This meeting of the Historic Preservation Commission was called to order by Chairman Robert
Wright at 3:03 p.m. who led the flag salute and asked for the roll call.

A. It was moved and seconded by Commissioners Puente/Mitchell to approve the
Minutes of January 6, 2000, with the following corrections:
1. Delete former Commissioner Vossler as an attendee.
2. Business Item B., # 6: Commissioner Mitchell made a correction regarding
the importance of the Trail. He stated it was for religious purposes associated
with the cupules on the boulder, not the milling features.
It was then moved and seconded by Commissioners Mitchell/Puente to approve the
Minutes of January 6, 2000 with the corrections as noted. Unanimously approved.
V. BUSINESS ITEMS
A. Cultural Resources Survey, Historic Buildings Evaluation and Archaeologicall
Testing for Norman Golf Course; Results of Monitoring and Archaeological Testing

Principal Planner Stan Sawa presented the staff report, a copy of which is on
file in the Community Development Department.
2. Commissioner Irwin noted on Page 2, 4`h paragraph where it states, "The
report indicates that collected materials were curated with either the Torres -
Martinez Desert Cahuilla Indians or La Quinta Historical Society, that
disclosed the Historical Society had received no artifacts from this site, but
would like to receive same.
3. Commissioners Mitchell, Puente and Chairman Wright commented on how
complete, and well done, the report was.
4. There being no further discussion, it was moved and seconded by
Commissioners Puente/Mitchell to adopt Minute Motion 2000-005 approving
the Cultural Resources Survey, Historic Buildings Evaluation and
Archaeological Testing for Norman Golf Course, Results of Monitoring and
Archaeological Testing at Site CA-RIV-6362, and Results of Paleontological
Monitoring Program. Unanimously approved.
B. Final Report on Phase II Test Investigation at CA-RTV-6376 in Tract 23995 located
on the north bank of the Whitewater River Storm Channel, between Washington
Street and Adams Street. Applicant: Century -Crowell Communities. Archaeological
Consultant: Archaeological Advisory Group (Jim Brock).
1. Principal Planner Stan Sawa presented the staff report, a copy of which is on
file in the Community Development Department.
2. Commissioner Puente commented on how well the report was prepared.
3. Chairman Wright concurred and added it was very comprehensive.
4. There being no further discussion, it was moved and seconded by
Commissioners Puente/Mitchell to adopt Minute Motion 2000-006 approving
the Final Report on Phase II Test Investigation at CA-RIV-6376 in Tract
23995. Unanimously approved.
C. Phase I Cultural Resources Assessment for Tentative Tract 295637 located northwest
of the intersection of Dune Palms Road and Westward Ho Drive. Applicant:
Century -Crowell Communities. Archaeological Consultant: Archaeological
Advisory Group (Jim Brock).
1. Principal Planner Stan Sawa presented the information contained in the
report, a copy of which is on file in the Community Development
Department.

2. Commissioner Mitchell commented that he was glad there would be
monitoring.
3. Commissioner Puente asked for clarification of what was meant on Page 13,
under Research Design - where it was stated "Due to the limited scope of this
study and the fact that no specimens were collected, a formal research design
was not prepared."
4. Planning Manager di Iorio explained a Phase I study generally does not
generate any artifact scatters, or localized areas of isolates, etc., but raises
questions that could be answered by additional work, if it is proven to be
necessary. There may be some historic archaeology here because of it being
a homestead. That might be part of the reason why they are recommending
the monitoring.
5. Commissioner Irwin interjected the area had been farmed and plowed so
there was very little chance anything was left on the surface.
6. Planning Manager di Iorio agreed and added that 1s why the archaeologist
reported it was a sensitive area even though the top layers hadn't revealed
anything, but there was potential.
7. Commissioner Irwin offered some historical background on the site.
8. Planning Manager di Iorio likened the site to a report prepared earlier at PGA
West (Norman Golf Course) and its former use as a turf farm. After the
studies were completed, they were surprised at how many artifacts were
found, including a cremation site.
9. Chairman Wright stated he, too, wanted monitoring of the site.
10. There being no further discussion, it was moved and seconded by
Commissioners Puente/Mitchell to adopt Minute Motion 2000-007 accepting
the Phase I Cultural Resources Assessment for Tentative Tract 29563.
Unanimously approved.

Planning Manager di Iorio gave a brief report on the status and .asked if the
Commissioners would like to schedule this item for the March 23rd agenda, with a
representative from the La Quinta Historical Society in attendance. General
discussion followed regarding who should be invited from the Historical Society and
whether Commissioner Irwin would be allowed to vote on items involving the
Historical Society. Chairman Wright stated this item would not require a vote.
After discussion it was decided, that the next meeting would be held on March 22"';
instead of the regularly scheduled meeting date of March 2,3`d, adding the 'Tradition
to the agenda. Unanimously approved.
B. Chairman Wright asked if any more applications had been submitted for Historic
Preservation Commission and expressed his concerns about needing another person
on the Commission. Planning Manager di Iorio cortrmented that no other
applications had been received and steps needed to be taken to entice additional
members to this Commission.
VIIL ADJOURNMENT
There being no further business, it was moved and seconded by Commissioners Irwin/M itchell to
adjourn this meeting of the Historic Preservation Commission to a special meeting date on March
22, 2000. This meeting of the Historical Preservation Commission was adjourned at 3:30 p.m.

