CALL TO ORDER
A. This meeting of the Architectural and Landscaping Review Committee
was called to order at 10:04 a.m. by Interim Community Development
Director Oscar Orci who led the flag salute.
B. Committee Members present: Bill Bobbitt, and David Thorns. It was
moved and seconded by Committee Members Bobbitt/Thoms to
excuse Committee Member Christopher. Unanimously approved.
C. Staff present: Planning Manager Oscar Orci, Associate Planner
Wallace Nesbit, and Executive Secretary Betty Sawyer.
II. PUBLIC COMMENT: None.
III. CONFIRMATION OF THE AGENDA: Confirmed.
IV. CONSENT CALENDAR:
A. Staff asked if there were any changes to the Minutes of August 4,
2004. There being no changes, it was moved and seconded by
Committee Members Thoms/Bobbitt to approve the Minutes as
submitted. Unanimously approved.
V. BUSINESS ITEMS:
A. Village Use Permit 2003-019; a request of Dr. John Dixon for
consideration of architectural and landscaping plans for a 4,306
square foot one-story office building in the Village located at the
northeast corner of Desert Club Drive and Calle Cadiz.
1. Associate Planner Wallace Nesbit presented the information
contained in the staff report, a copy of which is on file in the
Community Development Department. Staff introduced Skip
Lench, project representative, who gave a presentation on the
project.

2. Committee Member Thorns stated he applauded the applicant
for being sensitive to keeping the look of the original house. He
suggested the ground surfaces be upgraded. The parking area
could be a different material than asphalt. Upgrade the project
in other areas than on the building. Mr. Lench stated they were
going to replace the tiles and columns to match. Discussion
followed regarding suggestions.
3. Committee Member Thorns asked that the trash dumpster be
moved.
4. Committee Member Bobbitt asked staff about their
recommendation for a treatment on the corner. It does need an
upgrade on the landscaping to create more interest. He asked
about the requirement for parking lot trees. He would like to
see at least two more trees around the parking area. Staff
asked for a suggested species. Committee Member Bobbitt
suggested Lysaloma, sycamore, or an oak species.
5. Committee Member Bobbitt asked if wood will be used for the
trellis. He suggested a wood substitute be used.
6. Committee Member Thorns asked the color. Mr. Lench stated it
would be a softer white. Committee Member Thorns asked the
roof material. Mr. Lench stated it would be a three color tile
mix roof with mudding at the ridgelines only.
7. There being no further questions of the applicant, it was moved
and seconded by Committee Members Bobbitt/Thoms to adopt
Minute Motion 2004-025 recommending approval of Village Use
Permit 2003-019, as recommended by staff and amended:
a. Condition added: Paving surface treated differently.
Introducing a different material to make a statement.
b. Condition added: Two additional shade trees
C. Condition added: The corner shall be given a landscape
treatment.
d. Condition added: Relocate trash enclosure and screen

B. Site Development Permit 2004-81 1; a request of Rich Boureston for
consideration of architectural and landscaping plans for a two-story,
42,000 square foot medical office building on a 3.4 acres site located
at the southeast corner of Washington Street and Lake La Quinta
Drive.
1. Interim Community Development Director Oscar Orci presented
the information contained in the staff report, a copy of which is
on file in the Community Development Department. Staff
introduced Mr. Boureston, applicant, who gave a presentation
on the project.
2. Committee Member Bobbitt asked where the stone veneer
would be used. Mr. Boureston stated on the columns.
Committee Member Bobbitt stated his first impression was
institutional. It is an old style design and is attractive. He
objected to the top portion. Mr. Boureston stated it will not be
seen. The parapet will be raised and the mechanical wall
lowered. Committee Member Bobbitt encouraged the applicant
to increase the size of the tree wells on the interior parking lot.
He asked about the park area. Mr. Boureston stated it is a patio
area.
3. Committee Member Thorns stated the mixture of architecture in
this entire area has turned out well. His concern is that the
building is facing the wrong direction. It would be better if it
faced Caleo Bay. Mr. Boureston stated their reasoning is for
exposure. Committee Member Thoms suggested the stone
veneer be replaced with a different material.
4. Committee Member Bobbitt asked what material would be used
on the exterior. Mr. Boureston stated it would be a concrete
tilt -up building with a smooth finish.
5. Committee Member stated the entrance off of Caleo Bay be
enhanced to connect the parking lot. There is no paving
connection to the parking lot. From a hardscape point there
needs to be a connection made between the Caleo Bay entrance
and the building. Following discussion it was determined the
Caleo Bay entrance would be enhanced.
6. There being no further questions of the applicant, it was moved
and seconded by Committee Members Thoms/Bobbitt to adopt
Minute Motion 2004-026 recommending approval of Site

