CALL TO ORDER
A. This meeting of the Architectural and Landscaping Review Committee
was called to order at 10:04 a.m. by Principal Planner Stan Sawa who
led the flag salute.
B. Committee Members present: Bill Bobbitt, Frank Christopher, and
David Thoms.
C. Staff present: Principal Planner Stan Sawa, Associate Planners
Wallace Nesbit and Martin Magana, and Executive Secretary Betty
Sawyer.
II. PUBLIC COMMENT: None.
III. CONFIRMATION OF THE AGENDA: Confirmed.
IV. CONSENT CALENDAR:
A. Staff asked if there were any changes to the Minutes of September 8,
2004. There being no changes, it was moved and seconded by
Committee Members Thoms/Bobbitt to approve the Minutes as
submitted. Unanimously approved.
V. BUSINESS ITEMS:
A. Site Development Permit 2004-812; a request of Chick-Fil-A for
consideration of architectural and landscaping plans for a restaurant
with a drive -through located on the north side of Highway 1 1 1 , east
of Adams Street in the Pavilion at La Quinta Center.
1. Principal Planner Stan Sawa presented the information
contained in the staff report, a copy of which is on file in the
Community Development Department. Staff introduced Debra
Kerr, Kerr Project Services, and Greg Lollis, with Chick-Fil-A,
project representatives, who gave a presentation on the project.

2. Committee Member Bobbitt asked if there was a way to make a
provision for the developer's landscaping plans be noted to
address the landscaping for the screening of the drive through
so this will be picked up. Are there any other drive-throughs?
Staff stated yes, and it will have a similar landscaping issue.
Mr. Lollia explained the reason for the long drive through is to
separate the drive through first for safety and second to remove
it from the Center's circulation pattern.
3. Committee Member Christopher asked if the berming/landcaping
to screen the drive through was a requirement prior to opening.
Staff stated yes, it is a condition of approval.
4. Committee Member Thorns recommended berming be required.
Staff stated the developer is required to include berming, but
staff is unaware of the exact location. Committee Member
Thorns stated the Crepe Myrtle trees should be replaced with a
tree that will be green more often. Mr. Lollia stated they would
refer the Committee's recommendation to the landscape
architect.
5. Committee Member Bobbitt noted the Crepe Myrtle tree is
beautiful, but agreed it will be bare from November to April. He
stated the Melalucas may be a better tree. The beds proposed
where the Crepe Myrtle are proposed shows a planter five feet
wide, the width of the planting island will create problems later
on if it is not wide enough. If it were possible in the future, he
would ask that the developers provide a wider planting strip.
6. Committee Member Christopher asked how consistent the
colors are with the main building. Staff stated they are
consistent. Committee Member Christopher stated the plans
shows the window sill caps and other capping details as interior
and exterior. This could be a reflection problem if it is not
brushed stainless steel. Mr. Lollia stated they typically are a
bronze, anodized treatment. Committee Member Christopher
stated he would prefer it is the same treatment as the main
buildings.
7. Committee Member Thorns stated that if the Highway 111
landscaping plans do not cover the drive through, a short wall
could be used. Staff stated that will be an option.

8. Committee Member Bobbitt asked that the berming be pushed
away from the drive -through. He then asked what material
would be used on the trellis over the drive -through. Ms. Kerr
stated they propose the glu-Ism beams.
9. Committee Member Christopher stated his concern regarding
the location of the trash enclosure at the main entry to the
Center. The strip in front of it should be buffered with planting.
Mr. Lollia stated they would see that it is planted whether or
not it is on their property or in the common area.
10. There being no further questions of the applicant, it was moved
and seconded by Committee Members Christopher/Bobbitt to
adopt Minute Motion 2004-028 recommending approval of Site
Development Permit 2004-812, as recommended by staff and
amended:
a. Condition added: All exterior window and door sills shall
match the rest of the Center.
b. Condition added: An alternative evergreen to the Crepe
Myrtle trees shall be used.
C. Condition added: Any wood trellis material shall be
pressure treated.
Unanimously approved.
B. Site: Development Permit 2004-814; a request of Rich Entin Family
Trust/Ware Malcomb Architects for consideration of architectural and
landscaping plans for a ±23,760 square foot two-story general office
building on a located at 43-576 Washington Street, on the east side
approximately 960 feet north of Fred Waring Drive.
1. Associate Planner Wallace Nesbit presented the information
contained in the staff report, a copy of which is on file in the
Community Development Department. Staff introduced Cesar
Romero, applicant, who gave a presentation on the project.
2. Committee Member Christopher asked if it was a tilt -up
building. Mr. Romero stated . yes. Committee Member
Christopher asked if there was any added material used to give
dimension to the building. Staff stated there is a dimensional
aspect.

