Authorize overnight travel for one Management Analyst to attend the California
Redevelopment Association's (CRA) Redevelopment Law Workshop in Garden Grove
on May 8 — 9, 2008 (Attachment 1).
FISCAL IMPLICATIONS:
The Fiscal Year 2007/2008 Development Services Budget has allocated funds for
travel, training and meetings for staff. Attendance at this seminar is estimated to be
$1,130 based upon the following costs:
Conference $ 495
Lodging (2 nights x $1 15 +tax) $ 260
Meals (3 days x $75) $ 225
Travel $ 150
Total $1,130
Funds for this conference are available in Account #'s 405-9001-702.51-01 and
406-9002-702.51-01.
CHARTER CITY IMPLICATIONS:

BACKGROUND AND OVERVIEW:
This workshop provides an understanding of the legal principles that guide
redevelopment practitioners. The workshop addresses the constitutional and statutory
framework for redevelopment, including relevant Federal and State case law. The
powers of redevelopment agencies will be explained as well as the constraints of their
activities and processes. The workshop equips the attendee with legal basis for
redevelopment processes including agency formation and organization; plan adoption,
amendments, and mergers; property acquisition and relocation; financing of
development and the role of indebtedness; and requirements and regulations pertaining
to the development of affordable housing.
FINDINGS AND ALTERNATIVES:
The alternatives available to the City Council include:
1. Authorize overnight travel for one Management Analyst to attend the California
Redevelopment Association's (CRA) Redevelopment Law Workshop in Garden
Grove on May 8 — 9, 2008; or
2. Do not authorize overnight travel for one Management Analyst to attend the
Redevelopment Association's (CRA) Redevelopment Law Workshop in Garden
Grove on May 8 — 9, 2008; or
3. Provide staff with alternative direction.

Basic Affordable
Housing Development
This workshop provides a solid background in the basics of developing
rental and ownership affordable housing. It provides participants with
an understanding of redevelopment law requirements that govern how
housing set -aside funds can and cannot be used. The workshop covers
financially -efficient methods for developing, building and preserving '
low- and moderate -income housing under redevelopment law, including
a description of other financing sources available to leverage agency
funds. The instruction will cover the basics of pro forma analysis for
both rental and for -sale affordable housing, and will provide guidance
to agency staff on developer selection, designing programs, and project
evaluation and underwriting. Workshop length: Two days (14 hours)
MCLE Credit: 6.25 hours.
Advanced Affordable
Housing Development
This workshop provides advanced legal, technical, policy, and program
development instruction to those who completed the Basic Affordable
Housing Development workshop. This workshop is designed for the
housing professional who needs a broad and deep understanding
of the complexities of the housing provisions of California
Redevelopment Law, including constitutional and Fair Housing issues,
restrictions on the use of housing set -aside funds, the construction
and rehabilitation of both ownership and rental housing, Article
300QV issues, and agency repotting and monitoring requirements.
The workshop covers advanced housing pro forma analysis, including
rules for analysis. Guidance will be provided on how to establish
housing program policies and procedures, including financial policies
and underwriting criteria, and how to structure and formalize the
housing development transaction. Advanced issues pertaining to
compliance monitoring and project maintenance will also be covered,
as well as preparation of the affordable housing portions of five-year
implementation plans. Workshop length: Two days (14 hours).
MCLE Credit: 6.00 hours.
