DESIGN REVIEW BOARD

I. CALL TO ORDER
A. Chairman Rice brought the meeting to order at 5:35
P.M. and called for a roll call vote.
II. ROLL CALL
A. Present: Boardmembers Michael Platt, Martin
Langer, David Harbison, Ted Llewellyn, Planning
Commissioner Representative John Bund, Chairman
Fred Rice.
Absent: Boardmember Paul Anderson
III. CONSENT CALENDAR
A. A motion was made by Boardmember Langer and
seconded by Boardmember Harbison to approve the
minutes of March 7, 1990, with a correction noting
that Planning Commission Representative John Bund
was absent. Unanimously approved.
IV. BUSINESS SESSION
A. Tentative Tract 23269; a request of La Quinta
Vistas Partnership for review of architectural
plans for single family residences in westerly
portion of La Quinta Highlands tract on the south
side of Fred Waring Drive west of Las Vistas Drive.
1. Principal Planner Stan Sawa presented the
information on the proposed project.
2. The Board discussed with the Developer a need
for additional overhangs, shading for
windows, a need for a different roof line to
break up the roof mass, and additional detail
work on the side and rear of the house.
Following the discussion, it was moved by
Chairman Rice to adopt Minute Motion 90-004
approving the plans as submitted with the

recommendation that possible additional
architectural changes regarding roof mass be
studied for Staff review. Boardmember
Llewellyn seconded the motion and it was
approved unanimously on a roll call vote.
B. Tentative Tract 232; a request of Acacia
Construction for review 68of architectural plans for
96 single family residences in the westerly portion
of the tract on the north side of Miles Avenue
west of Las Vistas Drive.
1. Principal Planner Stan Sawa presented the
information on the proposed project.
2. Following a presentation by the Developer,
the Board reiterated the same comments as
discussed on the previous project. After
further discussion Chairman Rice moved to
adopt Minute Motion 90-005 approving the
project subject to the Developer presenting,
for Staff review, additional architectural
treatment for the side and rear of the units,
and consideration be given to different roof
lines to provide window shading. Boardmember
Llewellyn seconded the motion and it passed
unanimously on a roll call vote.
C. Plot Plan 89-417; a request of T S Restaurants
for review of revised architectural plans for
approved restaurant and office complex on the north
side of Highway ill, approximately 1200 feet west
of Washington Street.
1. Principal Planner Stan Sawa presented the
information on the revised project noting
that the project has been designed in a
manner which conforms to the La Quinta Hotel.
2. Following discussion regarding great
appreciation for the style and design of the
proposed project, it was moved by Chairman
Rice and seconded by Boardmember Llewellyn to
adopt Minute Motion 90-006 approving the
project as submitted. Unanimously approved
on a roll call vote.
D. Jefferson Street Median Landscaping. A review of
concept plans for landscaping for Jefferson Street
median, north of Highway 111.

1. Principal Planner Stan Sawa introduced Mr.
Tom Doczi and Mr. Eric Johnson, landscape
architects hired by the City to prepare a
design for Jefferson Street medians as well
as guidelines for the entire City.
2. Following the presentation and various
questions concerning plant material and the
City of Indio's participation, Chairman Rice
moved to adopt Minute Motion 90-007
recommending approval of the design subject
to widening the concrete strip and narrowing
the lawn area. Boardmember Llewellyn
seconded the motion and it carried
unanimously on a roll call vote.
V. OTHER.
A. The Board discussed with Staff the Rules and
Procedures for the Design Review Board. Questions
were asked as to the authority the Board has to
impose restrictions or requirements on the projects
that are presented.
B. Due to the lateness discussion concerning the City
Entry sign was postponed to the next meeting.
VI. ADJOURNMENT
It was moved by Planning Commissioner Bund and seconded
by Boardmember Llewellyn to adjourn to the next regularly
scheduled meeting of May 2, 1990, at 5:30 P.M.. This
meeting of the La Quinta Design Review Board was
adjourned at 6:55 P.M., April 4 1990.

