CALL TO ORDER
A. This meeting of the Architectural and Landscaping Review Committee
was called to order at 10:06 a.m. by Planning Manager Oscar Orci
who led the flag salute.
B. Committee Members present: Dennis Cunningham, and Bill Bobbitt. It
was moved and seconded by Committee Members
Cunningham/Bobbitt to excuse Committee Member Thorns.
C. Staff present: Planning Manager Oscar Orci, Principal Planners Stan
Sawa and Fred Baker, Associate Planners Wallace Nesbit and Martin
Magana, and Executive Secretary Betty Sawyer.

A. Staff asked if there were any changes to the Minutes of October 1,
2003. There being no corrections, it was moved and seconded by
Committee Members Cunningham/Bobbitt to approve the Minutes as
submitted.
V. BUSINESS ITEMS:
A. Site Development Permit 2003-789; a request of Stamko
Development and Tom Olsen/Acala Architects for a review of
architectural and conceptual landscaping plans for a 5,909 square foot
Goodyear Retail Store for the property located at the southeast corner
of Auto Center Drive and La Quinta Drive within the La Quinta
Commercial Development.
1. Planning Manager Oscar Orci presented the information
contained in the staff report, a copy of which is on file in the
Community Development Department. Staff introduced Russ

Beckner, representing Stamko, Doug Matista representing
Goodyear, Gil Alcala architect, who all gave a presentation on
the project.
2. Committee Member Cunningham stated he liked the movement
toward the modern buildings and breaking from the Spanish
look. He likes the use of the barrel tile and standing seam
metal. He has no objections.
3. Committee Member Bobbitt stated he liked the design as well.
In regard to the landscaping, he was concerned about the area
where there appeared to be pedestrian traffic. Chris Clarke,
owner of the property, stated no parking is allowed on La
Quinta Drive and therefore, there would be no pedestrian traffic.
Mr. Alcala stated there is a walkway that extends up toward
Highway 111. Ms. Clarke stated there would be no access
allowed between Parcels 8 and 9.
4. Committee Member Bobbitt stated he liked the plant palette, but
asked where they were going to obtain a ten gallon plant. Mr.
Alcala stated it was a mistake. Committee Member Bobbitt
asked that all plants be 15 gallon on La Quinta Drive and five
gallon on the interior.
5. There being no further questions, it was moved and seconded
by Committee Members Cunningham/Bobbitt to adopt Minute
Motion 2003-044 recommending approval of Site Development
Permit 2003-789, as recommended by staff and amended as
follows:
a. Condition added. 15 gallon trees with a minimum of 1.5
caliper on La Quinta Drive
b. Five gallon shrubs on the interior.
C. Recommendation: the northeasterly pedestrian access/
walkways along the north property line be potentially
eliminated.
Unanimously approved.
B. Site Development Permit 2003-790; a request of Stamko
Development/Perkowitz and Ruth Architects for a review of
architectural and conceptual landscaping plans for two multi -use retail

within the Centre at La Quinta Commercial Development.
1. Planning Manger Oscar Orci presented the information
contained in the staff report, a copy of which is on file in the
Community Development Department. Staff introduced Russ
Beckner who introduced Jim Ruth, architect, and Eric Linus of
TKC, who gave a presentation on the project. Chris Clarke,
owner of the property also gave a presentation on the entire
site.
2. Committee Member Cunningham stated that the material to be
used on the canvas will last a long time and there should be no
objection to the use of this material as it is a composite: and a
good use of material. He had no issue with the architecture.
The west elevation is especially nice.
3. Committee Member Bobbitt asked if the architecture of the
Center was going to follow a central theme. Ms. Clarke stated
each is a little different in color, but there is a central theme
throughout the Center. She explained the architectural items
that were carried throughout the Center. Committee Member
Bobbitt stated he likes the diversity of the site. Ms. Clarke
emphasized the use of color to distinguish each of the building
complexes. Mr. Beckner stated the architect was asked to
create buildings that contained similarities to each other, but
were different.
4. Committee Member Bobbitt asked that the tree species and
sizes be defined on the plans. Staff stated the landscape plan
would be brought back to the Committee. Committee Member
Bobbitt stated the plan is similar to the rest of the Center and
okay, but the size should be spelled out. They should all be at
least five gallons. The date palms should never be near any
pedestrian traffic and should be in good condition.
5. There being no further questions of the applicant, it was moved
and seconded by Committee Members Cunningham/Bobbitt to
adopt Minute Motion 2003-045 recommending approval of Site
Development Permit 2003-790, as recommended by staff and
amended:

a. Condition added: All trees on La Quinta Drive should be
15 gallon and all plant materials on the interior should be
five gallons.

and inspected by the landscape architect as to their good
condition with a minimum 8 foot trunk height. Should
not use the Mesquite tree.
C. Condition Added: All trees shall be 15 gallon, 24 inch
box trees, 1.5calipher.

