Associate Planner Andrew Mogensen presented the information contained in the staff report, a copy of which is on file in the Community Development Department. 2. Chairman Wilbur said the report was well done with an adequate amount of resource information and confidential appendix. He expressed concern the history of the Valley wasn't more in depth, but that the overall report was nicely done. 3. Commissioner Sharp said the report went into too much detail making it very difficult to comprehend. He had a question about the reference to a hotel in Palm Springs in the middle of the Appendix. Staff replied it was a citation of the records search. He also had a question about a reference to some exotic pine trees which the staff identified as Tamarisk trees. They were considered exotic because they were non-native. He commented the report was very thorough. 4. Chairman Wilbur had a question about the inclusion of the Spanish Inn. Mr. Seth Rosenberg, Project Archaeologist, replied the reference to the Spanish Inn is from a records search done at the Eastern Information Center (EIC) on reference sites. It doesn't affect the project area. Commissioner Mouriquand asked if it was included in the NAHC search. Mr. Rosenberg replied the EIC sent a packet of information and this was included. 5. Commissioner Mouriquand said the report was good as far as it went. She did not find any discussion about the historic period, no Government Land Office (GLO) search, no reference to the historic structures in the General Plan, or any reference to perusing the draft context statement. She commented the report is incomplete because it did not address the historic period. She used the ARMR checklist and didn't find a research design section. This section should be included in a Phase I report. It does not need to be exhaustive, but should include at least one paragraph of information. She commented the discussion/interpretation at the end, should have been more detailed even though this was a negative survey. She added there were no personnel qualifications included. For those 11 CI O G P:\CAROLYN\Hist Pres Com\HPC 3-16-06.doc 2 Historic Preservation Commission March 16, 2006 reasons, the report was incomplete and needed to be returned to the consultant for completion as well as evidence of archival information, land grants, etc. That information is needed to complete CEQA questions regarding historic resources. The report is lacking and therefore incomplete without the historic resources. 6. Mr. Rosenberg replied they would be happy to add the additional information. He said most of the cities they work with do not require the ARMR Guidelines. He stated they would be happy to adhere to La Quinta's guidelines. Commissioner Mouriquand advised him the City of La Quinta is a Certified Local Government (CLG) and follows the ARMR guidelines. 7. There being no further comments. It was moved and seconded by Commissioners Mouriquand and Sharp to adopt Minute Motion 2006-003 denying acceptance of the Cultural Resources Survey Report as submitted and remanding it back to the consultant to address the Commissioners' concerns. Unanimously approved. B. Paleontoloaical Evaluation Reoort and Mitiqation Plan for a 13.75 Acre Parcel Applicant: John Hansen (Garland Project) Archaeological Consultant: Larry Pierson, RPA, Brian F. Smith & Associates, George L. Kennedy, Ph.D. Location: Calle Conchita and Madison Street, about 1,000 feet north of Avenue 60. 1. Associate Planner Andrew Mogensen presented the information contained in the staff report, a copy of which is on file in the Community Development Department. 2. Commissioner Mouriquand said the Commission does not accept letter -format reports. She asked Staff if this submission was pre -approved. Staff replied this was the format presented. Commissioner Mouriquand then asked if a formal records search was performed. Staff replied it was not. Commissioner Mouriquand questioned whether the mitigation pleasures recommended would still have been appropriate had the consultant done a formal report and conducted a records search. 005 P:\CAROLYN\Hist Pres Com\HPC 3-16-06.doc 3 Historic Preservation Commission March 16, 2006 3. Commissioner Sharp said the project was uncomplicated and the report seemed adequate. 4. Chairman Wilbur stated that if letter statements had not previously been accepted, why would we accept them now. 5. Commissioner Mouriquand said the City has not had a client submit a letter statement and this submission allows the Commission an opportunity to review policy/procedures. 6. Commissioner Mouriquand asked if a previous Paleontological report had been done. Staff said this predated the incorporation of the City of La Quinta. Commissioner Mouriquand suggested acceptance of the letter report with an admonishment not to send another letter report again unless pre -arranged with staff. 