A. This meeting of the Architectural and Landscaping Committee was called
to order at 10:06 a.m. by Planning Manager Christine di lorio who led the
flag salute.
B. Committee Members present: Dennis Cunningham, Bill Bobbitt, and Frank
Reynolds.
C. Staff present: Planning Manager Christine di lorio, Principal Planner Stan
Sawa, and Executive Secretary Betty Sawyer.

III. CONFIRMATION OF THE AGENDA: Confirmed.
IV. CONSENT CALENDAR:
A. Planning Manager Christine di lorio asked if there were any changes to
the Minutes of February 7, 2001. Committee Member Reynolds asked
that Page 4, Item #8 be corrected to read, " ...what the depth of the
windows would be." There being no further corrections, it was moved
and seconded by Committee Members Reynolds/Bobbitt to .approve the
minutes as corrected.
V. BUSINESS ITEMS:
A. Site Development Permit 2001-686; a request of Omri Siklai, for review
of development plans for a commercial buildings consisting of a
restaurant and office, located at the northeast corner of 'Washington
Street and Lake La Quinta Drive.

in the staff report, a copy of which is on file in the Community
Development Department.

2. Mr. Omri Siklai stated they had no objections to staff's
recommendations. Mr. Lew Bishop, architect for the project, made
a presentation.
3. Committee Member Bobbitt stated that being contemporary in
style it almost has a Frank Geary look and most buildings currently
in the City are Spanish or Spanish Revival, how does this fit in
with the surrounding architecture? Staff stated the City does not
have any design guidelines requiring a Spanish design. Recently
the La Quinta Court was approved with a different architectural
style. Each specific plan defines its own look. The Church and
the La Quinta Inn each stand on their own. Committee Member
Bobbitt stated there are not a lot of structures in this area
currently and it is hard to determine what it will look like with the
different styles.
4. Committee Member Cunningham stated he has been a proponent
of the Spanish architecture as exemplified by the La Quinta Hotel,
and the Von's Plaza. That would have been a good guideline for
the City, but the City did not adopt those guidelines and now we
have soime buildings that are not attractive. There are; some new
projects however, that are bringing in some new designs such as
the La Quinta Court and Point Happy. The City Hall itself created
a lot of controversy. This design is dynamic and does tie into the
City Hall design and the La Quinta Court and will be a signature
building.
5. Committee Member Reynolds asked what would be built on the
adjoining property to tie in with this.
6. Committee Member Cunningham stated that as this is the first
building in this area, it will set the precedent for the next project.
7. Committee Member Reynolds stated the only access to the project
is from Caleo Bay and with the low lighting on the parking lot it
could be a concern for mischief and the applicant might want to
consider more light. Mr. Bishop stated they want the low level
lighting. The taller lights will be in the same place as the tree tops
so they lowered the lights down to be below the trees which
creates an ambient feeling. Committee Member Reynolds stated
it will be difficult for law enforcement to see into the parking lot
with the: low level lighting and landscaping. The applicant stated
this is in conflict with the City's standards which requiring the lush
landscaping and no access off Washington Street.

8. Committee Member Cunningham asked if the idea was to bring the
vehicles in an understated way with the building attracting
attention. Mr. Bishop stated yes.
9. Committee Member Bobbitt stated he likes the way the project is
set out and the landscaping is great. The building is a good
looking building and his concern was only that it would not fit in
and after the discussion, he is satisfied with the design. Mr.
Bishop stated that a community that bridges more than one style
is the essence of America. Their concept was to have a collective
mix with the proposed Arts Foundation, Church and other
surrounding businesses.
10. Committee Member Cunningham asked if the metal would be left
in its natural state to weather. The applicant stated yes.
Committee Member Cunningham stated that with the way it is
done with the marble and landscaping, it is a fresh design. If used
correctly it is a beautiful statement, but it may need to be
defended as some people do not like it.
11. Committee Member Bobbitt stated he would like to see some low
level planting to soften the look on the north and east elevations.
12. There being no further discussion, it was moved and seconded by
Committee Member Cunningham/Reynolds adopt Minute Motion
2001-011 recommending approval of Site Development Permit
2001-686, subject to the conditions. Unanimously approved.

