This meeting of the Architectural and Landscaping Committee was called to order at 10:07 a.m. by Principal Planner Fred Baker who led the flag salute. B. Committee Members present: Dennis Cunningham, Bill Bobbitt, and David Thoms. C. Staff present: Management Analyst Debbie Powell, Principal Planner Fred Baker, Associate Planner Greg Trousdell, and Executive Secretary Betty Sawyer. II. PUBLIC COMMENT: None. III. CONFIRMATION OF THE AGENDA: Confirmed. IV. CONSENT CALENDAR: A. Principal Planner Fred Baker asked if there were any changes to the Minutes of April 3, 2002. There being no corrections, it was moved and seconded by Committee Members Thoms/Bobbitt to approve the Minutes as :submitted, with Committee Member Cunningham abstaining. V. BUSINESS ITEMS: A. Site Development Permit 2001-734; a request of Sky West Corporate Centre Group LLC to review architectural and landscaping plans for a multiple tenant two story light industrial building located on the north side of Corporate Centre Drive and east of Adams Street. 1. Associate Planner Greg Trousdell presented the information contained in the staff report, a copy of which is on file in the Community Development Department. GAWPDOCSW RLC\5-1-02.wpd 1 - 004 Architectural & Landscape Review Committee Minutes May 1, 2002 2. Committee Member Thorns asked staff to clarify their concerns in regard to the landscaping. Staff stated the representation was acceptable, but more definition in the plant pallet was needed. Committee Member Thorns noted the palms were proposed for 24 feet. Staff confirmed they would be 24 feet. 3. Committee Member Cunningham asked if the applicant would like to make a presentation. Mr. Robert Wood, representative of Sky West Corporate Centre Group, stated he was available to answer any questions. 4. Committee Member Bobbitt asked how the AC units would be hidden on the flat roof. Staff explained the applicant would need to explain. 5. Committee Member Cunningham asked if there was a condition to make sure this is addressed. Staff stated it was contained in the Specific Plan. Discussion followed as to examples of problems where it had occurred. 6. Committee Member Bobbitt asked if there was any concern with the carport detail showing wood. Committee Member Cunningham stated he would recommend they convert it to steel as there is no maintenance, but this can be cost preventative. Therefore, he would only make it a recommendation and not a condition. 7. Committee Member Thorns asked the height of the vertical element. Also the post is a 4 by 4 and seems too small. Mr. Wood stated they are steel posts and 3 x 3 joists. Mr. Wood stated they are looking at the composite beams. 8. Committee Member Thorns asked if staff would be reviewing the final landscaping plans. Staff stated yes. Mr. Wood gave an explanation of what the plant list would consist of. 9. Committee Member Thorns stated the area between the parking spaces and the wall is never maintained and he would suggest vines be planted on the inside and decomposed granite on the ground. 10. Site Development Permit 2001-736; a request of Tenet Care California, Inc., for review of building elevations and landscaping plans for a 25,486 square foot medical facility located on the east side of Washington Street between Avenue 47 and Avenue 48. 1. Committee Member David Thorns withdrew due to a possible conflict of interest and withdrew from the meeting. 2. Principal Planner Fred Baker presented the information contained in the staff report, a copy of which is on file in the Community Development Department. 3. Mr. Dan Kilabrew, RTKL Architects for the project, gave a presentation on the project and introduced Margo Thibeoult, Mainiero Smith, engineers for the project and TGA, landscape architect. 4. Committee Member Cunningham asked if this project had been presented to the homeowners at Lake la Quinta. Mr. Kilabrew stated it was and had been well received. They are trying to reflect the use of the building as being user friendly. Committee Member Cunningham stated it is fresh and dynamic look and gives regional architecture to the site. 5. Committee Member Bobbitt stated the introduction of the different architectures approved for Washington Street, has added to the eclectic look of the street. There being no further discussion, it was moved and seconded by Committee Member Cunningham/Bobbitt to adopt Minute Motion 2002-016 recommending approval of Site Development Permit 2001-736, subject to the conditions as submitted. Unanimously approved with Committee Member Thorns being absent. Committee Member Thorns rejoined the Committee. C. Commercial Property Improvement Program 2002-012; a request of Scott Wilson for funding of landscaping/hardscape improvements for the property located at 78-150 Calle Tampico; and D. Commercial Property Improvement Program 2002-013; a request of Denise DeBerry-Hay for funding of landscaping/hardscape improvements for the property located at 78-140 Calle Tampico. 1. Management Analyst Debbie Powell presented the information contained in the staff report, a copy of which is on file in the Community Development Department. 2. Mr. Ray Martin, landscape designer for the project, gave a presentation on the project. 3. Committee Member Bobbitt asked if a sign would be constructed at the corner. Mr. Martin explained what was there and how it would be difficult as they wanted to remove the center island. Committee Member Bobbitt asked if the parking stall sizes met City standards. Staff stated they would when constructed. 