which are not Agenda items. When addressing the Historic Preservation
Commission, please state your name and address and when discussing matters
pertaining to prehistoric sites, do not disclose the exact location of the site(s) for
their protection.

March 25, 2004
This meeting of the Historic Preservation Commission was called to order by
Chairperson Leslie Mouriquand at 3:14 p.m. who led the flag salute and asked for
the roll call.

Present: Commissioners Puente, Sharp, Wilbur, and
Chairperson Mouriquand
Absent: It was moved and seconded by Commissioners
Puente and Sharp to excuse Commissioner Wright.
Unanimously approved.
Staff Present: Principal Planner Stan Sawa, and Secretary
Carolyn Walker.
II. PUBLIC COMMENT:
Gary Resvoloso, Cultural Resources Coordinator for the Torres
Martinez Band of Indians was unable to attend. His
presentation will be re -scheduled.
III. CONFIRMATION OF THE AGENDA: Confirmed.
IV. CONSENT CALENDAR:
A. It was moved and seconded by Commissioners Wilbur and Puente to
approve the minutes of February 19, 2004 as submitted.

VII. COMMISSIONER ITEMS:
A. Staff presented information on the April 28 — May 1, 2004 California
Preservation Conference. The Commissioners will receive further
information in their April 22, 2004 meeting packet.
B. Commissioner Wilbur asked about a possible tour of the City's historic
sites. Chairperson Mouriquand asked the Commissioners what areas
they would be interested in touring.
1. Commissioner Sharp suggested Coral Mountain. Commissioner
Puente suggested visiting the fish traps. Chairperson
Mouriquand agreed and asked if the Commissioners would also
like to go to the Torres Martinez Reservation and visit the
historic buildings. She suggested Cultural Resources
Coordinator, Gary Resvoloso could set up a tour for them.
The Commissioners agreed to schedule the tour for Sunday,
May 16, 2004, at 8:00 a.m. meeting at La Quinta City Hall. All
who wish to attend will need to notify the Community
Development Department one week in advance of the tour,
wear appropriate clothing, bring water, sun block, snacks, etc.
Arrangements will be made to car pool to the sites.
C. Chairperson Mouriquand presented information on various events in
the Valley, such as the May 8, 2004 CVAS Symposium, the April 24,
2004 Agave Harvest, and the upcoming Spring Pow Wow at Fantasy
Springs.
D. Commissioner Sharp had questions about the new Tribal traditional
territorial maps and the official areas of concern for contact on
projects. He also asked if the City would be honoring the territorial or
reservation boundaries. Chairperson Mouriquand replied the City
would honor the Tribes' wishes. She suggested a date be set: up and
a representative from each of the three tribes be invited to attend a
Commission meeting to discuss this matter.
E. Commissioner Sharp asked if it would be possible to get a permanent
Tribal representative on the Commission. Chairperson Mouriquand
stated previously the Commission requested a representative come as
an advisor, not a Commissioner.

F. Commission Puente suggested changing the date of next month's
meeting to April 22, 2004. The Commissioners unanimously agreed.
G. Commissioner Mouriquand suggested the Commissioners each bring
their notes and information from the California Preservation
Conference (April 28 — May 1, 2004) to be shared at the May 20,
2004, meeting.
Vill. ADJOURNMENT
There being no further business, it was moved and seconded by
Commissioners Puente and Wilbur to adjourn this Regular Meeting of the
Historic Preservation Commission to the next Meeting to be held on April 22,
2004. This meeting of the Historical Preservation Commission was
adjourned at 3:47 p.m. Unanimously approved.

ARCHAEOLOGICAL ADVISORY GROUP (JAMES BROCK)
The property is a rectangular 7.76-acre parcel in south La Quinta at the northwest
corner of Madison Street and Avenue 60. A Phase I (survey level) cultural resources
assessment has been completed for a Tentative Tract map application that is being
processed by the City. This will be part of the Environmental Assessment required by
the California Environmental Quality Act for the project application. The assessment
includes a prehistoric and historic records search, Native American consultation and
field reconnaissance of the property.
DISCUSSION:
An archaeological records search for the property was conducted at the Eastern
Information Center of the California Historical Resources Information System (CHRIS)
at UC Riverside. The records search indicated that the study area had not been
previously surveyed for cultural resources. Approximately 90% of the area within a
one-half mile radius of the property has been previously surveyed for cultural
resources with 12 archaeological sites and 11 isolated finds recorded within this
radius.
A historic search was conducted at the Science Library Map Room at UC Riverside
and on the Internet for the Bureau of Land Management General Land Use Office
patent records and National Park Service's National Register of Historic Places. The
search did not show any cultural activity in the study area.
A request was made of the Native American Heritage Commission for a check of their
Sacred Lands file. Additionally, letters requesting comments on the project were sent
to the Torres Martinez Desert Cahuilla Indians and Augustine Band of Mission Indians.

A response was received from Gary Revaloso of the Torres Martinez Desert Cahuilla
Indians and is included in the report.
In conclusion, the records search and background research indicated that the study
area is in a location that is highly sensitive for prehistoric resources.
The field survey conducted by Mr. Brock consisted of systematically walking over the
site at 5-meter intervals and visually observing the site for artifacts. Surface visibility
was 90-100% except in an area 10% of the total site) that contains a dense tamarisk
thicket.
Two prehistoric sites, CA-RIV-7415 (Primary No. 33-13314) and CA-RIV-7416
(Primary No. 33-13316) were found during the field reconnaissance, along with three
isolated pottery sherds. CA-RIV-7415 consists of four pottery sherds, a mano
fragment, a metate fragment, and a piece of thermally affected clay found on the
ground surface. CA-RIV-7416 consists of two deposits of thermally affected clay,
16+ sherds and scattered fragments of thermally affected clay. The isolates are not
considered significant.
The report states the two prehistoric sites are potentially resources that require
additional Phase II testing programs to determine their significance.
The possibility of finding buried archaeological resources is great because of the
resources found and the high sensitivity for prehistoric resources in the area.
Therefore, archaeological monitoring of on and off -site rough grading and major
trenching is recommended by, or under the supervision of a Registered Professional
Archaeologist, or equivalent. Furthermore, the report recommends due to the close
proximity of the site to the Torres Martinez Desert Cahuilla Reservation and their long
association with the area, that a representative from that group be involved in future
monitoring of the project site during grading and excavation. The report recommends
that the recovered artifacts be presented to the City for curation. The Phase II report
needs to be completed and reviewed prior to Planning Commission review of the
Tentative Tract map application.
RECOMMENDATION:
Adopt Minute Motion 2004- , accepting the Phase I Cultural Resources
Assessment for Tentative Tract No. 32201, as prepared by Archaeological Advisory
Group, subject to the following conditions:
1 . Prior to Planning Commission review of this Tentative Tract map request, a
Phase II testing program shall be reviewed and accepted by the Historic
Preservation Commission
2. The site shall be monitored during on and off -site trenching and rough grading
by qualified archaeological monitors including a Native American monitor.

Proof of retention of monitors shall be given to the Community Development
and Public Works Departments prior to issuance of first earth -moving or
clearing permit.
3. The final report on the monitoring shall be submitted to the Community
Development Department prior to the issuance of the first Certificate of
Occupancy for the project.
4. Collected archaeological resources shall be properly packaged for long term
curation, in polyethylene self -seal bags, vials, or film cans as appropiriate, all
within acid -free, standard size, comprehensively labeled archive b0:Kes and
delivered to the City prior to issuance of first Certificate of Occupancy for the
property. Materials shall be accompanied by descriptive catalogue, field notes
and records, primary research data, and the original graphics.
