This meeting of the Architectural and Landscaping Committee: was called to order at 10:06 a.m. by Planning Manager Christine di lorio who led the flag salute. B. Committee Members present: Bill Bobbitt and David Thorns. It was moved and seconded by Committee Members Bobbitt/Thomss to excuse Committee Member Cunningham. Unanimously approved. C. Site Development Permit 2000-723; a request of Rancho Capistrano Development Company for review of architectural and landscaping plans for three new Casas prototype residential plans for the property located north of Avenue 54 and east of Jefferson Street within Country Club of the Desert. 1 . Committee Member Bobbitt asked how the garage opens. Mr. Robert Wilkinson, representing the applicant, explained. Committee Member Bobbitt asked about the water conservation model. Mr. Wilkinson explained it is the type of irrigation and plants to be used. Committee Member Bobbitt asked if this was for the models or the production units as well. Staff stated the models only. Committee Member Bobbitt asked if property owners would be able to request it for their homes. Mr. Wilkinson stated it was an option they would offer. Committee Member Bobbitt expressed his concern for the maintenance. Discussion followed regarding the irrigation system. 4. There being no discussion, it was moved and seconded by Committee Members Thoms/Bobbitt to adopt Minute Motion 2002-001 recommending approval of Site Development Permit 2001-723, subject to the conditions as recommended. Unanimously approved. B. Site Development Permit 2001-724; a request of Family YMCA of the Desert for review of architectural plans for a 2,626 square foot addition to the YMCA la Quinta Preschool located at 49-955 Park Avenue. 1. Principal Planner Stan Sawa presented the information contained in the staff report, a copy of which is on file in the Community Development Department. 2. Mr. Felipe Fregoso, representing the applicant, stated he was available to answer any questions. 3. Committee Member Bobbitt stated he had no objections, it is a good plan. He asked what would happen when there are no landscape plans submitted at this level. Principal Planner Stan Sawa stated that since this is a minor change, staff will review and approve the landscaping changes. 4. There being no further discussion, it was moved and seconded by Committee Member Thoms/Bobbitt to adopt Minute Motion 2002- 002 recommending approval of Site Development Permit 2001- 724, subject to the conditions as recommended. Site Development Permit 2001-725; a request of Carlos Gomez for Von's Supermarket for review of architectural and landscaping plans for the expansion of the Von's Supermarket located at 78-271 Highway 111 within Plaza La Quinta. Associate Planner Greg Trousdell presented the information contained in the staff report, a copy of which is on file in the Community Development Department. 2. Member Bobbitt asked about the four foot planter and the trellis. The applicant Carlos Gomez gave a presentation on 'the project. Bobbitt asked staff to explain their recommendation. Staff stated the landscaping in front of the cart wall was lost with the expansion and have a mural and tie in with the terrace effect. Mr. Gomez stated the decorative mosaic was intended to use a local artist for an artistic touch. Committee Member Bobbitt asked about the depth and size of the parking lot planter wells and how is it determined who is responsible for the maintenance. Mr. Gomez explained there was a lot line adjustment making the expansion area part of Von's ownership. 3. Committee Member Thorns asked if the buildings next door to Von's were extending out to meet the Von's storefront. Mr. Gomez explained where it would be altered. Planning Manager Christine di lorio asked why the Fred Sands portion of the building was being altered. Mr. Gomez stated a portion would be removed to fit it in with the Von's addition. They could lower the tower to make it not appear top heavy. Committee Member Thorns stated he has problem with the architecture on the east end and the change to the Fred Sands building. Mr. Gomez stated they are simplifying the look. Committee Member Thorns stated he would rather have the expansion more in line with the other in -line tenants. 4. Committee Member Thorns asked what plants would be removed. Mr. Gomez stated the Pepper Trees would be removed and use something more consistent with desert plants. Committee Member Thorns stated his concern on how you would remove the tree within the parking lot tree wells. Also on the plant list for trees, the Yellow Oleander in a 15 gallon tree should not be used in a parking lot. It should be eliminated from the plant list. There being no further discussion, it was moved and seconded by Committee Member Bobbitt/Thorns to adopt Minute Motion 2002- 003 recommending approval of Site Development Permit 2001- 725, subject to the conditions. Committee Member Thorns stated he may have a potential conflict of interest due to the proximity of his residence and the project site. The application was removed from the agenda. No action taken. E. Site Development Permit 2001-727; a request of La Quinta Jefferson Fifty, LLC for review of architectural plans for three new prototype residential plans located north of Avenue 50 and west of Jefferson Street. 