This meeting of the Architectural and Landscaping Committee was called to order at 10:07 a.m. by Planning Manager Christine di lorio who led the flag salute. B. Committee Members present: Bill Bobbitt, Dennis Cunningham, and Frank Reynolds. C. Staff present: Planning Manager Christine di lorio, Principal Planner Stan Sawa, and Executive Secretary Betty Sawyer. II. PUBLIC COMMENT: None. III. CONFIRMATION OF THE AGENDA: Confirmed IV. CONSENT CALENDAR: A. Planning Manager Christine di lorio asked if there were any changes to the Minutes of June 7, 2000. Committee Member Reynolds noted that Committee Member Cunningham was stated as moving to adjourn the meeting and he was not present. Committee Member Bobbiitt made the motion. There being no further changes, it was moved and seconded by Committee Members Reynolds/Bobbitt to approve the Minutes as submitted. Unanimously approved. V. BUSINESS ITEMS: A. Specific Plan 2000-047 and Site Development Permit 99-680; a request of JDD, LLC/The 3S Company for approval of architectural and landscaping plans for a 5.65 acre shopping center development. 1. Planning Manager Christine di lorio presented the information contained in the staff report, a copy of which is on file in the Community Development Department. He stated the pedestrian system was integrated for clear on site direction from building to building. Parking for the entire project was in the rear, pushing the buildings to the outside. They currently have two primary tenants identified: a destination dinner restaurant and grocery store. They have also incorporated three plaza areas which occur at building one, building two, and building four. 3. Committee Member Cunningham stated he liked -the project. Historically for La Quinta we have the La Quinta Hotel with the historic Spanish look which he had hoped would have been carried out throughout La Quinta, but has not. Now these two corners are left. Wesman on the southwest corner kept the look, but the property owner on the northeast corner did not as can be seen in the La Quinta 111 Center which is a standard strip center. He is glad to see this project will follow the Spanish theme, and yet meld the two looks. This is a fresh approach to the architecture on this corner. He hoped they would carry this look through to the details on the building. 4. Committee Member Reynolds stated this has always been a problem piece of land. It will be a traffic generation problem as it is an awkward piece to get to and from. He likes the architecture aspect. In regard to the landscaping, he strongly urges they not use the Bottletrees as they will be a maintenance problem. 5. Committee Member Bobbitt stated his concern was that this corner would have more of a Spanish Revival theme. He asked if this type of architecture would stand the test of time. In 25 years will we be able to determine what year this was built because of the architectural style. Mr. Hack stated that to the extent you could look at Spanish architecture then probably to some degree yes. There are a few examples that are truly timeless in the sense you cannot place them. Committee Member Bobbitt asked if this would stand the test of time better than the One Eleven La Quinta Center. 6. Committee Member Cunningham stated yes. You can see the One Eleven La Quinta Shopping Center type of strip mall all across the country. Architecture is hard to put in place. There is a movement toward this type of architecture and it will continue to be used and should last a long time. Committee Member Bobbitt stated he would like to have the 18 (Phoenix dactyhfera) Date Palm trees replaced as they are potentially dangerous. If the trees are purchased from nursery stock and not a transplant from an old grove which have been stressed, the trees are safer. Otherwise, they have the potential of their crowns dropping off. The trees should be 1 5-18 feet in height and have somebody hand pick them. Mr. John Vogley, landscape architect for the project, stated he agreed and he was looking at trees that would be 12-15 feet in height. Committee Member Bobbitt stated he too agrees with the elimination of the Bottletrees as they are very messy. In a confined area, the long term maintenance will be difficult. He recommended a different species. Lastly, Commissioner Bobbitt noted a concern regarding the size of the planting areas for the parking lot trees. He understands the need the parking spaces, and as the parking lot islands are squeezed down to accommodate the number needed, the landscaping suffers as they are too restrictive !in the small areas. Someone needs to redesign these parking lots to give the trees room to grow. Mr.Vogley stated they are experimenting with perforated drain tiles and air vents to encourage the roots to grow under the asphalt. Discussion followed regarding alternatives. 8. Committee Member Reynolds asked about the palm trees at the entry drives in regard to site distances. He suggested keeping the trees back from the street to keep from having site distance problems. Second, the view shown in the exhibit (second page from the end) should be corrected to say southeast and not southwest. 