This meeting of the Architectural and Landscaping Committee was called to order at 10:06 a.m. by Planning Manager Christine di Iorio who led the flag salute. B. Committee Members present: Bill Bobbitt, Dennis Cunningham, and Frank Reynolds. C. Staff present: Planning Manager Christine di Iorio, Principal Planner Stan Sawa, Associate Planner Leslie Mouriquand, and Executive Secretary Betty Sawyer. II. PUBLIC COMMENT: None. III. CONFIRMATION OF THE AGENDA: A. Associate Planner Leslie Mouriquand informed the Commission that Mr. Kent Armstrong, Century -Crowell Communities, had called to state he was going to be late and requested that if his item came up before he arrived could the Agenda be rearranged to take his item last. The Committee agreed. IV. CONSENT CALENDAR: A. Planning Manager Christine di Iorio asked if there were any changes to the Minutes of September 15, 1999. There being no corrections, it was moved and seconded by Committee Members Cunningham/Bobbitt to approve the minutes as submitted. Unanimously approved with Committee Member Reynolds abstaining. V. BUSINESS ITEMS: A. Site Development Permit 98-658; a request of Eisenhower Medical Center and La Quinta Medical Group for approval of architectural and landscaping plans for a two story medical office building (Phase 1). Principal Planner Stan Sawa presented the information contained in the staff report, a copy of which is on file in the Community Development Department. He concurs with staff that the front elevation needs more articulation to bring some interest. This size of the building makes a statement and it should have more detail. He asked if the overhang would have exposed rafters. Staff stated it would. Committee Member Cunningham stated the four by four rafters need some beefing up. 2 3. Committee Member Bobbitt stated he agreed and asked if the roof line would be broken up and would the recommendation be sufficient. The ends of the building need some help as well. Planning Manager Christine di Iorio stated that if the Committee Members recommend a change, it would be up to the architect to submit changes. Committee Member Bobbin asked about the height limitations. Principal Planner Stan Sawa stated the Specific Plan has a height limit of 36 feet and the Code allows 50 feet. Adjacent to residential uses, lower heights are generally preferred. 4. Committee Member Reynolds stated his concern was the maneuverability of the trash and delivery trucks. The access needs to be moved to the south or east side. Staff stated that due to the residential uses being on the east and south sides, it was suggested the trucks enter from the west due to the noise. 5. Committee Member Bobbin stated his concern with the Date Palm trees and the high concentration around the courtyard area. He would prefer to see a different type of palm that is not as dangerous due to crown drop. In regard to the other plants, the Ash tree in the parking lot will be messy and has an invasive root system that will tear up the parking surface. He would recommend that it be changed. Other than that, he has no problems with the plant pallet. 6. Mr. Jim Cioffi, architect for the project, stated the windows would be recessed and staff recommendations will be taken into consideration. The design was to let the masses and forms play off themselves. In regard to the roof, it is his impression that it does have a lot of variation and he passed out a rendering showing the details of the roof. They could articulate the tower, but the suggestion regarding changing the hip will not gain anything. It is a two piece tile roof. Planning Manager Christine di Iorio asked Mr. Cioffi to explain his comment in regard to the hip roof. Mr. Cioffi stated he understood staff wanted the hip raised, but as shown in the rendering, the roof did have variations. Staff explained the desire was to raise the roof line with a parapet design. With regards to the hip roof staff is recommending extending the roof overhang to eliminate the tile roof awning. Mr. Cioffi stated they had lowered the roof line and would be using six-inch by six-inch rafters for extra emphasis. They would however, introduce some articulation to the ends of the buildings and they will be using a steel sash, recessed windows. Committee Member Cunningham stated the roof design as shown by the rendering looks nice. 8. Mr. Cioffi stated they would review the trash element and if staff would give them some leverage with the parking they will see what can be done to remove parking that may be in the way. However, the adjoining residents were adamant about not having to hear the trucks coming and going. 9. Committee Member Cunningham asked if they concurred with staff s recommendation. Mr. Cioffi stated yes, but he was questioning the window treatment. Staff stated that what was wanted was a variety of size and shapes to bring interest to the building. 