A. This meeting of the Architectural and Landscaping Committee was called
to order at 10:10 a.m. by Planning Manager Christine di lorio who led the
flag salute.
B. Committee Members present: Bill Bobbitt, Dennis Cunningham, and Frank
Reynolds.
C. Staff present: Community Development Director Jerry Herman, Planning
Manager Christine di lorio, Associate Planner Leslie Mouriquand, and
Executive Secretary Betty Sawyer.

IV. CONSENT CALENDAR:
A. Planning Manager Christine di lorio asked if there were any changes to
the Minutes of July 5, 2000. There being no changes, it was moved and
seconded by Committee Members Bobbitt/Reynolds to approve the
Minutes as submitted. Unanimously approved.
V. BUSINESS ITEMS:
A. Commercial Property Improvement Program; a request of the La Quinta
Redevelopment Agency regarding the duties of the ALRC in regard to the
program.
1. Assistant City Manager Mark Weiss presented the information
contained in the staff report, a copy of which is on file in the
Community Development Department.
2. Committee Member Bobbit asked how much money is available for
the entire program. Assistant City Manager Mark Weiss stated
$150,000. Committee Member Bobbitt asked if the maximum is

$15,O0O per application which would only allow ten projects.
Staff stated that was correct. Committee Member Bobbitt asked
if there were a set of guidelines that the applicants would need to
meet in regard to landscaping and architecture. Community
Development Director Jerry Herman stated yes, and they would be
supplied to the ALRC. Committee Member Bobbitt asked if they
were different from other City standards. Staff stated yes, they
are design guidelines to enhance the zoning regulatiions for the
Village which may in some instances, be more restrictive than
other areas in the City. Committee Member Bobbitt stated that
since the money available is not a tremendous amount, is the City
looking for a theme for the Village, or is it whatever the owner
wants to do to clean up the building. Planning Manager Christine
di lorio stated it is a combination of both.
3. Assistant City Manager Mark Weiss went on to explain that if the
applicant is not the owner, they will be required to obtain the
property owner's permission. He went on to explain this was a
program only available to commercial projects.
4. Committee Member Reynolds stated it is a valuable program and
very needed. He asked if City property was exempt as he
understood the Chamber who was leasing the building from the
City was wanting to apply to upgrade the building but it was
indicated to them that they are not eligible. Assistant City
Manager Mark Weiss stated he cannot say that explicitly. For that
to happen either the City would have to make the application or
approve the application. It is possible the tenant could ask the
City for permission to make application under this program. The
City Council would then have to divert money that has been made
available for this program to loan to themselves. The City can
always make changes to the building as the owner of the building.
The program was not designed to make money available to fix
residential or municipal buildings; it was to facilitate the
commercial enterprises. Committee Member Reynolds stated the
City should lead by example.
5. Committee Member Cunningham stated he has no objections as
the program does have merit.
B. Village Use Permit 2000-003; a request of Coronel Enterprises, Inc., for
approval of architectural and landscaping plans for multi -tenant general
office building within the La Quinta Village to be located on the west side
of Avenida Villa, south of Calle Tampico, north of Frances Hack Park.

1. Associate Planner Leslie Mouriquand presented the information
contained in the staff report, a copy of which is on file in the
Community Development Department.
2. Mr. Zeke Coronel stated they wanted to do something nice and
Spanish to fit in and address the issues raised by staff.
3. Committee Member Reynolds asked who would be improving the
alley. Community Development Director Jerry Herman stated the
alley is slated for improvement as part of the downtown
improvements.
4. Mr. Skip Lench, architect for the project, asked that the City
dictate the tree species, along the street to create a theme.
5. Committee Member Bobbitt asked what the purpose was for a two
car garage. Mr. Coronel stated it was to meet the parking
requirement and allow him space to store temporary equipment
and/or material. Committee Member Bobbitt stated it appears the
intent is that the owner will set up his residence in the building.
This makes it an expensive garage which could be leased to
another tenant. His concern was that it could attract parking of
construction vehicles and such which could cause problems. Also,
is this a zero lot line. Staff stated yes. Committee Member
Bobbitt stated the wall needed a wainscoat or something to break
up the plain wall.
6. Committee Member Bobbitt asked if the Commercial Property
Improvement Program was available for new projects such as this.
Staff stated no, only for rehabilitation of existing structures.
7. Committee Member Cunningham stated this area is a sensitive
area and to match what is there is difficult because it is a "hodge
podge" of style. The applicant needs to bring sensitivity without
increasing the cost. He stated the railing detail and the precast
column pieces are out of scale and scope and will be too much
mass pulled in with a clipped roof. He suggested using some
wrought iron with shape and depth on the stairwell and balcony.
The windows should be individually pained and the: entry door _
could also be decorative. He could use random tile and mud
instead of the S-tile, but he understands the cost involved. Mr.