9. Committee Member Cunningham asked if they were working with someone for public art. Mr. Hack stated they are working with somebody to put some art piece on the corner. Mr. Dale Frank, developer, stated that until they had some direction from the City, they did not want to pursue it any further. 10. There being no further discussion, it was moved and :seconded by Committee Members Cunningham/Bobbitt to adopt Minute Motion 2.000-013 recommending approval of Specific Plan 2000-047 and Site Development Permit 2000-680, subject to the Findings and Conditions of Approval of the Conditions, as submitted. SAWYER, Executive Secretary City of La Quinta, California C:\My Documents\WPDOCS\ALRC7-5-OO.wpd 4 ' VOO ARCHITECTURAL AND LANDSCAPING REVIEW COMMITTEE STAFF REPORT DATE: CASE NO.: APPLICANT: REQUEST: LOCATION: BACKGROUND: AUGUST 2, 2000 101MAX LA QUINTA REDEVELOPMENT AGENCY INFORMATIONAL MEETING ON NEW COMMERCIAL PROPERTY IMPROVEMENT PROGRAM AND ALRC DUTIES REDEVELOPMENT PROJECT AREA NO.1 The City of La Quinta Redevelopment Agency (RDA) conceptually approved a Commercial Property Improvement Program (CPIP) on February 1, 2000. The CPIP, a reimbursement grant program, aims to rehabilitate retail, office, service:, and other non-residential buildings in Redevelopment Project Area No. 1 (generally properties located in the southwest portion of the City, south of Avenue 48, including the Village). As conceptually approved by the RDA at the February 1, 2000 meeting, the CPIP parameters include review of the proposed improvements by the Architectural and Landscaping Review Committee (ALRC). In order to facilitate this new duty, on April 18, 2000, the City Council adopted an ordinance to add review of the CPIP applications to the ALRC's duties. The final form of the CPIP was approved by the RDA at its May 16, 2000 meeting with the final implementation plan approved on July 5, 2000. A copy of the CPIP brochure, cover letter and RDA map that has been distributed as part of this program is attached. As will be noted, the section of the application referring to Funding Criteria is the portion of the application which the ALRC will be responsible for scoring. A total of 100 points is possible with 70 points being the minimum score needed for an applicant to meet eligibility requirements. It should be understood, however, that the CPIP scoring is a pass -fail (i.e. applicants scoring higher than 70 points receive no additional consideration or priority for funding). In order to allow all eligible applicants the opportunity to apply for the limited funds, the City Council directed that no applications be received until September 11, 2000. Following receipt of the applications, staff will process them and determine if they are deemed complete. Applicants that have submitted complete applications will be referred to the Community Development Department to apply for the appropriate planning permit/application (e.g. Village Use Permit). Alternatively, applicants may choose to pursue the CPIP application independent of the appropriate Planning application, and subsequently file a Planning application. In this way, an applicant may know whether the CPIP application will be funded prior to expending resources on a Planning application. It is anticipated that the ALRC may begin reviewing the CPIP applications in October or November 2000. Attachments: 1. VALENTINO REQUEST: APPROVAL OF ARCHITECTURAL AND LANDSCAPING PLANS FOR THE CONSTRUCTION OF A 15,500 SQUARE FOOT COMMERCIAL BUILDING FOR A FITNESS CENTER. LOCATION: TO BE CONSTRUCTED ON LOT 8 OF PARCEL MAP 29351 OF THE LA QUINTA CORPORATE CENTRE BACKGROUND: The proposed fitness gym is located within the La Quinta Corporate Centre (SP 99- 036) and is the third building considered within this commercial center. The USA Petroleum Gas station and Mr. James Pauls Industrial Building were recently approved along Dune Palms Road. Project Proposal The proposed 15,500 square foot two story fitness gym will be 33 feet in height to the top of the parapet and has a flat roof. The walls will be a combination of split face concrete block and plaster over concrete block. The entry doors and storefront windows will be aluminum frame glass with a bronze frame. The non -entry door and storefront windows will have a fixed metal awning. The first floor contains 11,894 square feet and the second store 6,606 square feet. The southeast and west elevation contain windows with the north elevation having no window treatments. The proposed landscaping plan includes a varied plan pallet consisting of four varieties of trees, one palm tree, three varieties of shrub, one ground cover and Palm Springs gold. MANDATORY FINDINGS Findings necessary to recommend approval of this request to the Planning Commission can be made in compliance with Section 9.210.010(F)(4) & (6), and as follows: 009 ALRC RPT FORM - 29 1. Architectural Design. The proposed architectural design of the fitness center is consistent with the adopted design guidelines of Specific Plan 99-036, as the design assumes a broad interpretation of the contemporary desert architectural style. 