I. CALL TO ORDER
A. Chairman Rice brought the meeting to order at 5:33
P.M. and Boardmember Harbison led the flag salute.
Chairman Rice called for a roll call.
II. ROLL CALL
A. Present: Boardmembers David Harbison, Ted
Llewellyn, Martin Langer, Planning Commissioner
Representative John Bund, Paul Anderson (arrived at
5:40), Chairman Fred Rice.
Absent: Boardmember Mike Platt
III. CONSENT CALENDAR
A. A motion was made by Boardmember Bund and seconded
by Boardmember Llewellyn to approve the Minutes of
May 2 and May 16, 1990. Unanimously approved.
IV. BUSINESS SESSION
A. Plot Plan 90-445; a request of Edward Nigg to
convert a duplex into a real estate office with
apartment.
1. Planning Director Jerry Herman presented the
Staff report.
2. Following a brief discussion regarding
landscaping, parking, and signage, it was
moved by Boardmember Bund and seconded by
Boardmember Anderson to recommend approval to
the Planning Commission subject to
conformance to Staff recommendation.
Unanimously approved.

B. Tentative Tract 24950; a request of Interspace
Design/Zeeland for approval of architectural
elevations.
1. Planning Director Jerry Herman presented the
Staff report.
2. Boardmembers Anderson and Bund discussed in
detail the amount of glass exposure on Units
"A" & "D" and various ways of addresses the
problem. All Boardmembers concurred with
their comments and concerns for more
treatment on these elevations. It was felt
that all the front elevations were well
designed and would be an asset to La Quinta.
3. Following further discussion, it was moved by
Boardmember Anderson and seconded by
Boardmember Harbison and unanimously approved
by all to recommend approval to the Planning
Commission subject to the following
conditions:
a. on Unit "C" eliminate shed roof and
replace with similar roof treatment as
on other units.
b. Provide stronger overhangs on Unit "D"
and "C".
C. Revise entry treatment to Unit B-2 and
B-3 to be similar to other units.
d. Unit "A" rear needs more treatment.
e. Unit "D" sides need more treatment.
f. Unit "D" north has too much window.
Provide more eave or perhaps extend the
second story floor to an overhang to
provide shading, or use entry type roof
system over window.
g. Unit "A" right needs more treatment.
Could accomplish this by extending the
hip roof out to the side of building (it
appears cut off).
h. Reinforce policy of accommodating heat
by shading and better overhangs.
C. Tentative Tract 24230; a request of Wilma Pacific
for approval of architectural and landscaping
concept plans for a clubhouse, boathouse and
bathhouse on the recreation lot.

1. Planning Director Jerry Herman presented the
Staff report.
2. Discussion followed among the Boardmembers as
to whether there was a need for additional
architectural treatment on the boat and
bathhouses or if the landscaping would be
adequate.
3. Following the discussion, it was moved by
Chairman Rice and seconded by Boardmember
Bund to approve the project subject to the
porte cochere having the same roof
treatment. An elevation of the porte cochere
shall be submitted for Planning Commission
review.
V. OTHER
A. A request of Oranco Development for presubmission
review of architectural elevations for retail
commercial building in Village area located at the
southeast corner of Desert Club Drive and Avenida
La Fonda.
1. Planning Director Jerry Herman presented the
Staff report.
2. Chairman Rice felt the look was downtown
Hollywood and did not exemplify the theme of
"The Village" and asked that the Applicant be
given a copy of the Village Plan in order to
help him design a building more compatible
with the Village theme.
Boardmember Anderson discussed the raised
sidewalks and felt they should be lowered to
become more "user friendly", that the roof
over the walkway should be trellised, the
facis timbered, and some relief be given to
the skyline; scale down the awnings and give
some character, carry the theme around to the
back of the building.
Boardmembers Langer, Harbison and Llewellyn
also stated their concerns regarding the
raised sidewalk, coloring and the possible
problems of maintaining the awnings. All
felt the theme would not integrate into the
Village theme.
5. Mr. Dave Harper from Oranco, spoke and stated
the difficulties he faces in regards to the
raised pad and size of the lot.

6. Following discussion, the Board expressed
their thanks for the opportunity to view the
project and hopefully help the Applicant to
prepare a development that would be suitable
for the City.
B. Discussion on City entry sign.
1. Boardmember Bund presented a sign proposal
that had been presented to the City by Cotton
and Beland, a former consultant on a
different project.
2. Following the discussion, it was the feeling
of the Board that the low profile sign
submitted by Bund was acceptable and the
matter should be continued to the next
meeting.
VI. ADJOURNMENT
It was moved by Boardmember Llewellyn and seconded by
Boardmember Bund to adjourn to a Regular Meeting of the
Design Review Board on July 11, 1990, at 5:30 P.M. This
meeting of the La Quinta Design Review Board was
adjourned at 6:55 P.M., June 6, 1990.

ASSOCIATED LANDSCAPING AS REQUIRED BY CONDITIONS OF
APPROVAL FOR TENTATIVE TRACT 25237
LOCATION: IMMEDIATELY WEST OF THE INTERSECTION OF AVENIDA
OBREGON AND AVENIDA FERNANDO (SEE ATTACHMENT #1)
BACKGROUND:
On March 20, 1990, the City Council approved Tentative Tract
25237, along the north side of Avenida Fernando at Avenida
Obregon in the La Quinta Hotel area. A condition of approval
for this tract required relocation of the existing Avenida
Fernando gatehouse, from east of Avenida Obregon to the west of
that street. The approval also required that the Design Review
Board review the new gatehouse design per the usual procedure.
The Applicant has submitted a plot plan application for Staff
review of the technical provisions (starking, lane widths,
etc.) which will be approved once the Design Review Board and
Planning Commission have approved the general design concept.
ANALYSIS:
1. Design/architecture of the gatehouse is similar to that
associated with the Los Estados product at the west end
of Avenida Fernando. This makes the gatehouse
architecture consistent with the overall La Quinta Cove
Golf Club Specific Plan; however, Staff notes that the
proposed architecture does not blend well with the La
Quinta Hotel architecture or the adjacent Tennis Villas
units.