Starlight Dunes is a partially developed tract started in the early 1990's. In 1996, a
new Tentative Tract Map was approved for the remaining unrecorded lots. Century -
Crowell Communities has purchased the land for development of single family
residences.
In September, 1996, the Historic Preservation Commission approved a Phase I Cultural
Resources Report prepared by CRM TECH in conjunction with the processing of the
new Tentative Tract Map. Although the report did not encounter any archaeological
resources, monitoring of the grading was required by the approval of the Tentative
Tract's Environmental Assessment.
DISCUSSION:
James Brock of Archaeological Advisory Group conducted monitoring of the Tract Map
area in late December, 1999. Monitoring was terminated after the site was scraped
down to a level that was below any zone considered archaeologically sensitive. No
prehistoric or historic sites, features, structures, or isolated artifacts were encountered
during the monitoring.
RECOMMENDATION:
Adopt Minute Motion 2000-, accepting the report on Archaeological Monitoring
for the Starlight Dunes Project, Tract 23773-4 and remainder, located north of Fred
Waring Drive, west of Adams Street.

A Phase I historic/archaeological cultural resources report for approximately 10 acres
at the northwest corner of Highway 111 and Washington Street was approved by the
HPC at its meeting of January 6, 2000. That report identified two prehistoric sites,
CA-RIV-3659/H and CA-RIV-6385, which required further evaluation through
archaeological testing.
During the January 6, 2000, HPC consideration a development project had not yet
been submitted. Madison/PTM LQ LLC has since submitted applications for Specific
Plan 2000-043 and Conditional Use Permit 2000-049 for a 71,350 square foot
commercial shopping center on the property. Therefore, this report will become part
of the Initial Study for an anticipated Mitigated Negative Declaration pursuant to the
California Environmental Quality Act requirements.
DISCUSSION:
During the Phase I survey, the two prehistoric sites were found to consist of
potsherds, lithic debitage, burned clay, fire -affected rock, some large burned mammal
bones, and sun -colored amethyst glass.
Seven artifacts were surface collected from CA-RIV-6385, the newly identified site.
One surface scrape, three test excavation units, and two backhoe trenches were
excavated from this site. Artifacts collected consisted of a modest amount of
potsherds, bone fragments, chipped stone, fired clay, rocks, and fire -affected rock.

A large number of artifacts (750+), including chipped stone, potsherds, bone
fragments, rocks, glass fragments, fired clay, one shell bead, and one piece of historic
ceramic were recovered during surface collection of CA-RIV-3659/H. As a result, nine
loci were delineated and the site boundaries were enlarged.
Five surface scrapes, eight test excavation units, and two backhoe trenches were
excavated from this site. These resulted in the collection of the same type of artifacts
that were surface collected, plus some slag and charcoal.
Three concentrations of burnt and fragmented large mammal bones were observed
during the re -survey of the surface of this site (CA-RIV-3659/H). Upon examination
by the Office of the Riverside County Sheriff -Coroner, it was determined that at least
three bone fragments are prehistoric human. The Torres -Martinez Band of Indians was
determined to be most closely related and consulted. Reinterment of these remains
and associated grave goods, if any, will be handled based on their recommendations.
The report concludes that the two prehistoric sites on the property do not constitute
"historic resources" as defined by the California Environmental Quality Act (CEQA) and
as such, no further testing is necessary. However, the development project will
impact a site that has special ethno-cultural significance to the local Desert Cahuilla
Indians, and mitigation measures are necessary.
Due to the possibility of buried subsurface cultural deposits, archaeological monitoring
is recommended during grading and other earth -moving activities in the project area.
The final report for this study, including the results of the artifact analysis and a
discussion of research questions in the context of regional prehistory, will be
completed and submitted to the HPC prior to the beginning of building construction.
RECOMMENDATION:
Adopt Minute Motion 2000- , accepting the Interim Cultural Resources Report
titled, "Archaeological Testing and Evaluation of Sites CA-RIV-3659/H and -6385 as
prepared and recommended by CRM TECH, subject to the following conditions:
1. The final report for this study (Archaeological Testing and Evaluation Program),
including the results of the artifact analysis and a discussion of research
questions in the context of regional prehistory shall be Submitted to the HPC
for approval prior to the beginning of building construction.
2. Final report on the archaeological monitoring of the site shall be submitted to
the HPC prior to issuance of final occupancy of the first building in the project.
3. All recommendations of the Torres -Martinez Band of Indians for reinterment of
the human remains and associated grave goods shall be followed prior to
issuance of final occupancy of the first building in the project.