10. Committee Member Bobbitt asked what the response was from the Lake La Quinta residents. Staff stated one property owner had been in to see the project and they were not overly concerned with the project. Mr. Cioffi stated they had met with the Homeowners' Association (HOA) who were pleased with the design, and will meet with the HOA for Rancho La Quinta. 11. Committee Member Bobbitt stated he supported the look as displayed in the rendering and believed the structure should go along with the look of the church and the shopping center. 12. Mr. Coiffi stated they would look at the use of lintels, as well as the roof line, window locations and shapes. 13. Planning Manager Christine di lorio stated the only change to the conditions is removing the recommendation for a parapet roof. The plant palette is fine except for the use of Date Palm and Ash trees. Discussion followed regarding the different trees. 14. There being no further discussion, it was moved and seconded by Committee Members Cunningham/Bobbitt to adopt Minute Motion 99-018 recommending approval of Site Development Permit 98-658, subject to conditions as recommended. Unanimously approved. B. Site Development Permit 99-655; a request of First School of the Desert for approval of architectural and landscaping plans for a preschool facility located at the northeast corner of Adams Street and Miles Avenue. 1. September 15, 1999 Mr. Mark Hastings, representing the School, stated the architectural elements would be the same as those contained in the pictures submitted of their Cathedral City and Palm Springs Schools. Discussion followed regarding the different architectural and landscaping elements on the different schools. 2. 3 4 Committee Member Cunningham stated he thought the use of the property is excellent and very attractive. Committee Member Bobbitt agreed. 5. Committee Member Reynolds asked how the property would drain. Ms. Margo Williams, with Mainiero Smith and Associates, stated it would drain down Ladera Street into the existing basins to the east. 6. Committee Member Bobbitt asked if the City intended to install any left turn lanes at the signal at this intersection. Mr. Hastings explained their drop off procedure. The children will be taken to the classroom and dropped off with the teacher and all the play areas are in the rear of the property. 7. Committee Member Cunningham asked the hours of operation. Mr. Hastings stated 7:00 a.m. to 6:30 p.m. five days a week When they started their Cathedral City they were in an existing residential area and they had to address.issues regarding circulation and traffic. 8. Committee Member Bobbitt asked how many students. Mr. Hastings stated 128 students. 9. There being no further discussion, it was moved and seconded by Committee Members Bobbitt/Cunningham to adopt Minute Motion 99-019 approving Site Development Permit 99-655 as recommended. Unanimously approved. C. Site Development Permit 99-660; a request of Century -Crowell Communities for approval of architectural and landscaping plans for two new prototype residential condominium units within Tract 20158, along the south side of Calle Norte, east of Avenida Las Verdes, within Duna La Quinta. 1. Associate Planner Leslie Mouriquand presented the information contained in the staff report, a copy of which is on file in the Community Development Department. Staff noted the correction in square footage for the units. 2. Committee Member Bobbitt asked if this site was currently being graded. Mr. Armstrgng stated yes and the differential is nine feet causing the split level unit design. Committee Member Bobbitt stated the split level units are a nice look and offers a variation in the floor plan. 5. Committee Member Bobbitt asked if there would be any drainage problems with the split level units for the area behind the garage. Mr. Armstrong stated no, they would be using a sealant as well as drainage systems to assure there were none. 6. Committee Member Reynolds stated he too agreed the design and layout were attractive. Planning Manager Christine di Iorio asked if flat tile or "S" the was proposed to be used. Mr. Armstrong stated the units would have a mix of flat and "S" tile with two to three colors. 