This regular meeting of the Architectural and Landscaping Review Committee was called to order at 10:07 a.m. by Planning Director Les Johnson. B. Committee Members present: Jason Arnold, Ronald Fitzpatrick, and Bill Bobbitt. C. Staff present: Planning Director Les Johnson, Principal Planner Andrew Mogensen, and Executive Secretary Betty Sawyer. II. PUBLIC COMMENT: None. III. CONFIRMATION OF THE AGENDA: Confirmed IV. CONSENT CALENDAR: A. Staff asked if there were any changes to the Minutes of September 19, 2007. There being no changes, it was moved and seconded by Committee Members Arnold/Bobbitt to approve the minutes as submitted. V. BUSINESS ITEMS: A. Site Development Permit 2006-892; a request of Tarlos & Assoiciates for consideration of architectural and landscaping plans for a 7,000 square foot freestanding restaurant building located at the southwest corner of Depot Drive and Highway 111. 1. Principal Planner Andrew Mogensen presented the information contained in the staff report, a copy of which is on file in the Planning Department. Staff introduced John Tarlos, Tarlos & Associates -architect, Clint Know, Project Manager for Komar, and Zaven Hanessian, Director of Construction for Komar, who gave a presentation on the project and answered questions. Architecture and Landscaping Review Committee October 24. 2007 2. Committee Member Fitzpatrick asked if this was a conceptual design they were reviewing at this time. Staff stated this was a development design. Committee Member Fitzpatrick stated the plans appear to be out of context in relation to what is happening in the area. It would help him if staff would provide the Committee with a vicinity map to help orientate the project to the surrounding projects. Planning Director Les Johnson thanked the Committee Member for reminding staff that vicinity maps should be attached to the staff reports. This was the last pad for this project and staff needs to remember there are new members on the Committee and staff should have included a vicinity map as well as a sample material board. Committee Member Fitzpatrick asked staff what the submittal requirements were for applicants. Staff stated they would review the application submittal list at the next meeting so members are aware of what staff is requesting. In regard to this project staff worked very closely with this applicant to see that there was a consistency in design and material with the rest of the Komar project. 3. Committee Member Fitzpatrick stated that in consideration of pedestrian friendly project there needs to be some type of relief from the summer heat. He would recommend extending the trellis so that there is relief from the heat from the parking lot to the entrance. Mr. Tarlos stated that due to liability issues they are trying to avoid any parking structures. Committee Member Fitzpatrick commented the need to have shade structures in the parking lots. Planning Director Les Johnson clarified all the parking and landscaping has been designed and approved for the entire Center. All non-residential parking is not required to provid shade structures; trees are required. 4. Committee Member Fitzpatrick asked is there were any sustainable building materials being used. Mr. Tarlos stated lighting, window materials, as well as air conditioning equipment have been changed to meet LEED criteria. 5. Committee Member Fitzpatrick asked if the City had any control over the use of banners, flags, etc. Planning Director Les Johnson stated the Code allows "Grand Opening" and such banners for a limited time limit. Those that are not in compliance with the Code are referred to the Code Compliance Department for action. 2 Architecture and Landscaping Review Committee October 24, 2007 6. Committee Member Bobbitt stated the landscaping material is fine. The walls with the low -growing plant material should be addressed. He asked that in front of the parking spaces that face the building, the shrubbery shows a break on one set and the other does not show the break. When you have parking spaces with shrub beds in front, people tend to walk through the plant material to get to the building. This also applies to the end spaces. Mr. Knox stated they are using concrete on their islands to eliminate this problem. Committee Member Bobbitt stated this needs to be addressed in any area where pedestrians will be entering/exiting their cars. Mr. Tarlos stated they had no problem addressing this by providing openings in the shrubbery or eliminating this row of plant material. Planning Director Les Johnson suggested adding trees with tree grates if there was enough room. Committee Member Bobbitt asked if the trash enclosure gates would be metal. Mr. Tarlos stated they would be metal. 7. Committee Member Arnold asked if any new plant material was being added. He asked if the Chinese Pistache tree was native to the area. Mr. Tarlos stated according to his landscape architect, it would grow in this area. Mr. Tarlos asked the timing on the final landscaping approval. Staff explained the procedure and stated this would not hold up the building permit issuance. 8. There being no further questions, it was moved and seconded by Committee Members Fitzpatrick/Bobbitt to adopt Minute Motion 2007-028 recommending approval of Site Development Permit 892, as recommended and amended: a. Extend the sidewalk on the south elevation at the rear exit and remove the shrubbery bed. Unanimously approved. VI. HOVNANIAN HOMES ARCHITECT: EDINGER ARCHIRECTS LANDSCAPE ARCHITECT: LANDSCAPE DEVELOPMENT REQUEST: CONSIDERATION OF ARCHITECTURAL AND LANDSCAPING PLANS FOR THREE PROTOTYPICAL RESIDENTIAL PLANS FOR USE IN TRACT 30092 (PIAZZA SERENA) LOCATION: NORTHWEST CORNER OF MONROE STREET AND AVENUE 58 BACKGROUND: The project site is in Piazza Serena, a residential subdivision where construction of previously approved residences has begun (Attachment 1)• The applicant has constructed 37 residences with homes approved in October 2004. The applicant is proposing to construct new home plans on the remaining 60 lots. PROJECT PROPOSAL: Architecture: The applicant has submitted prototypical plans for