from qualified firms and/or Individuals to provide
deslgnJbulld services for the Chlldcare Facility
Playground Improvements, Project No.
2004-08. This will Include the desrgn, construc-
tion, construction management, materials and ap-
purtenance and Jnspectlon services during con.
structlon. Proposals Will be received by the City
of La Qulnta Public Works Department located at
78-495 Calle Tampleo. P.O. Box 1504, La Qulnta
California, 92247 until 10:00 a.m. FrIday, Decem.
ber 10. 2004, Proposals will be addresSed to the
attention of John M. Freeland. Senior Engineer.
TYPICAL SERVICES:
This project Includes but Is not limited to provid-
Ing the design and construction of the ctilldcare
faclllty playground Improvements located at
49-955 Pari( ~Avenue, La; Qulnta CA. This project
shall be awarded as a "design/build" Improve-
ment. The successful bidder shall be responsible
for all aspects of the project. Typical services to
be provided Include, but are not"limlted to:
* Prepare plans and specifications for the chlld-
care facility playground Improvements, Including
the removal and replacement of play equlpmenf,
new play equipment, concrete bOrder and safety
surfacing;
* Perform appropriate engineering related field
survey, and base map preparation;
* Perform utlllty coordination and obtain clearanc-
es If necessary;
* Perform coordination with local, regional, State
and/or Federal agencies as necessary;
* Obtain all required pennUs'
* Preparation and tracking ot project schedules;
* Monitor and report on project status; budget
vs.. actual expenditures; contract tIme va. actual
time;
* As necessary, provide infoonatlon to be Includ-
ed In staff reports for City Council and/or Plan-
nIng Commission consideration;
* Altend all aprroprlate public meetings to dis-
cuss the proiec Including but not limited to User
Group Meetings, Community Services Commis-
sion, Planning Commission and/or City Council;
* Provide all materials and labor for the construc-
tion and Installation of the chlldcare facility play-
ground improvements.
Five copies of the rroposal shall be submitted
and include relevan Statement of Qualifications,
Resume(s), and listing of projects with contact
. personnel that are- relevant to this type of work. In
a separate sealed envelope/ consultants must
submit a cost breakdown or each item and
phase of the proposed work, using the attached
cost breakdown sheet. Each representative of the
consultant team must be listed along With each
finn's name.

SELECTION PROCESS:
Proposals Will be reviewed by a Consultant Selec-
tion Committee. The Committee will rank the con-
sultant for contract negotiations based upon the
experience, approach to the project, project
schedule and qualifications.
This project shall be complete and operational by
April 1. 2005.No amendments or change orders
to this contract are authorized. Firms will be
ranked upon their written proposal, and verbal
r.resentatlon to the Consultant Selection Commit-
ee. It Is anticipated that interviews will be con-
ducted during the week of December 13, 2004
with the confract award scheduled for the City
Council meeting of December 21, 2004

On December 16, 2003, the CIty of La QUlnta City CounCil held a public hearing to con-
Sider the tentative cancellation of a WIlliamson Act Contract for :1:195 acres for
Coachella Valley Preserve No. 58. (as depicted above), and adopted Resolutj~n No.
2003-126,to allowthefu,ture development of residential and gol fcourseusesonthe
subject property, subJect to the satisfaction of conditions PUrsuant to state law, the
City must execute and record a Certificate of Cancellation Within thirty days of
receiving the applicant's notice that it has satisfied the conditions of approval for the
tentative cancellation of the Williamson Act Contract contained rn
Resolution No. 2003.126.
The City of la Quinta City Council made the followIng findings at Its December 16,
2003 meeting pursuant to Government Code Section 51282, In approving the tenta-
tive cancellation of the contract on the basis that the cancellatIon is consistent With
the Williamson Act.
1. A Notice of Non-Renewal has been served: A NotIce of Non-Renewal was served on
the County on or about February 26, 1999, and recorded on July 7, 1999 as
Instrument No. 1999-320309 in the office of the County Recorder of RiverSide County.
2. Cancellation is not likely to result in removing adjacent lands from agricultural use'
Therearenoadjacentlandswhicharenotcurrentlyzonedresldentialorcommerciat.
3. CancellatIon is for an alternative use which IS consistent With the City's General
Plan: The subject property is designated as LOR (low DenSity Residential), Golf
Course (GC) and, Neighborhood Commercial (NC) under the City of La Quinta General
Plan. The proposed alternative use for the subject property will be developed as a
resort community WIth residential, golf courses and commercial uses.
4. CancellatIon will not result in dlscontlguous patterns of urban development.
5. There IS no proximate non-contracted land which Is both avatlableand sUItable for
the proposed use of the contracted land and development of the contracted land
would provide more contiguous patterns of urban development than development of
proximate non-contracted land.
6. The amount of cancellation fee pursuant to SectIon 51283 of the Government Code
has been determined and certified by the City Council to be?:1,168,125. Said fee was
paId to the Riverside County Treasurer's Office on SePtemtil21, 2004.

AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF LA QUINTA. CAUFORNIA. APPROVING
AND ADOPTING AN AMENDMENT TO THE
REDEVELOPMENT PLAN FOR LA QUINTA
REDEVELOPMENT PROJECT NO.2
WHEREAS, the City Council of the City of La QuJnta (the
"Gity" or "City CounClr as appropriate) approved and ado9t-
ed the RedeveJopment Plan for La Qulnta Redevelopment
Project No 2 on May 16, 1989 by Ordinance No. 139, as
amended by a technical amendment adopted on December
20, 1.994, by Ordinance No. 259, to conform the Plan to the
requirements of State law, Assembly 81111290 Ch 942 of
Stats 1993 (collectively, the "Plan"); and '
WHEREAS, the Plan delineates the boundaries of the rede-
~~Iopment projec1 for Project No 2 ("Projec1 Area No 2"),
WHEREAS, the La Qulnta Redevelopment Agency (the
"Agency") has Initiated proceedings to adopt a proposed
amendment to the Plan, the purpose of which Amendment IS
to Increase the number of tax lncn!lment dollars which may
be allocated to the ~Cy under the Plan pursuant to
~~dlth & Safety Code 1011 33679(b) (the "Amendmenr);
WHEREAS, the California Community Redevelopment Law
(the "GRL") (Calllornia Health and Safety Code Sectlon
33000 et seq.) permits the adoption of amendments to rede-
velopment plans; and
WHEREAS, the City Council has received from the AQency
the proposed Amendment, a copy of WhICh IS on file wITh the
City Clerk, together wtth the Report of the Agency prepared
pursuant to Section 33352 and Section 33457.1 of the CRL
(the "Report to Crtv Council"), which Includes a description
and discussion of the proposed Amendment; and
WHEREAS, the Agency has prepared a Negative
Declaration for the Amendment In compliance wtth the
Calltornia Environmental Quallly Act and the City Council
has approved such document; and
WHEREAS, the Planning Commission of the City of La
Quinta has submitted to the City Councillts certJflcaflon that
the proposed Amendment conforms to the La Quints
General Plan; and
WHEREAS, the City Council and the Agency held a joint
publIC hearing on January 20, 2004, concernIng the adop-
tion ot the proposed Amendment, and
WHEREAS, notice of the JOint publIc hearing was duty and
, regularly published as required by the CRL and a copy of
I said notice and affidavit of publication are on tile with the
City Clerk of the City and Secretary of the Agency, and
WHEREAS, copies of the noltce of the Oint public hearing
were mailed by first-class mall to all res:Jents and busIness-
es In Prolect Area No.2 at least thirty (30) days prior to the
jolntpubllchearlng, and
WHEREAS, Seclion 33457 1 of the CRL, provIdes that to
the extent warranted by the proposed Amendment, this
Ordinance shall contain the findIngs required by Section
33367 of the CRL, and
WHEREAS, the City Couoot has conSIdered lhe Report to
CI~ Council for theAmendment, and has proVided an oppor-
lunity for all persons to be heard, and has received and con-
sidered all evidence and testimony presented tor or agamst
any and all aspects of the Amendment.
THE CITY COUNCIL OF THE CITY OF LA QUINTA. CALI-
FORNIA, DOES ORDAIN AS FOLLOWS:
SECTION 1. The purpose and intent of the City Council with
respect to Amendment is to Increase trom $400,000,000 to
$1,500,000,000 the total number of tax Increment dollars
which may be allocated from PrOJect Area No.2 under the
Plan to the Agency pursuant to Health and Safety Code
SectIon 33670(b), In order to allow the Agency 10 undertake
and Implement projects to continue allevlabng blight In the
Project Area No 2 as set forth In the Report to City Council,
including but not limited to new affordable housing opportu-
nities so the Agency may meet Its affordable housing
reqUIrements under the CAL and the Agency's adopted
Second Amended HOUSing Affordablllty Compliance Plan.
SECTION 2. The City Council hereby finds and determines,
based on the evidence in the record, Including, but not limit-
ed to, the Report to CIty Council, and all documents refer-
enced therein'