The property is located at the northeast corner of the City on 63.1 acres bounded on
the east by Jefferson Street, the north by Fred Waring Drive, the south by Miles
Avenue, and the west by the Cactus Flower and Wildflower subdivisions (Attachment
1). The project site excludes a 551.7' by 789.48' ten acre commercially zoned area
on the corner of Fred Waring Drive and Jefferson Street.
Tentative Tract 24197 creating these lots was approved by the City Council on
December 19, 2000. The architectural plans for ten prototypical residences was
approved by the Planning Commission on December 12, 2000.
PROJECT PROPOSAL:
The applicant has submitted typical preliminary landscaping plans for the front yards
of the residences, model complex and its parking lot, common areas, and the
perimeter streets (Fred Waring Drive, Jefferson Street, and Miles Avenue).
The typical plans for the production homes include two 15 gallon trees per lot, with
three extra trees on corner lots in the exterior side yard area. Between 12 and 26
(average 19) one to five gallon shrubs or vines are proposed for each lot with lawn
and other ground covers completing the planting.
The model home plans include four plans plus the temporary parking lot for the sales
complex. The model homes receive an upgraded level of planting and includes the
rear yard. The plan materials used are low water plants which present a lush
appearance.

The common area and perimeter plans use a same plant pallette with emphasis on low
water use type plants. Trees are 15 gallon and 24" box in size with most varieties
of shrubs five gallons in size, with the balance one gallon. The park/retention site
provides primarily lawn with shrub and tree planting adjacent to the commercial site.
Along Jefferson Street, a meandering sidewalk is shown. Clusters of canopy trees
and palm trees with shrubs are along the street. Lawn is used only at the retention
basins which are on both sides of the street entry at Jefferson Street. On Fred
Waring Drive and Miles Avenue, the same concept is followed. However, the
sidewalk is shown adjacent to curb and is required to meander.
Because of noise attenuation requirements, there will be mounding with the perimeter
wall. The grading plans are currently in plan check by the Public Works Department,
and will include the mounding.
FINDINGS:
As required by Section 9.210.010 (Site Development Permits) of the Zoning
Ordinance, the Committee is required to review and comment on the following
finding:
1. Project landscaping, including but not limited to the location, type, size, color,
texture, and coverage of plant materials has been designed so as to provide
relief, complement buildings, visually emphasize prominent design elements and
vistas, screen undesirable views, provide a harmonious transition between
adjacent land uses and between development and open space, provide an
overall unifying influence, enhance the visual continuity of the project, and
complement the surrounding project area, ensuring lower maintenance and
water use.
RESPONSE: The landscaping plans have been designed to complement the
homes and surrounding areas. In the front yard area, the types of plants and
quantity of plants is appropriate. The plans indicate that exterior side yards
will be provided with three additional 15 gallon trees and lawn. Due to the
layout of the tract many of these exterior side yards will be facing the primary
spine street (Monticello Avenue) which connects Fred Waring Drive to Miles
Avenue. Along these side yards additional shrubs and ground cover is
recommended in Condition #2. The plans along Fred Waring Drive and Miles
Avenue will need to be revised to include a meandering sidewalk, as
recommended in Condition #3, with consideration given to the location of the
existing power poles and lines.
Mounding is required along Fred Waring Drive, Jefferson Street, and Miles
Avenue and needs to be shown on the landscaping plans. Condition #4
recommends that it be shown on the final plans.

RECOMMENDATION:
Approve by adoption of Minute Motion 2001--, the submitted landscaping plans,
subject to the following conditions:
1. Prior to issuance of building permits for any of the production units authorized
for this Tract, final landscape working drawings shall be approved by the
Community Development Department. Compliance with the City Water
Efficient Landscaping Ordinance shall be included. Tree caliper sizes per
industry standards shall be specified.
2. The production unit plans shall be revised to include a minimum of ten 5-gallon
shrubs adjacent to the exterior side yard lots.
3. The perimeter plans along Fred Waring Drive and Miles Avenue shall be revised
to include meandering sidewalks. The existing power poles and limes shall be
shown on the plans with consideration given to ensure that ultimate growth
will not interfere with the lines. (Note: Poles on Miles Avenue are required to
be undergrounded).
4. The mounding along the Fred Waring Drive, Jefferson Street, and Miles Avenue
frontage shall be shown on the final landscape working drawings.
5. In shrub/tree planters of common areas, a minimum of 2" of decomposed
stone/sand shall be provided as a groundcover.

