COMMITTEE MEMBER ITEMS VIIL ADJOURNMENT ALRC/AGENDA 00Z MINUTES ARCHITECTURAL & LANDSCAPING COMMITTEE MEETING A regular meeting held at the La Quinta City Hall 78-495 Calle Tampico, La Quinta, CA July 15, 1998 CALL TO ORDER =11 A. This meeting of the Architectural and Landscaping Committee was called to order at 10:00 A.M. by Community Development Director Jerry Herman who lead the flag salute. B. Committee Members present: Bob Bobbitt and Dennis Cunningham. C. Staff present: Community Development Director Jerry Herman, Planning Manager Christine di Iorio, Principal Planner Stan Sawa, Associate Planner Greg Trousdell, and Executive Secretary Betty Sawyer. II. PUBLIC COMMENT: None III. CONFIRMATION OF THE AGENDA: A. Staff asked that Business Items A and B be reversed. There being no objections, it was unanimously approved. IV. CONSENT CALENDAR: None V. BUSINESS ITEM: A. Site Development Permit 98-626; a request of Real Property Associates for approval of a 5,000 square foot commercial pad building. Principal Planner Stan Sawa presented the information contained in the staff report, a copy of which is on file in the Community Development Department. 2. Committee Member Dennis Cunningham questioned the landscaping facing Highway 111. Mr. Rob Sanford, the applicant, stated the landscaping that is called for on the plans was extensive. Mr. Cunningham asked if windows could be installed on the east elevation to soften the appearance. Mr.. Mr. Cunningham stated that even with the setback additional detail was needed. He suggested a metal lattice with plants. Mr. Sanford stated they would like to do the same landscaping as Boston Market, but more dense. Committee Member Bob Bobbit stated the elevation did not show the amount of landscaping to be used, but the landscaping plan does. He proceeded to discuss the type of plants that would be used. 4. Committee Member Cunningham suggested the applicant use Bottlebrush. 5. Committee Member Bobbit stated the current plant pallet would be bare in the winter. 6. Committee Member Cunningham suggested scoring as a backdrop and if vines were used to grow up the wall with some ornamental type of bushy plant it would add to the elevation. Mr. Sanford stated the plans are calling for 60-70 plants. The combination of the Mexican Bird of Paradise and Oleanders will create a lot of color. Principal Planner Stan Sawa asked if the parapet wrapped around all four sides. Mr. Sanford stated it did. 8. Staff clarified the only recommendation of the Committee was the additional landscaping for the east elevation. There being no further discussion, it was moved and seconded by Committee Members Cunningham/Bobbitt to adopt Minute Motion 98-001 recommending approval of Site Development Permit 98-623 to the Planning Commission, with the additional landscaping. Unanimously approved. B. Site Development Permit 98-623; a request of Kerr Project Services and Hall and Foreman, Incorporated for the International House of Pancakes Corporation for approval to construct an IHOP restaurant on 1.21 acres within the Jefferson Plaza Shopping Center. Associate Planner Greg Trousdell presented the information contained in the staff report, a copy of which is on file in the Community Development Department. 2. Committee Member Dennis Cunningham stated he was in favor of using grass along Highway I I I as it would soften the site and the blue awnings will help to bring some color. The tree selection was acceptable and the small amount of turf would add to the color. His only issue was the use of standard trees in confined spaces. This is a total waste of money and in the future he would like to see more room given to shade trees in parking lot areas. The trees cannot reach the height required by the City's standards if they are confined. This project is using Sumac and Olive trees. The Olive tree is not a bad tree, but is not appropriate for a parking lot. He would recommend using hybrid olive trees such as Swan Hill or Oleo Juropa which are true fruitless olive. 4. Associate Planner Greg Trousdell stated that in other parking lots 8 foot wire planters have been used to give the tree space to grow. This Center, however, does have a plant pallet. Committee Member Bobbitt stated he would recommend that in the planning process, trees should be given more space to accomplish the City's desired look. Committee Member Cunningham stated most developers do not care, they rely on the architect, with the goal being an attractive site. He asked Committee Member Bobbitt what he would use. The building is architecturally attractive and the landscaping scheme is also attractive. 