C. Site Development Permit 2004-813; a request of Desert Cheyenne for
consideration of three prototypical floor plans and their landscape,
common area and perimeter landscape plans for a 201 single-family
home subdivision on 80 acres located at the southwest corner of
Avenue 52 and Monroe Street.

the information contained in the staff report, a copy of which is
on file in the Community Development Department. Staff
introduced John Pedalino, Kevin Walsh, Greg Walsh, and Ron
Gregory, who gave a presentation on the project.
7. Committee Member Bobbitt asked if they would be building the
homes or selling custom lots. Mr. Pedalino stated that has not
been determined as of yet. Staff stated they had been notified
by the Riverside County Agricultural Department that the Pigmy
date palm either be replaced or they provide a letter that the
species has been grown locally, or that that species be replaced
with a local species. Committee Member Bobbitt explained why
it was not allowed to be shipped in. Mr. Pedalino stated they
would either replace the tree, or find a local grower.
8. There being no further questions of the applicant, it was moved
and seconded by Committee Members Thoms/Bobbitt to adopt
Minute Motion 2004-027 recommending approval of Site
Development Permit 2004-813, as recommended by staff.

THE PAVILION AT LA QUINTA CENTER
The project site is within Specific Plan 2003-066 that was approved in October, 2003.
The first phase of construction, which consists of the west half of the main buildings,
the two pads along Adams Street, and Pad 3 on Highway 1 1 1 has been approved by
the Planning Commission (Attachment 1). Construction has not begun on the project.
This request is for a fast food restaurant with a drive -through lane on Pad 2 with
4,545 square feet of floor area (Attachment 2).
The approved Specific Plan for this Center indicates the following design guidelines:
Buildings will be "traditional Mediterranean Tuscany village";
Formula, strongly themed or "corporate" architecture is prohibited;
Hip, gablie and shed tile roofs, or combinations thereof are encouraged for main
building masses;
Flat roofs with a parapet in combination with the other types of roofs are
permitted;

• Deep set windows and covered plastered arcades are encouraged; and
• Exterior wall materials are to consist of a smooth exterior plaster finish.
The first phase of buildings was approved in June, 2004, Attached are excerpts of
that approval for your information (Attachment 3). The proposed materials for the tile
roof, stone veneer and most of the paint colors match those approved for use in the
project. The exception is the proposed cornice color. The color specified in the
Specific Plan and first phase building approval was a brown color. The applicants are
proposing a "Red Brick" color that is similar to their corporate sign color. The color is
an acceptable accent color as long it is not used elsewhere on the building.
A conceptual landscaping plan for the restaurant site has been submitted. A number
of the plants are; not listed on the plant palette from the Specific Plan (Attachment 4).
A major concern is that the drive -through screening is not addressed by this plan.
Screening with a wall, berm, and landscaping should be provided. The plan indicates
the area where the screen needs to be will be landscaped by the developer of the
Center.
Please review the attached information in preparation for the meeting. The above
comments should be considered. A material and exterior color sample board will be
available at the meeting. The following are recommended conditions necessary to
comply with the Specific Plan:
1 . Revise plant palette to reflect palette in Specific Plan.
2. The "Bold Brick" color paint shall be used on the cornice only.
3. Plaster shall consist of a smooth exterior plaster finish per the specific plan.
4. Final plans shall include plans and/or provisions to ensure screening of drive -
through lane from view of Highway 111.

This proposed building is on a 1.82 acre site, which has been previously approved for
a 24,000 s.f. women's health center in 1999, and a 24,400 s.f. office building in
1996.
The proposed building is a 23,760 s.f. structure intended for general office uses
(Attachment 2). The building is generally a rectangular footprint, with the front of the
building facing Washington Street (west elevation). The building is flanked on its north
and south sides by exterior stairwells. There are two tower elements that flank the
north and south sides of the front elevation, which extend to a height of 34.5 feet
from finish grade elevation. The main roof ridge line height is at 32 feet from finish
grade. Along Washington Street, no building in excess of 22 feet in height is permitted
within 150 of the ultimate property line.
The architecture is best described as a blending of Tuscan and Mediterranean design
elements with a Spanish -Ranch style. The building walls will be concrete tilt -up, with
a white painted finish, utilizing EIFS forms for cornices and other trim items. The
roofing material will be a rounded clay tile in a darker earth tone (carmel) color. The
first floor tower element wainscots and main entry surrounds will be finished in a
stacked ledger stone, visible on the west, north and south elevations. The window
surrounds and mullions will be framed in a finished aluminum.
In regard to the landscaping plan, the major landscape components and plant palette
are acceptable. The plan does show Chilean Mesquite trees in the Washington Street