8. SAWYER, Executive Secretary City of La Quinta, California C:\My Documents\WPDOCS\ALRC 10-7-99.wpd tm�.0 1 i 00 BI #A ARCHITECTURE AND LANDSCAPE REVIEW COMMITTEE STAFF REPORT DATE: DECEMBER 8, 1999 CASE NO.: SITE DEVELOPMENT PERMIT 99-657 APPLICANT: RHL DESIGN GROUP/ USA PETROLEUM REQUEST: APPROVAL OF ARCHITECTURAL AND LANDSCAPING PLANS FOR GASOLINE FACILITY WITH MINI MARKET AND AUTOMATED TUNNEL CAR WASH LOCATION: NORTHWEST CORNER OF HWY. 111 AND DUNE PALMS ROAD, WITHIN SPECIFIC PLAN 99-036- LA QUINTA CORPORATE CENTRE The 1 .44-acre project site is located at the northwest corner of Hwy. 111 and Dune Palms Road (Attachment 1), and is a part of the La Quinta Corporate Centre (Specific Plan 99-036) approved in September 1999, under City Council Resolution 99-111. The applicant proposes to construct a fueling station with mini mart and automated tunnel car wash. A Conditional Use Permit is also required to permit the car wash and service station use on the project site. Lot Line Adjustment 99-316 has been submitted to reconfigure the project site to fit the proposed site plan. The proposed site plan (Attachment 2) depicts the mini mart building with attached automated tunnel car wash and fueling canopy accessed from Hwy. 111 and Dune Palms Road. Fuel tanks are located underground within the concrete yard. The proposed single -story mini mart plan (Attachment 3) features 2,940 square feet of area. The building height is 23'8" high at the tallest roof projection, and the pump canopy is 18'7" high. The 845 square foot automated tunnel car wash structure is attached to the rear of the mini mart building, and is 14-feet high with a 9' 8" high tower element above the building roof for a total of 23 feet. A Mediterranean architectural style is proposed for the project, utilizing exterior plaster walls and concrete "S" the roofing. The color and materials exhibit feature a natural desert color scheme, and will be available at the meeting. The proposed building features large glass front entry doors and stationary windows on the facade, three tower elements with clerestory windows, a covered walkway around three sides of the building, and roof -mounted mechanical equipment. The covered walkway is supported by stucco columns with clad tile covered bases. Double columns are proposed on each side of the entry doors. Window frames will be dark bronze anodized aluminum. Exterior stucco cement plaster colors will be Adobe and Eggshell. Rafter tails will be exposed. The three tower elements consist of one located over the front entryway, a second at the southwest corner of the building, and a third at the exit for the car wash. The towers range in height from 22' to 23'8". The canopy consists of stucco columns with the tile clad base, capped with a decorative cornice. The landscaping plan has a varied plant palette including shade trees, palm trees and numerous shrubs, and mounding. A 22-foot high flag pole is proposed near the intersection corner for display for a United States flag. MANDATORY FINDINGS: As required by Section 9.210.010 of the Zoning Ordinance, the Committee is required to review and comment on the following architectural and landscaping findings: Architectural Design. As conditioned, the architectural design of the project, including but not limited to the architectural style, scale, building mass, materials, colors, architectural details, roof style, and other architectural elements are compatible with surrounding development with the quality of design prevalent in the City. The project site is within Specific Plan 99-036, and as such is subject to the architectural guidelines for the La Quinta Corporate Centre. Similarly, the project is subject to the architectural guidelines of the Highway 111 Design Theme. The proposed architectural design is consistent with these guidelines, with the exception of the tower elements, which range from 9 to 14 feet above the building roof creating an element out of proportion with the building. The Highway 111 Architectural Design Guidelines require that buildings have architectural features and patterns that provide visual interest, at the scale of the pedestrian, as well as reduce massive aesthetic effects. Staff recommends in Condition No. 1 that the towers be reduced in height to maintain proportionality. The rear elevation lacks articulation and detail for which staff recommends in Condition No. 2 that the rear elevation be revised to include, for example, glass blocks, tile or stone detail trims, etc. 2. Landscape Design. As conditioned, the project landscaping, including but not limited to the location, type, size, color, texture, and coverage of plant materials, has been designed so as to provide visual relief, complement P. W LRCSDP99-657U SApetro 10-6-99.wpd ,. •_:ilt OQC t. buildings, visually emphasize prominent design elements and vistas, screen undesirable views, provide a harmonious transition between adjacent land uses and between development and open space, and provide an overall unifying influence to enhance the visual continuity of the project. The proposed landscape plan within the Highway 111 landscape setback is consistent with the Highway 111 Design Theme and the requirements of Specific Plan 99-036, Additionally, Condition No. 4 requires that the three California Fan Palms located near the intersection corner to be of varying heights with a minimum of 18 trunk -feet in height, to give a more natural clustered look. RECOMMENDATION: Recommend to the Planning Commission approval of Site Development Permit 99- 657, subject to the following conditions: 1 . Prior to issuance of building permits, the building elevations shall be revised to with reduced tower heights in order to achieve proportionality with the building. 