This meeting of the Architecture and Landscaping Review Committee was called to order at 10:07 a.m. by Planning Manager Christine di lorio, who led the flag salute. B. Committee Members present: Dennis Cunningham, Bill Bobbitt, and Frank Reynolds. C. Staff present: Planning Manager Christine di lorio, Associate Planner Michele Rambo, and Executive Secretary Betty Sawyer. II. PUBLIC COMMENT: None. III. CONFIRMATION OF THE AGENDA: Confirmed. IV. CONSENT CALENDAR: A. Planning Manager Christine di lorio asked if there were any changes to the Minutes of May 2, 2001. There being no corrections, it was moved and seconded by Committee Members Cunningham/Bobbitt to approve the minutes as submitted. V. BUSINESS ITEMS: A. Capital Property Improvement Program 2001-010; a request of Mr. Heinz Steinmann for funding to repair stucco and paint exterior of building and retaining wall, install screening/shade cloth on chain link fence, repair sprinkler system and install new landscaping, and install parking stops on the north side of property located on the west side of Avenida Bermudas - United Stated Post Office building. 1. Planning Manager Christine di lorio presented the information contained in the staff report, a copy of which is on file in the Community Development Department. Staff stated not at this time. When and if a new post office is built this office will stay at this location. 3. Committee Member Reynolds stated his concern was the chain link fence. If he was to approve the funding request he would want the fence removed. 4. Committee Member Bobbitt asked about the wall on the north side of the building. Discussion followed as to where the retaining wall was located. 5. Committee Member Cunningham stated he was not in favor of the shade cloth as it would only be a temporary fix. He would suggest that if the chain link fence were to stay, then the insert slates should be used instead of the cloth. 6. Committee Member Bobbitt stated the chain link fence is not an asset to the community. 7. Committee Member Cunningham stated it is a nonconforming use and at least with the inserts the interior is not visible from the street. Discussion followed relative to the different improvements to be made. 8. There being no further discussion, it was moved and seconded by Committee Members Cunningham/Bobbitt to adopt Minute Motion 2001-025 recommending approval of Capital Property Improvement Program 2001-010 with the deletion of the shade cloth. Unanimously approved with a total score of 90. B. Village Use Permit 2000-009; a request of Starlight Management, Inc. for review of landscaping and architectural plans for a multi -tenant general office building within the La Quinta Village. 1. Associate Planner Michele Rambo presented the information contained in the staff report, a copy of which is on file in the Community Development Department. 2. Staff introduced Skip Lench, designer for the project, who explained the newest revisions to the building. 3. Committee Member Bobbitt asked if there were any setbacks on this lot. Staff stated no. He asked if the applicant could use a flash tile to soften the look. Mr. Lench stated he had done a modification to the mudding on the tile roof on another house and he would ask staff to look at it. They used three different colors and added mudding on a random basis. Committee Member Cunningham asked about the railings. Mr. Lench stated they used metal to have it last with wood beams. Committee Member Cunningham suggested they use a metal railing as well using texture and design. 5. Committee Member Bobbitt asked if planters with vines could be added to the back of the buildings. On the front, less landscaping is better due to the building being so close to the street. Staff stated the City has a landscape plan for the street frontage and the applicant will have to conform to that plan. Mr. Lench stated they could add some planters to the rear elevation to soften the look. 6. There being no further discussion, it was moved and seconded by Committee Member Cunningham/Reynolds adopt Minute Motion 2001-026 recommending approval of Village Use Permit 2001- 009, subject to the conditions as modified. a. Condition #1: Prior to issuance of building permit the balustrade shall be replaced with metal railing and pickets and the roof shall include design relief through random mudding and colors. VI. STEINMANN REQUEST: REVISION TO ORIGINAL FUNDING REQUEST FOR REPAIRING, STUCCOING AND PAINTING RETAINING WALL ON NORTH SIDE OF PROPERTY LOCATION: WEST SIDE OF AVENIDA BERMUDAS, UNITED STATES POST OFFICE BUILDING (51-321 AVENIDA BERMUDAS) The owner of the United States Post Office building, Heinz Steinmann, originally submitted an application under the Commercial Property Improvement Program (CPIP) seeking funding to: repair stucco