CALL TO ORDER
A. This meeting of the Architectural and Landscaping Review Committee
was called to order at 10:12 a.m. by Planning Manager Oscar Orci who
led the flag salute.
B. Committee Members present: Bill Bobbitt, Dennis Cunningham, and David
Thorns.
C. Staff present: Planning Manager Oscar Orci, Management Analyst Debbie
Powell, Principal Planners Stan Sawa and Fred Baker, Associate Planner
Martin Magana, and Executive Secretary Betty Sawyer.

A. Staff asked if there were any changes to the Minutes of February 5,
2003. There being no corrections, it was moved and seconded by
Committee Members Cunningham/Thom to approve the Minutes as
submitted.
V. BUSINESS ITEMS:
A. Site Development Permit 2002-760; a request of Gensler Architects for
Bank of America for review of architectural and conceptual landscaping
plans for a 4,000 square foot bank facility with a drive through located
at the northwest corner of Highway 1 1 1 and Washington Street within
Point Happy Commercial Center.
1 . Principal Planner Fred Baker gave an overview of the project and
introduced Mr. Ronnie Dimla, architect for the project, who gave
an overview of the project. He introduced Mr. Blake Hinman of
Lantex who gave an explanation of the landscaping.

2. Committee Member Thorns asked if the colors presented on the
color board would be the exact colors used. Mr. Dimla stated yes.
Committee Member Thorns stated he likes the colors as presented
as it does offer variety. In regard to the landscaping, the trees on
the east side need to be separated. Mr. Hinman suggested) a more
vertical tree.
3. Committee Member Bobbitt questioned the height of the wall.
Planning Manager Orci stated it would meet the City's Code.
Committee Member Bobbitt stated if the wall was not sealed,
water would leach through the wall. Mr. Hinman stated they
would treat the wall to ensure no damage.
4. Committee Member Thorns asked the material of the wall. Mr.
Dimla stated it would be a block wall covered with plaster.
5. Committee Member Bobbitt asked that any wood on the trellis not
be wood but a different material such as a paralem.
6. Committee Member Cunningham stated the architecture is in line
with what exists. His area of concern is the public view from
Highway 111, which is the rear of the building. The effective use
of the retaining wall and that it is set back from Highway 111,
mitigates the impacts. Architecturally he asked if the windows
were recessed. Mr. Dimla stated they are the recessed tiles.
Committee Member Cunningham stated the inset tiles seem to be
out of balance and should be balanced. He would also like: to see
something added to the wall on the drive through side below the
insets. Mr. Dimla stated it was an attempt to blend it with the
building to the east.
7. Committee Member Thorns asked if a plant material would be on
the vertical steel trellis. Mr. Hinman stated bougainvillea would be
used. Staff stated the trellis over the ATM would not have any
plants.
8. There being no further discussion, it was moved and seconded by
Committee Members Cunningham/Thoms to adopt Minute Motion
2003-007, approving Site Development Permit 2002-760, as
amended:
a. Realign the tile insets on the south elevation
b. Consider a change in tree variety for the two trees on the
east side of the building.

B. Site Development Permit 00 -761; a request of Kleine Building and
Development, Inc. for review of architectural and landscaping plans for
seven commercial buildings on a six acre site located on the north side
of Highway 111, 310 feet west of Dune Palms Road.
1. Principal Planner Stan Sawa gave an overview of the project and
introduced Bob Kleine, representing the project, who gave a
presentation on the project.
2. Committee Member Cunningham stated he has no issue with the
renderings. The south elevation of Buildings 1 and 2, being set
back, and with the use of the stone and landscaping, it will soften
the look of the hard building. Buildings 5 and 6 are similar to what
is along Highway 111. The area with no windows needs some
architectural relief in the center section, as well as the south
elevation on Buildings 1 and 2. Mr. Kleine stated that on the north
side of Buildings 5 and 6, they will be selling to an
owner/occupant. They probably have single clients on the north
building. Therefore, the architectural glazing will continue across
the entire wall. Committee Member Cunningham stated that
wherever there is a blank wall there needs to be enhanced
landscaped, or some architectural detail added.
3. Committee Member Thorns questioned the use of the stone. It
appears to be added for mitigation measure and is overdone. His
biggest concern is that the roof line has no relief due to the single
height of all the buildings. Mr. Kleine stated they will be using an
artificial canters stone running across all the parapets of the
buildings. This will allow some relief to the roof line.
4. Committee Member Cunningham stated the recessed arcade of ten
feet gives relief to the front of the building.
5. Committee Member Thorns stated he questions the use of stone
on these elevations. Mr. Kleine stated he wanted a similar but
enhanced project to the buildings on Cook Street and Highway
111. Committee Member Thorns stated the more you add a
residential approach to a commercial building it is not a good use
of the material. To make each building different would be better.
Mr. Kleine stated you tend to get a lot of maintenance problems
along the lower portion of the building wall which is another
reason for using the stone.