2. Prior to issuance of building permits, the rear elevation shall be revised to add architectural detail and articulation. 3. The final landscape plan shall indicate varying heights of the three California Fan Palms at the Hwy 111 and Dune Palms Road intersection of the project. To date, they have received approval of approximately six prototype plans. The proposal is for approval of three new residential prototype plans. To date, proposed construction of these new units is only indicated for Lots 122, 123, and 124 which are off -water lots on Via Florence near Adams Street. PROJECT PROPOSAL: Proposed are three plans as follows: Plan 10 size - # of bedrooms - baths - garage spaces - Plan 20 size - # of bedrooms - baths - garage spaces Plan 3 size - # of bedrooms - baths - garage spaces - C:alrc rpt sdp 99-661.wpd 2,422 square feet three three two 2,595 square feet three three and one-half two 3,034 square feet four four three nij The prototype plans are characterized by a tower entry and flanking hip or gable roof features off of the main hip roof. The units utilize plaster walls, plastered eaves, metal roll -up garage doors, and curved concrete tile roofing. Colors of the plaster are white to light tan, with contrasting light accent paint colors, and with light red blended roof tile. Roof heights and types are varied and used in combinations. The main roof ridge in each plan consists of a hipped roof running parallel to the street. Each plan varies in height because of the variety of roofs, with Plan 10 a maximum 18'-6" high, Plan 20 a maximum 17'-6" high, and Plan 30, a maximum 20 feet high. Special design features on the facades include covered windows, plaster popouts, and some decorative recesses on the entry tower. Each plan includes two different facades, with building sides and rears being the same within each plan. Conceptual typical front yard landscaping plans have been submitted for these plans. The plans show 4 to 5 palm or canopy trees per lot, boulders, lawn, and miscellaneous shrubs. No description of the sizes is given. FINDINGS: As required by Section 9.60.300 (Compatibility Review) of the Zoning Ordinance, the Committee is required to review and comment on the following findings: 1. The architectural and other design elements of the new residential units will be compatible and not detrimental to the other existing units in the projects. 2. The proposed single family residences will be compatible to existing dwellings with respect to architectural materials such as roof material, window treatment, and garage door style, colors, roof lines, and lot area. Response to #1.and #2: The proposed units, with the conditions as recommended, are of a compatible architectural design, color, and materials with the existing residences. The units will utilize similar architectural features such as varying roof heights, entry towers, decorative chimneys, and stucco column bases. However, because all plans have the same continuous main hip roof ridge, the overall appearance from the rear is repetitious. Redesign of the rear facing roof plane of one of the plans is needed to provide articulation and variety. For compatibility with existing residences in Lake La Quinta, one of the plans needs to modify the main hip roof to a clipped gable, which exists in the project. C:alrc rpt sdp 99-661.wpd n l i RECOMMENDATION: Recommend to the Planning Commission approval of Site Development Permit 99-661, subject to the following conditions: 1. One of the prototype plans shall incorporate a clipped gable roof instead of a main hip roof. 2. Detailed front yard landscaping plans shall be submitted for review and approval by the Community Development Department for approval prior to issuance of any building permit for units authorized by this approval. 3. All side or rear elevations that are flat (one continuous plane) shall provide around all windows larger than 2' x 2' and all doors, a minimum 3" deep stucco popout on at least two sides of the frame, to the satisfaction of the Community Development Department. 4. One of the prototype plans shall be redesigned to incorporate rear facing roof modifications to break up the continuous flat roof. 5. Prior to issuance of building permits for any of the units authorized by this approval, final working drawings incorporating the above requirements, shall be approved by the Community Development Department.