2. Landscape Design. The proposed landscape plan is not consistent with the landscape guidelines of Specific Plan 99-036 in that the proposed plant species do not comply with the master plant list and accent treatments for the La Quinta Corporate Centre. Staff is recommending a Condition to require the California Pepper, Thornless Mesquite, and the Bougainvillea be replaced with trees and ground cover from the master plant list of the La Quinta Corporate Centre. In addition, the proposed landscaping plans do not indicate the caliper of the 24-inch box trees, therefore staff recommends that the plan provide a minimum 1.5 inch caliper size and eight to ten feet in height„ for the 24-inch box size trees. RECOMMENDATION: Recommend to the Planning Commission approval of Site Development Permit 2000- 682, subject to the following conditions: Final landscaping plans shall be submitted for review by the Community Development Department prior to issuance of any grading permit for this project. The plans shall comply with the master plant list of the Specific Plan for the La Quinta Corporate Centre and provide for and indicate minirnum 10-foot tall tree sizes (1.5-inch caliper measured 6-inches from ground level). ESEQUIEL CORONEL LYNCH DESIGN GROUP REQUEST: APPROVAL OF ARCHITECTURAL AND LANDSCAPING PLANS FOR MULTI -TENANT GENERAL OFFICE BUILDING WITHIN THE LA QUINTA VILLAGE LOCATION: ON THE WEST SIDE 01: AVENIDA VILLA, SOUTH OF CALLE TAMPICO, NORTH OF FRANCES HACK PARK; LOT 5, BLOCK 124, UNIT NO. 14, SANTA CARMELITA AT VALE LA QUINTA: APN: 773-075-010 • The applicant desires to develop a multi -tenant general office building (no medical) within the La Quinta Village in the Village Commercial Zoning District (Attachment 1). The proposed building will be able to accommodate up to four tenants, including the applicant's office. Proiect Proposal The proposed two-story office building (Attachment 2) will contain a total of 3,487 square feet of area on a lot that is approximately 5,000 square feet in size. The 1" floor will contain 1,423 square feet of office space with a 441 square foot 2-car garage, and the 2"' floor will have 2,064 square feet of office space. On -site parking is provided at the rear of the building and is accessed from the service alley. Access to the office suites can be made from the rear or the front entrances. A trash facility is located at the southwest corner of the lot and will be accessed through the service alley, with a pedestrian gate accessed from the parking lot. The 24-foot 6-inch high, two-story building will have gable and hip roof lines with a roof well for mechanical equipment. Red clay "S" the is specified for the roof. The design includes a decorative dentil below the roof, at the plate line. P:\ALRCrptVUP2000-003CoronelBldg8-2-OO.wpd Page 1 V The 2"d floor offices are accessed by an exterior stairway at the front of the building leading to a balcony where two front entrances are located. Another exterior stairway is located at the rear of the building providing secondary access for the 2"d floor offices. The facades second story features a balcony with slightly arched corners and a decorative balustrade. The exhibits show that to the left of the balcony is a recessed arched window with an angled tile band below. Visible at the upper northeast corner of the building is a parapet wall extension above the roof line. The ground floor of the front elevation features three pilasters with pedestal bases across the front, and large rnulti-light storefront windows and glass doors. The same arch feature found over the balcony opening is repeated on the ground (floor. At the northeast corner of the building is the stairway leading up to the second floor. Midway up, the stairway turns to create a landing. A 12-foot wide right-of-way for the sidewalk is in front of the building. The rear elevation features variety in wall planes and roof lines. Visible is the garage door (a sectional roll -up style), four square multi -light windows on the upper floor, the rear stairway, a pedestrian door leading to one of the ground floor office suites, two support posts separating the covered parking spaces, and two small planter areas next to the building. Under the four.second floor windows, there is a stucco -finished wainscoting. The right (north) side elevation is a large plain expanse of stuccoed wall and faces the adjacent property. This wall extension is a fire separation wall as the building is situated on the property line. The left (south) side consists of a partial expanse of plain stuccoed wall, and a portion featuring multi -light windows on both floors with the angled tile band below, and a ground floor colurrin at the southeast corner of the building. The southern elevation faces the service