6. Committee Member Cunningham remarked how the use of stone
on the Desert European Cars building is similar in appearance to
the mountains.
7. Committee Member Bobbitt stated he likes the stone. He would
prefer to see some relief on the roof line. On the landscaping, he
asked what was on the exposed sides where there is a zero lot
line. Mr. Kleine stated these were the loading and unloading areas
and nothing was proposed. Planning Manager Oscar Orci
explained the problem they had in designing the buildings to hide
the loading areas. Mr. Kleine stated they will be following through
with what was proposed for the Radio Active project to the east.
8. Committee Member Thorns asked if the roof lines could be raised
in some areas to give some relief. Mr. Kleine stated they would
raise the parapet walls rather than doing a hip roof. Discussion
followed about the south elevations.
9. Committee Member Bobbitt asked if something could be done on
Buildings 1 and 2, he would prefer it.
10. Committee Member Thorns stated more relief is needed in the roof
line or elevation face itself for Buildings 1 and 2 facing Highway
1 1 1 . In addition, a consideration should be given to the use of the
stone material should be taken. In the landscape plan, the
California Fan Palm should be mixed with the Mexican Palm to
blend with the Radio Active building.
11. Committee Member Cunningham stated that due to the 65 foot
setback for Buildings 1 and 2 from Highway 111, and that the
buildings are different sizes, and separated, he believes by adding
any architectural changes to the building it will not benefit the
building or project.
12. There being no further discussion, it was moved and seconded by
Committee Members Cunningham/Thoms to adopt Minute Motion
2003-008, approving Site Development Permit 2003-761, as
amended:
a. Consideration shall be given to the use of stone on the front
elevations.
b. The California Fan Palm should be mixed with the Mexican
Palm to blend with the Radio Active building.

C. Site Development Permit 2002-755; a request of St. Francis of Assisi for
review of landscaping plans for a parking lot for the property located at
47-225 Washington Street
1. Associate Planner Martin Magana gave an overview of the project
and introduced Father Barker, Randy Purnel, and Vince Starace,
who were available to answer questions on the project.
2. Committee Member Thorns asked if the intersection would be
signalized. Staff stated it would be with turn pockets to make full
turn movements.
3. Committee Member Cunningham stated that with the added
development of the church and the perimeter landscaping, it brings
the church back into a comprehensive development of the entire
area. He likes the layout of the area now.
4. Committee Member Thoms asked who did the layout. Father
Barker stated RBF Engineering started the process and now Warner
Engineering is finishing it as they did the La Quinta Arts
Foundation.
5. Committee Member Thorns complemented them on the layout and
asked that there be some variation in the retention basin to reach
a more natural look. That the parking lot include the Washingtonia
Palms at one of the entrances, and they need to blend use of the
different palm trees on both projects.
6. Committee Member Bobbitt stated he likes the use of the Oak
trees and commended the applicant on the size of the islands as
they are sizeable at 15 feet and will allow the plant material to
thrive.
7. There being no further discussion, it was moved and seconded by
Committee Members Thoms/Bobbitt to adopt Minute Motion
2003-009, approving Site Development Permit 2002-755, as
amended.
a. The plant pallette shall include Washingtonia Robusta to
complement the parking lot to south.
b. The Evergreen Pear tree shall be changed to a different
variety.

