CALL TO ORDER 10:00 a.m. A. This meeting of the Architectural and Landscaping Committee was called to order at 10:00 a.m. by Principal Planner Stan Sawa who requested a recess until 11:05 a.m. Staff led the flag salute. B. Committee Members present: Bill Bobbitt and Dennis Cunningham. It was moved and seconded by Committee Members Cunningham/Bobbitt to excuse Committee Member Frank Reynolds. Unanimously approved. C. Staff present: Planning Manager Christine di Iorio and Principal Planner Stan Sawa IL PUBLIC COMMENT: None. III. CONFIRMATION OF THE AGENDA: Confirmed. IV. CONSENT CALENDAR: A. Planning Manager Christine di Iorio asked if there were any changes to the Minutes of July 7, 1999. There being no corrections, it was moved and seconded by Committee Members Cunningham/Bobbitt to approve the minutes as submitted. Unanimously approved. V. BUSINESS ITEMS: A. Site Development Permit 99-653; a request of KSL Land Company/Forrest Haag for approval of architectural plans for a clubhouse and golf course maintenance building located within the Norman Golf Course, on the north side of Airport Boulevard, between Madison Street and Monroe Street. Principal Planner Stan Sawa presented the information contained in the staff report, a copy of which is on file in the Community Development Department. 2. Mr. Forrest Haag, representing the applicant, asked if Ray Lopez, landscape architect, had submitted a landscape plan for the maintenance building. Staff stated the only plan received to date was the concept plan which was what staff was requesting to be more detailed. C:\My Documents\WPDOCS\ALRC8-4-99.wpd i 4. f. O n Architectural & Landscape Review Committee August 4, 1999 3. Committee Member Bobbitt asked if the plant palette for the golf course was consistent with the plant palette for the clubhouse. Staff stated the two were compatible. 4. Mr. Forrest Haag stated KSL had not hired a landscape architect to prepare a detailed plant palette as of yet. it would, however, be consistent with the golf course. His company is preparing the perimeter landscaping plan and even though the exact plants have not been determined they know the plant will be compatible to the Oleander hedge to screen the activities of the maintenance facility from the golf course. 5. Committee Member Bobbitt asked how many units were approved for this area. Mr. Haag stated this approval is for 365, 194 of these units is being tracted and sold to merchant builders. Discussion followed regarding the entrance location. 6. Committee Member Cunningham asked if that a landscape plan would be submitted at a later date. Mr. Haag stated that was correct. Committee Member Bobbitt asked if there would be a block wall with landscaping. Mr. Haag explained that what was before the Committee was a conceptual landscaping plan internal to the golf course. A perimeter improvement plan that includes the medians and landscape setback area to that wall is being prepared separately. The wall meanders and undulates up and down on Madison Street and has the equestrian trail and sidewalk integrated. 8. Committee Member Bobbitt asked if the wall would be similar in design to the PGA West wall. Mr. Haag stated it is stand alone project and is anticipated to reflect more of the Australian scene. Committee Member Cunningham stated he liked the look as it was fresh and showed some originality on the part of the designer. 10. Committee Member Bobbitt asked if there would be any architectural restrictions placed on the homes built to match the contemporary style. Mr. Haag stated the master developer is faced with the issue that when the lots/tracts are sold off, they have to build for their market. 1 I. Committee Member Bobbitt asked that in the parking island the area given to trees needs to be increased. Discussion followed regarding new techniques for planing trees in limited spaces. Add condition: Modify the specific plan document in regard to the residential architectural design to include Australian Territorial as being acceptable. Unanimously approved. VI. APPROVAL OF ARCHITECTURAL AND LANDSCAPING PLANS FOR FOUR NEW PROTOTYPE RESIDENTIAL PLANS TO BE CONSTRUCTED IN TRACT 25691, NORTH SIDE OF MILES AVENUE, EAST OF DUNE PALMS ROAD The 9.3-acre, 38 single family lot subdivision was approved in February 1999 under City Council Resolution 99-35. The applicant proposes four residential