ADJOURNMENT BJ/AGENDADR.5/2 01 # MEMORANDUM TO: DESIGN REVIEW BOARD FROM: PLANNING & DEVELOPMENT DEPARTMENT DATE: MAY 16, 1990 SUBJECT: TENTATIVE TRACT 25389, PERIMETER LANDSCAPING PLANS APPLICANT: LANDMARK LAND/BROOK HOMES LOCATION: EAST OF WASHINGTON STREET BETWEEN 50TH AVENUE AND CALLE TAMPICO EXTENSION, AND CALLE RONDO AND PARK AVENUE. BACKGROUND: This item was reviewed at the meeting of May 2, 1990, and continued to this special meeting. During the last review, the Staff concerns as noted in the attached Staff report, were discussed. It was determined that the Applicant should restudy his plans and that the sidewalk redesign could be worked out by Staff. REVISED PLANS: Staff has worked with the Applicant to provide a meandering sidewalk that is minimally acceptable. The landscape plans have been revised adjacent to 50th Avenue, Park Avenue, and Calle Rondo. Revised irrigation plans will be submitted to Staff upon approval of the landscape plans. BACKGROUND: 1. Tentative Tract 25389 is a single family residential subdivision of six acres into 254 lots (one future residential lot) around an established golf course. The project has a temporary access off 50th Avenue and a permanent access off Park Avenue. 2. The La Quinta General Plan has designated the following landscape buffer strips: 50th Avenue - 20-feet (setback measured 50-feet from the centerline) Park Avenue - 10-feet Calle Tampico - 5-feet ANALYSIS: 1. Sidewalk along 50th Avenue needs to meander within parkway and landscape buffer lot. 2. Plans utilize large amounts of turf area. 3. Shrub areas are sparse and unimaginative in design. 4. Except for turf areas, plant material is very water efficient. 5. Design along Calle Rondo is minimal and should be restudied. Following the discussion it was moved by Boardmember Rice and seconded by Boardmember Platt to adopt Minute Motion 90-009 recommending to the Planning Commission approval of the architectural plans subject to the Staff recommendations and that the Developer provide revised elevations for the off -lake models as well as submit a complete package for the Planning Commission review. Unanimously adopted. C. Tentative Tract 25387; a request of Landmark Land Company and Brock Homes for review of preliminary landscaping plans for the perimeter for a 254 lot subdivision located east of Washington Street between 50th Avenue and Calle Tampico extension and Calle Rondo and Park Avenue. 1. Principal Planner Stan Sawa presented the Staff report. 2. Boardmembers Platt and Anderson abstained from participating in the discussion due to a possible conflict of interest. 3. The Board discussed with Staff the possibility of meandering sidewalks, buffer areas, and ground cover instead of lawns 4. Charles Kaplinger spoke on behalf of the Applicant, Landmark Land and stated that the meandering sidewalk on 50th Avenue would be a financial hardship, as they had already received permission from the Engineering Department to proceed with street improvements which included sidewalks and they were in the process of doing so now. He discussed the complications that would be involved due to different grade and the width they had to work with. He did indicate that the meandering sidewalks on 50th Avenue could be provided where the grade flattened out. 5. Due to the complications that were involved, Planning Commissioner Representative Bund moved to continue the review to a Special Meeting of the Board on May 16th at 5:30 P.M., to give the Applicant time to work out the Staff concerns. The Applicant stated this would be a hardship due to the time involved. Planning Commissioner Representative Bund amended his motion to state that the sidewalk approval would be subject to Staff approval. Chairman Rice seconded the motion and it passed unanimously.