1. Committee Member Thorns asked why the cultured stone was being used. Mr. Michel Kaufman, representing the applicant, stated to provide architectural articulation. 3. Committee Member Bobbitt stated he agreed with changing the hip roof to the gable. The market place will dictate what will sell. He agrees with staff's recommendations and add the wood composite to the trellis beams as well. 4. Committee Member Thorns stated that the trellis and posts could be beefed up to look heavier. 5. Committee Member Bobbitt stated the window treatment using the vinyl doors, it looks flat. He would suggest adding a plant-ons to give a depth. Mr. Kaufman stated there are plant-ons proposed. 6. There being no further discussion, it was moved and seconded by Committee Member Bobbitt/Thoms to adopt Minute Motion 2002- 004 recommending approval of Site Development Permit 2001- 727. A. The City Council authorized the completion of the design phase of the project several months ago. The City Council approved the design concept at its study session on February 5, 2002. This application represents the results of the design effort. REQUEST: The City has undertaken the design of a 7,800 square foot fire station on 1.4 acre. The station will include offices, equipment and vehicle storage areas, and living quarters. The architectural style favored by the City Council is Mediterranean, with concrete tile on the pitched roof, and a stucco finish on the walls. 001Z G:\WPDOCS\ARLC\FireStation.WPD Landscaping focuses on a desert planting palette and decomposed granite, for ease of maintenance. The turf areas have been kept to a minimum, and occur adjacent to the patio area which will be next to the living quarters. FINDINGS: The Committee is required to comment on the following findings: Architectural Design The architectural design of the project, including, but not limited to, the architectural style, building mass, materials, colors, architectural details, roof style, and other architectural elements, are compatible with the surrounding development and with the quality of design prevalent in the City. The proposed fire station has been designed in the Mediterranean style, and incorporates residential features to aid in its integration into the neighborhood. The roof will be of rust concrete tile, and the walls stucco. Covered patios are provided on the eastern side of the building, supported by stucco columns. An additional open patio is proposed for the entrance to the office (public) portion of the building. The structure will be one story, with the exception of the vehicle bay, which will rise to a height of 28 feet. The windows are proposed to be mostly multi -paned, and contrasting colors are proposed on the walls on all sides of the building. The structure will provide a visually similar style as the area in which it occurs, and will therefore blend well with the neighborhood. Landscape Design - Project landscaping, including, but not limited to, the location, type, size, color, texture, and coverage of plant materials has been designed so as to provide relief, complement buildings, visually emphasize prominent design elements and vistas, screen undesirable views, provide a harmonious transition between adjacent land uses and between development and open space, provide an overall unifying influence, enhance the visual continuity of the project, and complement the surrounding project area, ensuring lower maintenance and water use. The proposed landscaping plan relies on desert landscaping, incorporating mesquite, willow ash and palm trees into the design. The plan does not, however, include plant sizes, and has therefore been conditioned to provide a minimum of 24 inch box trees in the final design. Decomposed granite is proposed for ease of maintenance. Turf is proposed) only in the area adjacent to the covered patio, to provide some open space for the resident staff. SHOVLIN (FOR ROSS DRESS FOR LESS) REVIEW OF DEVELOPMENT PLANS FOR A 30,187 SQUARE FOOT COMMERCIAL BUILDING NORTH SIDE OF HIGHWAY 111, EAST OF WASHINGTON STREET WITHIN THE ONE -ELEVEN LA QUINTA SHOPPING CENTER The project site is located east of Stater Brothers Supermarket, east of the recently approved Staples building. The location is a graded area north of Carl's Jr (Attachment 1). The parking