BACKGROUND:
Specific Plan 2000-048 (City Council Resolution 2000-152)
The adopted Specific Plan provides the design guidelines and standards which will
guide the future development of 178 single family houses utilizing detached or
attached construction methods (Attachment 1). The attached lots are proposed for
zero lot line construction. 'The project is designed around a series of water features,
which will provide open space views to adjacent homes. Condition #56 requires a rear
yard setback of 20 feet for lots which do not back onto open space areas and
Condition #52 requires that the landscaping palette be edited to focus on native and
non-invasive plants.
Sections 2.8.1 and 2.8.3 of the Specific Plan defines the architectural and siting
guidelines for the Palmilla project, and is generally summarized as follows:
• The use of earth tone; colors with smooth finish exterior stucco walls highlighted
by stacked stone and/or cobble walls and clerestory windows offset by flat roof
planes and pitched roofs. Wood, tile and wrought iron may be used as accent
materials.

• Perimeter fences are envisioned to be constructed primarily of masonry
highlighted by stacked stone columns.
• The use of multipane windows is encouraged for front elevations. The use of
many different styles of windows on one building plane shall be avoided.
• Front entrances shall be articulated as a focal point by using roof elements,
columns, porticos, recesses or projections, windows or other architectural
features.

One and two-story houses are being offered for this development ranging in height
from approximately 19 feet up to 24 feet. Hipped roofs with a 4:12 pitch covered
with concrete tile are proposed. Front elevations have a varied building plane through
the use of front- and side -loaded garages, location of bedrooms and projecting
columns. Exterior surface textures consist of stucco and rock veneer accents (i.e.,
chimneys, planter walls, etc.) in earth tones. Facade windows consists of glass block
and/or fixed pane with copper overhangs .
Front yard landscaping consists of a combination of box -specimen trees, shrubs and
decomposed granite ensuring low-water usage. Palm trees provide additional vertical
elements to the plans. Front yard enhancements include decorative driveways using
stone and colored concrete combinations serving front- and side -loaded garages.

Guardhouse: The proposed guardhouse complements the architectural design of the
prototypical homes within the tract. The proposed roof consists of a shed or parapet
design. Walls are stucco or precast concrete stone. Fixed pane windows and doors
and glass block are proposed and the colors will complement those of the houses.
FINDINGS:
The ALRC is required to comment on the following findings:
Architectural Design - The architectural design of the project, including but not limited
o the architectural style, building mass, materials, colors, architectural details, roof
style, and other architectural elements are compatible with the surrounding
development and with the quality of design prevalent in the city.
The applicant has provided considerable articulation on all sides of the buildings, which
will create visual interest and break up the building mass. Exterior surface textures
consist of stucco and rock veneer accents (e.g., chimneys, planter walls, etc.) in earth
tones. A minimum of two facades is proposed for each prototype unit to further
enhance the development program. The building architecture is similar to the
architecture found elsewhere in the City, and consistent with the guidelines of the
specific plan.
Landscape Design - Project landscaping, including but not limited to the location, type,
size, color, texture, and coverage of plant materials has been designed so as to provide
relief, complement buildings, visually emphasize prominent design elements and vistas,
screen undesirable views, provide a harmonious transition between adjacent land uses
and between development and open space, provide an overall unifying influence,
enhance the visual continuity of the project, and complement the surrounding project
area, ensuring lower maintenance and water use.
The desertscape plant palette is acceptable and in compliance with the design
parameters outlined in SP 2000-048. It is therefore recommended that the applicant
be required to submit final landscape and irrigation plans for staff approval prior to the
issuance of building permits.
RECOMMENDATION:
Recommend to the Planning Commission approval of the architectural style and
landscaping plan for Site Development Permit 2001-694, subject to the following
conditions:
1. A final landscaping (plan, which shows plant size, location, berming and walls
shall be submitted to the Community Development Department for review and
approval prior to issuance of building permits. Tree caliper sizes per industry
standards shall be specified. Use of lawn shall be minimized with no lawn or
spray irrigation within 18 inches of curbs along public streets. A minimum of
ten 5-gallon shrubs are required per homesite. Compliance with the City Water
Efficient Landscaping Ordinance shall be included.

