I. CALL TO ORDER A. Chairman Rice brought the meeting to order at 5:33 P.M. and Boardmember Llewellyn led the flag salute. Chairman Rice called for a roll call. II. ROLL CALL A. Present: Boardmembers Michael Platt, David Harbison, Ted Llewellyn, Planning Commissioner Representative John Bund (arrived at 5:50), Paul Anderson, Chairman Fred Rice. Absent: Boardmember Martin Langer B. Chairman Rice brought the issue of the City entry sign before the Board at this time to allow Planning Commission Bund to arrive. Chairman Rice stated that he felt the Highway 111 entrance to the City at Indian Wells should be combined with a short wall to hide the debris of the mountain. Discussion followed regarding the drawings presented for review. Commissioner Bund arrived at this time and consideration of the Agenda items commenced. III. CONSENT CALENDAR A. A motion was by Planning approve the approved. made by Boardmember Platt and seconded Commissioner Representative Bund to minutes of April 4, 1990. Unanimously BJ/MIN5/2.DRB - 1 - IV. BUSINESS SESSION A. Tentative Tract 23971; a request of Deane Homes for review of preliminary landscaping plans for the perimeter, park and individual units for a 228 lot subdivision located at the northeast corner of Miles Avenue and Washington Street. 1. Principal Planner Stan Sawa presented the information contained in the Staff report. 2. The Board discussed with Staff and the Applicant meandering sidewalks, sprinklers and drip irrigation, the retention basin, and providing a buffer between the sidewalk and the curb. Following the discussion, it was moved by Boardmember Platt and seconded by Boardmember Llewellyn, to adopt Minute Motion 90-008 approving the landscaping plans subject to Staff recommendations with the exception that the sidewalk meander from the entry south to Miles Avenue. Sidewalk shall maintain a minimum of 2-feet from curb. Also that the area between the curb and sidewalk consist of a drip and/or bubbler irrigation system with shrubbery instead of lawn. Unanimously adopted. B. Tentative Tract 24230; a request of Wilma Pacific for review of preliminary architectural plans for residential units at Lake La Quinta located at the northeast corner of 48th Avenue and Washington Street. 1. Associate Planner Wallace Nesbit presented the Staff report. 2. Chairman Rice questioned Staff in regard to height requirements. Associate Planner Nesbit stated that in this vicinity the Code allows for 35-feet. 3. Discussion followed regarding drainage flows, shading of windows for the off -lake models. Planning Commissioner Bund suggested that the off -lake units be designed in the manner that the on -lake models were to give more shading as well as more detail to the design. BJ/MIN5/2.DRB - 2 4. Following the discussion it was moved by Boardmember Rice and seconded by Boardmember Platt to adopt Minute Motion 90-009 recommending to the Planning Commission approval of the architectural plans subject to the Staff recommendations and that the Developer provide revised elevations for the off -lake models as well as submit a complete package for the Planning Commission review. Unanimously adopted. C. Tentative Tract 25387; a request of Landmark Land Company and Brock Homes for review of preliminary landscaping plans for the perimeter for a 254 lot subdivision located east of Washington Street between 50th Avenue and Calle Tampico extension and Calle Rondo and Park Avenue. 1. Principal Planner Stan Sawa presented the Staff report. 2. Boardmembers Platt and Anderson abstained from participating in the discussion due to a possible conflict of interest. 3. The Board discussed with Staff the possibility of meandering sidewalks, buffer areas, and ground cover instead of lawns 4. Charles Kaplinger spoke on behalf of the Applicant, Landmark Land and stated that the meandering sidewalk on 50th Avenue would be a financial hardship, as they had already received permission from the Engineering Department to proceed with street improvements which included sidewalks and they were in the process of doing so now. He discussed the complications that would be involved due to different grade and the width they had to work with. He did indicate that the meandering sidewalks on 50th Avenue could be provided where the grade flattened out. 5. Due to the complications that were involved, Planning Commissioner Representative Bund moved to continue the review to a Special Meeting of the Board on May 16th at 5:30 P.M., to give the Applicant time to work out the Staff concerns. The Applicant stated this would be a hardship due to the time involved. Planning Commissioner Representative Bund amended his motion to state that the sidewalk approval would be subject to Staff approval. Chairman Rice seconded the motion and it passed unanimously. Planning Commission Representative Bund stated that he would like to bring to the Board a copy of the design that was done by Cotton/Beland for the original Washington Street Specific Plan study. Following discussion it was moved by Boardmember Anderson and seconded by Boardmember Llewellyn to continue the discussion to the next regular meeting and for each member to determine specific sites were the signs should be placed. VI. ADJOURNMENT It was moved by Boardmember Llewellyn and seconded by Chairman Rice to adjourn to a Special Meeting of the Design Review Board on May 16, 1990, at 5:30 P.M. Staff stated that the plans are acceptable but there could be more meandering of the sidewalk, plant usage and better design. Discussion continued among the Boardmembers regarding these items, especially how far the meandering should continue in regards to the slope . BJ/MIN5/16.DRB - 1 - OUE7 3. Charles Kaplinger, Landmark Land representative, addressed the Board in regards to what he felt had already been solved when they met with Staff. He felt that they had meandered the sidewalk more and had added 15% more landscape materials, and was very confused as to Staff's comment. Chairman Rice stated that he felt the Applicant had improved the project. Planning Commissioner Bund stated that he felt it very confusing that the project had been able to progress to the stage of already having approvals for the sidewalk work without every appearing before the Design Review Board or the Planning Commission. 