4. Committee Member Bobbitt stated the micro -drip systems do not work and he has a problem with over -watering done by drip systems. They need a water conservation system. He would prefer individual drip emitters and no spaghetti tubing. Committee Member Bobbitt stated the plant pallet it fine; maintenance is more of a concern. 5. Committee Member Thorns stated the planting between the walls and cars decreased. On Season Way the streetscape needs something planted on the wall. The gravel is all right. 6. Committee Member Bobbitt stated that planting right up to the curb line gets trampled by the cars. Committee Member Cunningham stated he has a problem with the amount of City funds that has already been spent. Now with a new owner we are spending additional funds. Mr. Scott Wilson stated they had an issue with it as well. Committee Member Cunningham stated the applicant bought the project and knowing what they bought. In his opinion, this is not the purpose of the program. It is for project that have history and the owners show they will be there for the long run. Mr. Wilson stated the biggest problem they have had with the building has been the reputation of the prior owners. He went on to explain what work they have already done to improve the looks and function of the building. 8. Committee Member Bobbitt asked where the funds went that were previously approved for this project. Committee Member Cunningham explained that the previous owner had obtained the funds and planted the material and it died. 9. Staff explained the program is to help business owners to upgrade their property to create a more cohesive and attractive environment for the entire Village area. 10. Committee Member Bobbitt asked who owns the property. Mr. Wilson explained. 11. Committee Member Cunningham asked if this could be referred to staff to see what the spirit of where and how the money should be spent could be better explained to the Committee as he is not comfortable approving the project at this time. 12. Committee Member Bobbitt agreed. He applauds the applicant for wanting to clean up the site, but he would like staff to define the purpose of the funds/program. 13. Committee Member Thorns stated the project needs help. It is an eyesore. He however, does not have enough experience with the program to decide how the funds should be used. Based on what is proposed he would approve the expenditure. 14. Mr. Wilson asked if the problem was the previous owners, or the double application. Committee Member Cunningham stated it was a combination of both. He would not want to hold them accountable for the previous owners work, but collectively the past history is the problem. There being no discussion, it was moved and seconded by Committee Members Cunningham/Bobbitt to continue both projects to give staff time to give the Committee a better definition as to the purpose of the funds for the Commercial Property Improvement Program. Transmitted by: Martin Magana, Associate Planner 017 P:\Martin\Mtn View CC-Tract30357\ALRCStfrpt.wpd ARCHITECTURAL AND LANDSCAPING REVIEW COMMITTEE STAFF REPORT DATE: JUNE 5, 2002 CASE NO.: N/A SUBJECT: REVIEW OF COMMERCIAL PROPERTY IMPROVEMENT PROGRAM BACKGROUND: At the May 1, 2002 ALRC meeting, the Committee Members requested a review of the "spirit" and intent of the Commercial Property Improvement Program (CPIP). The following provides background information and, included as Attachment 1, is the current guidelines/application form. In Fiscal Year '1999-2000, the City Council adopted an Economic Development Plan which included a component to analyze the feasibility of a rehabilitation loan program for commercial and office properties in the Village. When the CPIP was first conceptualized, discussions with property/business owners indicated that financial assistance might facilitate aesthetic improvements, business expansion, and development in the Village. The Redevelopment Agency began discussion of the program parameters on December 7, 1999. On February 1, 2000, the Redevelopment Agency approved the CPIP concept, authorizing public assistance via grants of up to $15,000. On April 18, 2000, the ALRC was chosen by the City Council to be the review committee, and the program was adopted by the Redevelopment Agency on May 16, 2000. On July 5, 2000, the Redevelopment Agency approved the implementation of the Commercial Property Improvement Program. Copies of staff reports and meeting minutes are provided as Attachment 2. The primary goal of the program is to rehabilitate retail, office, service, and other non- residential buildings in Redevelopment Project Area No. 1 (The Village). No distinction was made between "large" and "small" businesses; the only restriction is on the location of the business, which must be within Redevelopment Project Area No. 1. In July 2001, the Redevelopment Agency adopted revised guidelines, changing the program from a grant to a "forgivable" loan program. This was done to encourage CPIP funding recipients to maintain their properties for a period of five years. The total award amount is divided into five equal installments (e.g., a $15,000 loan would be divided into loan payments of $3,000 per year for five years). City staff inspects the property annually, and if the property has been maintained, then the loan payment for .