Chairman Rice brought the meeting to order at 5:30 P.M. and Boardmember Llewellyn led the flag salute. Chairman Rice asked for a roll call. II. ROLL CALL A. Present: Boardmembers David Harbison, John Walling, Ted Llewellyn, Planning Commission Representative Elly Dowd, and Chairman Rice. B. Absent: Boardmembers Paul Anderson and Michael Platt C. It was moved by Boardmember Llewellyn and seconded by Chairman Rice to excuse Boardmember Anderson. Unanimously approved. D. Staff Present: Principal Planner Stan Sawa and Department Secretary Betty Anthony. III. CONSENT CALENDAR: A. Chairman Rice moved to approve the Minutes of April 3, 1990, as submitted. Commissioner Llewellyn seconded the motion and it passed unanimously. IV. BUSINESS SESSION: A. Plot Plan 91-460; a request of Shell Oil for approval of a service station and car wash located at the northwest corner of Highway 111 and Adams Street within the 111 La Quinta Center. 1. Principal Planner Stan Sawa presented the information contained in the Staff report, a copy of which is on file in the Planning and Development Department. DRBMIN-5/1 1 DRBMIN-5/1 2. Boardmember Walling inquired if Staff knew anything of the plant "Golden Eye" called for on the drawings. Principal Planner Sawa stated he did not. Boardmember Harbison stated he had not heard of it either. 3. Chairman Rice asked if this was the area that had a very high elevation. Principal Planner Sawa stated it did have a high elevation at this location. Discussion followed as to the proposed grading proposed. 4. Mr. Dave Prest, Uruttia Architects, addressed the Board regarding the landscaping and grading plans for the project. He stated that at present the grading plans had not been completed and would be done in relation to the entire project. 5. Discussion followed regarding the entrance to the car wash and whether additional landscaping or screening would be needed to hide the entrance and exit from the street frontage. Boardmember Walling asked if the arches on the south end were open. The Applicant stated they were and are provided for architectural treatment. 6. Commissioner Dowd inquired if Mesquite trees would be used in the landscaping design. Boardmember Harbison stated they would be a good choice if height were needed. Discussion followed as to the difficulty of determining how much landscaping was needed without knowing how the property would be graded. 7. Boardmember Llewellen asked that the trash enclosure be painted the same color as the building. 8. The Applicant asked that they be allowed to use landscaping for screening to the entrance and exit to the car wash. Also they would prefer to use one color (the darker stucco color submitted) for the structure. Discussion followed as to the use of colors and the maintenance. Following the discussion there was a consensus of the Boardmembers that one color be allowed. There being no further discussion it was moved by Boardmember Harbison and seconded by Boardmember Walling to adopt Minute Motion 91-006 recommending to the Planning Commission approval of Plot Plan 91-460, subject to the following conditions: a. Additional landscaping materials appropriate to screen the car wash entry and exit shall be provided on the landscape plan. Final acceptance of the screening shall be subject to field inspection at the time of completion of the work. Additional landscaping may be required at that time. ., , (I ( 3, b. The color of the building may be a darker stucco color which is approved for the shopping center. C. Trash enclosure shall match exterior of building. d. Sign program shall be submitted for approval by the Design Review Board prior to issuance of a building permit. Any required sign adjustments for number, location, or size of signs shall be approved by the City prior to approval of sign program by the Design Review Board. e. Landscaping plan approved for site shall be reviewed and accepted by shopping center owner. Concept along perimeter shall be extended along entire length of Highway 111, Adams Street, and Washington Street. The screen wall along Adams Street shall be extended to drip line or end of branches for the closest Sonoran Palo Verde, as approved by the City. Height and length of screen wall along Highway 111 shall be determined when a final grading plan and landscaping plan is available to ensure that the pump island area is screened from view of traffic on Highway 111. 10. Mr. Don Adolf, Service Engineer for Shell Oil, addressed the Board as a resident of PGA West, La Quinta, regarding his concerns about the color of the shopping center buildings. He wanted to be sure they would not be "pink" buildings. Boardmember Llewellyn reassured Mr. Adolf that the building would be the color of PGA West and not "pink". He also wanted to inform the Board that this station was to be owned and operated by Shell Oil and would not be a franchise and therefore be a highly maintained. V. ADJOURNMENT It was moved by Boardmember Walling and seconded by Boardmember Llewellyn to adjourn to a regular meeting of the Design Review Board on June 5, 1991, at 5:30 P.M. DRBMIN-5/1 DATE: PROJECT: APPLICANT: ARCHITECT: LOCATION: BACKGROUND: STAFF REPORT DESIGN REVIEW BOARD JUNE 5, 1991 PUBLIC USE PERMIT 91-009; PROPOSED CHURCH WITH ASSOCIATED PARKING IN THE R-1-12,000/PD ZONE DESERT BAPTIST CHURCH, PASTOR KOROLOK JACK CULVER NORTHEAST CORNER OF ADAMS STREET AND MILES AVENUE Single family residential subdivision projects have been approved to the north, south, and southwest of this site. An existing church is located opposite the subject site, across Adams Street to the west. A Public Use Permit (PUP) allows a church to be