CALL TO ORDER
A. This meeting of the Architectural and Landscaping Review Committee
was called to order at 10:03 a.m. by Interim Community Development
Director Oscar Orci who led the flag salute.
B. Committee Members present: Bill Bobbitt, Dennis Cunningham, and
David Thorns.
C. Staff present: Interim Community Development Director Oscar Orci,
Principal Planner Fred Baker, and Executive Secretary Betty Sawyer.

A. Staff asked if there were any changes to the Minutes of February 4,
2003. There being no changes, it was moved and seconded by
Committee Members Cunningham/Bobbitt to approve the Minutes as
submitted.
V. BUSINESS ITEMS:
A. Village Use Permit 2004-022; a request of Santa Rosa Plaza L.L.C.,
for consideration of architectural and conceptual landscaping plans for
a 12,000 square foot commercial retail building located at the
northwest corner of Calle Tampico and Avenida Bermudas within
Santa Rosa Plaza.
1. Principal Planner Fred Baker presented the information
contained in the staff report, a copy of which is on file in the
Community Development Department. Staff introduced Jim
Janosik, engineer for the project, who gave a presentation.

2. Committee Member Thoms asked what was happening in the
courtyard area behind the first unit in the building. Mr.
Janosik stated it is an area they intend to use as a courtyard
behind the first two units. Discussion followed regarding
potential treatment of the area.
3. Committee Member Thorns stated he had a concern about the
south elevation. The elevation appears to be plain in relation
to the north elevation. Mr. Janosik stated there will be a six
foot wall so only the top third of the building would be seen.
4. Committee Member Cunningham stated it is the "back of the
house" and not much architectural treatment is given to this
area. His concern is that the courtyard has no reason for
anyone to go there. It is not a usable space and could create
an undesirable element. It isn't integrated into the project. He
would suggest leaving it landscaped but put a wrought iron
fence screen the area.
5. Committee Member Thorns asked if the area would be
accessible by a sidewalk. Mr. Janosik reviewed the circulation
with the Committee.
6. Committee Member Cunningham asked that the south
elevation have some architectural treatment added.
7. Committee Member Thorns asked that the corner contours in
the retention basin be softened. Mr. Janosik stated the
retention basin is already built and is shaped.
8. Committee Member Bobbitt asked if they were sure they
wanted deciduous trees at the entrance. They will be void of
foliage during the season. They look their best in the :summer
time and will be a high maintenance issue. Mr. Janosik stated
they have relayed this to the owner and they are trying to
eliminate the elms.
9. Committee Member Cunningham asked that the westerly unit
be encouraged to incorporate the courtyard into the use of the
unit or become some type of common area.

10. There being no further questions of the applicant, it was
moved and seconded by Committee Members
Cunningham/Thoms to adopt Minute Motion 2004-009
recommending approval of Village Use Permit 2004-022, as
recommended by staff and amended:
a. Condition added: The courtyard area, in the rear of the
first unit, shall have a decorate wrought iron fence with
gates around it and be reflected on the plans.
b. The courtyard area shall be incorporated into the use of
the first unit or become a common area.
C. Condition added: The south elevation shall have
architectural enhancement for the first two westerly units
on the south elevation.
d. The hardscape plan for the south elevation shall be
revised to have a better sidewalk circulation.
e. Canopy -type shade trees shall be incorporated in the
courtyard.
Unanimously approved.
B. Site Development Permit 2003-800; a request of Washington 1 1 1 ,
L.T.D. for consideration of architectural and conceptual landscaping
plans for a 12,000 square foot grocery store located at the southeast
corner of Washington Street and Simon Drive within Washington
Square Commercial Center.
1 . Principal Planner Fred Baker presented the information contained
in the staff report, a copy of which is on file in the Community
Development Department. Staff introduced Michel Kareti,
architect for the project who gave a presentation.
2. Committee Member Thoms asked if this corner could have a
hardscape space to allow people to cut across the corner. The
corner needs to be enhanced with access space. Mr. Kareti
stated this was workable. He noted they will have landscape
features in this area.
3. Committee Member Cunningham stated there is a lot of
sidewalk adjacent to the curb. Washington Street has a large
volume of traffic and there is more and more development
happening at this intersection. It is creating a lot of people
movement. If this area were opened up to pedestrian traffic it

would move people around more. Staff suggested the sidewalk
be lined up with the sidewalk across the street.
4. Committee Member Cunningham complimented the applicant on
the massing and colors used. He would suggest that the
parapets and massing be treated correctly to not look "thin".
5. There being no further questions of the applicant, it was moved
and seconded by Committee Members Thoms/Bobbitt to adopt
Minute Motion 2004-010 recommending approval of Site
Development Permit 2003-800, as recommended by staff and
amended:
a. Condition added: A meandering sidewalk shall be added
to create a pedestrian access across the corner from
Simon Drive to Washington Street.
Unanimously approved.

BACKGROUND
The project site is approximately 525 acres in size and located at the southwest
corner of Jefferson Street and Avenue 52.
The La Quinta Redevelopment Agency acquired the 525 acre site for the
construction of two 18-hole public golf courses, practice facilities, a 25,000
square foot clubhouse, and various resort amenities (hotel, conference center,
timeshare or condominiums and ancillary commercial uses)•
The City is currently grading the entire site. The first phase of development
involves the construction of an 18-hole golf course and the maintenance facility.