6. Committee Member Bobbitt stated he had no problem with the plan, or the plants. It is the amount of space that is being given to the trees to grow. Planning Manager Christine di Iorio stated that if this is a strong issue, it should be taken to the Planing Commission for their consideration during their review of the Zoning Code. 7. Committee Member Bobbitt stated tree roots will only grow toward water, but after 18-20 inches there are no more nutrients and the roots will come back up to find those nutrients. Therefore, if you give it a bigger area to grow in, it will develop the root system to withstand its growth. 8. There being no further discussion, it was moved and seconded by Committee Members Bobbitt/Cunningham to adopt Minute Motion 98-002 recommending approval of Site Development Permit 98-626 to the Planning Commission as submitted. Unanimously approved. VIL CORRESPONDENCE AND WRITTEN MATERIAL: None. VIII. COMMISSIONERS ITEMS. C. Committee Member Bobbitt asked staff to define their role on this Committee. Planning Manager Christine di Iorio explained the Committee purpose was to review the design and landscaping of projects that are scheduled for review by the Planning Commission. Committee Member Cunningham suggested the Committee Members attend the Planning Commission meetings to provide assistance to the Commission regarding their recommendation. ADJOURNMENT: There being no further business, it was moved and seconded by Committee Members Cunningham/Bobbitt to adjourn this regular meeting of the Architectural and Landscaping Committee to the next regular meeting to be scheduled as needed. C:AMy Documents\WPDOCSVAI-RC7-15.wpd 4 BI #A ARCHITECTURAL AND LANDSCAPE REVIEW COMMITTEE STAFF REPORT DATE: CASE NO.: APPLICANT: ARCHITECT: REQUEST: LOCATION: BACKGROUND: AUGUST 24, 1998 SITE DEVELOPMENT PERMIT 98-628 RJT HOMES, LLC (CHAD MEYER) DOWNING THORPE JAMES (RICK NEW) APPROVAL OF ARCHITECTURAL AND LANDSCAPING PLANS FOR THREE NEW PROTOTYPE RESIDENTIAL PLANS TRACT 28797 IN THE CITRUS PROJECT The proposal is for approval of three new residential prototype plans for Tract 28797 within the Citrus project, on the west side of Jefferson Street, north of 52nd Avenue. PROJECT PROPOSAL: Proposed are three floor plans varying from 2,470 to 2,818 square feet. The units have front court yards, with two plans having detached casitas' or bedrooms. The units are Spanish/Mediterranean in nature, utilizing plaster walls, wood beams, outriggers, and rafters, and clay tile roofing. Colors of the plaster are white to light tan, with wood colors light tans to brown, and roof tile a red blend. Roof heights and types are varied and used in combinations. Each plan varies in height from 12 to 20 feet because of the variety of roofs. Special features include rounded plaster corners, plaster popouts around all windows, and concrete mudded roof ridges, hips, and end caps. Each plan include two different facades, with building sides and rears being the same within each plan. Garage doors are sectional roll -up doors. Typical front yard landscaping plans have been submitted for each plan. The plans do not take in to account orientation which will be north or south. The plans do not include the private court yards or rear yards. Each lot will have three trees, a variety of shrubs around the building and at the curb and lawn. The lawn areas will be mounded from 8 to 18 inches with tan concrete mow strips utilized to separate shrub from lawn areas. Plant materials are lush in C:alrc rpt sdp 98-628 }" o appearance, but tend to be relatively low in water use. Tree sizes are 15 gallon or 24" box, with shrubs one or five gallon in size. Staff Comments As required by Section 9.60.300 (Compatibility Review) of the Zoning Ordinance, the Committee is required to review and comment on the following findings: 1 . The architectural and other design elements of the new residential units will be compatible and not detrimental to the other existing units in the projects. 