D. Commercial Property Improvement Program 2003-020; a request of
Santa Rosa Developers for review of a request for funding to enhance the
exterior/entry of the Santa Rosa Plaza development located at the
northwest corner of Calle Tampico and Desert Club Drive.
Management Analyst Debbie Powell gave a report on the request
and introduced the project's representative, Mr. Jack Stewart,
project manager for the project, reviewed the request.
2. Committee Member Cunningham stated he still believes this
request does not meet the intent of the CPIP program in his
opinion. Mr. Stewart indicated this is a similar funding request to
the Andrews Bar and Grill.
3. Committee Member Thoms stated that was a remodel. Mr.
Stewart stated they need an answer so they can finish their
project.
4. Committee Member Bobbitt stated he understood new projects
would not be excluded from the funds. If this project meets the
criteria, then he has no objection funding the request.
5. Committee Member Thorns noted the upgrades that would be
added with the additional funds. Mr. Stewart noted the water
feature and the enhanced signage will not be added without the
funds.
6. There being no further discussion, it was moved and seconded by
Committee Members Cunningham/Thoms to adopt Minute Motion
2003-010 denying CPIP 2003-020, with a total score of 54.5.
Unanimously approved.
E. commercial Property Improvement Program 2003021 a request of La
Quinta Grill for review of a request for parking and landscape
improvements for the property located at 78-034 Calle Barcelona.
1 . Management Analyst Debbie Powell gave a report on the request
and introduced the applicants for the project. Mr. Nick West,
project manager for the project, reviewed the request.
2. Committee Member Thorns asked if this parking lot was a
requirement for the added building. Planning Manager Oscar Orci
stated the site plan was approved, but the specific design details
were not. The City requested a minimum of 80 spaces be

provided. Committee Member Thorns asked if the building could
continue without the parking lot. Staff stated no. Committee
Member Thorns stated that if this type of project has a
requirement for a proposed building, he does not know why it is
before the Committee. Because if anything built in the Village has
to provide parking, you might as well give everyone the money.
Management Analyst Debbie Powell stated the program ends in
June of this year and Council has put it on hold for a year till it is
known what the State will be doing with the funds available.
3. Committee Member Bobbitt stated the project would be done
either way. If the work required is mandatory, should it fit under
the parameters of the program? Staff read the brochure stating
what the funds can be used for.
4. There being no further discussion, it was moved and seconded by
Committee Members Cunningham/Bobbitt to adopt Minute Motion
2003-01 1 approving CPIP 2003-021, with a total score of 83.
Unanimously approved.

Please review the attached information for the April 2, 2003 ALRC meeting.
This proposed building incorporates the general architectural characteristics set forth
in the approved La Quinta Professional Plaza Specific Plan (the architecture and
landscape criteria of that plan are attached). There are minor variations in window
treatments and accents, but they appear to complement the overall architectural
theme of the Specific Plan. The architecture also serves to carry over elements of the
Palm Desert National Bank building (stone ledger, rotunda roof elements), which is
located at the northeast portion of the site.
In regard to landscaping, there are two new tree wells proposed along the west end
of the building site, along with planter areas along the west and east building
elevations. There are also some landscaped parking islands that will be installed with
the new parking along the west elevation. These areas are shown on the landscape
plan, along with the common pallette listing. These improvements are consistent with
the approved landscaping concept as approved for the Specific Plan, reviewed by the
ALRC in 2001.
Staff recommends adoption of a minute motion accepting the plans as proposed.