2.8 THE PALMILLA COMMUNITY DESIGN GUIDELINES
The concept and character of contemporary desert architecture will be followed in the project
area and will include a focused range of architectural expressions with predominant
simplicity of form and functionality. The guidelines are provided for the benefit of merchant
builders, their planners and designers, and City of La Quinta staff and decision -making
bodies in the review of future Palmilla site development proposals. As such, the design
guidelines identify elements for all residential land use proposals within the Palmilla Specific
Plan area. These guidelines may be incorporated into subsequent site development permits,
conditional use permits, and subdivision maps submitted to the City for approval unless it is
demonstrated that certain guidelines are not applicable, appropriate, or feasible under site
specific circumstances.
SINGLE FAMILY CHARACTER ELEVATION
The single family and attached architectural products will take into account the physical and
natural environment with respect to climate and, therefore, pay careful attention to eaves and
overhangs to provide for the shading of window areas as well as utilizing exterior finish
materials carefully for their long term durability and appearance qualities.

In addition, because of the unique seasonal variations in the climate of this region, careful
attention must be paid to the planning, and selection of landscaping materials so that they
work in harmony with the built and natural environments to enhance the overall quality of
the development and use water in a manner that is both productive and efficient.
The architectural consistency will be maintained in all development site areas within the
Palmilla Specific Plan and will be subjected to review by the Community Development
Department for the City of La Quinta to ensure conformance to the desired architectural
parameters of the time. Per the La Quinta Zoning Code (9.210.010) and as specified in
section 3.3 of this document, site development permits will be required for architectural
construction efforts within the plan area.
The design guidelines contained in this subsection are intended to establish a consistent.
design expression among site planning, engineering, architecture, and landscape architectural
components while allowing reasonable flexibility in design.
The design guidelines for The Palmilla are intended to:
O Assist in implementing the design intent of the Specific Plan by establishing project
design compatibility;
O Create a framework to implement individual product design vocabulary while
maintaining community identity;
O Delineate criteria for enhancing the site features, plant materials and habitat areas; and
0 Provide a consistent approach to site planning, building design, street furniture and
signage, wall and fence materials and color, lighting, landscaping, and other design
elements that will endure for the life of the community.
The guidelines provided herein suggest thematics compatible with the Palmilla character and
are not intended to limit expressions of varying architectural styles within the entire Specific

compatibility within the framework of future residential neighborhoods at the Palmilla
project while providing the flexibility to create limited variety in the architectural expression
and interpretation of the design styles envisioned for the community. Descriptions of the
desired design theme illustrated on the following pages are conceptual and do not depict final
designs, nor should they limit the range of expression among individual builders and their
professional design teams. To assure consistency between individual areas of the site
development, architectural compatibility review and or individual site development permits
may be required by the community development department.

The Palmilla Community Image
The extensive landscape element provided by the greenbelts together with Palmilla''s
landscaped perimeter setbacks are envisioned to promote an image of privacy and exclusivity
for the gated community.
The master landscape plan helps to make residential structures on the interior of the project
unobtrusive and at the same time, enhance the views from these structures to the surrounding
greenbelts and mountain vistas. The use of Date Palm, Citrus, and other species typically
seen throughout the desert provides a regional context to the plant palette for the Palmilla
project. A full list of plant material suitable for the landscape theme is provided in the
Recommended Plant Material Palette presented within the document.

2.8.1 General Architectural and Siting Guidelines
The architectural theme for Palmilla is limited to a desert contemporary style with specific
architectural expression reviewed and approved by the Community Development Department
Staff in individual site development permit applications.
Color
The earth tone color palette that will predominate the architectural context of Palmilla
residential construction and is based on the historic simplicity of whitewashed stucco over
adobe bricks as a staple of desert architecture.
This motif is complemented with a simplistic color scheme and a variety of roof tones and texhues
offset by the contrast of the window moldings and associated architectural detail.
♦ The predominant color of all structures shall be limited to the spectrum of white, cream,
tan, sand, light brown, and other earth tones. Colors outside of this spectrum shall be
used for accents only. In order to achieve the variety of architectural expression
envisioned for the residential components of the project, a variety of materials and
colors shall be used to create a rich tapestry of design elements.
Materials
A limited variety of roof materials shall be used including barrel tile, flat concrete tile, and
concrete shakes. The color of roofs shall provide a range of earth tones. The color of roof
materials shall be varied to reflect the architectural theme of the product covered.