3. Committee Member Thorns stated it is a rectangular building
with very little detail. It needs to be given more detail. Staff
noted the Washington Street setback which does restrict the
development of the building. Mr. Romero explained the details
on the building.
4. Committee Member Christopher stated the south and rear do
show more detail than what fronts onto Washington Street.
Mr. Romero stated a different color scheme may help as well.
In addition, there is an entry trellis which has columns to add
detail.
5. Committee Member Bobbitt stated the roofline is what needs
articulation. He would like to see some vertical relief on the roof
plane. He asked if the windows have any reveal. Mr. Romero
stated they will be set back with beveled angles.
6. Committee Member Christopher asked if the main floor
archways were recessed. Mr. Romero stated they are recessed
with tile accents as well as lush landscape plants.
7. Committee Member Bobbitt stated he agreed with staff's
recommendation to have the Chilean Mesquite trees replaced
with a different variety.
8. Committee Member Christopher asked if there was an overlay
on the east elevation as to what is sitting behind this building.
Staff stated the middle school is proposed in that location. Mr.
Romero stated that on the east elevation they have created
seating areas. The windows are designed so they could be
converted to French doors. Committee Member Christopher
suggested they go with a three color mixed roof tile to break up
the roof. Also, the precast architectural details on the staircase
need to be added to the east elevation between the archway
windows.
9. Committee Member Thoms stated the entry could be enhanced.
Mr. Romero stated they did not want to accentuate the entry as
it was unknown who the tenants may be which could create
different entries.
10. Committee Member Christopher suggested the center of the
roof be pitched up.

11. Committee member Thoms stated he could not support the
project as submitted as the blocky articulation needs to be
addressed.
12. There being no further questions of the applicant, it was moved
and seconded by Committee Members Bobbitt/Christopher to
adopt Minute Motion 2004-02029 recommending approval of
Site Development Permit 2004-814, as recommended by staff
and amended.
a. Condition added: Something is to be added to break up
the roof line by pitching the center of the roof over the
main entry area.
b. Condition added: A different variety of tree shall be used
instead of the Chilean mesquite.
C. Condition added: Architecture precast detailing on the
east elevation similar to that on the south side, shall be
added
d. Condition added: The roof tiles shall be a three color mix.

C. Site; Development Permit 2004-815; a request of John Vuksic for
consideration of architectural and landscaping plans for a single story,
10,000 square foot office building on a 0.83 acre site located on the
west side of Caleo Bay, approximately 270 feet north of Avenue 48.
1. Associate Planner Martin Magana presented the information
contained in the staff report, a copy of which is on file in the
Community Development Department. Staff introduced John
Vuksic and Jon Gray, who gave a presentation on the project.
2. Committee Member Christopher asked if the bright orange was
proposed to pick up the color of the Walgreens store. Staff
stated the desire was to have a continuation of the architecture
and colors in this area.
3. Committee Member Thoms stated that on the north elevation
the stone should wrap around the tower.
4. Committee Member Bobbitt stated he has no objection to the
project. He asked about the size of the parking lot tree islands.
Staff noted the Code requirement has not been amended to
require the 8-feet by 8-feet.

5. Committee Member Christopher noted the elevation facing
Avenue 48 needs special attention given to the landscaping to
buffer the view corridor for the homes to the south. He asked if
there was a lighting plan submitted. Mr. Gray stated the
lighting was already installed on the site and any additional
fixtures needed would be the same.
6. There being no further questions of the applicant, it was moved
and seconded by Committee Members Christopher/Bobbitt to
adopt Minute Motion 2004-030 recommending approval of Site
Development Permit 2004-815, as recommended and amended:
Condition added: Center tower shall have stone added.
Unanimously approved.
D. Site Development Permit 2004-816; a request of K. Hovnanian
Hornes/Forecast Homes for consideration of architectural and
landscaping plans for three prototypical residential plans for Tentative
Tract Map 30092 located at the northwest corner of Avenue 58 and
Monroe Street.
1. Associate Planner Wallace Nesbit presented the information
contained in the staff report, a copy of which is on file in the
Community Development Department. Staff introduced Steve
Chaparro and Angela Wilson, of Forecast Homes, who gave a
presentation on the project.
2. Committee Member Thorns asked why there were no swimming
pools. Mr. Chaparro stated they typically do not show a pool.
Committee member Thorns asked if the developer's
responsibility was only to landscape the front yard. Mr.
Chaparro stated yes, the rear yard is the property owners.
3. Committee member Bobbitt asked if there was a HOA and what
was their responsibility. Mr. Chaparro explained. Committee
Member Bobbitt stated the Phoenix should be planted away
from any traffic area. They should be nursery grown or
inspected by the landscape architect before installation. He
then asked about the retention basins.

