In order to receive the Community Development Departments clearance to obtain a permanent Certificate of Occupancy, the requirement for modification to the earthen berm and planting south of your drive- through lane within the parkway area of Highway 1 1 1 must be completed. This requirement was imposed by the Planning Commission when they approved your bank's development plans. The requirement reads as follows: "An earthen berm, a minimum of four feet higher than the drive-thru lane grade, shall be provided adjacent to Highway 1 1 1. If needed, a stem wall adjacent to the north side of the berm shall be provided to provide the required berm height. The access sidewalk to Highway 1 1 1 shall be meandered with some berming provided adjacent to the sidewalk. Landscaping shall be provided at the top of, the berm to provide additional screening." Our department approved landscaping plans submitted by Marchi & Associates that showed this berming being provided. Because the required berm is off your site and on common area owned by the center's developer, Thomas Enterprises, it was our belief that the required modification to the berming and planting would be coordinated with the center developer.