SUBJECT: TENTATIVE TRACT 23971 - PERIMETER PARK AND
INDIVIDUAL UNIT LANDSCAPE PLANS
APPLICANT: DEANE HOMES
LOCATION: NORTHEAST CORNER OF MILES AVENUE AND DUNE PALMS ROAD
BACKGROUND:
1. Tentative Tract 23971 is a 70 acre 228 unit single family
residential subdivision. The major entry to the project
is off Washington Street.
2. The La Quinta General Plan identifies Washington Street
as a primary street image corridor. The landscape design
-for the perimeter of Washington Street therefore,
requires special attention.
3. A 20-foot landscape strip has been provided along
Washington Street and Miles Avenue in accordance with the
La Quinta General Plan.
4. The Acoustical Study for this project requires the
following mitigation measures to reduce exterior noise
control to acceptable levels:
Washington Street: 9-foot high barrier wall consisting
of a 4.5-foot high wall.
Miles Avenue: 7.5-foot high barrier wall.
5. The perimeter landscape design along Washington Street
needs to comply with Washington Specific Plan parkway
alternative number 3 (attached).
6. The overall design of the park was approved by City
Council on November 7, 1989.

7. The Applicant is only required to provide accent trees,
grass and an irrigation system in the park/retention
basin area.
8. The Conditions of Approval for this project as regards
individual unit landscaping, reads as follows:
"Prior to final map approval, the subdivider shall
submit criteria to be used for landscaping of all
individual lot front yards. At a minimum, the
criteria shall provide for two trees and an
irrigation system".
The Planning and Development Department also requires
three trees along the street side of a corner lot.
STAFF COMMENTS
1. The perimeter wall heights should comply with the
Acoustical Study as follows:
Washington Street: total of 9-feet (4.5-feet high berm
and 4.5-foot high wall. Staff suggests 6-foot high wall
and 3-foot high berm).
Miles Avenue: 7.5-foot barrier wall.
2. The sidewalk should meander with greater radii within
both the parkway strip along the road and the landscape
buffer.
3. The meandering sidewalk along Washington Street should
touch the street curb for shorter stretches than
proposed. Refer to Parkway Alternative #3 of the
Washington Street Specific Plan.
4. The lighting used should comply with the Outdoor Light
Control Ordinance. The lighting shown needs to be
shielded and filtered or replaced with incandescent
lighting less than 160W with no shielding or filtering
(see attached excerpt from Ordinance).
5. No comments have been received from the Engineering
Department as yet.
6. The individual lot typical landscaping proposals should
show three and not two trees on the street side of a
corner lot.
RECOMMENDATION:
Review plans and determine if acceptable or if revisions are
necessary.

B. Filtration: Those outdoor light fixtures requiring a
filter in the Table shall be equipped with a filter
consisting of a glass, acrylic or translucent enclosure.
(Quartz glass does not meet this requirement).
C. Requirements for Shielding and Filtering: The
requirements for shielding and filtering light emissions
from outdoor light fixtures shall be as set forth in the
following table:

