SUBJECT: Planning Commission Review of Plot Plans
for Single Family Homes
Planning staff, after review of the approved conditions for P6A West,
found that the review process for single family homes was modified after
project approval. The approval conditions therefore refer to an urgency
ordinance that has expired.
Therefore, based upon the Planning Commission direction given at the
January 13, 1987 study session, staff will conduct zoning compliance
review for Single family homes construction.

SUBJECT: Zoning Ordinance Amendment 87-001, An Amendment to Section
18.11(b) of The La Quinta Municipal Land Use Ordinance,
Adding Provisions for Compact Car Parking Standards
BACKGROUND
The Planning Commission reviewed a draft of the compact car parking space
provisions on November 25, 1986. After discussion of alternate standards,
staff was directed to prepare an appropriate amendment for future
Commission review at a scheduled public hearing. The draft amendment is
now before the Commission for review, action and subsequent transmittal
to the City Council
ENVIRONMENTALASSESSMENT
Environmental_ Assessment 87-065 was prepared in order to assess
environmental impacts. As no significant environmental impacts were
identified, a negative declaration shall be prepared.
AGENCY COMMENTS
The City Engineer recommends that the end stall width for compact car
parking spaces be proportionally reduced in relationship to the standard
parking space width.
No other substantive comments were received.
RECOMMENDATION
By adoption of this attached Resolution, recommend to the City Council
amendment of the La Quinta Municipal Land Use Ordinance, adding thereto
Section 18.12(b)(8), as follows:
(8) Compact Car Spaces. All compact parking areas shall be designed and
reviewed as follows:
a. For parking areas which contain 15 or more required
parking spaces, up to 20 percent of the total space
count may be designed for compact cars.

b. Compact car stall dimensions shall be as follows: 8 1/2 feet
in width and 18 feet in length for 60-degree angle; and 8 1/2
feet in width and 16 feet in length for 90-degree angle.
c. Compact car parking spaces should be placed conveniently
throughout the parking area.
d. Each compact car parking space must be clearly marked as
being restricted for "compact cars only".
e. All other parking lot development standards apply.
f. Compact parking areas shall be reviewed and approved pursuant
to the provisions of Section 18.30 of this Ordinance.

A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF LA QUINTA, CALIFORNIA, RECOMMENDING TO
THE CITY COUNCIL APPROVAL OF AND ZONING
ORDINANCE TEXT AMENDMENT NO. 87-001 ADDING CERTAIN
REGULATIONS RELATING TO MINIMUM SIZES OF
COMPACT CAR STALLS AND COMPACT CAR PARKING LAYOUT
WHEREAS, The Planning Commission of the City of La Quinta,
California, did on January 27, 1987 hold a duly noticed Public Hearing
In accordance with Section 65854 of the California Government Code; and
WHEREAS, said text amendment has complied with the requirements of
"The Rules to Implement the California Environmental Quality Act of 1970"
(County of Riverside, Resolution No. 82-213, adopted by reference in City
of La Quinta ordinance No. 5), in that the Planning Director has
determined after initial study (Environment Assessment No. 87-065) that
the project will not have a significant adverse impact on the environment
and that a negative declaration should be filed.
WHEREAS, at said public hearing and upon hearing and considering all
testimony and arguments of all interested persons desiring to be heard,
said Planning Commission did find the following facts to exist to justify
this approval of said text amendment.
1. The Amendment to Section 18.12 of the Municipal Land Use
Ordinance is consistent with the La Quinta General Plan.
2. Approval of the amendment will not result in any significant
adverse environmental impacts.
3. The Amendment provides for development flexibility
encourages better land use and parking lot design
opportunities not currently offered.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City
of La Quinta, California, as follows:
1. That the above recitations are true and correct and
constitute the findings of the Commission in this case;
2. That it does hereby confirm the conclusion of Environmental
Assessment No. 87-065, in that the approval of this
zoning text amendment will not result in a significant adverse
Impact on the environment, and that a Negative Declaration
is appropriate for filing;
3. That the Planning Commission does hereby recommend to the
City Council approval of zoning ordinance amendment No.
87-001 as contained in Exhibit "A" attached hereto.

