Indian Wells, CA 92210 SUBJECT: PLOT PLAN 93-497 (RED ROBIN RESTAURANT) Dear Mr.' Allen: The Planning and Development Department has reviewed your initial set of working drawings for the Red Robin Restaurant in the One Eleven La Quinta Center. We have found that a number of corrections are needed. These revisions are as follows: 1. Roof lighting fixtures shall be in compliance with the City's "Dark Sky" Ordinance. If light fixtures are not in compliance they will be required to be removed (Condition #4). 2. The handicap ramp between the handicap parking stalls on the north side of the building is required to be widened to 8 -feet and relocated so that the landscape planter at the top of the ramp (south end) does not interfere with persons utilizing the ramp (Condition #12). 3. Trash enclosure specifications are not in compliance with Waste Management design standards. Please contact Waste Management of the Desert for proper standards and include them as a part of the working drawings (Condition #15). 4. Submit final landscaping and irrigation working drawings, incorporating Conditions #16, 17, 18, and 19. 5. Along the east side of the building, a trellis similar to that utilized on the west side of the building is required to be provided. The site plan on CS -1 indicates a small trellis on the east side of the building. However, no additional details are shown for this trellis on either a detail sheet or the east elevation -of the building. Include appropriate specifications and plans for the trellis. Additionally, the trellis should span at least of ten feet of the east side of the wall over the doorway (Condition #20). 6. The window glass _on the building is required to be either recessed or provided with overhangs so that a minimum of two feet protection is provided. Plans show two foot overhangs in some areas. However,- not all section views and details indicate the two foot protection. The plans should be revised to insure that this is provided (Condition #21). LTRSS.389MAILING ADDRESS - P.O. The roof trellis members are required to be placed close enough to provide shade with all wood members a minimum of 3" X 6" and lag bolted. There are no details on the trellis to determine that this condition is being complied with. The plans must be revised to comply with the condition (Condition #23). 9. Condition #25 requires that the following items be studied and revisions implemented if it is determined to be necessary by the City: A. The vertical treatment along the upper parapet roof. B. The applicant shall study the possibility to provide additional horizontal members on the windows. There is no indication that this item has been dealt with. 10. Sheet, CS -2 indicates a screen wall detail. It is not clear where this screen wall is being utilized. The plans should be revised to show where this screen wall is to be used. 11. The landscaping and irrigation plans are required to be reviewed and approved by both the Riverside County Agricultural Commissioner and the Coachella Valley Water District. These clearances must be received prior to a building permit being issued. Please make the necessary changes or clarifications to the working drawings.