lot has been installed to the north and south of the proposed site. The land to the east is vacant. PROJECT PROPOSAL: The applicants are proposing a 30,187 square foot one story building to be used for Ross Dress for Less (Attachment 2). The architecture of the building is similar to the existing buildings to the west. The building has a flat roof of heights varying from 27 feet over a mansard tiled arcade at the front, to 42 feet over the main part of the building at the entry tower arch. The recently approved Staples is primarily 24 feet high with the round entry tower 35'-6" high with roof tile behind the round tower. Architectural features from existing buildings include a detailed cornice with a diamond pattern, rectangular tower, wall light sconces, square decorative tile and wood outrigger posts in the tower. The arcade columns use a treatment similar to that used elsewhere in the center. The side elevations will primarily be adjacent to other buildings, but will provide the decorative cornice treatment and reglets or scoring. The rear elevation shows the decorative cornice and some use of reglets. A stucco wall will screen the loading dock area. Exterior colors consist of the same light earth tones used in the adjacent buildings. The plans indicate no landscaping proposed for this project. The Staples store, recently approved next store to the west, uses a decorative cornice with a second diamond pattern treatment similar to the cornice below and parallel to it. Additionally, the building wall has diamond shaped tile treatments and a 3.5 inch stucco furr-out (popout) which mimics the arcade opening at the front. The proposed clothing store would benefit by incorporating a similar furr-out treatment on the rear elevation and using the diamond tile treatment. This will improve the appearance of the large wall and provide compatibility with the adjacent Staples building. FINDINGS: As required by Section 9.210.010 (Site Development Permits) of the Zoning Ordinance, the Committee is required to review and comment on thie following findings: 1 . Architectural Design- The architectural design of the project, including but not limited to the architectural style, scale, building mass, materials, colors, architectural details, roof style, and other architectural elements are compatible with the surrounding development and with the quality of design prevalent in the city. The building is a well designed with articulation on the front and rear elevations. The project uses architectural features, colors, and materials to match the surrounding existing buildings. The side elevations will not be readily visible because of the future structures to the west and to the east. The rear elevation will be acceptable provided additional architectural articulation is provided as recommended below. 2. Landscape Design- Project landscaping, including but not limited to the location, type, size, color, texture, and coverage of plant materials has been designed so as to provide relief, complement buildings, visually emphasize prominent design elements and vistas, screen undesirable views, provide a harmonious transition between adjacent land uses and between development and open space, provide an overall unifying influence, enhance the visual continuity of the project, and complement the surrounding project area, ensuring lower maintenance and water use. While there is not a lot of opportunity to provide landscaping, small planters around some of the arcade columns are recommended by staff to soften the facade. In conclusion, the findings needed to recommend approval of this request can be made provided the recommended conditions of approval are imposed. The proposed project consists of Retail Buildings "A" and "B" plus a row of shops. Building "A" contains 86,584 square feet and Building "B" contains 228,218 square feet (Phase 1 has 149,551 square feet and Phase 2 has 78,667 square feet). The shop buildings contain 19,200 square feet. The proposed architectural design is consistent with the adopted design guidelines of Specific Plan 97-029. The proposed landscaping plan includes a variety plant pallet. Large Exhibits (ALRC only) n1F P: \J E R R Y\a I re-sd p-02-7 28-s t am ko. w pd ARCHITECTURE AND LANDSCAPING REVIEW COMMITTEE STAFF REPORT DATE: FEBRUARY 13, 2002 ITEM: CAPITAL IMPROVEMENT PROJECT 2000-010 (CERTIFICATE OF APPROPRIATENESS 2002-008) REQUEST: REVIEW OF DEVELOPMENT PLANS FOR A TWO STORY DETACHED ADDITION AND REHABILITATION OF THE HISTORIC CITY OF LA QUINTA HISTORIC SOCIETY MUSEUM LOCATION: SOUTHEAST CORNER OF AVENIDA MONTEZUMA AND CALLE MENDOZA (77885 AVENIDA MONTEZUMA) APPLICANT: CITY OF LA QUINTA ARCHITECT: FERRIS, JOHNSON AND ASSOCIATES, ARCHITECTS BACKGROUND: The existing one story building is located at the northwest corner of the site and