is provided.
5. Provide a non -turf front yard landscape option for all plan types.

Please review the enclosed information for the January 4 2006 ALRC meeting_
The applicant has submitted preliminary landscaping plans for the Avenue 54 and
Madison Street perimeter parkway areas, and the main gatehouse structure and entry
gate off of Madison Street. The applicant has stated that the clubhouse structure, unit
plans, and related preliminary landscape plans for these improvements will be
submitted later as part of another Site Development Permit application. The approved
specific plan for Griffin Ranch includes interior streetscape, secondary gates and other
minor improvements that will be reviewed as plan check items.
This package includes exhibits to illustrate the proposed typical plant palette and
conceptual landscape improvement layout for the main gatehouse entry, and Madison
Street and Avenue 54 parkways. The landscape palettes for the parkways and main
entry are identical, with variations on use of the materials listed. Several species used
in the palette are not on the master palette as approved for the Griffin Ranch Specific
Plan (Attachment 2). However, staff generally applies some flexibility in landscape
design, and materials when dealing with specific plans, particularly where no pre-
existing landscape improvements are involved. The landscape palettes presented do
include a significant number of the species on the master list, and is considered
acceptable.

Main Entry Landscaping
The main entry is designed to present an equestrian -based theme when entering the
project. It incorporates some desert plantings and minimal turf area, the exception
being the pasture area shown to the north at Madison Street; this area is shown in
the specific plan to incorporate orchard type tree stands (Attachment 3). A lake
feature will extend between the main vehicular gate and the Madison Street parkway,
with bridged pedestrian and vehicle access. Equestrian sculptures are shown in the
water feature between both vehicular access drives. These sculptures will require
review by staff for their potential as signs, and may qualify for credit under the City's
Arts in Public Places requirements. A wrought -iron picket fence will be placed along
the south entry boundary, with meandering sections of dry stack stone wall placed
throughout the entry area. Staff suggests that the orchard tree stands shown in the
approved specific plan be incorporated into the area shown as pasture, with a
corresponding reduction in turf.
Perimeter Landscape
The perimeter landscape plans utilize the same plant palette as the main entry, and
includes the required multi -purpose trail and split -rail fencing for both Avenue 54 and
Madison Street, which will be constructed per the City standard for this fencing
(Note: City standards provide that, where a multi purpose trail is required, a sidewalk
is not necessary. However, the developer has opted to provide both the trail and
sidewalk on Avenue 54). The sidewalk and trail will be separated by the split -rail
fencing. Low shrubs and accents will be planted between curb and sidewalk, with
decomposed granite as cover. Turf is only used in any parkway at occasional brief
pockets, between the project perimeter wall and trail. There are non -recreational
turfed areas at the Madison/Avenue 54 corner (shown as "pasture"), and at the
secondary entries off Avenue 54 (typical shown for both entries). These preliminary
plans are consistent with the specific plan concepts, and staff recommends that the
turfed entry and corner areas be minimized and replaced with native materials from
the palette.
Main Gatehouse
The main gatehouse is architecturally similar to the conceptual rendering as shown in
the specific plan document (Attachment 4). The gatehouse is 511 square feet and
stands at 27.5 feet to the roof peak. It includes an outdoor fireplace facing the entry
(southern) side of the gatehouse. Separate finial and chimney elements extend to
30.5 feet and 32.8 feet, respectively; the chimney will need to be lowered to 31 feet,
to comply with the provisions of the Zoning Code governing architectural projections.
The gatehouse will be finished in smoothed stucco, raked at the gabled roof edges,
with a concrete S the and exposed rafter tails. Use of stone at the front elevation is
significantly reduced from the original specific plan concept, and staff would suggest
that additional brick or stone accents/wainscots be incorporated.

Entry Gate
The entry gate will be located approximately 80 feet from the gatehouse and toward
the project interior. The design provides dual pedestrian access gates, and two-piece
swinging gates for each vehicular access drive. All gates are metal -framed wood with
decorative iron bars. A fountain is designed into both sides of the wall separating the
two vehicular access gates. A short wood trellis is set above each pedestrian gate,
apparently intended to provide for extension of vines or other landscaping above`
those gates. Carriage style light fixtures are mounted so as to flank each vehicular
gate, and provide lighting for the pedestrian entries as well. The gate pilasters and
wall sections will be finished in stonework, with brick and tile capping. Staff has no
concerns with the gate design as proposed, and any access requirements will be
addressed during staff and Planning Commission review of this Site Development
Permit. The secondary entry gates off Avenue 54 will be required to be consistent in
design and materials with the main entry gate as ultimately approved.
The applicant will be required to present water calculations for all landscape plan
improvements to show compliance with Chapter 8.13, LQMC, as a conditional
requirement for Planning Commission approval.
A material and color board, along with full-size color illustrations, will be provided at
the January 4, 2006 ALRC meeting.
Staff recommends adoption of a minute motion accepting the plans for Site
Development Permit 2005-848, with a recommendation to the Planning Commission,
as follows:
1 . The orchard tree stands shown in the approved specific plan exhibit for the
main entry, shall be incorporated into the area shown as pasture, with a
corresponding reduction in turf.
2. The turfed areas at the Avenue 54 entry and the Avenue 54/Madison Street
corner shall be minimized, and replaced with native desertscape materials from
the landscape palette. Secondary entry gates on Avenue 54 shall be consistent
in design and materials to the main entry gate as approved under this Site
Development Permit.
3. - Additional brick and/or stone accents/wainscots shall be incorporated into the
front elevation for the entry gatehouse.
4. The entry gatehouse chimney shall be lowered to a maximum of 31 feet.

Please review the attached information for the January 4, 2006 ALRC meeting.
The proposed project involves development of a site comprising 0.47 acres, with a
one-story general office building of 3,400 square feet. The building is just below 22
feet at its highest point. This proposed building incorporates the general architectural
theme set forth in the approved La Quinta Professional Plaza Specific Plan, and is
consistent with the design of other buildings previously approved and completed
within this complex. All on -site parking and access ways for the entire center were
constructed with Phase 1 improvements, in accordance with the approved Specific
Plan 2000-049. This building is on the last pad site, and will complete the center.
In regard to landscaping, the entire parking area, on -site circulation and major
landscape components were installed with Phase 1 and during construction of the
other buildings in the complex. As with the other buildings for this complex, the
landscape improvements associated with this building are limited to infill of peripheral
area and surrounds of the building itself. The tree species to be used are consistent
with the Specific Plan palette, with exception of the Chilean Mesquites and the one
African Sumac tree. While the shrub and accent palette specified for the project is
well designed, it does not include species from the approved specific plan palette, and
does not conform to the, existing landscape environment for the project. Staff
suggests that the applicant replace some species with comparable approved species
from the specific plan palette (Attachment 2).
Staff recommends adoption of a minute motion accepting the plans for Site
Development Permit 2005-849, with a recommendation to the Planning Commission,
as follows:

1. Replace Chilean Mesquites with Argentine Mesquites.
2. Revise the plant palette to replace at least two shrub and two accent species
with species from the approved plant palette for Specific Plan 2000-049, which
are selected to be compatible with existing landscaping employed throughout
the Specific Plan area for the La Quinta Professional Plaza.
