Caltrans (District 11) has reviewed the operation of right turn
deceleration and acceleration lanes.
The acceleration lane has a tendency to promote entrance onto the
roadway when it is not advisable, and to have a deceleration lane
without an acceleration lane poses some geometric difficulties.
There are shoulders on Route 111 to allow deceleration outside the
normal traveled lanes. We therefore, no longer allow right turn
acceleration or deceleration lanes for commercial driveways.

Caltrans (District 11) no longer allows right turn acceleration and
deceleration lanes. •A letter stating this policy has been sent to the
City of La Quinta.
Concerning your specific situation, the most westerly driveway of the
Plaza La Quinta shopping center, we would recommend the following improve-
ments. First, we would recommend that the curb west of the driveway
be aligned with the curb east of, the driveway. Second, that the curb
radius at the entrance (eastbound to southbound) be 25 to 30 feet.
We feel these modifications will improve traffic flow into this shopping
area.

-,I am not satisfied with the change in policy regarding the acceleration
and deceleration lanes by Caltrans. He need to check this out further and
pursue a change in policy if possible.
I am particularly concerned about resolving this prior to the finaling of
the Dunn project since the permit is conditioned to require a deceleration
lane. The Planning Commission and City Council also expect a deceleration
lane as part of that project. This policy will also attest our Highway
111 Specific Plan.

Building "D" Pad, Roger Dunn Golf Shop
Dear Ms. Jacoby:"
This is to update you on the status of your proposal to construct a
Roger Dunn Golf Shop on Building "D" Pad within Plaza La Quinta. As
you should know, Mr. Edward Erlandson, Allen Lee Hibbs and Associates,
recently submitted plans to the Building Division for the initial plan
check on June 3, 1986.
In previous correspondence with DSL, it was agreed that through the
building permit procedure, development of Parcel One (#1) could
proceed without a separate City Plot Plan approval. Previous
Riverside County plot plan approval is adequate for zoning approval
of the project, and therefore, exempts it from the City Plot Plan
Ordinance. However, as a condition of building permit issuance for
the Roger Dunn building, DSL will agree to install a deceleration lane
at the westerly Highway 111 driveway entrance into Plaza La Quinta.
Method of agreement, performance guarantee, and timing of installa-
tion for the deceleration lane must be resolved prior to issuance of
the building permit. Per my recent discussion with William F.
Thurston, DSL Vice President, progress is being made to resolve this
matter with CALTRANS, which is the proper governing authority in
charge of improvements to Highway 111.
In addition,, as understood to be part of the building permit review,
the City must verify compliance with the previous conditions of
approval relative to County Plot Plan No. 5248 and Parcel Map No.
19028 (Plaza La Quinta). Of particular concern is the number of
parking spaces provided as per the approved plot plan. On June 5,
1986, City Staff conducted a parking survey of Plaza La Quinta and
determined that there were 607 total usable parking spaces. The
approved County Plan provides for a minimum of 640 parking spaces.
Please be advised that with ultimate completion of Plaza La Quinta,
a minimum of 640 spaces will be required. The additional parking

space provision will not be required as a part of the Roger Dunn
development.
In reviewing the approved site plan, and its distribution of allowed
uses, there are several inconsistencies between existing uses and
approved uses. For example, Flo's Chicken, a more parking intensive
use, is located in a building approved for retail uses. The Gift
Boutique and First World Travel are located in the Downey Savings
Building which is approved for financial uses. Given that a major
portion of Plaza La Quinta has either not been constructed or is not
being occupied, it is foreseeable that with completion and full
occupancy of Plaza La Quinta, an over -burdened parking situation may
eventually transpire. Applying the current municipal parking
ordinance.to the existing use distribution within Plaza La Quinta, a
total of 753 spaces should be provided. To alleviate this projected
over -burdened parking demand problem, the City may regulate uses on
site in accordance with the County approved plot plan for Plaza
La Quinta. In observing the existing parking lot, there does not
yet appear to be a parking availability problem.
It is advisable that, in the immediate future, the parking area be
improved and striped in locations where spaces are not visable or
delineated. These portions are scattered throughout the parking lot
with several identified near the Beef and Brew Restaurant.