2. The proposed single family residences will be compatible to existing dwellings with respect to architectural materials such as roof material, window treatment, and garage door style, colors, roof lines, and lot area. Response to #1 .and #2: The proposed units are the same architectural design, colors, and materials. The units utilize similar architectural features such as varying roof heights, rounded corners, and window trim. 3. At least one specimen tree (min. 24-inch box size, and minimum 10 feet tall, measured from top of box) shall be provided in the front yard or street side yard. Response: The proposed landscaping plans provide a minimum of one 24" box size tree in the front yard area. All units will have at least one additional tree and other shrubs and groundcover. RECOMMENDATION: Recommend to the Planning Commission approval of Site Development Permit 98-628, subject to the following conditions: 1. All architectural features indicated on the facade shall be provided on all sides where appropriate. 2. (LA QUINTA RESORT AND CLUB) PEARSON AND ASSOCIATES REQUEST: APPROVAL OF PLANS TO CONSTRUCT 3,875 SQUARE FOOT FITNESS CENTER ADDITION TO TENNIS PRO SHOP AND CONSTRUCT ADJACENT 1,320 SQUARE FOOT MOVEMENT CENTER. LOCATION: WEST OF THE LA QUINTA RESORT AND CLUB TENNIS CLUBHOUSE ON THE WEST SIDE OF AVENIDA OBREGON, SOUTH OF AVENIDA FERNANDO BACKGROUND: The applicants are proposing new fitness and movement (aerobics) facilities to replace the current substandard exercise room in the main resort area. The location near the under construction spa is intended to provide a convenient location for users of both facilities. PROJECT PROPOSAL: The fitness center addition is proposed to be added on the north side of the tennis pro shop, which is to the southwest of the sunken exhibition tennis court along Avenida Obregon. The movement or aerobics center will be a freestanding building immediately west of the tennis clubhouse, north of the fitness center addition. The fitness center addition is wider than the existing pro shop and will be flush on the east side. The roof pitch matches on the east portion of the addition. Due to its extra width, the new roof will be higher (17 feet) than the existing roof (14'-9"). The architectural appearance of the addition will match the pro shop with a clay tile roof, stucco walls, and french windows and doors. The movement building will be one story high (18'-9) and be located between the tennis clubhouse and tennis courts. The architecture will match that of the adjacent C:alrc sdp 98-629 019 buildings, utilizing a clay tile roof, plaster walls, and french windows and doors. The north and east elevations will have metal trellis' for vines. Landscaping changes will be minimal. Five palm trees will be relocated or removed in the area of the buildings. Lawn, concrete walks, and a small patio area will also be removed. The area in front of the pro shop and new fitness addition will be provided with new decorative paving, large trees, and a small fountain. As noted above, vines will be provided on the north and east elevations of the movement building. STAFF COMMENTS: As required by Section 9.210.010 (Site Development Permits) of the Zoning Ordinance, the Committee is required to review and comment on the following findings: Architectural Design- The architectural style, scale, building mass, materials, colors, architectural details, roof style, and other architectural elements are compatible with the surrounding development and with the quality of design prevalent in the City. Response: 1. The construction proposed matches the existing early California architecture of the resort. Colors and materials will be the same as that used on the surrounding buildings. The massing of the proposed construction is compatible with the existing building in the area. Landscape Design- Project landscaping, including but not limited to the location, type, size, color, texture, and coverage of plant materials, has been designed so as to provide relief, complement buildings, visually emphasize prominent design elements and vistas, screen undesirable views, provide a harmonious transition between adjacent land uses and between development and open space, and provide an overall unifying influence to enhance the visual continuity of the project. Response: 1. Due to the location of the proposed construction in an developed area, new landscaping is minimal. As around the existing buildings, shrub planting around the buildings will be minimal. Lawn will be used adjacent to the covered walk at the front of the pro shop and fitness addition, along with several specimen trees. The landscaping will be compatible with the existing planting. RECOMMENDATION: Recommend to the Planning Commission approval of Site Development Permit 98-629, subject to the following conditions: C:alrc sdp 98-629 l/ 1 .