C. Site Development Permit 2003-792; a request of Whiteco Residential,
LLC for a review of architectural and landscaping plans for a 224 unit
apartment complex located at the northeast corner of Washington
Street and Palm Royale (extended)•
1. Associate Planner Martin Magana presented the information
contained in the staff report, a copy of which is on file in the
Community Development Department. Staff introduced Tim
Connelly, landscape architect, and Kurt Saxon civil engineer,
who gave a presentation on the project.
2. Committee Member Cunningham asked what the exterior
material would be. Mr. Connelly stated Spanish lace stucco.
Committee Member Cunningham stated his main concern is
public view. He does not like the lace stucco. It should be a
machine finish and not the sand finish as it will show
everything. The roof pitches need to come down to not show
so much roof. Reduce them to a 4 pitch. The exterior elevation
needs to be as uniform as possible.
3. Committee Member Bobbitt asked if the window surrounds
were inset. Mr. Connelly stated they were foam and the railings
were small and iron.
4. Committee Member Bobbitt stated the plant palette is a good
use of material. Again, he would recommend not using the
Chilean Mesquite due to the high maintenance required.
Discussion followed regarding the different tree species.
5. Committee Member Cunningham asked that the columns be
precast concrete.

Community Development Department. Staff introduced Dave
Prest the applicant and architect for the project, who gave a
presentation on the project.
7. Committee Member Cunningham asked if it was mudded tile.
Mr. Stated it was a two-piece mudded tile. Committee Member
Cunningham applauded the design.
8. Committee Member Bobbitt stated he liked the people features.
He would again recommend not using the Mesquite trees.

C. Site Development Permit 2003-727 Amendment #1; a request of PM
Renaissance, LLC for a review of architectural and landscaping plans
for a 224 unit apartment complex located at the northeast corner of
Washington Street and Palm Royale Drive (extended)•
1. Principal Planner Stan Sawa presented the information
contained in the staff report, a copy of which is on file in the
Community Development Department. Staff introduced Geoff
McComic, the applicant for the project, who gave a
presentation on the project.
2. Committee Member Bobbitt asked the history of the site. Mr.
McComic explained who had previously owned it and how they
came to where they are.
3. Committee Member Cunningham stated he had no objection to
the units. The architecture is in keeping with the neighborhood.
4. There being no further questions of the applicant, it was moved
and seconded by Committee Members Cunningham/Bobbitt to
adopt Minute Motion 2003-048 recommending approval of Site
Development Permit 2003-727, Amendment #1, as
recommended by staff. Unanimously approved.

V. BUSINESS ITEMS:
A. Site Development Permits 2003-796; a request of Madison/PTM La
Quinta, LLC for a review of architectural and landscaping plans for five
prototypical residential plans for the property located on the west side
of Washington Street, south of Highway 1 11 .
1. Associate Planner Martin Magana presented the information
contained in the staff report, a copy of which is on file in the
Community Development Department. Staff introduced John
Vuksic, David Prest, Carol Wilkerson, Ed Alderson, Ron Gregory,
who represented the project.

2. Committee Member Thoms asked for an explanation of the
retention basin as it appeared to be fenced off. Why entry
gates. Mr. Gregory stated it was an effort to reuse the existing
"historical gates". They would be relocated to the path entry.
Staff clarified this was a request of the HPC to use the gates as
it was believed they were historical. Since that time it has been
determined they are not historical.
3. Committee Member Thoms questioned the south entry road.
Staff clarified that it is not proposed to be the main access
road. Committee Member Thoms asked if they would review
the gates and entry from Washington. Staff stated they are not
designed and could come back to the Committee for ireview.
Committee Member Thoms asked the status of the date palms.
Mr. Gregory indicated that the original intent was to preserve
them on -site. Later it was determined that only the viable
palms would be retained and relocated. Some are too stall and
in poor condition and would be eliminated. Committee Member
Thoms stated he did not see them on the plans. Mr. Gregory
stated they propose a palm on the typical front yard plan. The
palms would be dispersed throughout the project. They could
be used in the retention basin, but the desire is to have trees of
different heights. Committee Member Thoms asked if there
was a site plan showing the location of the houses. Staff
stated they do not have one as of yet. Committee Member
Thoms asked that there be some front yard variations with
setbacks especially along the south roadway. Mr. Vuksic
explained how the houses would be situated on the lots and
where they would have the opportunity to do variations.
Committee Member Thoms asked about the material of the
garage door on Elevation E. Mr. Prest stated they would be
metal with a variety of looks. Committee Member Thoms asked
if the end of the tiles would be mudded. Mr. Prest stated yes
they want the full mudded look.
4. Committee Member Bobbitt asked that the garage doors be a
material that would last. He asked about the window
surrounds. Mr. Prest stated heavy aluminum windows with a
bull nose reveal. Committee Member Bobbitt questioned the
use of the Chilean Mesquite and would recommend it be used
very sparingly. He also asked if there would be a HOA. Mr.