7. Commission Sharp said he thought this was a very attractive package and didn't have a problem with accepting it. 8. There being no further comments, it was moved and seconded by Commissioners Mouriquand and Sharp to adopt Minute Motion 2006-004 accepting the Paleontological Evaluation Report and Mitigation Plan as submitted. Unanimously approved. VI. CORRESPONDENCE AND WRITTEN MATERIAL: A. California Preservation Conference brochures were distributed. VII. COMMISSIONER ITEMS: A. Newspaper articles were distributed from Commissioner Wright with comments regarding historic preservation in the Coachella Valley. B. Commissioner Wilbur reminded the Commissioners of the Fred Wolff Bear Creek Channel dedication on Saturday, March 18, 2006 and encouraged attendance. C. Submitted by: Carolyn Walker Secretary 007 PACAROLYN\Hlst Pres Com\HPC 3-16-06.doc 5 B 1 #A HISTORIC PRESERVATION COMMISSION STAFF REPORT DATE: APRIL 27, 2006 ITEM: REVISED PHASE I CULTURAL RESOURCES SURVEY REPORT FOR PROPOSED TENTATIVE TRACT 34495 LOCATION: CALLE CONCHITA AND MADISON STREET, ABOUT 1000 FEET NORTH OF AVENUE 60 APPLICANT: JOHN HANSEN (GARLAND PROJECT) CONSULTANT: LARRY PIERSON, RPA, BRIAN F. SMITH & ASSOCIATES BACKGROUND: The study area, referred to as the "Garland Project," is a 13.74± acre site located north of Avenue 60, west of Madison Street along Calle Conchita, within existing recorded Tract No. 3686. The property is currently a citrus grove and is located adjacent to an existing single-family rural residence. The property is surrounded by vacant land and is located on the west side of Madison Street, across from the Andalusia residential subdivision currently under development. The City is currently processing Tentative Tract Map 34495, an application proposing a 25 lot single-family residential lots. Adjacent to this site is proposed Tentative Tract Map 33802, a 2.5 acre site which the Historic Preservation Commission previously reviewed during their October 20, 2005 meeting. In the review of that proposal, no significant archaeological resources were identified on that site. This Phase I (survey level) Cultural Resources Assessment has been revised, per the direction of the Commission during their March 16, 2006 meeting. The revised Assessment includes discussion of the historic periods of the La Quinta area, a GLO search, reference to the General Plan, a chapter detailing the research design, a personnel qualifications page, a revised Report of Findings, and the addition of a discussion chapter. DISCUSSION: An archaeological and historic records search for the property was conducted at the Eastern Information Center located at UC Riverside. The results of the records search indicated that 20 cultural resource surveys had been conducted previously within a one mile radius identifying 81 historic resources, two of which involved the study area. 8 P:\Reports - HPC\2006\4-27-06\rpt tt 34495 revised ph 1 archaeo Garland Project.doc However, no cultural resources had been recorded or identified within or immediately adjacent to the boundaries of the site. The BLM General Land Office Records were reviewed for Land Patents within the project area, the results of which are included in the report. The on -foot field survey was conducted during the week of October 20, 2005 by walking parallel transects spaced at three meters apart. Ground visibility was varied from good to poor, with the northern parcels overgrown with non-native vegetation. The ground surface was generally level with good visibility and rows of trees, with the exception of the overgrown northern portion. The results of this survey were negative for prehistoric or historic resources. A request was made of the Native American Heritage Commission for a check of their Sacred Lands inventory. The Sacred Lands inventory records search did not indicate the presence of Native American cultural resources at this location. The consultant notified representatives of the Native American community, but did not receive any replies. In the revised Findings and Discussion chapters, the consultant speculates that the existing land use activity, a citrus grove, involved substantial ground disturbance. Due to the increased concentration of archaeological resources in the area, the consultant suggests the possibility of subsurface deposits existing within the project area. Although no significant archaeological resources have been identified in the immediate vicinity, Brian F. Smith and Associates have recommended a qualified archaeologist monitor any grading activities, due to the historic level of activity in the area. HPC policy requires monitoring in this part of the City regardless of whether artifacts were found during the Phase I survey. RECOMMENDATION: Adopt Minute Motion 2006- , accepting the "Cultural Resources Survey Report for Tentative Tract 34495 in La Quinta, Riverside County, California", as prepared by Brian F. Smith and Associates, subject to the following conditions A. The site shall be monitored during on- and off -site trenching and rough grading by qualified archaeological monitors. Proof of retention of monitors shall be given to the City prior to issuance of the first earth -moving or clearing permit. The monitor shall be empowered to temporarily halt or divert equipment to allow for City notification and analysis. B. The final report on the monitoring shall be submitted to the Community Development Department prior to the issuance of the first Certificate of Occupancy for the project. �... 009 2 P:\Reports -HPC\2006\4-27-06\rpt tt 34495 revised ph 1 archaeo Garland Project.doc 0 0�: C. Collected archaeological resources shall be properly packaged for long term curation, in polyethylene self -seal bags, vials, or film cans as appropriate, all within acid -free, standard size, comprehensively labeled archive boxes and delivered to the City prior to issuance of first Certificate of Occupancy for the property. Materials shall be accompanied by descriptive catalogue, field notes and records, primary research data, and the original graphics. D. The conditions of approval for this item shall be included in the submitted Phase I report prior to issuance of the first permit requiring monitoring. E. Pursuant to their request, the monitoring crew shall include a member of the Ramona Band of Cahuilla Indians. F. If prehistoric or historic resources are discovered during monitoring or the subsequent construction phase, the Community Development Department shall be notified immediately. Attachments: 1.
