ADJOURNMENT y 002 HPC/AGENDA MINUTES HISTORIC PRESERVATION COMMISSION MEETING A regular meeting held at the La Quinta City Hall Session Room 78-495 Calle Tampico, La Quinta, CA January 31, 2002 This meeting of the Historic Preservation Commission was called to order by Chairman Maria Puente at 3:00 p.m. who led the flag salute and asked for the roll call. CALL TO ORDER A. Pledge of Allegiance. B. Roll Call. Present: Commissioners Mitchell, Sharp, Wright, and Chairman Puente. It was moved and seconded by Commissioners Wright/Sharp to excuse Commissioner Irwin. Una6mously approved. Staff Present: Planning Manager Christine di lorio, Principal Planner Stan Sawa, and Secretary Carolyn Walker. II. PUBLIC COMMENT: None. III. CONFIRMATION OF THE AGENDA: Confirmed. IV. CONSENT CALENDAR: A. It was moved and seconded by Commissioners Wright/Sharp to approve the Minutes of December 20, 2001 with the following changes: V. Business Items, Item A be corrected to read: Section 3: "Commissioner Mitchell stated the Paleontology was performed too often to areas which potentially would yield the same paleontological resources. He then asked why the City was requiring so much paleontology." Section 4: "Planning Manager di lorio responded that the City had a Paleontological Plan which recognized certain research design questions that needed additional clarification. BUSINESS ITEMS A. Results of Phase II Testing of two Prehistoric Sites within the Grove/Mountain View Country Club for Specific Plan 90-016; a request for approval of testing results. Applicant: Toll Brothers - Historic Consultant: LSA Principal Planner Stan Sawa presented the information contained in the staff report, a copy of which is on file in the Community Development Department. 2. Commissioners concurred with staff's recommendations. 3. There being no further discussion, it was moved and seconded by Commissioners Mitchell/Wright to adopt Minute Motion 2002-001 recommending approval of the Results of Phase II Testing of two Prehistoric Sites within the Grove/Mountain View Country Club for Specific Plan 90-016, Amendment #1 . Unanimously approved. B. Determination of consistency with the Secretary of Interior's Standards for the Treatment of Historic Properties for the two story detached addition and rehabilitation of the historic City of La Quinta Historic Society Museum; Applicant: City of La Quinta - Historic Architect: Ferris, Johnson and Associates. 1 . Planning Manager Christine di lorio introduced Mr. Paul Johnson of the firm Ferris, Johnson and Associates, the architects for the project. She then presented the information contained in the staff report, a copy of which is on file in the Community Development Department. 2. Commissioner Sharp asked questions about when the balcony would be built and the future expansion. Staff replied the entire structure would be built at once, with a use designation applied to the area noted as "future expansion". Staff also stated the stained glass windows salvaged from the Desert Club would be integrated into the tower element at the Museum. The City was unable to integrate the Desert Club doors into the project, as they were in an unuseable condition. 3. Staff replied Commissioner Irwin had been involved when the City Council was reviewing the documents during a Study Session. 4. Engineering Consultant Nick Nickerson stated Commissioner Irwin made favorable comments during the Study Session. 5. Commissioner Wright asked if any comments had been made concerning the existing tower and the new roof lines. Staff replied nothing would be attached to the tower. The present Museum building would be free-standing and the roof lines shown on the plans were not attached to the Museum. 6. Commissioner Wright asked if the plans are two dimensional. Mr. Paul Johnson replied the Museum was drawn in front of the new building behind it, with nothing attached to the Museum. Planning Manager di lorio stated there was a courtyard separating the two. 7. Commissioner Sharp asked about the proximity of the veterinarian office. Staff replied there is a five foot setback to the property line and a six foot wall separating the veterinary office from the Museum. 8. Commissioner Mitchell asked if the color palette had been determined as he would not like to requested that no light green be used. Staff replied the colors had not been determined yet. 9. Commissioner Wright asked about the parking. Staff replied there was one area closed off to vehicular traffic which would be used for parking as well as parking in front of the Museum and to the north abutting the Frances Hack Park. 10. Commissioner Wright stated he had no problems with the plans if Commissioner Irwin was in favor of them. His only concern was that the integrity of the original structure not be compromised. 11. Commissioner Sharp commented the tower finial need to be repaired as it was composed of a ball and spike and the spike was bent. 12. Chairman Puente asked what the primary consideration was on exterior decoration. Staff replied there was a comment included about the tile which appeared to be a later addition. Commissioner Sharp commented that they may have been the tiles he helped put up about eight years ago. 14. Staff asked if the tiles were existing or were they duplicated. Commissioner Sharp replied they took one of the existing tiles and found duplicates at a tile store. 15. Engineering Consultant Nick Nickerson stated the tiles around the door were just glued on. Normally tiles are an integral part of the stucco surrounding it, but these tiles had no grout, they were just glued on. The tiles around the door had gaps where they were just touching the corners and were clearly an add on to the building. 