V. DESIGN GUIDELINES"
The Design Guidelines for the Specific Plan have been developed as a method of achieving a high quality,
cohesive design character for the development of the La Quinta Professional Plaza in La Quinta. They
provide specific design criteria for the development of the project, as well as encouraging creativity,
imagination and a high level of harmony and consistency within the surrounding community. Adherence
to the Design Guidelines will create a desirable asset to the community and enhance the project's overall
value.
These guidelines will govern the design quality of the project for application in the following ways:
• To provide the City of La Quinta with the necessary assurance that the Specific Plan area will develop
in accordance with the quality and character proposed;
• To provide guidance to developers, builders, engineers, architects, landscape architects and other
professionals in order to maintain the desired design quality;
• To provide guidance to City staff, the Planning Commission and the City Council in the review of
construction plans for the Specific Plan area.
A. ARCHITECTURAL GUIDELINES
The building design of the mixed use complex utilizes a contemporary interpretation of Early
California Spanish Architecture. Utilizing smooth textured plaster, mission clay tile roofs, deep
recessed overlays, simple (but bold) detailing, interspersed with natural stone to provide the
development with a sense of character. The bank building sets the tone for the remainder of the
development. The hexagonal element that raps around the corner should become a landmark for
the development. The stone and tile tower at the south end of the building identifies the main
entrance of the bank. The architecture proposed for the project is shown on Figure 20, Bank
Building Elevations. The bank building floor plan is shown in Figure 21, and the roof plan in
Figure 22.
To promote the campus like nature ofthe developmentthe two-story buildings are clustered, with
each building cluster's second story element linked with balconies. Many of the office buildings
within the complex will be two-story and linked by covered walkways and connecting balconies.
This will give continuity and ease ofmovement through the spaces, and give the office portion
of the development its own identity. Figure 23 illustrates the architectural treatment of the
conceptual office buildings.
Mass & Scale
• Varied proportions are encouraged. Elements in facades should be spaced at varying
intervals to create a visual rhythm.
• Each building will incorporate a continuity of mass, scale and architectural features.
• Office square footage will be distributed among multiple buildings as to break up building
mass.
Roof Treatments
• Appropriate use of flat, hip, shed, and pitched gable roof forms are encouraged while barns,

and false roofs should be avoided.
• Flat roofs may be used with a parapet alone, or in combination with other roof forms.
• The use of variable ridge lines on a single structure is encouraged.
• Roof pitch may vary between elements of a structure.
• Mechanical equipment may be placed only on flat portions of roofs provided that they are
screened from public view and that the screening is incorporated into building design.
Architectural Features and Details
• All mechanical equipment including fuse boxes, heating and cooling devices and satellite
dishes shall be screened from public view. Screening devices shall utilize the same materials
and colors as the main structure.
• The use of curtain walls is not allowed.
• Exterior walls should emphasize shadow relief using recesses, bays, and covered walkways.
• Building entryways should be visually emphasized.
• The use of false facade treatments should be avoided.
• Shaded walkways will be provided for second story elements.
• Conversion of first floor windows to exterior tenant entries is allowed subject to Staff
approval of architectural details.
Car Ports
• Car ports should be designed to be architecturally compatible with the proposed building
motif.
Acceptable construction materials are steel, wood, concrete and plaster.
Pre-engineered, lightweight steel structures should be avoided.
Materials & Colors
• The facade plays an integral role in building appearance and should use a continuous palette
of similar materials and colors.
• Restraint should be exercised in the number of materials and colors selected for a given
structure. Accent colors should be limited to one or two per structure.
• Acceptable construction materials are steel, wood, copper, stucco, concrete, plaster, ceramic
tile, natural stone, aluminum and glass.
• Muted colors are encouraged for large areas such as walls while brighter colors may be used
for accents. (Examples of muted colors include off whites, pastels, browns, ochres, and
rusts.)
• Architectural details should be painted to match the facade.
SIGN
This sign program is conceptual only. A detailed sign program will be submitted. and approved
before issuance of the first building permit. The purpose of this criteria is to establish sign
standards necessary to insure coordinatedproportional exposure for all tenants while maintaining
integrated compatibility with theprojects architectural design. A detailed sign program for the
Specific Plan area will be submittedprior to occupancy permits for any permit for any permanent
building.
Monument Signs
• Signs will be designed with appropriate scale and proportion and should relate visually to

LIGHTING GUIDELINES
Exteriorlighting, when used, should enhance thebuilding design andthe adjoining landscape.
• Lighting standards and building fixtures should be of a design and size compatible with the
building and adjacent areas.
• Lighting shall be restrained in design and excessive brightness (night glow) avoided.
• Standard design techniques will be employed to shield parking light fixtures from adjacent
land uses and control direct glare and spill light emanating from these fixtures.
• Parking lot lightpoles will be equipped with a recessed lamp and a flush lense and not exceed
a maximum height of 20 feet throughout the site. Additionally, parking light poles adjacent
to Caleo Bay are not to exceed a maximum height of 18 feet, as to further reduce any spill
light onto the street.
• The average foot candles for the bank area will be 1.9, where as the remainder of the site
should fall below an average of 1.7 foot candles.