located in a residential area. The PUP will be reviewed by the Planning Commission at their meeting of July 9, 1991. PROJECT DESCRIPTION: The church building is hexagonal in shape and comprises a central assembly room with surrounding offices and classrooms. The central area of the church roof has been elevated to allow for windows to light the central assembly area. A metal rod extending above the roof located in a central elevated position provides a visual focus to the building. The contemporary style building will have dusty pink/peach concrete tile, pale dusty pink accent features and cream colored stucco on the main body of the structure. The preliminary landscape plan shows a number of trees suitable for desert climate located around the parking area and alongside Miles Avenue and Adams Street. Shrubs, ground cover and areas of annual color have also been used. Lawn covers the balance of the open area on the site. A monument sign has been proposed on the corner of Miles Avenue and Adams Street. The sign will consist of "stand off" letters applied to the face of a stuccoed section of the wall (see Attachment #8) STAFF COMMENTS: The church building seems to be well designed and the proposed architectural style and materials used are in keeping with the existing and proposed buildings in the surrounding neighborhood. DRBST.003 AV Q 2. The amount of lawn area utilized should be reduced. A wildflower mix could be used in the area where the expansion building is proposed. Emitters and bubblers should be utilized between the street curb and meandering sidewalk. 3. The sign application complies with the La Quinta Sign Regulations. Tentative Parcel Map 26525 is a parcel map with three residential lots on 4 acres. Tentative Tract 26524 and Tentative Parcel Map 26525 were approved by the La Quinta City Council on December 18, 1990 and January 15, 1991 respectively. Both of these projects share entries and have private streets and will have Homeowner's Associations to maintain common areas. The Applicant intends to retain as many of the existing citrus trees as possible. The existing row of Date Palm trees along the entry street will also be retained and utilized as part of the entry landscape design. BACKGROUND TO VARIANCE PROPOSAL: 1. Section 9.204 020 of the La Quinta Planning and Zoning Regulations states that walls along property lines shall not exceed six feet in height. 2. The noise study for this project requires a 7.5 foot high perimeter sound wall along 50th Avenue and a northern section of Orchard Lane and the access lane east of the Coachella Valley Water District site (see Attachment #2). The height of the wall is measured from the top of the street curb to the top of the wall. 3. Normally if a sound study requires a sound barrier higher than six feet, an earth berm plus a six foot high wall are designed and constructed together achieving the desired barrier height. .1J , �) u DR56/5.GL/CS -1 4. The applicant wishes to retain the existing citrus trees on Tentative Tract 26524. If a berm is built this could harm the existing trees alongside the future wall due to the grade differential. Therefore the Applicant has requested a variance to allow a wall higher than 6 feet along 50th Avenue. PROPOSAL: A) Wall along 50th Avenue: The proposed wall is approximately 7.5 feet above top of curb on 50th Avenue. This complies with the noise study. The height of the wall measured from the base of the wall varies from 7.0' to 9.64'. The more extreme cases occur where there is a retention basin between 50th Avenue and the property boundary. The wall needs to reach 9.64 feet in height measured from the base of the wall to comply with the 7.5 feet height requirement measured from top of curb. B) Wall along Orchard Lane: The height of the wall along Orchard Lane will vary between 5.47' to 6.17' measured from both base of wall and top of curb. C) Construction materials/color: The proposed wall will have a dove grey plaster finish with a grey brick cap. Attachment #7 shows additional gate and column treatment used on Orchard Lane only. Raised planters are provide at three points along the wall. Six columns are provided as part of the perimeter wall design on each side of the entry area into Orchard Lane (see Attachment #7). The same design feature is used for the perimeter wall surrounding the guard house area. STAFF COMMENTS: 1. In addition to existing trees and proposed wall planters along 50th Avenue, shrubs and/or vines or additional architectural treatment is needed to break up the height of the proposed wall. 2. An encroachment permit is needed from the Engineering Department for the raised wall planters along 50th Avenue. 3. The proposed materials and colors match those used in the gate house to be constructed on Orchard Lane. The present kiosk structure is Spanish in nature with a small tile roof and stucco sides. SUBMITTAL: The proposed construction would consist of a guard house with a restroom, new landscaping, widening of the road, and new monument sign. In order to accommodate the construction, the existing curbs will need to be modified, existing landscaping removed, and new wall to be constructed on the west side of the entry and at the northeast corner of the entry. These new walls will match the existing wall on the east side of the entry. The existing entry gates will be retained in place. The architecture of the proposed guard gate house is Spanish in nature with materials consisting of a US tile two piece mission "flashed" roof tile, exterior plaster, and bronze tinted windows. There will be some Spanish tile utilized on the building for accent. The roof will be