-.0o 018 that year is forgiven (or waived). In addition, the new guidelines also extend assistance to enhance the aesthetic value of new construction. To date, no one has applied for this component of the program. It should be noted that changes to the program can be made only with Redevelopment Agency Board approval. Program objectives include: Rehabilitating commercial structures to enhance aesthetics, restore historic features, and extend a building's economic life; Offsetting building improvement costs to facilitate the efforts of creating and expanding business enterprises; and Offsetting construction costs associated with new commercial construction on vacant parcels. PROGRAM OVERVIEW Assistance of up to $15,000 may be available to eligible tenants and business/commercial property owners. This assistance is available in the form of interest -free loans that may fund building improvements including new facades, signs, painting, lighting, parking, landscaping, and new omstruction on vacant parcels. Payment on these loans may be forgiven provided that specified maintenance objectives are met. Successful applicants will receive an interest -free loan from the Agency to cover the improvement construction costs up to a specified maximum amount. Repayment of the loan to the Agency will be structured as follows, with the opportunity for the payments to be waived/forgiven: • Annual payments will be calculated and due over a five (5) year period for the total loan ;amount. • Annual inspections of the subject property will be conducted at least thirty (30) days prior to the annual loan payment due date. • Properties which have been maintained, and still have in place, the improvements which were funded under the program, will have that year's payment waived/forgiven. • All others shall make the loan payment — a thirty (30) day extension may be granted to bring the property into compliance at the sole discretion of the Agency Director. AVAILABLE FINANCIAL ASSISTANCE This Program is funded through a combination of Agency tax increment and City general fund revenue. Applicants will be approved on a first -come, first -served basis, with the amount of financial assistance determined by the Agency. All approved loans will require a 10% funding match by the applicant. A maximum of $15,000 will be allocated to any one property/complex in a given fiscal year. Approved funds may be used to reimburse an applicant for up to $1,000 in architectural service fees. Subsequent architectural expenses may be matched dollar for dollar. However, all architectural service costs will be the applicant's responsibility if the improvements are not constructed per the approved loan. Commercial properly owners and tenants within La Quinta Redevelopment Project Area No. 1 are eligible to apply. If the applicant is a tenant, the properly owner must provide written authorization for Program participation. ELIGIBLE PROJECT COSTS Loans may fund engineering and architectural design, permits and fees, and exterior improvement construction costs. Eligible construction elements include: Exterior Facade Improvements- Reconstruction or removal and replacement of signs, awningslcanopies, exterior wall finishes, doors and windows, and decorative roof treatments to the entrance and visible sides of the building, Exterior facade improvements will require the removal of old, obsolete, and non -conforming signs or structures as determined by Agency staff. Site Improvements- Reconstruction and/or expansion of parking lots, sidewalks, landscaping and irrigation systems, exterior lighting, and other improvements that enhance the property's general appearance. Demolition- Removal of structurally unsound or non- conforming structures. Other Improvements- Electrical and plumbing system upgrades may also qualify when directly associated with facade improvements. Agency staff will determine the eligibility of other capital improvements on a case -by -case basis. New Construction- Construction of new commercial ventures on vacant land. Eligible costs include items related to landscaping, facade, exterior, and other such items visible from the street that enhance the appearance of the structure. A licensed contractor (State and City) must perform all work for projects with costs in excess of $3,000. For projects receiving assistance of $3,000 or less, the applicant or other personnel may perform the work; however, loans for labor will not be provided unless the work is performed by a licensed contractor. All applicable City permits must be obtained as well as a City business license. DESIGN GUIDELINES Design guidelines for facade improvements include: • Enhancing the original features of the building, including significant architectural details; • Incorporating colors that complement neighboring buildings; • Utilizing materials suitable to the building style; • Providing exterior accent features to enhance appearance; • Using appropriate and creative signing, landscaping, and lighting; and .�.ul, 021 004 Increasing and/or opening up window areas to expose interiors. Care should be taken to avoid cluttered and poorly designed window treatments. Properties within the Village of La Ouinta are encouraged to incorporate the Village Design Guidelines design element (a copy of these guidelines is available in the Community Development Department). FUNDING CRITERIA The City's Architectural and Landscaping Review Committee (ALRC) will score applications based on the following categories. A range of 0 to 10 will be used for each category, with 10 as the highest score. The ALRC will then multiply each score by the category weight, add the results, and normalize over a 0 to 100 range. Applications with a score greater than 70 will be eligible for Program funding. Categories include: Building and Structural Improvements: This includes the reconstruction or removal and replacement of structurally unsound or nonconforming uses (i.e. signs), and other improvements that enhance the general appearance of the subject property (50 points). Scale and Quality of Facade Improvements: This may include the reconstruction or removal and replacement of signs, awnings/canopies, exterior wall finishes, doors and windows, decorative roof treatments, and landscaping to the entrance and visible sides of the subject property. Sensitivity to adjacent land uses must be considered (25 points). Stimulation of Private Investment: Proposed improvements must make the Project Area more attractive and visible to customers, neighboring merchants, and residents. Special consideration of up to ten (10) additional points will be provided for those improvements related to the creation of new businesses, or the expansion or relocation of existing businesses within the Project Area (10 points). Other: This may include improvements related to historic preservation, unique structural and site design, and the promotion of cultural, educational, and/or recreational opportunities (10 points). Applicant Matching Funds: Applicants may receive up to five (5) points for exceeding the required 10% applicant funding match (5 points). PROGRAM STEPS Applicants seeking loan allocations of $3,000 or less for materials only (i.e. not for labor costs) will be subject to the following procedures: 1. The applicant will obtain an application and Program description from the Agency. Applications are available at the Community Development Department located at City Hall. The applicant will submit to the Agency a completed application, project description, and two (2) current photos of the subject propen:y. 3. Agency staff will meet with the applicant to discuss Program requirements as they pertain to their specific needs. 4. The applicant will prepare improvement sketches and preliminary cost estimates; the sketches should identify materials, colors, and other improvement recommendations. 5. The City's ALRC will review and consider approval of the proposed improvements. 6. If approved, the applicant will obtain and submit two (2) quotesibids for materials only. The applicant will not be reimbursed for labor costs if he/she does the work. If the applicant is seeking reimbursement for contractor labor costs, the applican: must follow procedures listed below for loans in excess of $3,000. 7. The Agency and applicant will sign a Building Improvement Rebate Agreement (Rebate Agreement) outlining the work to be completed. No work shall commence !other than the initial design sketches) until the applicant submits an executed Rebate Agreement and all applicable building permits are obtained. 3. The applicant will obtain all applicable building permits. 9. The applicant is responsible for project implementation. The project must be started within ninety (90) days from obtaining building permits and be completed within one year after the execution of the Rebate Agreement. 10. Upon completion, the applicant must submit photos of the finished project and proof of vendor payment and lien releases. Agency staff will then visit the site to certify project completion within fifteen (15) days after receiving these matenais from the applicant. 11. The applicant will receive the approved loan funding upon verification of project completion. This will occur within 15 days after the site visit and certification of vendor payments and lien releases. Applicants seeking funding in excess of $3,000, or seeking reimbursement for any labor costs, will be subject to the following procedures: 1. The applicant will obtain an application and Program description from the Agency. Applications are available at the Community Development Department located at City Hall. 2. The applicant will submit a completed application, project description, and two (2) current photos of the subject property. 3. The applicant may choose any licensed contractor, but the funding award will be based on the lowest bid. 6. If applicable, an architect or design professional will prepare construction drawings. 7. The applicant will obtain three (3) contractor bids. All contractors must be licensed by the State and have a business license with the City of La Quinta. Bids need only be obtained up to the Program limits (i.e. $15,000). For example, if the improvement/construction costs are $100,000, the applicant does not need to get three (3) bids for every component or for the total amount. However, if the applicant is seeking $15,000, then three (3) bids must be obtained tctaling at least $16,500 ($15,000 plus 10% match of $1,500) for that component being funded by the Program. 8. The applicant will submit the construction bids and proof of contractor insurance to Agency staff. 9. The Agency and applicant will sign a Building Improvement Rebate Agreement (Rebate Agreement) outlining the work to be completed. No work shall commence (other than the initial design activities) until the applicant submits an executed Rebate Agreement and the applicant obtains all applicable building permits. 10, The applicant, or the contractor, will obtain all applicable building permits. 11. The applicant is responsible for project implementation. Construction must start within ninety (90) days from obtaining building permits and be completed within one (1) year after the execution of the Rebate Agreement. 12. The loan may be funded in three equal payments at the applicant's request. Payment of 33% of the total amount will be made when construction commences. Second payment of 33% of the total amount will occur when the project is 50% complete (the Rebate Agreement will describe this milestone). The third payment will be made upon project completion and verification of the items presented in #13 and #14 below. If the applicant does not choose the three equal payment plan, the payment will be made upon project completion and verification of the items presented in #13 and #'14 below. 