1. CALL TO ORDER
A. The flag salute was led by Patricia Reilly.
2. OATH OF OFFICE
A. City Clerk Frank Usher administered the oath of office to Planning
Commissioners Imkamp, Klimkiewicz, Reilly and Thornburgh.
3. ROLL CALL
Present: Commissioners Imkamp, Klimkiewicz, Reilly and Thornburgh.
Also present were City Manager Usher, Secretary Ann Jennings
and City Attorney Ray Ott.
Absent: Commissioner Goetcheus.
Moved by Commissioner Reilly, seconded by Commissioner Klimkiewicz, to
excuse Commissioner Goetcheus. Unanimously adopted.

6. BUSINESS SESSION
A. The City Manager discussed the purpose of Ordinance No. 12, adopted by
the La Quinta City Council relative to residential or single-family
development in the R-1 zones of the City, and reiterated the purpose
and definition of this Ordinance.
The City Attorney provided the Commission with his legal opinion
regarding plot plan guidelines and explained the language of the
Ordinance and its specific requirements. He also discussed the
Brown Act law as it applies to elected officials, and explained its
requirements to the Commission.
After discussion, the Commission reached agreement on residential
structure requirements, as follows:
* Minimum gross usable living area shall be 1200 sq. ft.
* There shall be not less than 1; baths in one or two bedroom
homes.
* There shall be not less than 1 3/4 baths in homes with three or
more bedrooms.
* There shall be a 10 ft. minimum clear dimension in bedrooms.
* Bedrooms shall have an area of not less than 110 sq. ft.
* Burglary resistant measures shall be implemented, such as: solid
core exterior doors, double key one inch (1") deadbolts in all
exterior doors except sliding glass doors, a peephole or other
viewing device in �� ," "cSo�5, lights at all exterior doors
which shall be connected to a timer.
* There shall be a two car garage, or a two car carport with 100
sq. ft. minimum storage area, with a minimum side dimension of
five ft, to be constructed as part of the carport or house
structure.
* There shall be a separate pedestrian door into a garage.

Due to the lateness of the hour, the Commission agreed to adjourn
the meeting to the following Monday, August 30, 1982, for completion
of this item of business.
7. ADJOURNMENT
Moved by Commissioner Reilly, seconded by Commissioner Thornburgh, to
adjourn the meeting to Monday, August 30, 1982, at 6:30 p.m., at
La Quints City Hall, 78-105 Calle Estado, La Quinta. Unanimously
adopted.

A. City Manager Usher opened discussion regarding continued review of
standards relative to the development of single-family residences
in the R-1 Zone.
Commissioner Thornburgh reviewed information regarding regulations
which he had obtained from the County Department of Building and
Safety.
After discussion, the Commission reached agreement on residential
development requirements, as follows:
* 18 inch eave overhangs or 18 inch parapets shall be required. \
(* A limited fenced area shall be required for the enclosure and
protection of children and pets.
* Refuse containers and bottled gas containers shall be concealed.
* A minimum of three outside water spigots shall be required_
* When houses are developed on two adjoining lots, a zero ft. sideyard
setback should be encouraged in order to maximize a useful
sideyard on the opposite side of the structure.
* A landscaping plan for the front yard of all lots and the side
yard of corner lots shall be required to be approved. The plan
shall include a minimum of two 15-gallon trees for interior lots
and four 15-gallon trees for corner lots. An automatic irrigation
system appropriate for the type of landscaping shall be required.
* All houses shall be identified with street numbers which are
visible from the street.
* If a developer is applying for five or more plot plan approvals,
he must have no vacant homes for sale in La Quinta at the time
of application.
There was general concensus of the Commission that further information
from the County Department of Building and Safety should be obtained
regarding roof pitch, drainage requirements, allowable siding materials,
and proper site preparation and grading requirements. There was
additional agreement that further information should be obtained from
the Riverside County Planning Department regarding structure height
requirements. There was also general concensus that the

Planning Commission should consider recommendations of the County
Fire Department regarding roofing materials.
B. RESOLUTION NO. P.C. 82-1. A RESOLUTION OF THE PLANNING
COMMISSION OF THE CITY OF
LA QUINTA, CALIFORNIA, ESTABLISHING THE TIME AND LOCATION OF REGULAR
PLANNING COMMISSION MEETINGS.
Moved by Commissioner Thornburgh, seconded by Commissioner Klimkiewicz,
to adopt Resolution No. P.C. 82-1. Unanimously adopted.

Subject: Proposed Requirements for Development of Residences in the R-1 Zone
The Planning Commission has held two meetings to discuss and propose requirements
for the development of residences in the R-1 Zone, pursuant to the Ordinance of
the City Council requiring plot plan review by the Planning Commission. The
purpose in developing these requirements is to provide any person who may be
interested in this type of development with an objective set of guidelines to
be followed and to provide the Planning Commission with a basis for making the
findings required by the Ordinance. The Planning Commission has reached the
agreement regarding the following requirements:
* Minimum gross usable living area shall be 1200 sq. ft.
* There shall be not less than 112 baths in one or two bedroom homes.
* There shall be not less than 1 3/4 baths in homes with three or more bedrooms.
* There shall be a 10 ft. minimum clear dimension in bedrooms.
* Bedrooms shall have an area of not less than 110 sq_ ft.

In the last areas discussed, further refinement will be necessary. The City
Council may approve the proposed requirements, amend and approve them, reject
them, or meet with the Commission to discuss the proposed requirements before