prototype plans for Tract 25691. The project, known as Wildflowers, will be a single family residential community with public streets. The proposed single -story floor plans vary from 1,704 square feet to 2,520 square feet of livable, area. Homes are situated on lots ranging in size from 7,224 to 9,593 square feet. Units will range in height from 16' 2" to 17' 9" feet, excluding the optional chimney projections. Roof heights vary due to the different roof planes and sizes. Each plan is laid out with a front entry courtyard with either single or double front doors. The plans feature two and three car garages, with both front and side loading options. A Mediterranean architectural style is proposed for the project, utilizing exterior plaster walls and concrete tile roofing. Color and materials exhibits featuring four color schemes will be available at the meeting. Plans 1, 2, and 4 include two different facades, while Plan 3 offers three options. Side and rear elevations are the same within each plan. Window frames will be white enameled aluminum. Earth tone trim colors for window shutters, lintels, etc., will be provided. Exterior finish will include terracotta -style concrete tile roofing with various color flashing, earth tone color -coated stucco walls and fascias. Architectural features include, but are not limited to arches, shutters, stucco window and door surrounds, decorative attic vents, glass block windows, and stucco trims. The typical front yard landscaping plan is included in the proposal that includes a minimum of two shade trees, palm trees and numerous shrubs highlighted by lawn. A varied plant palette is proposed. Caliper size of the proposed trees is not specified. 1.10_", ,, 00 W MANDATORY FINDINGS As required by Section 9.60.330 (Residential Tract Development Review) of the Zoning Ordinance, the Committee is required to review and comment on the following architectural and landscaping findings: Each prototype plan proposed shall be provided with a minimum two different front elevations with structural changes (roof type, height, etc.) to insure a varied and marked difference. The applicant has submitted at least two front elevation options per plan. Staff recommends that Plans 1, 2, and 4 provide decorative chimney caps, similar to that depicted in Plan 3. 2. No more than one prototype plan shall have a continuous (one height) roof (such as a hipped or gable) when viewed from the front and rear of the unit. The four proposed plans provide varied roof heights and lines. Plan 2 features a primary gable roof line as viewed from the front or rear elevations. 3. Any side of a residential unit that is flat (one continuous plane) and has windows (2' X 2" or larger) and doors provided with plastered or wood shall have surrounds (3" minimum depth) on at least two sides of the frame. The plans indicate a depth of 2-inches for window surrounds. Staff recommends that the plans be required to have the minimum 3-inch depth. 4. At least one specimen tree (i.e., a minimum 24"-box size with 2.5" caliper measuring 10 feet tall from the top of box) shall be provided in the front yard or street side yard. The proposed front yard typical landscaping plans do not indicate the caliper of the 24-inch box or 15-gallon trees, but staff recommends that the plan provide a minimum 1.5" to 2 inch caliper size for the 24-inch box size and 3/4- to 1-inch caliper for the 15-gallon sized trees, to comply with Section 9.60.300 (1)(4) of the Zoning Code. [;IXW1atITiIv Recommend to the Planning Commission approval of Site Development Permit 99- 646, subject to the following conditions: 1. Final front yard landscaping plans shall be submitted for review by the Community Development Department prior to issuance of the first building permit for these units. The plans shall provide indicate 24" box trees sizes with a minimum 1 .5" to 2" caliper measuring 10 feet tall from the top of box, and 15-gallon trees with a minimum caliper size of 3/4- to 1-inch, as per Section 9.60.300 of the Zoning Ordinance. 2. Garage doors shall be constructed of metal, composite, or wood and be sectional roll -up style if located less than 25' from the front property line. Lites are optional. 3. Air conditioning mechanical equipment shall not be installed in the 5' side yard setbacks. 4. Decorative chimney caps shall be provided for all plans. 5.