6. Following discussion it was moved by Chairman Rice to approve the project as submitted. Boardmember Harbison seconded the motion and it carried unanimously. IV. APPLICANT: EDWARD NIGG LOCATION: 51-066 AVENIDA MENDOZA (VILLAGE SPECIFIC PLAN AREA) ENVIRONMENTAL ISSUES: THIS PROJECT IS EXEMPT FROM THE REQUIREMENTS OF THE ENVIRONMENTAL QUALITY ACT BACKGROUND: This proposed conversion lies within the Tampico Subzone of _the Village Specific Plan area. The conversion conforms with the requirements and intent of the Village Specific Plan. STAFF COMMENTS: 1. The attached photographs show the existing architecture and landscaping of the project. It should be noted that this building is of a far higher standard than the existing surrounding buildings and is satisfactorily maintained. 2. New landscape materials have been incorporated into the plot plan including Queen Palms. The Village Zoning Ordinance for the Tampico Subzone requires at a minimum, Palm trees placed a minimum of 20-25 feet along the side of the sidewalk. 3. The Parking Ordinance stipulates that no landscaping higher than 30-inches shall be placed within 10-feet of the entry driveway to the parking area. The Heavenly Bamboo located in this area should be replaced by a lower shrub. 4. The solid waste container is enclosed as required by the Village Ordinance. BJ/MEMOGL.036 - 1 - 5. A handicap ramp has been provided as required. 6. The attached wooden sand blasted sign proposed complies with the Sign ordinance. The sign will not be illuminated. 7. The number of parking spaces provided is satisfactory. The parking layout however, should be shifted three feet towards the existing building allowing the minimum three feet between the front property line and the parking area as required by the Parking Ordinance. The distance between the handicap parking stall and the planter alongside the building will then be reduced. The five foot access ramp area of the handicap parking space located alongside this two foot access strip can be combined together to make a satisfactory access area. No curb shall therefore be placed between the handicap space and the two foot entry strip alongside the building. BACKGROUND: Tract 24230 was approved by the City Council and is a recorded map. Design Review Board and Planning Commission have previously approved four lakefront and four off -lake unit types for this project. The two model complexes for these units have been approved by Staff. ANALYSIS: A. Building Architecture 1. The following buildings are proposed. a.) Clubhouse - approximately 1200 square feet, 26 feet high. b.) Boathouse - approximately 1300 square feet, 16 feet high. c.) Bathhouse - approximately 400 square feet, 15 feet high. BJ/MEMOWN.021 - 1 - 2. Architecture of all three major structures is similar to that approved for the four off -water residential units previously approved. Some type of design highlighting should be provided at the right (northwesterly) elevation of the boathouse and the bathhouse elevations. The footprint of the clubhouse allows its elevations to appear less rigid than the other buildings. Generally, the architecture is compatible with past approvals. 3. A number of minor structures and lattice work are shown (porte cochere, trellis structures, and promenade area). A promenade trellis elevation is shown on the recreation lot concept layout. 4. Colors to be used for these buildings will be consistent with those approved for the off -water units previously reviewed. B. Landscape/Site Layout 1. Signage location and type of construction will be reviewed separately at time of application. 2. Detailed site analysis will be done as part of required plot plan approval to be based upon conceptual approval recommended by the Design Review Board. Design Review Board revisions will be incorporated into the plot plan application for review (public hearing required) before the Planning Commission. 3. The plant palette indicates species commonly used on most projects we have seen. These species are primarily low and mid -range water use plants, with the exception of the palm species. As this is a lake -oriented project, we can expect a continuing theme of water -oriented landscape design elements, extensive lawn areas, etc. Generally, the landscaping shown is appropriate in the context of the project and in consideration of species watering needs. Detailed plans, to be submitted upon approval of this concept, will be required to be reviewed by Coachella Valley Water District and the Agricultural Commissioner's office (standard City requirement). 