Footnotes:
(1) This is the preferred light source to minimize
undesirable light into the night sky affecting
astronomical observations.
(2) Warm White and Natural Lamps are preferred to
minimize detrimental effects.
(3) For the purposes of this Ordinance, quartz lamps
shall not be considered an incandescent light
source.
(4) Most glass, acrylic, or translucent enclosures
satisfy these filter requirements. Quartz glass
does not meet this requirement.
(5) Outdoor advertising signs of the type constructed
of translucent materials and wholly illuminated
from within do not require shielding.
(6) Metal halide display lighting shall not be used for
security lighting after it p.m. (or after closing
hours if before it p.m.) unless fully shielded.
Metal halide lamps shall be in enclosed luminaries.
(7) Recommended for existing mercury vapor fixtures.
The installation of new mercury fixtures is
prohibited sixty days after the effective date of
this Ordinance.
9.210.25 PROHIBITIONS
A. Searchlights: The operation- of- searchlights for
advertising purposes is prohibited, unless a temporary
variance has been granted by the City Council.
B. Outdoor Building or Landscaping Illumination: The
unshielded outdoor illumination of any building,
landscaping, signing, or other purpose is prohibited
except with incandescent fixtures less than 160 watts,
fossil fuels, and/or glass tubes (see Table).
C. New Mercury Vapor Installations: Sixty days from the
effective date of this Chapter, the installation of
mercury vapor fixtures is prohibited. All mercury vapor
lights installed shall be fully shielded.
9.210.30 EXEMPTIONS
A. Nonconforming Fixtures: All outdoor light fixtures
existing and fully installed, prior to the effective date
of this Chapter may remain in use as "nonconforming"
indefinitely; provided however, that no change in use,
replacement, structural alteration, or (after
abandonment) no restorations of outdoor light fixtures
shall be made unless it thereafter conforms to the
provisions of these regulations.

PROJECT.
LOCATION: NORTHEAST CORNER OF 48TH AVENUE AND WASHINGTON
STREET. (SEE ATTACHMENT #1 FOR PROPOSED- MODEL
COMPLEX LOCATIONS)
BACKGROUND:
Marquessa on Lake La Quinta was approved by the
City Council as Tentative Tract #24230 on December
5, 1989. The Applicant proposes two separate
concept themes; a lakefront product consisting of
four one-story unit designs and an off -water
product consisting of three single -story designs
and one two-story design (see accompanying
exhibits).
ANALYSIS:
A. Lakefront Units
1. No scale or statistical information is given
with regards to the unit floor plans.
2. A siting plan showing keyed location of unity
types has not been submitted, though one is
not required at this time, as all units are
single story.

3. Unit elevations are all single -story. No
dimensions are given as to height or overall
dimensions.
4. Left and front side elevations at street C-6,
and right elevation at Street B-8 appear to
lack detail. Some additional treatment
should be provided to further break up
prolongation of walls.
B. Off -Water Units
1. No side or rear elevations are provided.
Initial appearance of front elevations are
consistent with design styles seen in the
past and present.
2. Building heights and dimensions are not
indicated.
3. A siting plan has not been provided to verify
location of two-story unit design; however,
one will be required prior to issuance of any
model permits in order to verify compliance
with Condition #24 of Tentative Tract 24230.
RECOMMENDATION:
Recommend to the Planning Commission approval of
architectural concept for Marquessa on Lake La Quinta,
subject to the Applicant preparing the following for
Planning Commission review as well:
1. 4-point detailed architectural elevations for
the off -water units;
2. Provide, at a minimum, dimensions to
illustrate building heights and over all
dimensions for all units;
3. Provide more detailing or other treatment to
address the left and front side of Unit 6
(street C-6) and the right side of Unit 8
(street B-8).

LOCATION: EAST OF WASHINGTON STREET BETWEEN 50TH AVENUE AND
CALLE TAMPICO EXTENSION, AND CALLE RONDO AND PARK
AVENUE.
BACKGROUND:
1. Tentative Tract 25389 is a single family residential
subdivision of six acres into 254 lots (one future
residential lot) around an established golf course. The
project has a temporary access off 50th Avenue and a
permanent access off Park Avenue.
2. The La Quinta General Plan has designated the following
landscape buffer strips:
50th Avenue - 20-feet (setback measured
50-feet from the
centerline)
Park Avenue - 10-feet
Calle Tampico - 5-feet
ANALYSIS:
1. Sidewalk along 50th Avenue needs to meander within
parkway and landscape buffer lot.
2. Plans utilize large amounts of turf area.
3. Shrub areas are sparse and unimaginative in design.
4. Except for turf areas, plant material is very water
efficient.
5. Design along Calle Rondo is minimal and should be
restudied.
RECOMMENDATION:
Review plans
necessary.
