FISCAL IMPLICATIONS: Property management and improvement costs are paid from the rental income fund (245-9001-702.51-40-. The cost for both houses would be approximately 529,000 (518,000 for a corner lot and 511,000 for an interior lot). Funds are available in the RDA No. 1 Low and Moderate Housing Reserves (245-0000-290.00-00) to pay for these improvements. BACKGROUND AND OVERVIEW: In 1995, the Agency purchased 50 single-family homes in the Cove to preserve very low- and low-income affordable housing covenants. The dwellings have been rented to very low- and low-income Section 8 households, with approximately two homes being sold each year to the current tenant or a very low-income family. Property management and maintenance are provided by La Quinta Palms Realty. Prior to the Agency selling a house, the Agency must show that the house has been substantially rehabilitated. Based on this requirement, the Agency previously authorized minor and major repairs to enable the upgrades required before a house could be sold. This request is to add landscaping and irrigation repairs to the approved list of upgrades. !. ~~~J On December 4, 2007, the City Council approved a Cooperative Landscape Water Management Program between the City and Coachella Valley Water District (CVWD-. This program appropriated 550,000 with an equal match by CVWD to fund the initial phase. The program included five main components: 1. Water management opportunities on City/Agency properties 2. Water management opportunities in single-family homes 3. Water management opportunities for homeowner association properties 4. Water management opportunities on golf courses 5. Public relation opportunities As part of this program, staff has been working with CVWD to audit the RDA rental homes to see what could be done to transition these homes to be more water efficient. These discussions have lead to potential landscape and irrigation redesigns with the installation of the Weather-Based Water Controllers. CVWD has reviewed water consumption on two houses and anticipates that with the landscape and irrigation redesign and installation of a controller, there should be a savings of approximately 26% or 27,000 gallons of water per house, per year. Staff has been working with La Quinta Palms Realty to select two empty homes (preferably a corner lot and interior lot) to initiate a demonstration program. This will enable staff to design a standard landscape plan for a typical Cove home that would be made available to any homeowner who would want to make a similar transition to conserve water. By using Agency homes as an example, the City is not only stepping out to initiate this program, but hopefully providing an incentive for other homeowners to make this transition. CVWD and City staff will be publicizing the conversion of these homes to encourage residents to participate in the City/CVWD Water Management Program. FINDINGS AND ALTERNATIVES: Alternatives available to the Redevelopment Agency Board include: 1. Approve the design and installation of a drought tolerant landscape and irrigation plan for two Agency-owned homes as a demonstration project to encourage water conservation and appropriate 529,000; or 2. Do not approve the design and installation of a landscape and irrigation plan; or 3. Provide staff with alternative direction. .~.