SUBJECT: Presentation of Master Plan of Drainage Report to
City Planning Commission
As requested, a presentation on the Master Plan of Drainage Report has
been set up to be made on Monday, January 26, 1987 at the 3:00 p.m.
Planning Commission study session meeting. Copies of the report were
provided earlier to your staff.
I will be making the presentation. I have enclosed some copies of Mrs.
Chu's resume with this memorandum for documentation of her technical
background (Mrs. Chu was the project manager who directed this study). I
have also enclosed a few copies of my resume (which has not been updated
recently) for documenting my professional background as well.
Also enclosed for the Commission's use is a drainage area cost sheet, a
drainage area "water runoff disposal" summary, and the December 15, 1986
summary report that was presented to the City Council on that date.
The report submitted also included a very large three-part technical
appendix package, which includes all of the technical calculations and
project correspondence. I have the one set.
I look forward to making this presentation a very informative one.

various governmental agencies. Her educational background includes
coursework in sedimentation engineering and pipe network simulation; and
she has prepared various sedimentation studies and provided technical
services in the areas of drainage, water, wastewater programs, site
planning, and street and road projects.
Mrs. Chu's expertise and experience includes the preparation of
mathematical models for erodible channels, as well as studies of
aggradation/degradation tendencies of river systems. Mrs. Chu developed
the concept studies and design of the water system improvements for the
U.S. Navy Support Facility in Diego Garcia performing a comprehensive
evaluation of the system's network and lifecycle based on present and
future hydrogeological conditions.

Mr. Weddle provides expertise and professional assistance in multi -
disciplined municipal engineering projects. He is the firm's District
Manager for the Riverside and San Bernardino County area and manages the
firm's Rancho Miraoe office. Additionally, he currently serves as
consulting City Engineer for Villa Park, managing the City's puolic
works program including street and sidewalk improvements, traffic and
transportation projects, storm drains, sewers, and parks.
Mr. Weddle designed and coordinated a number of major flood control
projects as a member of the Orange County Flood Control District staff.
In Fullerton he managed the City's construction inspection group and
survey crews, and supervised major A/E design projects. Mr. Weddle's
expertise includes the administration and management of major construc-
tion contracts. These projects included large assessment districts, a
downtown street beautification program, and various drainage and street
resurfacing projects.

ANALYSIS
1. An enclosed trash area location has not been provided.
2. Minimum parking spaces are 9-feet wide and 19-feet deep with a
24-foot wide maneuvering area behind the spaces. The 2 parking
spaces identified to the north of this addition will require use
of 2-feet of the planter area for auto overhang. Concrete
curbing will be needed for protection of the landscaped area.
3. The sign location will have to be adjusted northward to
accommodate the additional right-of-way dedication and
sidewalk construction.
4. Permits and/or clearances from the City Engineer, Coachella
Valley Water District and the City Fire Marshal and Riverside
County Environmental Health Department and Desert Sands School
District are needed prior to the issuance of a building permit.
5. The City Engineer has indicated that the following items will be
needed:
a. additional right-of-way
b. construction of a 6-foot wide sidewalk, curb replacement
(as required) and paving the 20-foot alley adjacent to
the site.
c. executed copy of a temporary construction easement from the
adjacent property owner.
d. an encroachment permit.
6. A separate sign permit is required prior to sign installation.
7. The City Fire Marshal has indicated that the following items will
be needed:
a. A 30-inch parapet designed to be an integral part of addition
along the western building wall or a 2 hour roof assembly.
b. All internal walls including the separation between the
storage areas and sales/display area will need a 1 hour
fire wall assembly.
c. The western building wall will need a 2 hour fire rating.
d. The existing hallway will need a 1 hour fire rating.

1. The request as conditioned is consistent with the requirements of
the C.P.S. Zone and goals and objectives of the General Plan.
2. The project will not have a significant adverse impact on the
environment.
RECOMMENDATION•
Based upon the above information, approval of Plot Plan No. 87-375,
is recommended subject to the following conditions:
1. The development of the site shall be in conformance with the
Exhibits A and B contained in the file for Plot Plan 87-375,
unless otherwise amended by the following conditions.
2. The approved plot plan shall be used within two (2) years of the
approval date; otherwise, it shall become null and void and of no
effect whatsoever. By "use" it meant the beginning of substantial
construction, not including grading, contemplated by this approval
which is begun with the two-year period and is thereafter
diligently pursued to completion.
3. Prior to the issuance of a Certificate of Occupancy, the Applicant
shall install landscaping in accordance with an approved
landscape plan. All trees and plants shall be maintained in a
healthy condition for the life of the approved use.
4. The parcels must be merged using the parcel merger process prior
to the issuance of a Certificate of Occupancy.
5. The development must comply with the standards and requirements
of Coachella Valley Water District, the City Engineer and Fire
Marshal.
6. Provide an enclosed trash area having 6-foot walls and a screened
gate. The design and location is subject to Planning Department
review and approval.