LANDSCAPE GUIDELINES
Entryways
• Areas which serve as a focus of vehicular traffic, such as project entries, should be accented
by the use of colorful shrubs and groundcovers for enhanced visual interest.
• Project entries should utilize vertical accents such as palm trees to provide a sense of arrival
to the facility.
• Plant materials at project entries should be located so as to avoid interfering with motorist
sight lines.
Buildings
• Primary building entries should be accented by the use of colorful shrubs and groundcovers
for enhanced visual interest.
• Landscaping should be used to soften long stretches of blank wall surface.
• Landscape materials shall be selected with colors and textures which enhance architectural
elements.
Streetscapes
• Streetscapes should incorporate informal masses of trees and shrubs.
• Streetscapes fronting the project should maintain a plant palette and design concept which
is compatible with surrounding finished street frontages.
Parking Lots
• The design of parking lots should include provisions for canopy trees to provide shade for
parked vehicles.
• Parking areas should be screened from adjacent roadways by the use of low berms.
General Guidelines
• Groundcovers should be used to enhance the appearance of the project and protect soil from
erosion. Acceptable groundcover includes gravels, rocks or living plant materials. Tree bark
and shredded wood products, which are lightweight and subject to wind and water erosion,
are prohibited.

• Water efficient landscape materials, including native plants, with drip irrigation should be
used wherever possible as a means of conserving scarce water resources and minimizing
maintenance costs.
• Landscaping should be designed to screen above ground utility equipment, service areas and
trash containers. Homogenous, visually subtle plant materials should be selectedfor use in
these areas in order not to focus attention on the objectionable items.
VI. OPERATIONAL GUIDELINES
A. HOURS OF OPERATION
The La Quinta Professional Plaza will operate from 7:00 AM to 11:00 PM, Monday though
Sunday. The restaurant is planned to open for dinner from 4:00 PM to 11:00 PM, Monday though
Sunday, and lunch Monday through Friday from 11:00 AM to 2:00 PM in order to capture onsite
office patrons.
B. TRANSPORTATION DEMAND MANAGEMENT
According to the guidelines contained in the City's Transportation Demand Ordinance (Section
9.180.030), this project is required to make provisions for transportation demand management.
In response to this requirement, the project shall incorporate the following measures:
• The project shall make provisions for bicycle racks in accordance with City Zoning Code
Section 9.150.050.D.3.c.
• The project shall identify a Transportation Demand Coordinator to promote participation in
TDM programs among employees.
• The TDM Coordinator shall encourage ride sharing, bus ridership, telecommuting, flexible
work schedules, and other TDM programs as feasible and appropriate.
C. MAINTENANCE
Maintenance of buildings and grounds shall be the responsibility of the building management
association. On site facilities and landscaping shall be maintained in a clean, attractive and safe
condition in accordance with City regulations.

Pursuant to Planning Commission Minute Motion 2003-004 (Condition #2C), the ALRC
is required to review and approve the Althea Court parkway landscaping plans before
final approval by the Community Development Department. The condition states:
"Avenue 50 parkway landscaping plans shall be approved by the Architecture and
Landscape Review Committee before working drawing are submitted to the
Community Development Department for approval. Design components of the plan
shall be similar to the Talante project, unless otherwise approved by the ALRC and the
Community Development Department." The landscape plan is attached.
The proposed landscape improvements are consistent in design to the Talante
development to the west (Tr. 28964) and meet the City's Zoning Code requirements,
as prepared.

Please review the attached information in preparation for the April 2, 2003, meeting.
The architectural and landscape plans are attached. The proposed detached carports
are included in the exhibits. A material and exterior color sample board and colored
building elevation plans will be available at the meeting.
The plans as proposed will meet or be required to meet all applicable setback and
other zoning requirements. The project generally consists of four buildings and a
future skilled nursing building. The plans for the nursing building have not been
submitted. Staff believes that the view of the buildings from Avenue 50 and the
north (facing the existing single family residences) should be restudied to provide a
varied and articulated look. Additionally, the carport structures are hipped tile roofs
supported by steel poles that will be visible along Avenue 50 and need additional
articulation.
