This meeting of the Architectural and Landscaping Committee was called to order at 10:08 a.m. by Planning Manager Christine di Iorio who led the flag salute. B. Committee Members present: Bill Bobbitt and Dennis Cunningham. C. Staff present: Planning Manager Christine di Iorio, Principal Planner Stan Sawa, and Executive Secretary Betty Sawyer. II. PUBLIC COMMENT: None. III. CONFIRMATION OF THE AGENDA: Confirmed. IV. CONSENT CALENDAR: A. Planning Manager Christine di Iorio asked if there were any changes to the Minutes of April 7, 1999. There being no corrections, it was moved and seconded by Committee Members Cunningham/Bobbitt to approve the minutes as submitted. Unanimously approved. V. BUSINESS ITEMS: A. Site Development Permit 99-618. Amendment #l; a request of Catellus Residential Group/La Quinta Redevelopment Agency, for approval of architectural and landscaping plans for a pool facility with a 26 acre single family residential lot subdivision. Planning Manager Christine di Iorio presented the information contained in the staff report, a copy of which is on file in the Community Development Department. 2. Committee Member Cunningham asked if the colors would tie in with the remainder of the project. Staff stated it would. 3. Committee Member Bobbitt suggested the applicant reconsider the use of wrought iron for the fence around the pool as it is a high maintenance. He suggested a vinyl material which would require little or no maintenance. In regard to the entrance landscaping, even though it had been previously approved, he noted the plans call for California Pepper and Evergreen Elm and both trees have a highest rate of blowing over in the high winds. He would strongly suggest a different tree; something more compact and upright that would not blow over. They could be a liability and are a very messy tree. The trees proposed for the pool area are laid out well, but are very messy trees and he would prefer they be moved away from the pool. Palms trees would be better around the pool area and move these trees onto the lawn area. Another issue is restroom facility for the workers. It can be a heated issue and if restroom facilities are not provided, workers will find an alternative. 4. Committee Member Cunningham informed the applicant that the shower facility will need to be covered so the drain is not exposed to the sky as it is a requirement of Coachella Valley Water District. ' 5. Mr. John O'Brien, representing Catellus, stated they would use roof colors from the current palette. In regard to the vinyl fence, he would have difficulty matching the Spanish look as he is not aware of a vinyl fence that would have the Spanish look. Committee Member Bobbitt stated that if the fences are cemented in and no sand touches the post and it is raised above the ground surface to keep water from affected the post, the wrought iron may work. Irrigation lines would have to be laid out so the spray does not hit the fence. The landscaping that is to become the responsibility of the homeowners' association should be cost effective. 6. Mr. O'Brien stated the Shoestring and Palo Verde trees can be shifted from the pool. The entry theme trees were selected because they grow quickly, but they will look at alternatives. He also suggested they install heavy supports for the trees to alleviate his concerns for wind damage. Committee Member Bobbitt stated that supporting the tree to withhold the winds is about a 50-50 change they will work. 7. Mr. O'Brien stated that in regard to the restrooms they will look into providing restrooms for the workers. Committee Member Bobbitt stated the requirement is usually one restroom for each ten workers. Planning Manager Christine di Iorio stated PGA West built a separate restroom on the back of the members restroom for their workers. Committee Member Bobbitt stated this is an important issue. Cal OCEA and others put the responsibility on the developer. 8. There being no further discussion, it was moved and seconded by Committee Members Cunningham/Bobbitt to adopt Minute Motion 99-011 recommending approval of Site Development Permit 999-618, Amendment #1, subject to conditions as modified: C:\My Documents\WPDOCS\ALRC 5-5-99.wpd 2 1p4.6 t/ O O Architectural & Landscape Review Committee May 5, 1999 a. Relocating the Palo Verde and Acacia trees away from the pool area. b. The applicant consider adding an additional restroom for the workers. Unanimously approved. B. Site Development Permit 99-650; a request of Valentine Professional Services for Laguna de la Paz for approval of development plans for an expansion of the clubhouse and modifications to the recreational facilities and additional parking spaces for the clubhouse. Principal Planner Stan Sawa presented the information contained in the staff report, a copy of which is on file in the Community Development Department. Committee Member Cunningham stated he was comfortable with the plans as submitted if they had been approved by homeowners' association (HOA), as the applicant is presenting what the HOA wants. It is behind gates and not a public issue. The clubhouse design is attractive and Laguna de la Paz has always had a good look from the street. 