13, Upon completion, the applicant must submit photos of the finished project and proof of vendor payment and contractor lien releases. Agency staff will then visit the site to certify project completion within (15) days after receiving these materials from the applicant. 14. The applicant will receive the final progress payment upon verification of project completion. This will occur within fifteen (15) days after the site visit and certification of vendor payments and construction lien releases. For new construction, final progress payments will not be made until a Certificate of Occupancy has been issued by the City and the business is open to the public. 15. The draft Program, as currently conceived, is forwarded as a grant program so as to be more attractive to property owners. Under the proposed Program, exterior improvement grants of up to $10,000 would be available to eligible tenants and business/commercial property owners in Redevelopment Agency Project No. 1; each Program participant would be required to provide a 10% match of the grant. Eligible costs include exterior facade improvements, site improvements, and demolition. Staff proposes that the City's Architecture and Landscape Review Committee review and approve all proposed improvements. Assistant City Manager Weiss advised that as part of the FY 1999/2000 Economic Development Plan activity for exploring the feasibility of a Business Rehabilitation Loan Program, staff has developed a Draft Business Improvement Grant Program for assisting business formation and expansion. Grants for up to $10,000 would be allowed for reimbursement of costs associated with facade improvements, site improvements, and demolition, and would require a 10% match by the applicant. Staff recommended that each project be reviewed by the Architectural & Landscape Review Committee, which would require changing of the ordinance. Staff further recommended that the program begin July 1, 2000, with a budget of $125,000 ($100,000 in grants and $25,000 for administration). In response to Board Member Sniff, Mr. Weiss advised that the program would be for Redevelopment Project Area No. 1(The Village). Board Member Sniff felt it's a good idea, but questioned how much could be accomplished with $10,000, and suggested increasing the amount to $15,000. Board Member Pena asked how the 10% matching funds would be regulated. Mr. Weiss advised that the applicant would have to show the cost of the project and then the grant would be provided as a reimbursement. Chairman Henderson felt a lot of the businesses would not have the funds to pay the costs up front, and suggested that part of the grant be paid when 50% of the project is completed and the balance paid when it's done. Board Member Perkins suggested working with a job estimate where the applicant pays 10% of the estimated costs and the Agency paying 90%, and then make adjustments to their share of the costs at the end of the project if it's necessary. Chairman Henderson supported increasing the amount up to $15,000. Board Member Pena noted that Indio had a similar program, and suggested finding out how it worked. 015 �.�;; 032 Redevelopment Agency Minutes 5 December 7, 1999 Chairman Henderson suggested making the loans available for sewer hook-up as well. Agency concurred. Chairman Henderson questioned the necessity for every project to be reviewed by the Architectural & Landscape Review Committee. Board Member Adolph agreed that $10,000 is not enough, and noted that at that amount, $100,000 will only fund_10 projects. Board Member Pena felt that "first -come, first -served" is the best way to go with a pilot program. Board Member Adolph felt it would be nice to direct the grants toward aesthetics improvements. BACKGROUND AND OVERVIEW: On December 7, 1999, the Redevelopment Agency Board reviewed the proposed Commercial Property Improvement Program (Attachment 1); this Program provides exterior rehabilitation grants for commercial and office properties in the Village area. The Board directed staff to increase the grant amount from $10,000 to $15,000 and allow progress payments. These changes are reflected in the revised draft Program (Attachment 2). The Board also directed staff to investigate the feasibility of including sewer hook- up costs as a Program component. As discussed below, cost options for sewer service include the initial connection fee, septic abandonment/sewer tie-in, and main line construction/assessment district costs. 04-ou 034 017 Wastewater Collection Capital Cost Components Connection Fee The initial connection fee into a sewer system is based upon the volume of sewer projected to be used by a business. According to the Coachella Valley Water District, a typical small retail establishment is equivalent to one house. If the business uses water in conducting business, the equivalency increases; equivalency examples include two houses for a hair salon and 15 houses for a restaurant. The typical connection fee for one house is $1,925. Depending on business use and equivalency, connection fees may range from $1,925 to $28,875. Infrastructure is not included in the cost. Septic Abandonment/Sewer Tie -In Abandonment of an existing septic system and tying into the sewer system involves additional costs. The costs for existing businesses to abandon the septic system and tie into the sewer system range from an estimated $4,000 to $8,000. These costs may be greater depending on the