4. Committee Member Christopher asked what would be used to
cover the retention basin. Ms. Wilson stated wildflowers.
5. Committee Member Bobbitt stated wildflowers will deteriorate
and become infested with weeds and be a maintenance
problem. He would suggest an alternative be used.
6. Committee Member Thoms asked about the trees at the main
entrance. Mr. Chaparro stated they would have to refer to the
landscape architect.
7. Committee Member Bobbitt went over the proposed plant list
and made recommendations.
8. Committee Member Thorns asked about the perimeter wall. Mr.
Chaparro stated it was a combination of precision and split face
block with horizontal banding. Color is yet to be determined.
9. There being no further questions of the applicant, it was moved
and seconded by Committee Members Bobbitt/Christopher to
adopt Minute Motion 2004-031 recommending approval of Site
Development Permit 2004-816, as recommended and amended
by staff.
a. Condition added: remove Mesquite trees and use
alternative seed mix for hydroseeding retention basins.
b. Condition added: final review of block wall shall be by the
Planning Commission for color contrast.
c. Condition added: Plan 3 shall have a three color mix
roof.
Unanimously approved.

Please review the attached information for the November 3, 2004 ALRC meeting.
BACKGROUND
The project is proposed for a 15,258 square foot lot on the north side of Calle Amigo,
one lot east of Avenida Bermudas. The applicant proposes a tri-plex "live/work"
building, with office space closest to Calle Amigo, and living areas on the north half of
the lot. The residential units are proposed to be two story in height, while the office
space and garage are single story. A single car garage is provided for each unit, with
two additional uncovered parking spaces adjacent to Calle Amigo.
The building footprint, including the living space, office and garage areas, totals 6,423
square feet. The: center unit is proposed to provide 2,510 square feet of living space
on two levels, and the two outer units 2,341 square feet, also on two levels. The
offices are each 457 square feet, and a 260 square foot garage is provided each unit.
The architectural style proposed is Mediterranean, with tile roofs on both the single
and two story structures. Wall finishes are proposed to be stucco, with multi -paned
French doors and wrought iron fences for the offices. By necessity, garage doors will
need to be of the roll -up type. Although expansive windows are provided on the facade
of each unit, veiry limited architectural detail has been provided for the sides and rear
of the structures. It is recommended that the applicant be required to include window
pop -outs, mullions, or raised banding on these elevations, to provide some architectural
interest to these areas of the buildings.
A courtyard is provided for each unit, including a spa and landscaping. The courtyard
areas are shielded by the office and garage spaces on the front, and the residential
units on the back of the lot. A rear entry to each unit will lead to a small back lawn
area, which will 1provide a total of 1,000 square feet of rear yard for all the units.
Although walls separating the courtyards are shown, their material is not detailed. It is
recommended that the applicant be required to construct stucco or stuccoed
slumpstone walls between each unit and around the perimeter of the site.
No landscaping is shown on the project site plan for the parking area, although the
rendering does show flowering shrubs in this area. Since the space between each
parking space is only about two feet, it is recommended that the area between the
open space and front perimeter wall be landscaped with a vertical element, in the form
of shade trees.
Landscaping within the courtyards will consist of Mediterranean fan palms and bottle
trees, both proposed to be 36" box in size. Landscaping in the back yards will consist
of lawn, 24" box citrus and bottle trees.
Village Design Guidelines
The proposed project, being within the boundaries of the Village, must be evaluated for
conformance to the Village Design Guidelines. In this regard, the project meets several
of the stated guidelines, including:
1 . Land uses in The Village shall include residential mixes, at densities as set
forth by the General Plan. Uses which are 100% residential are permissible.
In general, residential uses shall locate above commercial uses in common
buildings, or may be located in stand-alone multi -family residential buildings.
2. Building mass and scale shall be compatible with that of surrounding
structures.
3. Buildings shall be designed with appropriate architectural variation and
detailing to break up monotonous building elevations. Treatments such as
graduated heights, balconies, recessed and extended building sections,
staggered setbacks, etc. should be employed.
4. Structures shall be sited to create internal spaces, with pedestrian access
available from the street or off-street parking areas.
5. Entries; into shops and offices shall access directly to a pedestrian oriented
street or other pedestrian access; single access multiple tenant buildings
should be discouraged.
The applicant is proposing a design which reduces the massing of the buildings closest
to the street, making the project more pedestrian -friendly, while providing a mix of land
uses which will allow residents to work where they live, an integral concept of the
Village.