extended over the guest lane. SIGNS: The proposed monument sign would be located in a planter immediately south of the guard gate house. The proposed sign would have a plaster finish similar to the guard gate house and have overall dimensions of three 3 feet 8 inches high by 7 feet long. The letters spelling "La Quinta Country Club Estates" would be recessed into the poured concrete (with stucco finish) panel and comply with size requirements. . DRBST.004 LANDSCAPING/LIGHTING: The Applicant has submitted a preliminary landscaping and lighting plan for the project. Plant materials utilized are fairly water efficient but, lean towards the more typical green country club type of planting. The plans do indicate landscape lighting. This landscape lighting will have to comply with the Municipal Code requirements. It should be noted that the Municipal Code does not allow lighting of a subdivision sign. Therefore, it will have to be deleted. Hardscape consists of stamped concrete adjacent to the guard gate house. ANALYSIS: Architecturally, Staff feels the plans are acceptable. Additionally, the landscaping plans while not overly water efficient, is acceptable due to the small area involved and existing surrounding planting. Following review by the Design Review Board these plans will need to be reviewed by the Fire Marshal and Engineering Department. RECOMMENDATION: The Design Review Board should review the plans in light of the above comments and determine acceptability. SA q l- 14AF STAFF REPORT DESIGN REVIEW BOARD DATE: JUNE 5, 1991 PROJECT: CONSIDERATION OF STREET NAME SIGNS FOR VILLAGE SPECIFIC PLAN AREA BACKGROUND: The Design Review Board has been asked to consider various street name signs for use within the Village Specific Plan area. The Village Specific Plan text included examples of possible street signs for use within the Village area. Attached are the appropriate pages pertaining to these street signs. Additionally there are attachments showing the desirable architectural styles for the Village area. The Village Specific Plan indicated that street signs should be unique to the Village. The plan suggests the incorporation of street signs into the walls which can be read at eye level from a car. As such, the suggested sign is more of a monument sign as opposed to a normal street sign. Also attached are some excerpts from various types of street signs that are available. Regardless of what type of sign is utilized, it may be desirable to include a "Village at La Quinta" type logo on the sign to indicate areas within the Village. Because the architecture theme for the Village is "desert oasis", signage should reinforce that theme. The City Council at their meeting of February 5, 1991, reviewed the sign recommended by the Design Review Board. As you recall, the design is a Spanish, early California motif utilizing cantera stone, stucco and colored concrete with sandblasted lettering and a quail logo. The City Council at that time determined that the City should wait until the Civic Center sign for the City Hall site is completed. The reason for this is to determine whether the City entry signs should match or be similar to the new City Hall sign. Should there be other sign designs considered, we would anticipate that the Design Review Board will review these new designs. DRBST.001 City Council Minutes 4 February 5, 1991 0 5. REVIEW OF PROPOSED CITY ENTRY SIGN DESIGN FOR USE THROUGHOUT CITY. Mr. Sawa, Principal Planner, presented the Council with a design of the proposed entry sign for the City, which was prepared by Paul Anderson, a member of the Design Review Board. The design is a "spanish, early -California" motif utilizing cantera stone, stucco and colored concrete and sand- blasting for the lettering and has a quail at the top. The proposed locations for these signs are 1) on the south side of Highway 111 at the western City limits; Highway ill and Jefferson on the eastern City limits and on the southeast corner of Highway 111 and Washington Street facing north. The Design Review Board and Planning Commission reviewed the sign and recommends approval. The Art in Public Places Committee also reviewed the sign and felt that it should be held over and looked at in light of the Civic Center sign. Discussion ensued with Council expressing concern over compatibility with the Civic Center sign and concurred that this matter should be carried over until such a sign is designed by the architect. Suggestions included having the Design Review Board send out a request for quotations to design the sign or to have the school kids present proposals. Questions that surfaced included the need to include "City of" on the sign; lighting and landscaping and what is on the backside of the sign. Council Member Sniff and Mayor Pena believed that we should proceed with the design of this sign whether that means sending it back to the Design Review Board or to send it out for bid. MOTION - It was moved by Council Members Rushworth/Franklin that the matter of the City's entry sign be carried over until the architect completes the design of the Civic Center sign. Motion carried with Council Member Sniff and Mayor Pena voting NO. MINUTE ORDER NO. 91-17. 6. CONSIDERATION OF PARTICIPANTS ON CIVIC CENTER ART PURCHASE AWARD COMMITTEE. Mr. Kiedrowski advised that last year the Council appointed a Civic Center Art Purchase Award Committee and this year, the Arts in Public Places Committee has suggested that they serve as this Committee with participation from the Council; or as the nucleus of the Committee. Last year, the Council suggested that this year, the Council's selection would be by drawing lots.