BACKGROUND:
A Specific Plan is expected to be filed shortly for this property Consisting of a mixed
commercialllight industrial development. An Initial Study for a Mitigated Negative
Declaration will be prepared pursuant to the California Environmental Quality Act
requirements. A Phase II interim archaeological testing and evaluation program report
has been submitted for use in preparing the Environmental Assessment. The Phase
I study was approved by the Historic Preservation Commission on June 17, 1999.
That study included the adjacent properties to the east and west, which were: part of
a larger project that included this property. This property was removed from the
project prior to the City approval.
DISCUSSION:
The Phase I study in 1999 found portions of two prehistoric sites, CA-RIV-2936 and
-6190 on the west and east ends of the property, respectively. These sites consisted
of scatters of burned clay and rock, with some pottery fragments, small animal bone,
and pieces of mussel shell. Remains of an apparently intact fire pit were found) on CA-
RIV-6190. Because of sand dunes between these sites that may be relatively recent
in origin, the report surmised that these two sites may be connected, and part of a
larger elongated site.
All surface artifacts were collected, with their locations used to establish loci or
artifact concentrations. Fourteen surface scrapes, eight test excavation units, and
three backhoe trenches were conducted on CA-RIV-2936. Six surface scrapes, two
test excavation units, and one backhoe trench were conducted an CA-RIV-6190. Six

additional backhoe trenches were dug between the two sites to explore the possibility
of buried extensions of the two sites in this area.
Artifacts found included ceramic sherds, groundstone, lithic artifacts, shell beads, shell
fragments, bone fragments, fired clay, charcoal, rocks, and fire -affected clay. All
recovered artifacts are being cleaned, sorted, counted, and catalogued by CRM TECH.
Artifact analysis is being conducted by several different specialists.
The report concludes that the two prehistoric sites on the property do not constitute
"historic resources" as defined by the California Environmental Quality Act (CEO.A) and
as such, no further testing is necessary. Due to the possibility of buried subsurface
cultural deposits, archaeological monitoring is recommended during grading and other
earth -moving activities in the project area. The final report for this study, including the

006", as prepared by CRM TECH; subject to the following conditions:

including the results of the artifact analysis and a discussion of research
questions in the context of regional prehistory shall be Submitted to the HPC
for approval prior to the beginning of building construction.
2. Final report on the archaeological monitoring of the site shall be submitted to
the HPC prior to completion of the first building in the project.

Dear Friends of the Historical Society,
It's hard to believe, March is here already. This has been a
very good season for your Society. All events have been
well received, thanks to each of you.
We are just coming down from an extremely successful gala.
With Jack & Nancy Chaffee Whitaker as our special guests,
the U. S. Marine Corps Band, Lalo Guerrero and the Ted
Herman Band, Honey & Robb Atkins and their committee out
did themselves. Next year's January 20l" gala will celebrate
the 75t" Anniversary of the La Quinta Hotel, so save the
date! I'm sure Honey & Robb will have something special
planned for our enjoyment.
We have a bus tour planned for April 2nd. Harry Quinn, a
local geologist, will take us to Joshua Tree National
Monument and the Barker Dam Rock Art Area. The cost is
$25 and includes a wonderful box lunch and water
throughout the day. Our last bus tour sold out quickly, so if
you are interested, please call 564-1283 for reservations.
Your reservation is not complete until we receive your check.
We do have news on the sale of the Museum to the City.
We have agreed to the conditions of the operating
agreement and sale of the property and expect to enter
escrow shortly. It has been a positive experience working
with the City. In June, the Board appointed Joe Irwin to
negotiate with the City and he was very diligent on our
behalf. Hopefully, we will all be around to see the new
museum built.
March, April and May are busy times for the Society. This is
the time when we focus our attention on the schools in our
area. Thanks to board member Cheryl Schuler in
cooperation with Ann Copeland from the Water District, two
classes from the La Quinta Middle School and a class from
La Quinta High School will learn about the history and
importance of water to the Coachella Valley. We take the
students in Cardiff buses, tour the valley, visit the Salton Sea
and finish at the Water District where the students see the
management of water throughout the valley. This program
was so well received by the students last year that we expanded from one class
to three this year. Our Alice Bailes Bell Literary Contest will take place in April
and in May, we will 'help Adams School third grade classes focus on local history
with visits to the classrooms and the Museum.
The Museum will not be open during the La Quinta Arts Festival, March 16th
through 1 gth because of the traffic.
Our very "Best Wishes" go to Fred & Dottie Rice who will be leaving the desert
they both love so much. They are moving to Thousand Oaks to be closer to their
family. They have been so much a part of La Quinta that they will never really be
gone from us.
We are looking for additional docents for the Museum. Our hours are going to be
extended in the near future and we will need more volunteers. It does not require
a great deal of time and we will team you with an experienced docent. We have
a wonderful group and it's amazing how much we learn from each other'. For

I hope to see you on April 2"d for the bus tour.