RECOMMENDATION
The Architecture and Landscape Review Committee recommend to the Planning
Commission approval of Village Use Permit 2004-025 subject to the following
Conditions of Approval:
1 . A 36" box shade tree and a stable groundcover shall be included between each
parking space on the front of the building;
2. The west, east and north sides of all buildings shall be detailed with window
pop outs, raised mullions or banding which provides relief from the flat planes of
the structure;
3. Walls between units shall be 6 feet in height, and of stuccoed slumpstone or
similar solid decorative surface;
4. A 6 foot hiigh solid wall of stuccoed slumpstone or similar decorative surface
shall be required on the west, north and east property lines, outside the front
setback boundaries.

PROJECT PROPOSAL:
The proposed architectural design is similar in style to all the buildings in the
commercial center, and is consistent with the Washington Park Specific Plan. The
buildings are proposed to have flat roofs with uncomplicated and varied roof lines with
deep set multi -paned windows. Exterior wall materials consist of smooth exterior
plaster with stone veneer accents. Building masses are accentuated by deep-set
openings, reveals, inset detailing, and human scale features. Roof lines are distinctive,
and vary by the use of multiple parapet heights and setback screening elements. Colors
are compatible with other building in Washington Park and consistent with the Specific
Plan.

The Landscape Concept Plan provides a visual layout of street, building and parking lot
landscaping with conceptual drawings and details of landscape treatment for a typical
building elevation, entryways, parking and street frontages. The landscaping plan
provides a palette of plant material for shrubs, groundcover, parking lot(s) and
buildings. Ground cover materials are to enhance the appearance of the project,
protect soils from erosion and used to screen undesirable areas such as trash
enclosures. Water efficient landscaping materials, including native plants are provided.
Staff has no issues with this proposal.
RECOMMENDATION:
Recommend to the Planning Commission approval of architectural and landscape plans
for Site Development Permit 2004-818.

plans and elevations for this proposal for your review, comment, and discussion at the

PROJECT PROPOSAL
Tentative Tract Map 31816 was approved by the City Council on March 16, 2004 by
adoption of Resolution 2004-37 for the subdivision of 26 residential lots on 7.75 acres
located at the southwest corner of Westward Ho Drive and Roadrunner Lane in north
La Quinta. Site Development Permit 2004-818 proposes architectural and landscape
plans for two prototypical units with two facades each.

The proposed floor plans provide 3,060 square feet and 3,070 square feet of livable
space on lots generally measuring 76 feet wide by 137 feet long. Proposed materials
include stucco exterior surfaces and concrete tile roofing. Each plan type has two
facade design treatments that include variation in window sizes and shapes, and other
distinct but unifying features such as decorative composite shutters and decorative
vents. Pitched roofs in varied heights, up to 20 feet in height, include enhanced tower
features over front door entrances.
Building color schemes are primarily variations of white and brown plaster with dark
accent colors. Exterior material and color sample board will be available at the
meeting; color copies are attached.
A front yard production landscaping plan has been submitted consisting of two street
trees per lot accented with a variety of shrubs. Trees used for the project are Blue
Palo Verde, Desert Ironwood, African Sumacs, and Elderica Pine. Plant materials are
appropriate for this climate.
Staff recommends the deciduous shrub, Barbados Pride, be replaced with an evergreen
shrub.
RECOMMENDATION:
Recommend to the Planning Commission approval of architectural and landscape plans
for Site Development Permit 2004-818, as conditioned.

Please find attached landscape plans and for this proposal for your review comment,
and discussion at the meeting.
PROJECT PROPOSAL:
Proposed is the preliminary perimeter landscape plans for Tentative Tract 32397
located on the west side Washington Street, north of Laguna de la Paz. The package
includes conceptual landscape plans and plant palette, entry feature, and cross
sections of the landscape area. The applicant proposes a combination of trees, shrubs,
and ground cover with earth mounding, synthetic rocks, and a perimeter retaining wall.
The landscape palette includes Mexican fan palms, acacias, Palo Verde, desert willow,
ironwood, mesquite, and smoke trees.
Proposed is a meandering landscape setback (average 20 foot) with a meandering wall
and sidewalk adjacent to proposed retention areas located inside the gated community.
The proposed wall functions as a retaining wall as well as a privacy and noise barrier
wall. The proposed entry design into the proposed project of 74 residential lots,
makes a dramatic and unique statement with the use of lush landscaping, earth
mounding, and :synthetic rocks as high as 20 feet with transponder activated metal
gates for vehicle; access.

RECOMMENDATION:
Recommend to the Planning Commission approval of preliminary perimeter landscape
plans for Tentative Tract 32397.