Mr. Rounaghi has submitted an application under the Commercial Property
Improvement Program (CPIP) seeking funding to rehabilitate his building. Specifically,
he is seeking funding to add wrought iron fencing to an existing block wall on the
north and south sides of the building; resurface and stripe parking lot; update sign face
on existing sign; revitalize landscaping; and paint the exterior of the building
(Attachment 1).
The applicant is seeking $15,000 in funds which will require a 10% match, or $1,500,
by the applicant. The actual details of the financing, subject to the program
limitations, will be negotiated through the rebate agreement entered into by and
between the La Quinta Redevelopment Agency ("Agency") and the applicant.
Because the materials submitted by the applicant may be difficult to assess, a
summary of the project components is listed below:

Because of the lack of specifications and plans, the applicant has been asked to
provide further detail on some of the quotations. The applicant is also seeking
reimbursement of architectural plans/City permits (program limit of $1,000). The
applicant has been made aware of this meeting and has indicated that he will be
present at the March 21 st ALRC meeting.
The applicant has been advised that all contractors doing work must submit certificate
of insurance and be licensed by the applicable agencies.
As with other applications, a Funding Criteria worksheet is attached to this staff report
(Attachment 2) to facilitate scoring of the project.

Dear Mr. Wilson,
For months now, I have been looking for a property to by for my retirement years. In order
to stop paying rent, I have dreamed of owning a studio/gallery. It's a dream of many artists.
In December of 2000, Mr. Marshall Harrison of Remax deal estate, after showing me many
properties, showed me the Shatzy's restaurant. It was perfect for my budget and the
location is next to the La Quinta Arts Festival. Mr. Harrison told me that City of La Quinta is
very excited to have this site changed to a gallery. He also mentioned that because of the
condition of the building, I am qualified for to up to $15,000 for the Commercial Property
Improvement Program.
I was very excited about this, so I bought the property "as is" with broken windows, broken
doors, and a leaking roof. I closed escrow in January. I was very happy and pleased.
Because this building was built for a restaurant, the east side of the building was a kitchen
and didn't have any door or wirdow or light. I want to use this for a studio. I need to have a
window and door in order to have light. I discussed this with the city's architect/supervisor,
Jerry Herman, and he advised me to have a plan from the property with the changes to
windows and doors, submitted to the city. Also, because of the changes, I would need a
larger handicapped restroom. For that matter, I had an architect from Orange County survey
the property and draw up the plans. After a few times back -and -forth, the city accepted my
application for changes. It should be before the committee at the March meeting.
Unfortunately, because of the rain and cold weather, I have to fix my roof. I asked Mr. Greg
Trousdell N I can start to fix my roof while I wait for my plans to be approved. He said I can
because this does not need a permit. I have also begun the extensive landscaping clean
up.

When I started to clean up, I saw that the homeless people were sleeping in front and back
of my property which causes problems for me. I quickly began the changes which would
prevent this from happening. You can see that both front and back areas are opened to
discourage loitering. In the future I will continue the landscaping changes. I am enclosing the
costs which I have already incurred or will incur in making these exterior improvements. As
you can see, I have already put out a great deal of money which benefits the
neighborhood, with the belief and hope that the city will be assisting me in this so that I can
financially continue. You know that artists are not a group of wealthy individuals. The invoices
are highlighted and attached.

BUILDING AND STRUCTURAL IMPROVEMENTS:
This includes the reconstruction or removal and replacement of structurally unsound or non-
conforming uses (i.e. signs), and other improvements that enhance the general appearance
of the subject property.
Scale 0-10 points x Category Weight = weighted score
SCALE AND QUALITY OF FACADE IMPROVEMENTS:
This may include the reconstruction or removal and replacement of signs, awnings/canopies,
exterior wall finishes, doors and windows, decorative roof treatments, and landscaping to the
entrance and visible sides of the subject property. Sensitivity to adjacent land uses must be
considered.
Scale 0-10 points x Category Weight = weighted score
STIMULATION OF PRIVATE INVESTMENT:
Proposed improvements must make the Project Area more attractive and visible to customers,
neighboring merchants, and residents. Special consideration of up to 10 additional points will
be provided for those improvements related to the creation of new businesses, or the
expansion or relocation of existing businesses within the Project Area.

This may include improvements related to historic preservation, unique structural and site
