FIRST REVIEW
Revise plans, specifications, and calculations to clearly respond to the following
comments:
Respond in ' writing to each comment. Indicate which detail, specification, or
calculation show the required information. Responses such .as "see plans".or "plans =
comply" do not save time. Responses of a general nature, such as "Handrails shall be
per UBC 1006.9" are not acceptable. Please show or note specifically how
compliance with a code requirement will be achieved. Architect or engineer stamped
plans cannot be modified in any way. (Except by the architect orengineer) plans
modified by others will not be accepted.
Any responses not conforming to the literal requirements of the codes can only be
approved by the Building Official.
Any red marks on the submitted plans are comments that shall be complied with.
Please return such set with corrected plans for review.
Provide current- ICBO evaluation reports for all items to be installed, utilizing the
approvals therein. 'Evaluation reports are subject to the local Building Official's
acceptance and approval of each specific report, and is subject to modified
acceptance.
Provide project specifications, including but not limited to, building codes, plumbing
codes, mechanical codes and general material specifications for all materials used.
Two sets of corrected plans require wet ink stamp of the civil/mechanical engineer. for
all portions of the plans related to engineering. Engineer who prepared calculations -
shall sign plans.
1. Provide Riverside County Fire Marshall approval.
2. Provide Riverside County Environmental Health Department approval.
3. Provide Air Quality Management District approval.
4. Provide City of La Quinta Community Development Department approval.
5. Provide City of La Quinta Public Work's Department approval.
6. Accessible path from bus stop, Section 1 1 146:1.2 (or verify that Public
Work's is doing it).
7. Visible contrast on top and bottom tread of mezzanine stairs, Section
1006.16.1.
8.. Note 10" smooth surface at the bottom of all doors, Section 1004.15.
9. Note maximum opening effort of doors, Section 1004.13.
10. Minimum -24" strike side clearance required at doors #4 and #8, Section
1004.9.2.2a.
11. Show all exit signs per Section 1013.1.
12. Show exhaust pipe, extensions for each service bay per Section 1202.2.4.
13. Show doors #44 and #46 to be self closing.
14. Show method of self closure (manufacturers specs) on fire doors 43 and 45.
15. Show proposed hardware for all doors. Hardware for exterior doors (except
for main entrance #3) must be openable without key or special knowledge
per Section 1004.3. Exception #3 noted on plans (page A-8) does not apply
to this project.
16. Main door (#3) must be signed per Section 1004.3 if locking hardware is
used.
17.. Show glazing on all doors and glazing adjacent to doors to be tempered
glass, Section 2406.4.
.18. Provide draft stopping. Area between stops not to exceed 9,000 square feet'

1.A. The grounding electrode conductor at 11 2.5KVA transformer "T2" is required
to be a minimum size 1 /0 copper rather than the size #4AWG -shown_ in the
transformer schedule. . (NEC 250-26b,250-94)
B. The G.E.C. at 150KVA transformer "TI" is also required to be a minimum size
1 /0 cu rather than size #2AWG shown.
2. Panel "A" is shown as a 225 amp panel in the SLD, but shown as a 400 amp
panel in the Panel "A" schedule on E-6. (Note: Panel "B" with a larger load
than panel "A" in shown as only rated 225 amps. Please review).
3. Show a circuit to a fire alarm panel (for sprinkler flow/tamper switches,
audio/visual, post indicator alarms, etc.) provided with a back-up battery.
Otherwise, in the SLD show a tap (minimum #BAWG) connected ahead of'
the main disconnect for a fire alarm circuit. (700-12e)
4. Show in the SLD grounding systema bond to the building interior sprinkler
piping. (250-80b, 250-95)
5. Specify on the plan that 'All electrical non-metallic conduit installed
underground, including the service lateral and parking lot lighting conduits,
shall be PVC schedule 40 (or 80)." (UL)
6. Sheet E-6, Circuit E-14,.16,18 shows "73" rather than "72".
7.... Sheet E6, Circuit D-2,4, (Elec. Water Heater): The 20A/1 P breaker does not
protect the 9KW water heater. Min. Breaker required is 60 amp, 2 -pole.
(422-14b).
8. Sheets E-1 & E-2 - All outdoor lighting shall comply with City of La Quinta
lighting requirements so as not to hinder Mt. Palomar Observatory work.
Those requirements include but are not limited to the following:
A. All fixtures with HPS, MH & incandescent lamps shall be fulled
shielded to prevent spill of light into the night sky.
B. Signs constructed of translucent material and wholly illuminated from
within do not require shielding.
C. Metal halide display lighting shall not be used for security lighting after
11 p.m. (or after closing if before 11 p.m.) unless fully shielded.
D. The unshielded outdoor illumination of any building, landscaping,
signage or for other purpose is prohibited except with incandescent
fixtures less than 160 watts.
Note: Overall jurisdiction and review of outdoor lighting is by the City of La
Quinta Planning Department. Please obtain a copy of the "Outdoor
Lighting and Control Ordinance, Chapter 9.210" for further
requirements.
9. Sheets E-1 and E-2, Outdoor Lighting:
A. Show the "home runs" from the exterior light poles at the north side of
the property to the panel boards.
B. Show or specify on the plan that "The sum of the manufacturers EPA
(equivalent projected area) for the light fixtures and their arms on a
pole shall not be more than the withstand EPA of the pole published
by the pole manufacturer for an 80 mile per hour wind with gusts up
to 104 miles per hour. This requirement shall apply for 4" x 4" and 5"
x 5" poles with .each type of fixture configuration shown on Sheet E-
2."
10. Sheet .E-2: Show in the Light Pole Detail that a grounding lug shall be
provided in the pole handhole. (410-15b)
11. Sheet E-1: The pole handholes are not large enough to accommodate the
quantity of conductors entering and leaving the handhole. For instance, at
Pole #14 there are 4 # 8's and 14 # 10's and 3 G's entering the handhole
and 24 # 10's and 5 G's leaving the handhole. This many conductors would
normally require an enclosure of at least 110 cu inches. Therefore, show on
the plan a means to avoid congestion in.the handholes. (370-16 & Table
370-16b)
12.. Sheet E3:
A. It appears that transformer "72" as shown is to be wall mounted.
Therefore, show the weight of this heavy transformer and show
mounting details stamped by a civil engineer.
B. Similar comment as in Item 12A above for transformer "71 ".
13. Sheet E-5: Show or specify on the plan that evap coolers (EC's) 1/2 HP
motors shall be provided with overload protection if these motors do not
have thermal overload protection built-in. '(430-32)
14. Sheet E-2: Specify that "The lighting control cabinet shall be made of non-
combustible material. No wood allowed, both interior or exterior.
15. The electrical engineer responsible for the preparation of these plans shall
stamp and "wet" sign each sheet of the plans.