16. Planning Manager di lorio stated staff included this information to make the Commission aware of the tiles. 17. Commissioner Mitchell asked a question about initiating Section 106 Consultation in regards to this proposal. Staff replied this was not needed as there was no Federal money being used in this project. 18. There being no further discussion it was moved and seconded by Commissioners Wright/Mitchell to adopt Minute Motion 2002-002 recommending approval of the determination of consistency with the Secretary of Interior's Standards for the Treatment of Historic Properties for the two story detached addition and rehabilitation of the historic City of La Quinta Historic Society Museum; located in the Village at La Quinta. Unanimously approved. VI. CORRESPONDENCE AND WRITTEN MATERIAL VII. COMMISSIONER ITEMS A. Planning Manager di lorio announced her resignation from the City of La Quinta and her new position as the Director of Planning and Building for the City of Carmel -by -the -Sea. The Commissioners congratulated her and Commissioner Wright suggested the Commission do something special, such as a plaque thanking her for all the help she has given them. Submitted by: Carolyn Walker Secretary 007 P:\CAROLYN\HPCI-31-02.wpd -5- HISTORIC PRESERVATION COMMISSION STAFF REPORT DATE: FEBRUARY 21, 2002 ITEM: PHASE I ARCHAEOLOGICAL SURVEY REPORT LOCATION: SOUTH SIDE OF AVENUE 52, APPROXIMATELY 575 FEET EAST OF JEFFERSON STREET APPLICANT: MR. CHARLES CROOKALL (CLUBHOUSE ASSOCIATES) ARCHAEOLOGICAL CONSULTANT: W & S CONSULTANTS BACKGROUND: The study area is a 11 acre triangular parcel of vacant land on the south side of Avenue 52, east of Jefferson Street. A Phase I (survey level) cultural resources assessment has been completed for a general plan amendment, zone change, site development permit and environmental assessment application for construction of a multi -family development. The assessment includes an archaeological and historical resources record search and field reconnaissance of the property. This assessment will be part of the environmental review required by the California Environmental Quality Act for the project application. DISCUSSION: An archaeological records search for the property was conducted at the Eastern Information Center located at UC Riverside. The records search indicated that the study area had not been previously surveyed for cultural resources, although adjacent properties have been surveyed with two archaeological sites recorded within a one- half mile radius. Historical background research was conducted at UC Riverside and did not indicate any use of the property to the present day. The intensive field survey of the study area resulted in three prehistoric sites and one isolated artifact, but no features more than 50 years old. The artifacts found include pottery sherds, chert flakes, fire affected rock and flake tools. CONCLUSION: Ili p[\stan\hpc rpt ph 1 sdp 02-730 clubhouse.wpd The archaeological resources report states the development of the project will have an adverse impact on "cultural resources" as defined by the California Environmental Quality Act (CEQA). The report states that an Phase II investigation is recommended on the three identified sites. RECOMMENDATION: 1. Adopt Minute Motion 2001- , accepting the "Phase I Archaeological Survey of the Clubhouse at La Quinta Study Area (APN 772-300 002)La Quinta, Riverside County. California ", as prepared by W & S Consultants, subject to the following conditions: A. A Phase II testing program report shall be submitted to the Historical Preservation Commission for approval prior to City Council approval of the proposed project. B. Collected cultural resources, other than those associated with the cremation site are delivered to the City of La Quinta for curation per City requirements. Attachment: 1. Sawa, Principal Planner 009 p[\stan\hpc rpt ph 1 sdp 02-730 clubhousempd HISTORIC PRESERVATION COMMISSION STAFF REPORT DATE: FEBRUARY 21, 2002 ITEM: COMMEMORATIVE PLAQUE FOR BURKETT RANCH LOCATION: SOUTHEAST CORNER OF WASHINGTON STREET AND AVENUE 47 APPLICANT: MR. COLIN McDERMOTT ARCHITECT: PREST VUKSIC ARCHITECTS, INC. BACKGROUND: The property involved is a 4.8 acre parcel on the east side of Washington Street, south of Avenue 47, and immediately west of Lake La Quinta. A Phase I (survey level) cultural resources assessment was approved by the Historical Preservation Commission on February 15, 2001. One of the conditions of approval for the project is that a commemorative plaque, recognizing the local history of the site as a homestead be installed on the bank site. The applicant has submitted a plan for its location and design, along with proposed verbiage for the plaque. DISCUSSION: The proposed location is on the side of a freestanding fountain adjacent to Washington Street, at the southwest corner of the bank, which is located at the corner of Washington Street and Avenue 47. The plaque will face the bank (east facing) and be placed on the tile surface of the fountain (Attachment 1). The wording submitted for the plaque with Staff input is as follows: 010 p[\stan\hpc rpt burkett plaque sdp 2001-691.wpd ON THIS PROPERTY STOOD THE BURKETT RANCH Manning Burkett followed Horace Greenley's advise, "Go west young man", and left his native state of Maine in 1917, to settle in Long Beach, California. Shortly thereafter, because of his son Jesse's asthmatic condition he moved to the Coachella Valley settled in La Quinta where he was granted the following homestead: Homestead Entry Patent 590816 80 Acres - North '/2 of the Southeast corner of