three residential model plans (Attachment 2). Each plan is designed with three front elevation treatments. The plans as described by the applicant utilize Spanish eclectic, Southern European and Italian country styles of architecture and are proposed to be between 2,514 square feet with no options and 3,178 square feet in size with all options. Plan 1 show's as an option a second story roofed skydeck. This space is partially enclosed, but will not have windows or a door and is accessed from an outdoor family room on the first floor. Plans 2 and 3 are one story plans. All plans have various options that either convert interior rooms to other functions or convert the third car garage to living space. The plans identify the building height of Plan 1 as 18'-1 1 " without the sky deck and 23'-4" with the skydeck. Plan 2 would be 17'-11" high with Plan 3 18'-9" high. PAReports - ALRC\2007\11-7-07\sdp 2007-895 k hov alrc rpt.doc Exterior sand finish plaster is proposed in beige to medium brown tones with contrasting darker tone trim and red/brown blends of concrete "S" roof tile. Some plan front elevations will use decorative stone or tile accents, composite material shutters, decorative exterior lights, and wrought iron and metal accents. Windows and most doors on the sides and rear will be provided with plastered popouts. Most front facing windows and the garage doors are recessed. Garage doors are wood sectional roll up doors. Material and color samples and color schemes have been submitted (Attachment 3). Landscaping: Preliminary typical front yard landscaping plans have been submitted for the plans (Attachment 4). Typical front yard landscaping plans for the three plans include two trees, 5 gallon shrubs, one gallon groundcover and turf. The turf appears to cover approximately 60-70 per cent of the front yard area. Plant materials identified appear to primarily below and medium water users. Included is a non -turf front yard option for Plan 3. This plan can be adapted to any plan type and includes a Arizona river rock streambed and decomposed granite with some shrubs spread throughout. One tree will be 24" box with the second to be 15 gallons with the species to be: Cercidium floridum - Blue Palo Verde Rhus lancea - African Sumac Ceratonia siliqua - Carob Chilopsis linearis - Desert Willow Prosopis chilensis - Chilean Mesquite PREVIOUS APPROVED PLANS As noted, 37 lots have been developed with home plans previously approved in 2004. Three plan types, of an architectural style similar to those currently proposed, were approved and constructed and vary in size from 2,690 to 3,516 square feet (Attachment 5). The existing homes are similar in mass and height, except that none have a skydeck. The materials and exterior colors are in the same range of those currently proposed. Photographs of the front elevations of the existing models have also been submitted (Attachment 6). All existing homes, including the models have been sold. These plans will no longer be available for purchase. Under Zoning Code (Section 9.60.300) compatibility requirements, the new unit designs must be compatible in the areas of roofing, window treatment, garage door style, colors, roof lines, lot area, building mass, landscaping and scale. ISSUES: Architecturally, the proposed plans are attractive and compatible in design with the existing units. The plans are maintaining the existing architectural flavor in design, materials and colors. They are introducing a second story skydeck which increases the P:\Reports - ALRC\2007\11-7-07\sdp 2007-895 k hov alrc rpt.doc height and mass for Plan 1, but are limited as to where it can be used in minimize impacts on existing homeowners. The landscaping provides any extensive amount of turf that with current water concerns needs to be reduced. CVWD's new water us efficiency requirements will undoubtedly require a reduction in turf area. Due to growth habit concerns pertaining to its ability to adapt to urban environments (blowing over, hardscape, etc.) the Chilean Mesquite should be replaced by a more appropriate tree. RECOMMENDATION: Recommend to the Planning Commission approval of Site Development Permit 2007- 895 subject to the following Conditions of Approval: 1 . Air conditioning compressors by Zoning Code requirements cannot be placed in sideyards unless a minimum 5 foot clearance between compressor and side property line is provided. 2. Final landscaping and irrigation plans shall be prepared by a licensed landscape professional, shall be reviewed by the ALRC and Public Works Director, and approved by the Planning Director prior to issuance of the first building permit. An application for Final Landscape Plan Check shall be submitted to the Planning Department for final landscape plan review. Said plans shall include all landscaping associated with this project and be in compliance with Chapter 8.13 (Water Efficient Landscaping) of the Municipal Code. The landscape and irrigation plans shall be approved by the Coachella Valley Water District and Riverside County Agriculture Commissioner prior to submittal of the final plans to the Planning Department. 3. It is preferred, although not required, that members of the ALRC have expertise in the areas of architecture or landscape architecture. La Quinta residency is preferred, but not required. Recruitment for members may be advertised outside the city limits. The ALRC shall meet, when in the determination of the community development director, a structure or landscape design will be considered by the planning commission, to make recommendations as to design issues to be included in the staff report to the planning commission. The ALRC shall meet only one time on a given project. The recommendations of the ALRC shall be advisory only and not binding on the planning commission. The ALRC shall also meet, upon the determination of the community development director, to consider commercial property improvement program applications. The terms of the members of the ALRC shall be for two years, with the initial appointments to be two members having two-year terms and one member having a one-year term.
