A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
LA QUINTA, CALIFOR2tIA, RECOMMENDING TO THE CITY COUNCIL
ADOPTION OF NEW REGULATIONS RELATING TO ADVERTI:iING
SIGNS (AS CONTAINED IN COUNTY ORD. NO. 348, ARTICLE XIX)
ZONING ORDINANCE TEXT AMENDMENT N0. 87-003
WHEREAS, the Planning Commission of the City of La Quinta,
California, did, on June 23, 1987, hold a duly noticed Public Hearing
in accordance with Section 65854 of the California Government Code
to consider amending Riverside County Ordinance No. 348 (which
was adopted by reference by City Ordinance No. 5, operative August
29, 1982) by repealing Article XIX, Advertising Regulations, and
replacing it with new City Sign Regulations; and
WHEREAS, said ordinance amendment has complied with the
requirements of "The Rules to Implement the California Environmental
Quality Act of 1970" (County of Riverside, Resolution No. 82-213,
adopted by reference in City of La Quinta Ordinance No. 5), in that
the Planning Director has determined after initial study
(Environmental Assessment No. 87-074) that the amendment will not
have a significant adverse impact on the environment and that a
Negative Declaration should be filed;
WHEREAS, at said public hearing, and upon hearing and considering
all testimony and arguments of all interested persons desiring to be
heard, said Planning Commission did find the following facts to exist
to justify this approval of said ordinance amendment.
1. The new sign regulations are consistent with th.e La Quinta
General Plan policies 5.2.4, 6.3.5 and 6.5.6, which identify
the need for comprehensive sign regulations to prevent
visual blight.
2. Approval of the amendment will not result in arty significant
adverse environmental impacts.
3. The amendment provides for flexibility and encourages a
total sign design approach as it relates to the: project
development.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the
City of La Quinta, California, as follows:
1. That the above recitations are true and correct: and
constitute the findings of the Commission in this case;
2. That it does hereby confirm the conclusion of Environmental
Assessment No. 87-074, in that the approval of this zoning
text amendment will not result in a significant: adverse
impact on the environment, and that a Negative Declaration
is appropriate for filing;

3. That the Planning Commission does hereby recortvnend to the
City Council approval of Zoning Ordinance Amendment No.
87-003, as contained in Exhibit "A" attached hereto.
