Dear Mr. & Mrs. Moberg,
The Architectural Committee has reviewed your submittal for the proposed atrium enclosure with
skylight installation: Sheets -T1.1, ALL, A2.1, and A4.1 & A4.1. dated September 23, 2016, prepared
by Perez Collaborative Drafting Consultants. The referenced drawings were subsequently revised on
November 1, 2016 to include revisions to 6 sheets. (Revised roof Drain) The proposed scope of work is
acceptable in accordance with the Architectural Guidelines, Homeowner's Association CC&R's and
Maintenance and Indemnity Agreement.
Note, The specifications and details for new polyurethane foam and coating system with 10 -year
manufacturer warranty of new. and transition areas.
The following conditions and/or requirements are applicable: No work can start until the application
requirements are completed and a letter to proceed provided.
1. Your contractor's proof of insurance coverage documents must be received by the HOA prior to
2. The homeowner and contractor to schedule a preconstruction meeting with the Maintenance
Manager, William Aceves, to coordinate and review the proposed work and existing conditions.
3. The contractor is to provide proper roof drain with roof slope, crickets and birdbath free slope to
drains from both new and, adjacent areas. Contractor and designer to make provisions for
existing gutters and scuppers, both for unit and adjacent unit, if applicable. Provide as -built of
roof drain location and pipe re-routing. Water runoff is not permitted on adjacent unit roof or
common area
4. The new foam roofing area should match the existing roofing system, material, specifications
and warranty. The transition of new foam roofing to existing sloping tile and existing flat roofs
is critical, if applicable.
5. The HOA does not provide an opinion on the roof drainage design or function. The homeowner
should acknowledge their responsibility to check the existing drain line annually and especially
before tying in the new roof drains.
6. The adjacent condo roof area should not be used for access or work.
7. The skylight curbs should not extend the skylight height to be visible from adjacent common
area.
8. A water test to verify proper drainage free of unacceptable ponding is to be performed prior to
acceptance.
9. All new roof drain to be installed per code with approved connections and overflow provisions.
10. All work is to be done in accordance with building codes and approved roofing details.

11. The homeowner is 100 percent responsible for this installation and its repair, maintenance and
water proofing requirements.
12. The HOA has conducted a pre -installation inspection of the roof. When the installation is
completed, and prior to submitting a Notice of Completion form, please contact the HOA
Maintenance Manager, William Aceves, to arrange for an inspection and water test to verify
proper drainage, free of unacceptable ponding.
13. The installation contractor must repair any damage to the tile and/or roofing paper.
14. The contractor is responsible for the removal of all demolition materials. Construction
dumpster is limited in size to a 3 -yard unit located in garage or driveway.
15. Any electrical wiring exposed during construction must be reported to the HOA.
16. The contractor to repair and/or replace any damaged irrigation, landscape, hardscape, lights,
drainage devices and/or street surface to the satisfaction of the HOA. All demolition and
construction debris is to be removed daily and no stockpiling in the street.
17. The street gutters are not to be used for concrete and construction material clean up. The street
is to be broom -washed, as needed each day during construction. Neither debris nor dirt are to
be washed down the gutter.
18. The street and work area are to be kept clean and safe daily.
19. The contractor is to observe all Association rules and regulations. Contractor vehicles to be
parked on one side of the street.
20. A City of La Quinta permit is required for the atrium enclosure and the skylight. A copy of the
signed inspection card(s) is to be submitted with the Notice of Completion form and the
Contractor's Notice of Completion Certification Letter (enclosed) at the completion of the
project.
21. Contractor and Homeowner to provide a copy of the Building and Safety Department Cal Green
written verification that all applicable provisions from the Green Building Standards have been
implemented
22. The HOA is not responsible for damage to the skylights due to golf balls or other causes.
23. A Maintenance and Indemnity Agreement shall be signed prior to the start of work and
reviewed at the completion of the project. Same shall delineate all applicable work, which
current and future owners shall be compelled to solely maintain and/or replace as needed and be
responsible for any damage, including water intrusion, which may occur as a result of said
installation. The document shall be recorded with the County of Riverside and runs with the
land.
We reserve the right to make a final inspection of this change to make sure that it matches the original
request. An approval is based only on the aesthetics of your proposed plan and should not be taken as
any certification as to the construction worthiness or structural integrity of the proposed change.

Minimum Requirement
* "New 13 SEER condensers can no longer be installed in California
under any condition.***
On June 27, 2011 the U.S. Department of Energy adopted new federal
air conditioner efficiency standards. For California those federal
standards require efficiencies of SEER 14 and EER 12.2 for central split
system air conditioners smaller than 45,000 Btu/hr (a SEER 14 and EER
of 11.7 is required for larger central split system air conditioners). The
new federal standards went into effect on January 1, 2015, which. was six
months after the July 1, 2014 effective date of the 2013 Standards.
Although new federal efficiency standards went into effect on January 1,
2015, initially under the 2013 Building Energy Efficiency Standards, 13
SEER A/C condensers could still be installed if the manufacturing- date
of that appliance was prior to 1 January 2015. As of September 21, 2015,
code language in the 2013 Residential Compliance Manual was revised
to indicate that equipment "installed on or after January 1 st, 2015, must
comply with the minimum SEER and EER requirements of (Table 4-6)
regardless of date of manufacture."
Per direction from the CEC, the Ca10ERTS registry will not allow entry
of SEER/EER values that do not meet the minimum federal standards.
Please confirm that all of your installers are aware of this change as it
may still be possible to acquire 13 SEER appliances from HVAC
suppliers or from internal company inventory.