location, size and condition of the existing septic system. The cost for vacant parcels to tie into the sewer system is an estimated $2,000. All costs are contingent upon business use, existing plumbing systems, and other factors. Main Line Construction/Assessment District Costs An assessment district is currently being contemplated for the Village commercial district. If approved, improvements will include a main sewer trunk line and lateral connections to the property lines. Construction of these improvements and their estimated assessments are based on parcel and size; costs can range from $2,000 to $51,500. As drafted, the Program limits grants to $15,000 per eligible participant. Mr. Weiss stated it's been suggested that "architect" in Item No. 4 under Program Procedures be changed to "design professional" in order to allow licensed contractors or engineers to prepare the sketches. He noted under the proposed change the City would accept someone other than an architect preparing the sketches, but they would not be eligible for reimbursement up to $1,000 which is for only architectural services. Board Member Pena noted some projects may not require an architect but felt it should require licensed professional. Board Member Pena questioned how the program would work if tenants wished to do their own improvements. Board Member Pena suggested language be included to allow staff and the Architectural and Landscaping Review Committee to waive some of the requirements. Grants of up to $15,000 are available to eligible tenants and commercial property owners. Grants may be used to fund costs related to engineering and architectural design, permitting fees, and the construction of exterior improvements. Eligible construction costs include: Exterior Facade Imorovements: Reconstruction or removal and replacernent of signs, awnings, canopies, exterior wall finishes, doors and windows, and decorative roof treatments to the entrance and visible sides of the building(s). The removal of old, obsolete, and non- conforming signs is required. Site Improvements: Reconstruction and/or expansion of parking lots, sidewalks, landscaping and irrigation systems, exterior lighting, and other improvements that enhance the general appearance of the property. The ALRC requested that this project be brought back for further review to ensure that it meets the program guidelines and intent. A review of the program guidelines and history is included as part of today's agenda. The guidelines do not preclude a property from receiving funding in succeeding years. This property did receive funding for landscaping under the previous owner in May 2001. Accordingly, staff believes that the aesthetics of the proposed project should be evaluated as if the original improvements had been maintained. The proposed improvements will expand upon the previously funded project by upgrading the existing sprinkler -based irrigation system to a drip system; removing turf and replacing it with a desert -theme landscape palette; by the addition of monument signs and pavers in the main driveway; and by the addition of landscape lighting. Therefore, this proposed project goes beyond the parameters of the project approved and funded a year ago, which included installation of an irrigation controller, sprinkler system, and plant material. At the last ALRC meeting, it appeared that the Committee Members believed that the CPIP was meant only for smaller businesses; however, there is no rule in the program that limits the number of employees, amount of revenues, or type of business that qualifies for the program. The only requirement is that the business be located in Redevelopment Project Area #1 (including "the Village"). Finally, the ALRC questioned whether the two property owners could receive funding for the same project. Although each of the two existing buildings is considered by the County to be separate properties, i.e., each has its own assessor's parcel number, the applicant has withdrawn the second CPIP application. Therefore, the request today is for $15,000 in CPIP funding. As outlined in the May 1, 2002 staff report, the proposed hardscape improvements consist of removing the existing island, light standard and existing concrete from the main driveway located along Calle Tampico and replacing it with interlocking pavers; the installation of three monument signs - one on each side of the driveway and one at the driveway located on the east side of the property; the installation of curb and gutter per City standards along the main driveway; and the removal of several portions of the existing block wall to be filled in with boulder "clusters" for decorative purposes. The applicant has provided bids for the hardscape work as follows: 1. Ray Duff Masonry - $27,260 2. Demo Unlimited, Inc. (demolition only) - $12,420 3. Workhorse - $60,973 The proposed landscape improvements consist of upgrading the irrigation system, relocating existing palms to form decorative "groupings," removing the existing turf areas; installation of decomposed granite, salt river cobble, and boulders; installation of plants, trees, and shrubs; and the installation of landscape lighting. The goal of the landscape improvements is to upgrade the landscaping to bring it more in line with what is being done throughout the City. The applicant has provided bids for the landscape work as follows: 1. Quest Landscape Construction - $50,500 2. Desert Scenery - $48,550 3. Mark Logan Landscape - $53,885 4. Wyndham Electric (landscape lighting only) - $9,268 The total project cost for both hardscape and landscape will range from $70,238 to $124,126.
