1994 10 20 HPC Minutes MINUTES HISTORICAL PRESERVATION COMMISSION - CITY OF LA QUINTA A regular meeting held at the La Quinta City Hall 78-495 Calle Tampico, La Quinta, California October 20, 1994 I. CALL TO ORDER A. The meeting was called to order at 3:30 P.M. by Chairman Ned Millis II. ROLL CALL A. Chairman Millis requested the roll call. Present: Commission Members Henderson, Puente, and Chairman Millis. B. Commissioners Henderson/Puente moved to excuse Commissioners Wright and Pallette. C. Staff Present: Associate Planner Leslie Mouriquand-Cherry, and Department Secretary Betty Sawyer. III. PUBLIC COMMENT - None IV. CONSENT CALENDAR A. There being no corrections, it was moved and seconded by Commissioners Henderson/Puente to approve the minutes of September 15, 1994, as submitted. Unanimously approved. V. BUSINESS ITEMS A. City Survev: Staff reported that the City Council had approved the CLG application and it had been submitted to the State for certification. Upon receipt of the certification, the Commission could then apply for grants to help with the preparation of a City survey. Staff should know by the end of the year whether the City is certified or not. If grants are applied for, the City would have to match the funds. This could be done with like-services such as staff time, etc. HPC10-20 1 Historical Preservation Commission Minutes October 20, 1994 HPC10-20 1. Commissioner Henderson asked how this Commission should relate to the La Quinta Historical Society. Staff stated this item would be discussed at the next regular meeting of the Commission. 2. Commissioner Henderson stated that since the survey is required by the Ordinance, the Commission should pursue all avenues. 3. Chairman Millis suggested that staff contact the City of Los Angeles as well as the City of San Bernardino, and any other city, for their methodology on how to conduct such a survey. Staff stated they hoped that grant monies could be used to hire consultant services to assist in the survey. 4. Commissioner Henderson verified that Council had stated that there were no funds available for the survey. Staff stated there were no funds available in this budget year. Commissioner Henderson asked if staff time, as it is money being spent, would be allowed. Staff stated this was appropriate. Staff would be preparing a report for Council approval of the procedure for the City survey and staff will need to keep tract of their time spent on the project in case a grant is received and staff time is used as "like-money" to match the funds received. 5. Commissioner Henderson stated it would be a help to review other cities surveys. The information presented by staff seemed all inclusive but as the Commissioners had not prepared one previously, it would be beneficial to compare it with what other cities had completed. 6. Chairman Millis stated the process was a layered process to add details until the report was complete. Staff stated the first step would be an overview and from there utilize several different methods to accomplish the task. 7. Chairman Millis stated the La Quinta Historical Society had numerous items to help in the preparation. There were several books that could be scanned to help cut down the time of inputting the information. 8. Commissioner Henderson asked if staff knew the format for the . preparation of the grant. Staff stated they did. 9. Commissioner Henderson asked if. the Code Enforcement Department would be a source to help identify the sites. Staff stated this could be researched as well as other sources such as the La Quinta Historical Society. 2 Historical Preservation Commission Minutes October 20, 1994 10. Chainnan Millis stated the Commission needed to start the survey and not wait for any funding. It was moved and seconded by Commissioners Henderson/Puente to direct staff to prepare a list of resources that are available for the Commission to draw from. Unaninlously approved. 11. Chairman Millis stated the Commission needed to establish communications with the Cahuilla Indians to obtain any materials or information they may wish to submit. VI. OTHER A. Chairman Millis asked staff if they had received any further communications regarding the Hacienda del Gato. Staff stated they had not. B. Commissioner Henderson asked when the Mills Act would go before the Council for their review and approval. Staff stated it should go in November. Staff would notify the Commission when it is on the Council agenda and of the Council's decision. C. Staff informed the Commission of the Annual Workshop being put on by SHPO November 17-18, 1994. Discussion followed regarding those desiring to attend. D. Commissioners wished to thank the Mayor Pro Tern for her letter. VIT. ADJOURNMENT There being no further business, a motion was made and seconded by Commissioners Henderson/Puente to adjourn this regular meeting of the Historical Preservation Commission to a regular meeting on November 17, 1994, in the La Quinta City Hall Study Session Room.