2. Review of this design is limited to the building
architecture and proposed landscaping. Location and
technical aspects are currently under review by Staff to
assure compliance with our adopted design standards.
Note: the vehicular clearance (14-feet) is adequate
according to the City Fire Marshall.
3. The landscape materials list and design concept proposed
does not present any concerns to Staff.
RECOMMENDATION:
By minute motion, recommend to the Planning Commission approval
of the architectural and landscape design concepts for the
relocated Avenida Fernando gatehouse, as submitted by the
Applicant.

PLOT PLAN APPROVAL FOR THE OAK TREE WEST (CITRUS
COURSE) GOLF CLUBHOUSE
LOCATION: WITHIN THE APPROVED OAK TREE WEST SPECIFIC PLAN
AREA, GENERALLY IN THE NORTHEASTERLY PORTION OF THE
PROJECT, APPROXIMATELY 1/4 MILE SOUTH OF AVENUE 50
AND +1000 FEET WEST OF JEFFERSON STREET (SEE
ATTACHMENT #1).
BACKGROUND
Plot Plan 89-422 was approved by the Planning Commission
on September 26, 1989 and accepted by City Council on October
3, 1989. Conditions of approval provided only for minor
changes to the approved color scheme, to be authorized
administratively. Upon review of the revised concept designs,
Staff directed the Applicant to submit the revisions for Design
Review Board approval based on the following:
1. Significance of Architectural Design Changes - This
is the primary reason that this item is before you,
as there is variation between the approved
architecture and the proposed revisions. This is
most noticeable, on the east and west elevations,
in the reduction of window area and increased
southwestern architectural appearance and detailing
with the revised drawings. Staff offers that this
revision is an improvement over the existing
approval from a design standpoint. The overall

2. Building Footprint Changes - The revised Clubhouse
footprint appears more "squared off" from that
previously approved. However, this only alters the
approved square footage (40,160) by +100 square
feet, according to the Applicant. Staff does not
see any problems in this respect.
3. Colors/Materials - The approved incorporated colors
and materials are similar to those at La Quinta
Hotel. The revised colors/materials do make a
little less use of color, but this does not present
a conflict within the context of the revised
architecture.
4. Landscaping Layout - Some minor changes have been
incorporated into the landscaping shown on the
revised layout, but Staff offers that these are
insignificant and substantially retain the content
and provisions of the initial approval. Services,
cart staging and landscaping concept are generally
in the same configurations as previously approved.
In fact, the revised landscaping is more
substantial in some areas and adds additional
materials to the existing list.
RECOMMENDATION
By minute motion, recommended to the Planning Commission
approval of the revised Oak Tree West Golf Clubhouse
architectural design, layout, and landscaping, as submitted by
the Applicant.

SUBJECT: LANDSCAPING PLANS FOR TRACT 24890 (CITRUS COURSE)

LOCATION: NORTH AND WEST OF THE INTERSECTION OF 52ND AVENUE
AND JEFFERSON STREET
BACKGROUND:
This tract was approved in October 1989, and presently models
are under construction. Previously on February 7, 1990, common
area, entry area and unit landscaping plans were approved by
the Design Review Board.
PROPOSAL:
The Applicant has submitted landscaping plans for the perimeter
along Jefferson Street, 52nd Avenue and Calle Rondo.
Additionally, the entrys and some of the interior streets
adjacent to these perimeter streets are included.
DESIGN ANALYSIS:
Staff would offer the following comments:
1. The plans will need to be approved by the Riverside
County Agricultural Commission and Coachella Valley Water
District.
2. The major emphasis on Jefferson Street is on canopy -type
trees and citrus.
3. The major emphasis on 52nd Avenue is on the Date Palms.
4. Along Calle Rondo planting is heavily planted for
screening purposes.
5. The plans utilize large masses of turf adjacent to curbs.

BACKGROUND:
The tract consists of 251 lots, of which approximately 85 have
been sold to La Quinta Vistas. To date of those lots left
approximately 44 lots have been built on by the Applicant with
the original plans.
PROPOSAL:
The Applicant has revised the floor and elevation plans of
three of four unit types and has added one new plan and intends
to use them in the balance of the tract. Units size ranges are
as follows:
Original - 1220 to 1840 sq. ft.
Revised - 1567 to 2474 sq. ft.
Additionally, the smallest unit from the original units (1220
sq. ft.) is being dropped. The largest unit is new and
consists of 2474 sq. ft. in one story.
The original color and materials are proposed to be used with
the new and revised units.
DESIGN ANALYSIS:
Of the existing units, the "D" unit received the most revision
in both floor plan and elevations. Staff comments are as
follows:

1. For all three elevation plans of the"D" unit, additional
architectural treatment at the second story level
especially is necessary on the rear and left side
(fireplace).
2. For the new "E" unit, additional architectural treatment
is necessary on the rear and side elevations.
3. The original units provide 2" X 6" stuccoed "pop outs"
around the windows and doors of the rear and side
elevations.
RECOMMENDATION
Review plans based on the Staff comments and determine if they
are acceptable or if revisions are needed.
