Gentlemen:
In accordance with your request, Giles Engineering Associates, Inc. (GEA)
presents this Final Compaction Report which serves as a summary of the construction
monitoring performed by GEA during subgrade preparation and compaction
operations in the building pad', parking, and drive-thru areas of the above
referenced site.
PROJECT DESCRIPTION
The subject site was previously an undeveloped outlot within a relatively new
shopping center located on the north side of Highway 111 between Washington and
Adams Streets. A subsurface exploration was performed and a geotechnical report
was prepared for the site by GEA and is referenced in GEA Project No. 2G-921118.
At the time _of exploration, site topography sloped gently to the north with
approximately 3± feet of elevation differential across the lot. Subsurface conditions
identified at the time of exploration consist of 7 to 8± feet of fine sandy possible fill
soils underlain by moderate strength sandy native soils. Soils classified as possible
fill were most likely placed during previous grading activities for the entire shopping
center.
SUMMARY OF EARTHWORK OPERATIONS AND TESTING
Subgrade preparation activities were initiated on August 4, 1993, after the
site had been cut down to the proper rough finished grade. After proper elevation
had been attained, the entire site was proofrolled with a full rubber tire loader to
detect any possible soft areas of which none were found. Soils were then scarified,
moisture conditioned and recompacted with the loader. Curb and gutter subgrade
soils were recompacted with wacker compactors just prior to pouring concrete.
Backfill soils placed within the main electrical and telephone trenches were also
moisture conditioned and compacted in lifts with wacker compactors. All soils placed

and compacted as part of the above described procedures were compacted to at least
90 percent of ASTM D-1557 maximum dry density.
Drive-thru and parking subgrade soils were scarified, moisture conditioned
and recompacted just prior to placement of aggregate base material. Sidewalk and
trash enclosure subgrades were also prepared prior to placement of concrete.
Subgrade soils were recompacted to at least 90 percent of ASTM D-1557 maximum dry
density using a vibratory drum roller. Hand operated wacker compactors were
utilized in areas of limited access.
Aggregate base material placed in drive-thru and parking areas was moisture
conditioned and compacted with a vibratory drum roller. Base material was
compacted to at least 95 percent of ASTM D-1557 maximum dry density.
Placement of asphaltic concrete within the parking area was also monitored by
GEA. Paving operations were monitored with respect to thickness, temperature and
density of the asphaltic concrete. Compaction tests and visual observations
indicated that asphalt had been compacted to at least 95 percent of maximum density
and that the pavement section is suitable for intended use.
Structural fill compaction was tested by the Nuclear Method (ASTM D-2922)
and referenced to maximum dry density value obtained by the Modified Proctor
method (ASTM D-1557-78) . Locations indicating passing test results (at least 90
percent or 95 percent of the maximum laboratory dry density, depending upon the
material being compacted) are indicated on the enclosed Density Test Location Plan,
Figure 1. Test results are indicated on Table 1, enclosed with this report. In
addition, data regarding the soil types used as structural fill and aggregate base
course are presented on Table 2.
The suitability of the subgrade soils within the footing excavations was
evaluated by a GEA representative. Soils were evaluated for bearing strength
utilizing a dynamic cone penetrometer. The results of field testing of the bearing
soils indicated bearing strengths in compliance with the design bearing capacity of
2,000 psf as indicated in the previously referenced GEA geotechnical report.
CONCLUSIONS
Geotechnical construction monitoring and testing performed by GEA during
site development indicate that the building pad area and the subgrades within the
parking lot and drive-thru areas have been suitably prepared in accordance with
recommendations presented in the original soils report and local building code. The
building pad and new pavement areas are anticipated to provide adequate
performance for the intended use which consists of supporting a lightly loaded,
single story structure and parking lot pavement subjected to relatively low intensity
vehicular traffic.

We are neighbors at Lake La Quinta, directly behind your new Stemmart
store. Our 1.00 ft. long wall faces the back side of your store on. 47"' St. We
_respectfully request that you mitigatethe harsh, glaring lights in your rear _
parking lot and those attached to the exterior back wall of your store.
Unfortunately, neither the building light fixtures nor the tall light standards
are slvelded which would make their presence less offensive. Our night sky
experience is non-existent because of the brilliant glare of your lights. And
we are embarrassed to entertain outdoors in. the evening because of those
bright lights.
Having communicated with the building department, we are. aware of La
Quin.ta regulations requiring a commercial property's sensitivity to lighting
impact on adjacent neighborhoods. We speak for our Lake La Quinta
neighborhood association in asking for your cooperation in lowering the
light level and shielding the exposed building light fixtures. Our property
values are directly impacted by this exposure and we trust that you will
appreciate and address our concerns. Other large retail stores have mitigated
their lighting impact much to the neighbor's benefit.

Stienmart, dark sky inquiry
Tom,
Diane informed me to investigate the lighting at the rear of the Stienmart building for a dark sky lighting nuisance, with
concerns expressed from a citizen on Via Antibes. I observed several wall sconces with obscure plexi -glass shielding
during the day. The building has a temporary certificate of occupancy with Planning department corrections for screening
trash compactors pending. Shall I direct the concern for lighting to Planning department (Fred Baker) to reconsider their
final approval of the project. Similar lighting packages are being installed on the new Circuit City project, not finaled to
date. Please advise me if you desire a site visit at night to report further on lighting nuisance concerns.
