Fire Department personnel have reviewed and approved the plans you submitted for the above referenced
project. Please be advised the following conditions apply as a part of the conditions for the issuance of a
building permit.
1) Fire sprinkler system plans for the tenant improvement area must be submitted to the Fire Department
for review, along with a plan/inspection fee, The approved plans, with Fire Department Job card must
be at the job site for all inspections.
2) Provide either a separate Knox Key Lock box, Model 4400, 3200 or 1300, mounted per recommended
standard of the Knox Company or provide key(s) for inclusion in the general building Knox Box. If the
building/facility is protected with a fire alarm system or burglar alarm system, the lock boxes will require
"tamper" monitoring. Special forms are available from this office for the ordering of the Knox Box.
3) Install portable fire extinguishers per Tale 19, but not less than 2A10BC in rating. Contact certified
extinguisher company for proper placement of equipment.
4) Install a Hood/Duct automatic fire extinguishing system. System plans must be submitted, along with a
plan checkrnspection fee, to the Fire Department for review.
5) Approved building address shall be placed in such a position as to be plainly visible and legible from
the street and rear access if applicable. In multi -tenant buildings, businesses shall post the business
name and suite number on back doors as well as the front. Suite numbers or letters must be a
minimum of 6" in height. All addressing must be legible and of a contrasting color with the background.
6) Room capacity shall be posted in a conspicuous place on an approved sign near the main exit from the
room.

Some time ago, the Building & Safety Department informed you that tenant
improvement drawings for Okura Restaurant needed to be prepared by a
licensed architect. This determination. was made because the shell building was
not reviewed and permitted to include anything other than Group B and M
occupancies. Since Okura is a Group A-3 occupancy, the space it will occupy
must to be converted from Type V -N construction to Type V -1 -hour construction
to qualify the building's allowable areas. This condition precluded the use. of an
unlicensed person to prepare the tenant improvement drawings in accordance
with Section 5538 of the California Business and Professions Code because the
scope of work impacted the structure and safety of the building.
The design/development team requested permission to have a licensed architect
take responsibility for the one-hour .construction detailing, while an unlicensed
person take responsibility for the remaining non-structural tenant improvement.
The Building & Safety Department granted that permission.
On June 9, 2005, an application was submitted for the conversion to one-hour
construction. Subsequently, on June 15, 2005, an application was submitted for
the non-structural tenant improvement.
Last week, you inquired about the -timing of permit issuance for two distinct
portions of work. At that time I told you that I would not issue the building permit
for the non-structural tenant improvement until the work of converting the space
from Type V -N construction to Type V -1 -hour construction was completed. You
asked me to reconsider that decision, citing hardship to the sequence of
construction. After meeting with my plans examiner and building inspector to
discuss coordination of the project, I have decided that your request has merit.
I will issue the permit for the tenant improvement concurrent with, or anytime
after, issuance of the permit for the Type V -1 -hour conversion. However, your.
decision to separate the job into two portions has an impact on the presentation
of construction documents.
The 2001 California Building Code, Section 106.3..3, expressly requires that
"plans for buildings other than Group R, Division 3 and Group U Occupancies
shall indicate how required structural and fire -resistive integrity will be maintained
where penetrations will be made for electrical, mechanical, plumbing and
communication conduits, pipes and similar systems."
Consequently, significant coordination between the two sets of drawings is
required. While I have two different plans examiners assigned to the two portions
of work, they are working together to ensure that all of the above -noted code
conditions are met. Your licensed architect will be responsible for all penetration
detailing and your unlicensed designer will not be permitted to include those
details. on his/her work. Each set of drawings must cross-reference the other as
appropriate for complete coordination of the work.
This detailing is critical to the occupants of the entire building. If done correctly,
we'll have good reason to be confident in the building's performance'in.the event
of an emergency.
Because of the complexity of the coordination of this work, anything that you can
do to reduce the potential number of contact people involved would make it
easier for us to provide you with quality service.

The plans are now approved subject to the conditions listed below and the attached compliance-'silieet.
1. This plan does not include sewage or water service approval. Prior to the, final inspection provide a grease
interceptor sizing form from your local water agency. For more information call County of Riverside Land Use
at (760)863-7000.
2. Provide an additional 2' of back-up dry storage shelving to meet the 32' minimum requirement for this facility.
3. Provide approved heat resistant material at the cook line. (i.e. Stainless steel). See correction on page FS-1.
4. The hot water heater requirement for this facility is 175,000BTU or 40KW and 100 gallon capacity.
5. All floor, wall and ceiling finishes in food service areas must be smooth and easily cleanable including
waitress and self service stations such as drink dispensers.
6. The mop sink must be of the floor basin style. Behind all sinks in the splash zone the finish must be water
proof to a height of 8' (e.g. FRP/tile)
7. The trash enclosure must meet current standards and be finished so that the interior floor and walls are
smooth and easily cleanable. Seal these interior surfaces with an approved two part epoxy.
8. All exterior and restroom doors must be self closing. Exterior doors must also be sealed against entry by
vermin. Service windows such as drive through windows must likewise be self closing and if greater than 216
square inches have dedicated air curtains. The delivery door air curtain must deliver air at a velocity of 1600
fpm at a height of 3' above the floor.
9. A construction guide has been issued with this plan correction. All issues not otherwise addressed by this
plan correction must be resolved according to the guidelines set forth therein.
10. The number of lockers provided shall be equal, or greater than the number of workers assigned to a peak
shift
11. A certified air balance report will be required prior to final approval.
12. The 3 compartment bar sink must have dual integral 18" drain boards. Plans indicate one 12" drain board.
See redline correction on page FS-1.
CONSTRUCTION INSPECTIONS: Contact the Plan Checker for a Preliminary Inspection when construction is approximately
80% complete, with plumbing, rough ventilation, and rough equipment installed. Request for inspection should be made at least five (5)
working days in advance. A compliance guide is attached to this plan correction sheet. All construction not otherwise addressed on the
plan correction must be performed in accordance with the guidelines set forth therein. A FINAL INSPECTION MUST be made upon
completion of ALL work including finished details. APPROVAL to operate shall not be granted, or remodeled areas approved to
operate, until the facility has passed the FINAL INSPECTION, and "APPLICATION TO OPERATE" has been completed and
PERMIT FEES have been paid.