alley. The project proposes a variety of materials and textures. The exterior finish features stucco plaster walls in Crystal White, with Spanish Brown and Spice Beige as accent colors, and light smoke -colored window and door glazing. The applicant proposes either metal or aluminum window frames with muntins and mullions. Additionally, radius corners are proposed. A color and materials exhibit will be available at the meeting. The parking lotwill provide eight spaces (including 1 handicapped), of which four spaces across the rear of the property will be shaded by a wooden beam and joist carport structure. Three spaces against the building will be shaded by the cantillevering of a portion of the top floor over the ground floor. P:WLRCrptVUP2000-003CoronelBldg8-2-00 wpd Page 2 014 The conceptual landscaping plan for the four planter areas at the rear of the building consists of a variety of plants consisting of trees, shrubs, and ground cover. Caliper sizes of the proposed trees are not specified. The proposed plantings will provide for visual interest and softening of the building. A 6-foot high masonry block wall is proposed along the western property line with a planting area between the wall and the parking spaces. The applicant will provide a detail of the wall at the meeting. It is to be decorative on both sides with a cap. MANDATORY FINDINGS: Findings necessary to approve this request can be made, with the implementation of Conditions of Approval, as follows: 1. Architectural Design. As designed and conditioned, the proposed building architecture does comply with the architectural guidelines of the adopted Village at La Quinta Design Guidelines. The proposed design, scale, and place will lend itself to the Village environment by providing for pedestrian space and an attractive streetscape with the inclusion of the trees in sidewalk wells across the front of the building, and the balcony. The enteries into the offices are accessed directly from the pedestrian oriented street. The window and door openings are proportionate to the building and allow maximum light for both floors, as well as visual interest to encourage pedestrian activity. The building mass and scale is compatible with that of surrounding commercial structures, and has been designed with appropriate architectural variation and detailing to break up monotonous building elevations with the balcony. columns, stairways. and trims. The use of the decorative dentil, stucco finish, and glass produce textures that are interesting and inviting. The radius corners soften the building. The formal pilasters and other architectural treatments help create the appearance of a highly designed project consistent with the historic Village themes, however, to further enable the proposed building to be compatible with the design guidelines and give the appearance of a highly designed building, staff recommends in Condition No. 1 that the stucco finish be smooth troweled. 2. Landscape Design. The Village at La Quinta Design Guidelines requires that where building sites limit the available planting area, the placement of trees in parkways and paved areas shall be encouraged. The proposed project does not provide for any landscaping at the front of the building, therefore, in order to make the finding that the project complies with the design guidelines, staff recommends in Condition No. 2a that the applicant provide for two trees planted in wells in the sidewalk to both soften the building and provide for pedestrian shade. Along the southern elevation staff recommends in Condition No. 2b that vine pockets with irrigation be along the western portion of the south elevation to add interest and minimize this area. P:WLRCrptVUP2000-003CoronelBldg8-2-00 wpd Pay-e i 01 The proposed landscaping plans do not indicate the caliper of the 24-inch box or 15-gallon trees, but staff recommends in Condition No. 2c that the plan provide a minimum 1.5 inch caliper size for the 24-inch box size and 3/4- to 1-inch caliper for the 15-gallon sized trees, to comply with Section 9.60.300 (1)(4) of the Zoning Code. RECOMMENDATION: Recommend to the Planning Commission approval of Village Use Permit 2000-003, subject to the following conditions: 1. Prior to issuance of building permits, the color and materials board and plans shall be revised to indicate that the exterior stucco on the building shall be smooth trowel finished. 2. Prior to issuance of building permits, the final landscaping plan shall include: a. Two trees planted in tree -wells (60-inches square) with colored cast iron grates and measuring 4 feet from back of street curb. across the front of the building adjacent to Avenida Villa. b. Vine pockets with irrigation shall be constructed below the western section of the southern elevation. C. The caliper sizes of all proposed trees shall be a minimum of 1.5 inches for the 24-inch box size trees and 3/4'' to 1'' caliper for the 15-gallon sized trees, to comply with Section 9.60.300 (i)(4) of the Zoning Code.