Section 30 T5S, R7E, SBM July 5, 1917 Manning was a fine finish carpenter and built the first windmill in the Coachella Valley. He also helped construct the historic La Quinta Hotel. He grew row crops and raised horses on his land. Using his carpenter skills, he constructed the stables at Point Happy Ranch. Five generations of Burketts continued to live and work on this property, with the last home constructed on it in 1955. A Phase II (survey level) cultural resources assessment has been completed for the vacant property which has been chosen for a new fire station site. The assessment includes an archaeological and historical resources record search and field reconnaissance of the property. This assessment will be part of the environmental review required by the California Environmental Quality Act for the project. DISCUSSION: An archaeological records search for the property was conducted at the Eastern Information Center located at UC Riverside. The records search indicated that the study area had been previously surveyed for cultural resources in 1984, along with the church property to the south. No archaeological sites have been recorded within or adjacent to the project area. Within a one-half mile radius of the property 35 area - specific cultural resources studies have been conducted. As a result of these studies, 34 prehistoric archaeological sites, three historic -era structures, and 14 isolates have been recorded within the one-half mile radius of the study area. Historical background research was conducted at the Science Library Map Room at UC Riverside and at the Bureau of Land Management (BLM) Office in Riverside. The search indicated that the property has remained vacant and unused to the present time. 014 p[\stan\hpc rpt ph 1 fire station.wpd The intensive -level on -foot field survey of the study area did not result in any prehistoric sites, features, isolates, or evidence of objects, sites, features, or artifacts more than 50 years old. There was a scattering of modern trash on the site, none of which appears to be more than 50 years of age. Based on the negative findings of the study, CRM TECH concludes that no historical resources exist within or adjacent to the project area. Therefore, approval of the project will have no effect on any "historical resources" as defined by CEQA. The report states that no further investigation is recommended unless the project area is expanded or buried cultural materials are discovered during construction. RECOMMENDATION: Adopt Minute Motion 2002- , accepting the "Historical/Archaeological Resources Survey Report - Proposed Fire Station Site on Adams Street", as prepared by CRM TECH. Attachment: 1 . Sawa, Principal Planner 015 p[\stan\hpc rpt ph 1 fire station.wpd HISTORIC PRESERVATION COMMISSION STAFF REPORT DATE: FEBRUARY 21, 2002 ITEM: CULTURAL RESOURCES AND NATURAL RESOURCES ELEMENTS OF THE GENERAL PLAN LOCATION: CITY-WIDE APPLICANT: CITY OF LA QUINTA ARCHAEOLOGICAL CONSULTANT: CRM TECH (BRUCE LOVE, PRINCIPAL) BACKGROUND: The City is currently revising its General Plan. The current General Plan, adopted in 1992, does not include a Cultural Resources or Paleontological Resources Section in the Natural Resources Elements. The General Plan is a policy document which guides the City in all land use decisions. The Cultural Resources and Natural Resources Elements establish policies and programs which will guide the City in its review of projects and activities relating to cultural resources. DISCUSSION: The Cultural Resources Element was prepared by CRM TECH, in close coordination with City staff. The General Plan is divided into two documents: 1. The Master Environmental Assessment (MEA) which provides background information, including a summary of the City's cultural history, information on State and federal programs associated with cultural resources, and the current status of activities being undertaken by the City. 2. The General Plan Policy document which focuses on the goals, policies and programs which the City will implement upon adoption. The Cultural Resources Element of the General Plan Policy document focuses on five goals: GOAL 1 016 G:\WPDOCS\HPC\G PCultResEle. W PD The identification and inventory maintenance of all cultural resources within the City. GOAL 2 The preservation, maintenance, rehabilitation, and/or restoration of cultural resources and prevention of unnecessary destruction of or adverse effects to such resources through city -sponsored or assisted projects and programs. GOAL 3 A system of incentives and regulations that will encourage the preservation, maintenance, rehabilitation, and/or restoration of cultural resources and prevent the unnecessary destruction of or adverse effects to such resources by private development projects. GOAL 4 The integration of cultural resource preservation into the City's economic development strategy. GOAL 5 Increased public awareness of the City's heritage. Each of the goals is followed by policies and programs which implement it. The Cultural Resources Element has been structured to meet the requirements of law for Certified Local Governments. The Paleontological Resources Section of the Natural Resources Element was prepared by the Section of Geological Services of the San Bernardino County Museum. The MEA provides general information on paleontological resources in the City. The General Plan Policy Document focuses on the goals, policies, and programs which the City will implement upon adoption. The goal is the identification and preservation of significant paleontological resources which occur in the City. RECOMMENDATION: Adopt Minute Motion 2002- , accepting : 1 .