serves as the Museum and offices of the La Quinta Historical Society. The 819 square foot building was constructed in 1938 as a real estate developers office. The building has been recorded by the City as a historic building at the local level. The existing "L" shaped building has an octagonal tower rising out of the northwest portion of its irregular plan, which is cut diagonally to the street intersection at the northwest corner. The cross -gabled roof, clad in red mission tiles, has overhanging eaves with open rafters. A portion of the roof at its southern part is flat. The arched double door opening at the northwest corner has a shallow entry porch with arched entry. Decorative opening iron grilles secure the doors. Newer decorative tiles surround the outside arch and small windows. Two larger multi -paned casement windows are on the south end of west elevation. A similar window is set into the east end of the north elevation. A similar window is on the south elevation. All windows have decorative iron grilles on their exterior side. Two bullseye windows are set into the tower. The exterior building walls are large brick, painted white. PROPOSED PROJECT: Proposed is an addition to the present museum, consisting of a detached partial two story building with a single story balcony at the northwest corner adjacent to Avenida Montezuma. The new "L" shaped building will be at the southeast corner of the p:\stan\alrc rpt Iq hist museum.wpd n,1 rectangular site, forming a central courtyard between the existing and new buildings. No changes are proposed to the existing one story building. The new construction consists of a two story Mediterranean period building with 7271 square feet of floor space (Attachment 1). The first floor will consist of exhibit area, a meeting room, kitchen, archive area, museum store, classroom/lab, and restrooms. The second floor will be connected by an elevator and stairs and have future and current exhibit areas and a balcony. The "L" shaped building will use a variety of roof heights and styles, primarily gable. At the intersection of the "L", an octagonal tower, the high point of the building, (31' high) is provided. The front of the building faces the courtyard and is covered by a tile roofed arcade supported by stucco columns. Architectural features include multi -paned windows and doors, decorative wrought iron railings, with iron covers, railings using roof tiles, and stain glass windows on the tower from the demolished Desert Club complex. The courtyard will be enclosed by a stucco wall and use tile pavers and decorative concrete paving. A fountain will be provided in the courtyard adjacent to the north wall adjacent to Avenida Montezuma. A conceptual landscaping plan has been submitted primarily showing tree species and their locations. Trees are low water desert or Mediterranean types. Shrub planter areas are noted for planting with "desert accents" or shrubs. FINDINGS: As required by Section 9.65.040 (Village Use Permit Review Process) of the Zoning Ordinance, the Committee is required to review and comment on the following findings: 1. The architectural design of the project, including but not limited to the architectural style, scale, building mass, materials, colors, architectural details, roof style, and other architectural elements, are compatible with surrounding development and with the quality of design illustrated in the Village at La Quinta Guidelines. RESPONSE: The architectural styles, scale, building mass, materials, colors, architectural details, roof style, and other architectural elements of the units are attractive and compatible with surrounding development and with the quality of design prevalent in the Village in that it has been designed to be similar in design, colors, and materials and the Historic preservation Commission has determined that the addition is consistent with the Secretary of Interior's Standards for the Treatment of Historic Properties for additions and rehabilitation of the historic City of La Quinta Historic Society Museum. p:\stan\alrc rpt Iq hist museum.wpd � v 2. Project landscaping, including but not limited to the location, type, size, color, texture, and coverage of plant materials has been designed so as to provide relief, complement buildings, visually emphasize prominent design elements and vistas, screen undesirable views, provide a harmonious transition between adjacent land uses and between development and open space, and provide an overall unifying influence, and be compatible with surrounding development and the concepts of the Village at La Quinta Guidelines. RESPONSE: The landscaping plans provide an attractive appearance surrounding the existing building and new addition, and will use plants appropriate for the design of the project and water use.
