MINUTES
HISTORICAL PRESERVATION COMMISSION - CITY OF LA QUINTA
March 23, 1993
A regular meeting held at the La Quinta City Hall

I. CALL TO ORDER
A. The meeting was called to order at 5:58 P.M. by Chairwoman Barrows who led
the flag salute.
II. ROLL CALL
A. Chairwoman Barrows requested the roll call. Present: Commission Members
Mosher, Adolph, and Chairwoman Barrows. Commissioner Elison arrived at
6:03 P.M. Commissioner Mosher moved and Chairwoman Barrows seconded a
motion to excuse Commissioner Marrs. Unanimously approved.
B. Staff Present: Planning Director Jerry Herman, Principal Planner Stan Sawa,
Associate Planner Leslie Mouriquand-Cherry, and Department Secretary Betty
Anthony.
III. BUSINESS SESSION:
A. National Preservation Week

I.
Associate Planner Leslie Mouriquand-Cherry stated that the National Trust
for Historic Preservation had proclaimed the week of May 9-15, 1993, as
"Preservation Week". The La Quinta Historical Society had made several
suggestions as to things that could be held that week to make the public
aware of La Quinta history.

Chairwoman Barrows expressed her desire to see
the City's involvement in such an activity.
3.
Commissioner Mosher felt it was appropriate to have the Historical
Society in charge of the weeks events.

There being no further comment, Commissioner Mosher moved and
Commissioner Adolph seconded a motion adopt Minute Motion 93-004
recommending to the City Council that the City proclaim the week of May
9-15, 1993, as "National Preservation Week". Unanimously approved.

5. Commissioner Adolph asked Staff if there was anyone site they felt
should be single out. Staff suggested the La Quinta Hotel and it was also
felt the Hacienda del Gato. Perhaps tours could be provided as a
suggestion.
6. Chairwoman Barrows stated it might be worth the City's time to
investigate ways of exposing development archaeological finds that have
occurred within the City.
B. Repository Agreements
I. Associate Planner Leslie Mouriquand-Cherry stated she had not received
any responses from the agencies she had contacted. She would keep the
Commission informed.
2. Commissioner Elison asked if the City had made any agreements with
developers to obtain any of the artifacts that were found. Staff stated
there are none at the present time.
3. Chairwoman Barrows asked ifit wasn't the City policy to require all finds
be deposited at the University of Riverside. Staff stated there was no
policy at the present time. Discussion followed regarding possible ideas
of how La Quinta could maintain its own depository. Chairwoman
Barrows would check with the Palm Springs Museum to see if they would
be available for storage and whether there would be a cost involved.
C. Certified Local Government status
I. Associate Planner Leslie Mouriquand-Cherry stated she was still waiting
to hear from Sacramento regarding the City's Historical Preservation
Ordinance. Upon receiving that information, the matter will then go to
the City Council study session as recommended by the City Attorney.
V. PUBLIC COMMENT - None
VI. CONSENT CALENDAR
1. Chairwoman Barrows asked that the Minutes of February 23, 1993, be amended
to show the correct spelling of Mr. Drew Pallette. There being no further
corrections, Commissioner Elison moved and Commissioner Adolph seconded a
motion to approve the Minutes of January 26, 1993, as submitted and February
23, 1993, as corrected. Unanimously approved.

VIII. ADJOURNMENT:
A motion was made by Commissioner Mosher and seconded by Commissioner Adolph to
adjourn this regular meeting of the Historical Preservation Commission to a regular meeting on
April 27, 1993, in the La Quinta City Hall Council Chambers. This meeting of the La Quinta
Historical Preservation Commission was adjourned at 6:16 P.M., March 23, 1993.