and paint exterior of building and retaining wall; install screening/shade cloth on chain link fence; repair sprinkler system and install new landscaping; and install parking stops on North side of property (Attachment 1). Mr. Steinmann's request was considered and approved by the ALRC at its June 6, 2001 meeting; however, the ALRC did not approve of the use of shade cloth for screening material on the chain link fence. Mr. Steinmann was advised that he could not use shade cloth and that if he chose to submit an alternative material it would have to be approved by the ALRC. Mr. Steinmann subsequently notified staff that he did not intend on proceeding with the screening portion of his project. Staff was recently contacted by Mr. Steinmann who asked that the retaining wall component of his plan also be dropped from his original proposal. Mr. Sbeinann cited issues associated with the property owner to the north of the Post Office (i.e. Mom's Place Gas Station) as his reason for deciding not to proceed with this component of his plan. Mr. Steinmann was advised that the ALRC would have to approve of the deletion of the work on the northern retaining wall since it approved the original proposal. Under Mr. Steinmann's latest proposal revision, landscaping and painting would be the two major components of his project. The ALRC, therefore, is being asked to approve of the deletion of the retaining wall work from the original proposal. The original application scored 90 points as reflected on the attached scoring sheet (Attachment 2). The ALRC may wish to reaffirm that score, or may elect to re -score the revised proposal from Mr. Steimann. Should the ALRC choose the latter, a blank Funding Criteria Worksheet is attached (Attachment 3). ALRC Hotel AT&T Greg-P; R 6/28, 7/5 Page 1 Project Request The applicant is requesting to install a 65-foot high digital cellular telephone antenna (Site #6LA-C964) within a common recreation area located approximately 280 feet east of Eisenhower Drive and 300 feet north of Los Arboles, abutting existing single story hotel "casitas" units under CUP 2001-061. To service this new monopalm antenna, the applicant also proposes a 1,002 square foot building located to the south of the 68 foot high Italian cypress trees that flank the hotel's primary paved access driveway that connects to Eisenhower Drive. This new unmanned building, measuring 12-0" wide by 83'-6" wide and 13.9 feet high (maximum), is scheduled to be used for equipment storage and has been designed to emulate surrounding hotel cottage architecture through the use of a low sloping clay S-tile roof, shuttered window openings (north elevation only), and six doors with eight pane lites. Large single pane windows are proposed on the south building elevation. Exterior walls are to be covered in stucco, matching the color and texture of existing hotel structures. To break up the architectural characteristics of the building, the applicant proposes varying roof heights and provides a covered porch (3'-8" and 5'7" wide) on the south building elevation. East and west building elevations utilize gable -end roof design features highlighted by stucco cornices. Ground mounted mechanical equipment is located on the east and west sides of the building and existing concrete sidewalks will be extended to connect with this new facility. Landscape improvements are planned on three sides of the new unmanned building, include sixteen 15-gallon trees (Carolina Laurel Cherry) around the ground mounted equipment areas, 5-gallon bougainvillea vines planted in front of stuccoed porch columns, and other accenting groundcover (i.e., gazania and turf). Star Jasmine is also used as a unifying design element. SP 121-E Design Guidelines Design considerations that are contained in SP 121-E for Tourist Commercial areas (Planning Unit #1) that should be examined when reviewing this project are: A. Building wall planes, particularly on the front elevation, shall be staggered to create interest along the street scene, to provide a desirable human scale, and to avoid monotony. B. The predominant color of all structures should be limited to the spectrum of white, cream, tan, sand, light brown, mauve and other earth tones. Colors outside of this spectrum should be used for accents only. C. Wood, tile and wrought iron should be used as accent materials as dictated by the applicable architectural style. An articulated roofscapes shall be created through the use of a variety of roof forms. FINDINGS: The Committee is required to review and comment on the following Zoning Code finding: Landscape Design - Project landscaping, including but not limited to the location, type, size, color, texture, and coverage of plant materials has been designed so as to provide relief, complement buildings, visually