Gentlemen,
In regard to the outstanding accessibility issue at SteinMart, I have made a field inspection, taken pictures,
consulted with John Freeland and Paul Goble of Public Works and met with the developer on Friday,
November 12, 2004. The intent of this e-mail is to speak on behalf of both departments in rendering a decision
on this subject.
Although the specific question raised by the architect and project manager was about the accessible route of
travel to the main entrance, this e-mail will address all three of inspector Danny Crawford's site concerns noted
during the final inspection of the building.
Correction written:
"Main entrance accessible route of travel is under review. Access as approved by the Public Works
precise plan does not provide access to the main entrance without directing pedestrian traffic behind
parked cars to access disable parking curb cut ramps."
Required action:
Correction overturned, no corrective action required.

"Construct 18' wide curb cuts per approved Public Works precise Plan at east and west accessible parking
spaces:"
Discussion:
The revised plan (sheets 7 & 9, approved on 10/14/04) shows accessible parking in front of the store,
generally east and west of the entry. Each grouping includes an 18 -foot wide curb ramp whose lower
end terminates at two blue -painted access aisles. See the remaining three photos.
The field condition is that the curb ramps are actually constructed much narrower than the approved
..dimension. The ramps are technically compliant with CBC chapter 11 B.
However, the sitework related to accessibility is not constructed per plan, rendering approved plans
that do not match the as -built condition.
Required action:
Either:
• Construct the 18 -foot wide curb ramps as approved.
Or:
• Revise the Precise Grading Plan to match the as -built field condition.
• Submit revised plan to Public Works for review and approval.
Correction written:
"Construct approved hand rails on each side of west elevation walk ramp. Ramp is 7.6% eleven feet long.
Ramp is not approved or identified on Public Works precise plan."
Discussion:
This item is partially solved. Compliant rails are in place. However, neither the grade condition nor the
ramp is shown on the Precise Grading Plan.
Required action:
• Revise the Precise.Grading Plan to match the grade condition, ramp and rail as -built field
condition.
• Submit. revised plan to Public Works for review and approval.

Staff has field inspected the above referenced building for occupancy ,and has the
following comments:
The trash compactor, which was not illustrated or noted on any of the Site Development
Permit submittals for the Planning Commission, is required to be enclosed and screened
(Zoning Code 9.100.200 D). The approved wall and gate design for trash and recycling
enclosures for the Washington Park Commercial Center is required for the construction of
the enclosure. Also, add two additional trees in the planter in front of the compactor to
screen the top of the compactor.
The Community Development Department Chas signed off on a Temporary Certificate of
Occupancy for this building. Although this memo is late, the Building Contractor and
Washington Square Project Manager are aware of the need for a screen wall for the trash
compactor and an additional two trees to screen the top of the compactor.