4. Committee Member Bobbitt stated he agreed and asked if there was a faction within the HOA that did not want the project to go forward. Mr. Gary Dubois, representing Valentine Professionals stated they had received no negative comments. 5. Committee Member Bobbitt asked if the existing homes would be impacted by the new buildings. Staff stated they would not. Committee Member Bobbitt stated the location of the proposed tennis courts was good as well as the parking for the employees. The plant palette is good because lends itself to a desert scheme. The existing landscaping is somewhat lush and this blends in the desert look. Mr. John Krieg, landscape architect, stated the applicant is trying to make the transition between the two. In the streetscape they are trying to present a plant palette that has a low water usage and use color and ground cover. There being no further discussion, it was moved and seconded by Committee Members Cunningham/Bobbitt to adopt Minute Motion 99-012, recommending approval of Site Development Permit 99-650, as submitted. Planning Manager Christine di Iorio presented the information contained in the staff report, a copy of which is on file in the Community Development Department. 2. Committee Member Bobbitt asked if the existing trailers were being moved to the new location. Ms. Cindy Zamora, representing KSL Recreation Corporation, stated they would move as many as possible. 3. Committee Member Bobbitt asked what color the modular units would be painted. Ms. Zamora stated the same grey and blue as before. 4. Committee Member Cunningham asked if there were any problems with the Fire Department. Ms. Zamora stated no. They have met with them to see that all their concerns are met. 5. Committee Member Cunningham asked if any issues had been raised by the HOA. Ms. Zamora stated none to her knowledge. Staff stated the applicant had been required to add landscaping to address concerns that had been brought to staff. 6. Committee Member Bobbitt informed the applicant that the existing water is a single supply that comes from PGA Boulevard and can go down because of what is happening on the other line. 7. There being no further discussion, it was moved and seconded by Committee Members Cunningham/Bobbitt to adopt Minute Motion 99-013, recommending approval of Site Development Permit 99-651 as submitted. LOCATION: NORTHWEST CORNER OF MILES AVENUE AND DUNE PALMS ROAD REQUEST: APPROVAL OF ARCHITECTURAL AND LANDSCAPING PLANS FOR TWO NEW PROTOTYPE RESIDENTIAL UNITS (PLANS 4 AND 5) FOR THE SONRISA DEVELOPMENT The Sonrisa development is under construction at the northwest corner of Miles Avenue and Dune Palms Road (Attachment 1). There are existing residential developments directly north, west, and east of the site. Tract_ History - The City Council approved the 132-lot project on December 2, 1997. Three plans for Mediterranean style houses with two different front elevations each, ranging in size from 1,724 square feet to over 2,200 square feet (Plan Units 1-3) were also approved. A summary of each housing unit type is noted in the following table: Plan 1 - 1,724 sq. ft. Plan 2 - 2,220 sq. ft. Plan 3 - 2,292 sq. ft. 3 bedroom 4 bedroom 3 bedroom + study 2 car garage + workshop space 3 car garage 3 car garage Exteriors combine two-tone concrete -tile roofing and overhanging eaves with flat roofs, a multi -tone color scheme, stucco cement plaster surfaces, covered entries, and metal roll -up sectional garage doors. ALRC Sonrisa 6-2 - 33 On December 9, 1997, the Planning Commission approved a third elevation option for the three prototype houses by adoption of Minute Motion 97-015, subject to conditions. Project-P-roposal Proposed are two additional prototype residential units each with three alternative facades (Plans 4 and 5) of 2,088 square feet (3 bedrooms) to 2,480 square feet (4 bedrooms) in size with three car garages. The two plans are one story (17' high), excluding the chimney projections. The units are Mediterranean in nature, utilizing exterior plaster walls and concrete tile roofing. Colors of the exterior plaster walls range from white to light brown and roof tiles are red blends. Front facades have hip and gable roof element combinations with stucco eave elements and include multi -pane windows in different rectangular shapes, stucco surrounds, and decorative pot shelves. Plan 4 also shows a glass block window being used in the master bathroom facing the front yard area. To provide additional architectural diversity, Plan 4C offers exposed wood trim around window and garage door areas and