4. An entry gate concept has been provided, which corresponds to the landscape concept plan. Detailed review of this entry will be done at the plot plan level; the concept only is provided for your review as with the architecture and landscaping. APPLICANT: ORANCO DEVELOPMENT, INC. LOCATION: SOUTHEAST CORNER OF DESERT CLUB DRIVE AND AVENIDA LA FONDA BACKGROUND• The Applicant has asked for a pre -submission review of their proposed architectural elevations. The proposed building would be rectangular in shape with most of the frontage facing Desert Club Drive. The building would contain approximately 3,775 square feet of floor area. The site is located within the Village Specific Plan area in the C-V-C Zone and as such is subject to the Specific Plan. The minimum design theme for the Village is based upon the concept of a Desert Oasis. The oasis concept stresses the importance of designing for the desert climate by emphasizing the creation of shade and the use of appropriate materials. Other elements of the design theme are designing for a pedestrian scale; compatibility with La Quinta's historic architectural vernacular (as exemplified in the La Quinta Hotel, Tennis Club and Hacienda del Gato) ; and an arts theme. The arts theme will permeate the Village. Developers are encouraged to provide for galleries, artists workshops and studios, and also for temporary art exhibition. The permanent display of art work on buildings and in public spaces will also be promoted. PROPOSAL• The Applicant has submitted conceptual views of the front sides of the building facing Avenida La Fonda and Desert Club Drive. As can be seen from the plans the structure is flat -roofed with a raised covered (trellised) walkway along the street. In front of the entry to each of the three rental spaces is a curved canvas awning attached to the covered walkway. Between BJ/MEMOSS.032 - 1 - Jl/ (I'�V the columns supporting the walkway is a short or wrought iron fencing for safety. ANALYSIS: 1. Staff feels that while the building has some architectural interest, it may not be in conformance with the "Desert Oasis" them of the Village Specific Plan. 2. The rear and interior sides of the building needs to be architecturally treated to match the more visible sides of the building. 3. The raised fenced off walkway deters pedestrian movement. Staff will attempt to work with the Applicant and flood zone requirements to lower the walkway area and eliminate the fencing between the walkway columns. 4. Staff will comment on the technical aspects of the plan separately. 5. A site plan will be available at the meeting. At the meeting held on April 24, 1990, the Planning Commission elected to continue the above_ matter and refer this issue to the Design Review Board. The Planning Commission requested the following changes to the subject plans: 1. Submit plans for one additional single story unit. 2. Submit at least on additional front elevation alternative for Units C and/or D. 3. Submit at least one additional color scheme. 4. Alter the drawings to ensure window and other detailing is consistent on all elevations and include labeling of architectural features, heights, and overall dimensions of buildings. In addition, a unit siting plan for Tentative Tract 24950 was also received (Attachment #2). C. ANALYSIS 1. Unit Siting Plan. A unit siting plan has-been submitted for this project is accordance with Condition of Approval #32 which reads as follows: 1132. Seventy-five percent of dwelling units within 150-feet of the ultimate right-of-way of Miles Avenue shall be limited to one story, not to exceed 20-feet in height. The Applicant shall submit to the Planning and Development Department for their approval, a drawing showing the location of any units higher than one story located along Miles Avenue frontage." The unit siting plan however, shows 50% (5 units) of the total unit (10 units) within 150-feet of the right of way of Miles Avenue exceeding 20-feet in height. The Applicant needs to resubmit this plan increasing the number of one story units to eight out of a total of ten units (75%), to the Planning and Development Department for review and approval. Please note, the above discussion regarding the unit siting plan for information purposes only. No decision is required from the Planning commission regarding the unit siting plan. BJ/STAFFRPT.057 2. Elevation Variation only one alternate front elevation has been proposed for each unit. This, particularly in the case of the large number of single story units along Miles Avenue (see Attachment #2) will result in little variation in the streetscape. Staff therefore recommends that the Applicant submit a further alternative front elevation for both the single story unit (Unit B) and either unit C and/or D. 3. Color Scheme The Applicant has submitted two alternate color schemes for all four units proposed. For reasons stated above Staff recommends at least one other color scheme be submitted for this project. 4. Detailed Analysis of Unit Elevations (Attachment a. The Applicant has eliminated the need for security fencing around the entrance to Unit A (previously Unit #3). The entrance to the Unit can now be viewed adequately from the street. b. The Applicant has eliminated the elevation alternative which showed an awkward image created by a double canopy.- C. Hip roofs has been utilized on all buildings. d. An attempt has been made to show detailing on all elevations. However, this detailing is not consistent and/or the same on all four sides of the units. All four elevations need to be made consistent and architectural features labeled, for example window "pop outs". e. The following two problem areas require redesign particularly as regards the issues of proportion and size: 1.) Unit A: Front elevation, second story window. 2.) Unit C: Front elevation, second story windows and vents. By minute motion, the Planning Commission request the Applicant resubmit the proposed elevations, floor plans and color scheme for Tentative Tract 24950 with the following changes to the Planning Commission or the Planning and Development Department for internal review and approval.