parkway areas. Due to past concerns of the ALRC with this species, staff would
recommend this species be replaced with a substitute tree.
A material and color board, along with a full-size color illustration, will be provided at
the meeting.
Please review the attached information for the meeting
Recommendation
Approve a minute motion recommending to the Planning Commission approval of the
plans for Site Development Permit 2004-816, with the provision that the Chilean
Mesquite trees shown in the Washington Street parkway areas be replaced with a
more appropriate species of the ALRC's determination.

BACKGROUND:
This project is located on a portion of a larger site that includes the Walgreen's store.
The site was divided into seven parcels. This project is located on Parcels 2 and 3;
Parcel 1 currently contains the approved Walgreens building. The remaining parcels
are vacant. The applicant will be conditioned to merge Parcels 2 & 3 in order to
accommodate the current proposal (Building A). The remainder of the buildings will be
processed under separate permits in accordance with the Zoning Code.
Architecture
The building architecture is Contemporary Mediterranean style (Attachment 1). The
project consists of a single -story, 10,000 square foot office building, approximately 28
feet in height, well below the maximum height allowed of 40 feet. Architectural
features include smooth and light dashed plaster, two-piece clay tile, El Dorado stone,
foam fascia, wrought iron accents, and glazed glass with bronze anodized aluminum
trim. The structure has architectural elements including towers and wall pop -outs that
accentuate the building's facade. Windows are also recessed that further accentuate
the building. However, the architecture is not similar to that of the Walgreens store.

Landscaping
Landscaping includes a variety of drought tolerant plants and materials common in
other developments in La Quinta. The building meets the minimum required
landscaping setback of ten feet. Street perimeter landscaping exists which, was
installed as a condition of approval for the Walgreens building. Additional landscaping
will be installed along the perimeter of the building. Tree wells in the parking lot are
proposed at 6' x 6'. The tree wells along the building frontage will have tree grates to
provide more pedestrian space along the building frontage. Planters will provide space
for shrubs to accentuate the doorways of the office suites.
Recommendation
Recommend approval of the project to the Planning Commission with the following
condition added: the remaining buildings within the site shall be similar in architecture
to the proposed project so as to create a cohesive style.
Please review this proposal and prepare your comments for discussion at the meeting.

REQUEST: REVIEW OF ARCHITECTURAL AND LANDSCAPING PLANS FOR
THREE PROTOTYPICAL RESIDENTIAL PLANS FOR TENTATIVE
TRACT MAP 30092
LOCATION: NORTHWEST CORNER OF AVENUE 58 AND MONROE STREET
BACKGROUND:
Tentative Tract 30092 was originally approved on July 3, 2001, incorporating 97
single-family lots within ±37 gross acres. Subsequently, two time extensions have
been approved; the map's current expiration date is July 3, 2005. Forecast Home
purchased the property earlier this year, and has been going through the plan check
process.
REQUEST
The applicant has submitted prototypical plans for three unit designs, illustrated in
Sections 5 and 6 of the design review document submitted (Attachment 1). Each plan
is single -story, and designed with three elevation treatments and three roof plans. The
plans generally employ and blend Spanish Ranch and Mediterranean styles of
architecture. The floor plans have the following general characteristics:
Plan 1 — Ranges from 2,690 to 2,903 s.f. - 4 BR/3 BA, with 5`" BR or 4-car garage
options.
Plan 2 — Ranges from 2,903 to 3,148 s.f. - 4 BR/3.5 BA, with 51" BR or 4-car
garage options.
Plan 3 — Ranges from 3,066 to 3,516 s.f. - 4 BR/3.5 BA, with 5`" BR/den option
and 4-car garage with side -entry, or guest suite option.

A material and color board, along with a full-size color illustration, will be provided at
the meeting. A color reduction of the material board is included in the design review
document submitted by the applicant.
Section 7 includes exhibits to illustrate the proposed typical plant palette and landscape
improvement layouts for the individual homes, streetscapes, common areas and
proposed model location. It also includes conceptual entryway design and planting
plans for the entire tract. It is anticipated the perimeter parkway concept shown on the
preliminary landscape plan for the model complex will be followed for those areas along
Avenue 58 and Monroe Street.
Please review the attached information for the meeting. Staff recommends adoption
of a minute motion recommending to the Planning Commission approval of the plans
for Site Development Permit 2004-816.