transom windows are proposed over the front doors of Plan 5A and 5B. Garage doors are sectional roll -up doors without lites. Typical front yard landscaping plans are attached. The plans show two shade trees per home with lawn, shrubs and vines. A varied plant palette is provided. Staff Comments The prototypes have a varied use of materials and elevations, creating an attractive streetscape. The new units are compatible in design with the approved units in the development. The landscaping plans are consistent with City requirements and compatible with existing units as prepared. REOQMMEWATLON: Recommend to the Planning Commission approval of Plans 4 and 5 for Tract 25953, subject to the following condition: 1. The final building and landscape plans for Plans 4 and 5 shall be approved by the Community Development Department prior to issuance of the first building permit for these units. The specific Plan permits the proposed use of a maintenance facility and employee parking lot at the proposed locations. The parking lot site is located south of Avenue 48 at the Dunes Palms Road entrance; the maintenance facility is located east of the parking lot site across the Storm Water Evacuation Channel with vehicular access taken from Avenue 48, 730 feet east of Dunes Palms Road. -A_; 012 Project Proposal The metal roof is pitched at one quarter on twelve and has a continuous ridge vent. The 13,400 square foot L-shaped maintenance facility is 15 '/2 feet in height and made of pre-engineered steel with white textured exterior stucco 12 foot high wall paneling on five sides. The south wall is a common wall with a CVWD well site composed of a 6 foot concrete block wall and a 6 foot textured exterior stucco wall paneling above the concrete block. The front elevation has a 14 x 10 metal roll up door, five bronze colored aluminum framed windows, and man doors to the equipment storage area, reception area and lunch room. The right side elevation has three 14 x 10 roll up doors, two 14 x 12 roll up doors and three bronze colored aluminum framed windows. All elevations are trimmed with sandalwood colored metal panels. The Landscape Planting Plan for the employee parking lot and maintenance facility is consistent with the "Plant Material Palette" in the Specific Plan. Sweet Acacia , Blue Palo Verde, Thornless Mesquite, and African Sumac trees and a diverse variety of shrubs unique to desert soil and climate conditions are provided. •uu As required by Section 9.210.010 (Site Development Permits) of the Zoning Ordinance, the committee is required to review and comment on the following findings: Architectural Design The architectural style, scale, and building mass materials, colors, architectural details, roof styles, and other architectural elements are compatible with the surrounding development and with the quality of design prevalent in the City. 1. The Project will house services now provided at a temporary building 700 feet north of Avenue 50 and 100 feet east of Via Conquistador. The project is consistent with the provisions of the Rancho La Quinta Specific Plan 84-004 Amendment No. 3 General Architectural and Siting Guidelines including building height, scale and massing. 2. The facility lacks a residential character consistent with the architectural guidelines for the project area. The facility is not compatible with the architectural style in Rancho La Quinta in that the roof line, exterior metal materials, architectural detail, and colors of the facility are not consistent with the architectural guidelines for residential or commercial buildings in the project area. However, the site is fairly isolated within the project area and is surrounded by the storm water channel, a CVWD well site, Avenue 48, and 65 feet from residential and golf course uses. Based on the site line study, views of the facility are buffered by golf course mounding, the CVWD storm water channel and well site, and trees within the landscape setback area to screen the facility. Landscape Design Project landscaping, including but not limited to the location, type, size, color texture, and coverage of plant materials has been designed to create a visual variety and textural interest. Project landscaping promotes a feeling of oasis and uses drought tolerant plant material to further aid in the conservation of water. Landscape elements including walkways, walls and trees provide separation of traffic and golfers and guests. The project is consistent with the provisions of the Rancho La Quinta Specific Plan 84-004 Amendment No. 2 in that the type and size of plant material, and landscape architectural elements are in compliance with the established theme in Rancho La Quinta. RECOMMENDATION: Recommend to the Planning Commission approval of the architecture and landscaping design under Site Development Permit 99-652, subject to the attached conditions. Attachments: 1.