emphasize prominent design elements and vistas, screen undesirable views, provide a harmonious transition between adjacent land uses and between development and open space, provide an overall unifying influence, enhance the visual continuity of the project, and complement the surrounding project area, ensuring lower maintenance and water use. Staff Response: Plant materials are flowering and match existing landscaping in the immediate area and comply with the plant pallette contained in Specific Plan 121-E. HORTON, LANDSCAPE ARCHITECT) On October 20, 1998, the Community Development Department approved the prior developer's Architectural Guidelines for this Tract assuming custom homes would be built. This applicant requests that this past document be rescinded, and that their prototype houses and landscaping be reviewed by the ALRC with final consideration by the Planning Commission, pursuant to Section 9.60.330 (Residential Tract Development Review) of the Zoning Code. Proiect Request The applicant proposes four prototype single family residential unit plans for a 78-lot subdivision on approximately 39 acres located at the northeast corner of Orchard Lane and Avenue 50. The proposed floor plans vary from 3,172 square feet to 3,781 square feet of livable space on lots generally measuring 103+ feet wide by 154+ ALRC SDP707Transwest Page I Greg/P; R6/2; Resp. 7/2 02d2 feet long. Proposed architectural design themes are California -Mediterranean, relying heavily on stuccoed exterior surfaces and concrete tile roofing (i.e., flat and S-shaped). Each plan type has a minimum of three facade design treatments that include variation in window sizes and shapes encased by architectural surrounds, changes in roof designs (hips and gables), projecting facade elements, and other distinct but unifying features such as either exposed rafter tails or stucco fascias, stone veneer, glass block windows, wood shutters, decorate vents and chimneys, etc. Hip roofs, in varied heights up to 20.5 feet high, are the dominant facade treatment in 4:12 pitches, including enhanced tower features over front door entrances (Plans 2 and 3 only) highlighted by 12-inch and deeper, eave overhangs. Building color schemes are primarily variations of white and brown with dark accents colors in shades of green and brown. An exterior material and color sample board of each theme will be available at the meeting. A front yard production landscaping plan has been submitted consisting of two street trees (24" box and larger) per lot accented by mounded sod, a variety of five gallon shrubs, palm trees and annual color. Trees used for the project are California Pepper, Thornless Mesquite and African Sumac. Plant materials are appropriate for this climate. Boulders accentuate the landscape planting program. Perimeter Tract landscaping plans for Avenue 50 were previously approved by the Planning Commission and City Council and are therefore not part of this review. FINDINGS: The Committee is required to review and comment on the following findings: Architectural Design - The architectural design of the project, including but not limited to the architectural style, building mass, materials, colors, architectural details, roof style, and other architectural elements are compatible with the surrounding development and with the quality of design prevalent in the City of La Quinta. Staff Response: The Zoning Code (Section 9.60.330) design guidelines require a minimum of two different front elevations, varied roof heights, and window and door surrounds for flat elevation planes. The proposed units comply with these requirements in that three to four facades per plan are proposed, roof heights are varied with the combination of different roof designs, and plaster surrounds are provided where required. The applicant's plans, including architectural themes, are in compliance with City design requirements. Presently, the golf course is being constructed, along with the first phase of the infrastructure and some of the street improvements. PROJECT PROPOSAL: The applicant has submitted preliminary landscaping plans for the parkways on the east side of Jefferson Street, south side of 52nd Avenue, and north side of 54T" Avenue. All parkways share a similar design concept and common plant materials. Trees including Mexican Fan Palms, are used in alternating clusters. Shrubs and groundcovers are also clustered against the perimeter walls or used in clusters adjacent to the curbs. Lawn is used between the planer areas. Canopy trees are 24" and 36" box size with a 1.25" to 4" caliper. Mexican Fan Palms are 12', 17', or 22' in height (brown trunk height). All shrubs are indicated as 5 gallons in size, with groundcovers one gallon, except for annual color which would be planted from flats.