Alderson stated yes. Mr. Gregory stated they would delete the
tree from the front yards. Committee Member Bobbitt
commended the applicant on the design of the homes.
5. There being no further questions of the applicant, it was moved
and seconded by Committee Members Thoms/Bobbitt to adopt
Minute Motion 2004-001 recommending approval of Site
Development Permit 2003-796, as recommended by staff and
amended:
a. Date trees shall be mixed into the front yards and retention
basins.
b. The front yards would have a variation in the setback.
c. The Chilean mesquite trees would be replaced.

The building theme is Santa Barbara style architecture with a maximum height of ±34
feet. Architectural features include desert tone colors, clear glass, plastered exterior
walls and columns, canterra stone trim, covered arched walkways, exposed wood
beams, decorative wrought iron, two-piece mission tile roofs, and concrete pavers.
The landscaping includes a variety of trees, shrubs and ground covers common in the
desert climate.

Please review the attached information for the February 4, 2004 ALRC meeting.
This proposed building is part of an approved Specific Plan (SP 2002-056) referred to
as Lake La Quinta Plaza, featuring two office buildings totaling 16,042 square feet.
The first building (Phase 1) of 8,700 square feet is completed and serves in part as
offices to Werner Family Medical. The proposed building incorporates the architectural
style of the existing building, and does not conflict with height or other standards set
forth in the approved Specific Plan or the Zoning Code.
In regard to landscaping, the major landscape components have been installed with
Phase 1 and the first building. There will be minor infill landscape improvements for
the walkway and planter areas surrounding the building, and a landscape plan for
those areas is provided. These improvements are consistent with the existing
landscaping concept as approved for the Phase I building, which was reviewed by the
ALRC in 2002 under SDP 2002-731.
Staff recommends adoption of a minute motion accepting the plans for Site
Development Permit 2004-797 as proposed.

The project site is within Specific Plan 2001-055, Amendment #1 area that is presently
owned by the City. The specific plan area extends east to the existing .single-family
residences. The balance of the property will be developed with two restaurants to the
northwest and southwest, a medical office complex to the south, another hotel, and
some residential uses to the east. This request consists of one hotel and adjacent
detached casitas units.
PROJECT PROPOSAL:
The architectural plans for a three-story hotel, and one and two story casitas units have

BACKGROUND:
The project site is within Specific Plan 2002-058 that was approved in June 2002. The
first phase of construction consisting of three buildings northeast of Avenida Bermudas
and Avenida La Fonda is near completion. The applicant is now proposing two buildings
that will be two stories in height on the north and south sides of Main Street, west of
Desert Club Drive.
PROJECT PROPOSAL:
The architectural plans for the two buildings as well as the conceptual landscaping plans
for the area around the structures and new parking lot adjacent to the south have been
submitted. The concept is to provide buildings that are similar to Phase I, but slightly
different. This is to create a streetscape that appears to be developed over a number of
years. Colors and materials will be the same as those used in Phase I.
RECOMMENDATION:

Please review the attached information for the February 4, 2004 ALRC meeting.
The applicant is requesting to enlarge the existing 3,575 sq. ft. Dyson & Dyson real
estate office building that is located in the La Quinta Village Shopping Center (Plot Plan
91-456). This building, located on the southeast corner of the shopping compllex, was
constructed in 1996 and initially housed the Sesame Restaurant pursuant to Plot Plan
94-543. The current tenant has been in the building since 1999. To the north and
west of the building are paved parking areas for the shopping center, and to the south
is an existing water feature and large turf covered retention basin.
The proposed request involves enclosing the existing outdoor patio areas to the south
of the building to accommodate multiple small offices, storage areas and a hallway,
while incorporating the architectural style of the existing building. The project, as
design, complies with the City's Zoning Code provisions.
Staff recommends adoption of a Minute Motion accepting the plans for Site
Development Permit 2004-798 as proposed.

BACKGROUND
The project site is approximately 14.88 acres in size and located at the
southeast corner of Jefferson Street and Avenue 52.
This project consists of 145 single family housing units. Four prototype plans
are proposed with two elevations per plan with units ranging in size from 1,246
square feet to 1,590 square feet. Plans 2 and 4 include optional attached
(duplex) floor plan configurations. The homes are clustered in courtyard groups
that are accessed from a common motor courtyard with separate walkways.
The architecture style for the project are derived from the Mission, Santa
Barbara and La Quinta styles, with smooth stucco plaster exteriors (earth tone
colors) with tile roofs, shutters, and exposed wood roof rafters. The garages
will include sectional metal doors.

The applicants propose a desert oasis theme, emphasizing water efficient
landscape material. Trees are proposed to be 15 to 50 feet in height, but no
container size is specified, no shrubs size are provided either. The common area
landscaping will be maintained by the Homeowners' Association. The Perimeter
wall will be six feet in height with a stucco finish. The entry will have a water
feature, a four foot high stone covered wall with six foot high accent wall
pilasters. The entry gate details have not been provided.

RECOMMENDATION
Staff recommends adoption of a minute motion 2004- _, accepting the plans