Lench stated the wrought iron is not a real increase of cost but the
mudded roof tile is. Committee Member Cunningham stated
random mudding does add texture and made a comparison to the
V'on's Plaza architecture. He suggested using a smooth stucco
which is less expensive and go with the mudded roof. Mr. Lench
stated he could understand the use of the decorative wrought iron,
but the mudded roof could be an issue.
8. There being no further discussion, it was moved and seconded
Committee Members Cunningham/Bobbitt to adopt Minute Motion
2000-015 approving Village Use Permit 2000-003, as modified:
1. Prior to issuance of building permit add individual glass
lights.
2. Replace the precast balusters with decorative wrought iron
and specify the same for the staircase.
C. Site Development Permit 2000-682; a request of Anthony and Wanda
Matranga for approval of architectural and landscaping plans for the
construction of a 15,500 square foot commercial building for a fitness
center located within the La Quinta Corporate Centre.
1. Community Development Director Jerry Herman presented the
information contained in the staff report, a copy of which is on file
in the Community Development Department.
2. Committee Member Cunningham asked if the rear view was closed
off to public view. Staff stated that was correct. Committee
Member Cunningham stated that the use of the building in this
area all ties in. He likes the window shading treatment and it is a
nice design.
3. Committee Member Reynolds asked if staff knew what was going
in on Pads 6 and 7. Staff stated no. Committee Member
Reynolds stated his concerned about the closeness of the two
buildings. Discussion followed regarding a possible treatment to
the upper floor of the north elevation. It was suggested the
applicant could use decorative expansion joints in the plaster to
create a decorative grid pattern on the second story of the north
elevation.

4. Committee Member Cunningham asked what the material was to
be used on the awnings. Staff stated it would be fixed metal.
5. There being no further discussion, it was moved and seconded by
Committee Member Cunningham/Bobbitt to adopt Minute Motion
2000-016 recommending approval of Site Development Permit
2000-682 as recommended by staff with the additional condition:

BACKGROUND:
La_Quinta_Del Ora -Tract_ History
The property is within La Quinta Del Oro, a partially developed subdivision of 80 single
family lots and one well lot on 29.65 acres located on the east side of Washington
Street approximately 1,663 feet to the south of Fred Warding Drive. There are 33
existing houses in the development ranging in size from 2,100 square feet to 3,400
square feet based on the City's Metroscan data base (Attachment 1). La Quinta Del
Oro is located in the Medium Density Residential Zoning District.
Existing public street improvements and development of most of the Del Oro houses
occurred in 1990 under Tract 23971 (Phase 1). Another 147 single family lots to the
south of Phase 1 have expired without being recorded.

The existing houses are located on Via Del Sol, Via Sevilla, Via Del Monte and Via
Caliente. Deane Homes, the developer, offered two different facades per prototype
and 12 different exterior color combinations. Twenty-four of the existing 33 California
Mediterranean style houses are multilevel ranging in height from 23 feet to 25 feet.
Upper level windows are generally on side and rear building elevations for two story
units. One story houses are approximately 16 feet high. Exterior materials consist
of plaster walls and concrete roof tiles (Mission S-tile) in desert color tones of white
and brown. The facades typically have one foot recessed rectangular windows.
Arches for window and door openings are also used on some houses. Popout and
cutout stucco features highlight windows, entries and garages. Wood shutters and
stucco corbels are used on a few of the existing split-level houses.
The existing houses have front loaded three car garages with prominent balconies over
the garage areas for a few split-level (Plan 2) houses. Many of the sectional, metal
garage doors have decorative glass inserts.
Landscaping for existing houses consists of large lawn areas with trees and shrubs.
Trees that are used in the development are Jacaranda, Indian Laurel, and African
Sumac. Many houses are accented with Queen Palms. A few houses have
desertscape yards with heavy use of Palm Springs Gold instead of lawn.
PROJECT -PROPOSAL:
The applicant has plans to construct 47 single family houses on the vacant lots on Via
Sevilla, Via Coronado, and Via Del Oro. Three prototype house plans are proposed
ranging in size from 2,400 square feet to 3,200 square feet with Plan 3 being two
story. Plan types are as follows:

Note: House widths vary from 50 feet to 65 feet (Plan 2). *This Plan provides optional
layouts under Plans 2a and 2b.
Proposed architectural design themes are California Mediterranean. Each plan type has
three facade design treatments that include variation in window sizes and shapes
(rectangular), changes in roof designs, and design features such as wood shutters,
stucco eaves, and wood lintels. Multiple lite windows are proposed. Entrances to
each house have prominent -covered roof elements. Roof heights vary from 18 feet

to 27 feet, excluding chimney projections. The garages for Plans 1 and 2 are front
loading with roll -up, sectional metal doors. No window insets are proposed. Plan 3
proposes an auto court with a two car garage being inset into the center of the house
and a single garage space.
Eight different material and color schemes are proposed for these new prototype units.
Exterior walls are to be plastered in varying shades of earth tones with darker trim
colors. Eagle concrete roofing (S-tile) is proposed in dark shades of brown and red.
Covered patios are offered as options for buyers. An exterior material and color
sample board of each theme will be available at the meeting for review.
A conceptual front yard landscaping plan has been submitted for the model homes on
Via Sevilla (Lots 51-53). Landscaping consists of numerous shade trees per lot
accented by sod, shrubs, palm trees and groundcover. Plant sizing is not specified at
this time. A large variety of plant materials is offered. Hardscape areas utilize
scored/colored concrete for driveways and pavers for entrances. Six foot high privacy
walls are also proposed for each house, and courtyard fencing is also provided on
some plan types. A temporary office and parking lot is proposed on Lot 34 across the
street from the three model homes.
FINDINGS:
As required by Section 9.60.300 (Compatibility Review) of the Zoning Ordinance, the
Committee is required to review and comment on the findings regarding architectural
design and landscaping:
1 . Proposed single-family dwellings shall be compatible to existing dwellings in the
project or to dwellings which are approved for construction as shown on the
plans and materials board, unless otherwise approved by the Planning
Commission, with respect to architectural materials, colors, roof lines, lot area,
and building mass.
Response: The proposed architectural design elements (e.g., awnings, wood
lintels, flush multiple pane windows, building and roof tile colors, stucco
popouts, covered entry heights, and roof heights over the front porch) are not
compatible with the existing houses. Therefore, staff recommends that the 1)
windows for Plans 1 and 2 shall be inset a minimum distance of one foot into
the building, 2) wood lintels shall be replaced with stucco, 31 garages doors shall
include notched corner elements, 4) covered entrances shall be lowered so that
the opening height matches the top of the adjacent window opening, 5) all
awnings shall be deleted, 6) multiple pane windows shall be replaced with single
pane windows, 7) arches above garage doors shall be replaced with a horizontal
stucco banding, 8) roof tiles and window shutters shall be limited to light brown
color tones, 9) Plan 2 garages shall have decorative window insets at the top
of the door, 10) arches over garage doors shall be eliminated, and 1 1) roof
pitches shall be consistent with existing houses (See Condition 2B).

2. At least one specimen tree (minimum 24" box) shall be provided in the front
yard and street side yard with a total number of trees on each lot to be the
same as that provided for on the original units.
Response: The plans provide conceptual design and planting information for the
front yards. The applicant's plant pallette includes those plants used in the City
and in La Quinta Del Oro. Project landscaping, including but not limited to the
location and coverage of plant materials, has been designed to complement
single family buildings and complement surrounding houses. Condition 2A
requires a minimum of one specimen tree per new single family house.
RECONI IENDATIQN:
Recommend to the Planning Commission approval of Site Development Permit 2000-
684, subject to the following conditions:
1. Detailed front yard landscaping plans shall be submitted to the Community
Development Department for review and approval prior to issuance of any
building permit for units authorized by this approval.
2. Prior to issuance of building permits, final working drawings shall be approved
by the Community Development Department shall include the following:
A. Minimum front yard landscaping shall consist of turf, two trees, ten 5-
gallon shrubs, and groundcover. A minimum of one tree per interior lot
shall be 24" box in size having a 1.5 inch caliper measured three feet up
from grade level after planting. Corner lots require two specimen trees
and three 15-gallon trees (i.e., 0.75 inch caliper or larger). Queen palms
(6 foot brown trunk) shall be used on 50 percent of the houses,
substituting as one required shade tree per lot.
B. Architectural modifications include: 1) windows for Plans 1 and 2 shall
be inset a minimum distance of one foot into the building, 2) wood lintels
shall be replaced with stucco, 3) garage doors shall include notched
corner elements, 4) covered entrances shall be lowered so that the
opening height matches the top of the adjacent window opening, 5) all