The maintenance building is approximately 14,000 square feet in size (including
covered walkway) and is Ranch in style with Colonial accents. The building
would include a barreled tile roof, smooth stucco finish (with earth tone colors),
faux chimney, decorative wood shutters, awnings, and wrought iron grills.
The landscaping concept for both projects is a "desert oasis" emphasizing water
efficient plant material. Incorporated into the project will be a berm area
surrounding the site.
Please prepare your comments on this proposal for discussion at the meeting.
RECOMMENDATION
Staff recommends adoption of a minute motion accepting the plans as
proposed.

Please review the attached information for the April 7`h meeting.
Site History
The proposed buildings are within the partially completed La Quinta Corporate; Centre
(Specific Plan 99-036). Specific Plan 99-036 was approved by the City Council on
September 7, 1999, and involves land generally north of Highway 111 between
Adams Street and Dune Palms Road. Concerning the style of architecture for new
projects, the Plan states: ". . .contemporary desert based on California Mission,
Spanish, southwest and inspired themes found in La Quinta."
On May 1, 2002, the ALRC reviewed a similar development project on this site by the
former property owner. The Planning Commission approved SDP 02-734 on May 14,
2002, by adoption of Resolution 2002-049 (Attachment 1).
REQUEST:
The applicant is requesting to develop three independent commercial buildings with
common parking facilities on 2.23 acres (Attachments 2 and 3). Buildings #1 and #3
are one story, and Building #2 is two levels. The project, as design, complies with the
City's Zoning Code provisions.
Staff recommends adoption of a Minute Motion accepting the plans for Site
Development Permit 2004-804, subject to the following conditions:
1 . The landscaping plan shall indicate the following design elements:

A. The trees used throughout the site shall be eight to ten feet in height with
a minimum container size of 24" box and a minimum trunk caliper size of
1.5-inch per SP 99-036. Tree planters shall be a minimum width of 6'
wide.
B. Granite rock boulders shall be placed randomly along the site's frontage.
C. Perimeter walls shall be partially covered with vines planted every fourth
parking stall in lieu of shrubs being installed in small planters measuring less
than 5'-0" wide.
D. Decomposed granite, or small sized gravel, shall be used for groundcover
within the parking lot tree planters.
E. The concept landscape plan shall be approved by the ALRC prior to
preparation of the final working drawings (e.g., 1 " = 20' scale).
2. The final exterior lighting plan shall be submitted to the Community Development
Department for approval that includes specific details of the fixtures for the
landscape lighting and exterior security lighting, including photometric drawings.
Pole mounted lighting shall be adequately shielded to prevent glare from being
cast onto adjacent properties and placed so that tree growth does not interfere
with the lighting needs of the site.
3. Roof parapets shall screen all roof mounted mechanical equipment so that they
cannot be viewed from adjacent properties. Prior to occupancy of the proposed
building complex, a visual inspection shall be made by the Community
Development Department from all sides of the building from a distance of 800
feet to confirm that the parapets conceal any roof mounted equipment.
4. Weather resistant materials shall be used to construct carport structures (e.g.,
metal, glu-lams or para-lams, etc.).

single -story, while Plans 4 and 5 will be two-story units. Plans 2 and 5 are designed to
incorporate an unenclosed sundeck.

Plan 2 - 2,420 s.f. - 3 BR/2.5 BA with sundeck over casita unit.
Plan 3 - 2,885 s.f. - 3 BR/2.5 BA with casita unit.
Plan 4 - 3,538 s.f. - 4 BR/3.5 BA, 2-story with side entry garage.
Plan 5 - 3,538 s.f. - 2 BR/2.5 BA, 2-story, casita, upstairs game room and deck.
A material and color board, along with a full-size color illustration, will be provided at the April
7, 2004 ALRC meeting.
The package includes exhibits to illustrate the proposed typical plant palette and landscape
improvement layout for the individual homes, illustrated as a proposed model location. It also
includes conceptual lighting, irrigation/water use calculations and planting plans for the entire
tract.

Please review the attached information for the April 7, 2004 ALRC meeting.
This proposal is to establish a Kohl's department store in the existing shell of the
vacant WalMart building, in the 111 La Quinta Center at Adams Street and Highway
111. In general, Kohl's will occupy most of the existing 127 KSF building, and will
enclose the existing garden center area to create separate retail space. The revised
building elevations incorporate the general architectural theme set forth in the
approved 111 Center Specific Plan, and shares similarities in design with other existing
buildings in this complex, including colors. The most notable variation is the lack of
shed roof and tile treatments that are employed in other areas of the center. The
revisions are a marked improvement over the existing WalMart elevations.
In regard to landscaping, the majority will consist of infill landscape improvements for
planter and other areas surrounding the building, and a landscape plan for those areas
is provided. These improvements are intended to address prior problems with the
landscaping during WalMart's tenure at the site. Staff directed the Kohl's design team
to provide tree species with better shade canopy characteristics and improve the
planter islands' appearance, as well as provide landscaping along the front elevation.
Staff recommends adoption of a minute motion accepting the plans 1'or Site
Development Permit 2004-806, to include any changes by the ALRC.
