This meeting of the Historic Preservation Commission was called to order by
Chairperson Wilbur at 3:00 p.m. who then led the flag salute and asked for the roll
call.

1. Associate Planner Andrew Mogensen presented the information
contained in the staff report, a copy of which is on file in the
Community Development Department.
2. Commissioner Mouriquand said the revisions were well done.
She did reference Recommendation "E" and suggested the
Torres Martinez Band be contacted, as well as the Ramona
Band, to coordinate which tribe would provide the monitors.
She added this area has traditionally been considered Torres
Martinez land should be the proper protocol to follow. The
other Commission members agreed.
3. There being no further comments. It was moved and seconded
by Commissioners Wright and Sharp to adopt Minute Motion
2006-005 accepting the results of the Cultural Resources
Survey subject to correcting Recommendation Item "E" to read
as follows:
E. Pursuant to their request, the monitoring crew shall
include a member of the Ramona Band of Cahuilla
Indians in coordination with the Torres Martinez
Band of Desert Cahuilla Indians.
Unanimously approved.

PHASE I CULTURAL RESOURCES SURVEY REPORT- FOR
PROPOSED EDEN ROCK RESIDENTIAL DEVELOPMENT
NORTH SIDE OF PGA BOULEVARD WITHIN PGA WEST

The study area, referred to as "Eden Rock," is a 42 ± acre site located at the center of
PGA West along the north side of PGA Boulevard. The property is generally vacant,
with the exception of a parking lot and some building pads, and has been previously
graded. The property is entirely surrounded by developed residential properties. The
City is currently processing an application proposing a mixed -use tourist -commercial
development.
A Phase I (survey level) Cultural Resources Assessment has been completed for the
property. The Assessment includes a record search and field survey of the property.
This Assessment will be part of the environmental review required by the California
Environmental Quality Act (CEQA) for the project application.
DISCUSSION:
An archaeological and historic records search for the property was conducted at the
Eastern Information Center located at UC Riverside. The results of the records search
indicated at least two previous cultural resource surveys had been conducted for the
project area, but no archaeological sites or other cultural resources were recorded on or
adjacent to the property. Within a one mile radius of the project site, the records
search identified 20 other previous studies resulting in the identification of 18
historic/archaeological sites and a large number of isolates. No cultural resources had
been recorded or identified within or immediately adjacent to the boundaries of the
project site.
A search was made of the U.S. General Land Office (GLO) records and historic maps
from the U.S. Geological Survey (USGS) were reviewed. The results of these .searches
identified the Cocomaricopa-Bradshaw Trail as once running through the site and a

handful of structures in existence during the 1940's-1950's, however the report
identifies that none of these features survives at this time.
The on -foot field survey was conducted during the week of October 5, 2005 by
walking parallel east -west transects spaced at ten meters apart. Ground visibility
varied from poor to excellent, depending on various levels of vegetation. The ,ground
surface was heavily disturbed with the entire site appearing to have previously been
graded. An existing parking lot and several building pads and reservoirs were observed
on site. The results of this survey were negative for prehistoric or historic resources.
The report includes a section discussing the site's historic and ethno-historic context,
the natural setting, discussion, and personnel qualification appendices. The report does
not include a request of the Native American Heritage Commission for a check of their
Sacred Lands inventory for this project because the consultant has previously notified
representatives of the Native American community through the project's Specific Plan
as per SIB-1 8 standards.
In the report's Discussion chapter, the consultant reiterated that no historical resources
have been previously recorded within or adjacent to the project area and that none
were encountered during the field survey. CRM TECH concluded that the proposed
project will not cause a substantial adverse change to any known historic resource, no
further cultural resource investigation is necessary, and has recommended that, should
any cultural materials be unearthed, all work in that area should be halted until a
qualified archaeological monitor can evaluate the find.
HPC policy requires monitoring in this part of the City regardless of whether artifacts
were found during the Phase I survey.
RECOMMENDATION:
Adopt Minute Motion 2006- , accepting the "Cultural Resources Survey Report for
Eden Rock in La Quinta, Riverside County, California", as prepared by CRM TECH,
subject to the following conditions:
A. The site shall be monitored during on- and off -site trenching and rough grading
by qualified archaeological monitors. Proof of retention of monitors shall be
given to the City prior to issuance of the first earth -moving or clearing (permit.
The monitor shall be empowered to temporarily halt or divert equipment to allow
for City notification and analysis.
B. The final report on the monitoring shall be submitted to the Community
Development Department prior to the issuance of the first Certificate of
Occupancy for the project.
C. Collected archaeological resources shall be properly packaged for long term

curation, in polyethylene self -seal bags, vials, or film cans as appropriate, all
within acid -free, standard size, comprehensively labeled archive boxes and
delivered to the City prior to issuance of first Certificate of Occupancy for the
property.
Materials shall be accompanied by descriptive catalogue, field notes and
records, primary research data, and the original graphics.
D. The conditions of approval for this item shall be included in the submitted Phase
I report prior to issuance of the first permit requiring monitoring.
E. If prehistoric or historic resources are discovered during monitoring or the
subsequent construction phase, the Community Development Department shall
be notified immediately.

BACKGROUND:
The study area, referred to as "Eden Rock," is a 42± acre site located at the center of
PGA West along the north side of PGA Boulevard. The property is generally vacant,
with the exception of a parking lot and some building pads, and has been previously
graded. The property is entirely surrounded by developed residential properties. The
City is currently processing an application proposing a mixed -use tourist -commercial
development.
A Paleontological Resources Assessment has been submitted for the property. The
Assessment includes a field survey, records search, a review of significant finds from
the area, and personnel qualifications. This Assessment, when accepted, will be part
of the environmental review required by the California Environmental Quality Act
(CEQA) for the project application (Eden Rock).
DISCUSSION:
The consultant conducted a records search of the Natural History Museum of Los
Angeles County, the Regional Paleontologic Locality Inventory of San Bernardino
County Museum, and a literature search of the consultant's in-house library and
personal records. The records search indicated probable paleontologic localities within
a one -mile radius of the project area and reported several outside the one -mile radius.
The review of the literature has been included in the report and comments on previous
and probable finds within the project vicinity.
A field survey was conducted on August 5, 2004, finding shell material within
stockpiled dirt and upon low areas adjacent to the stockpiles. Some shell material

noted on site belonged to invasive species introduced through CVWD irrigation paths.
The field survey was conducted with parallel north -south and east -west transects
spaced 50 meters apart. The northern portion of the site, which has been previously
developed, was examined around the boundaries of the project area.
The report concludes that the proposed site is determined to be "moderate to high,
especially for Holocene -age invertebrate fossils." As the surface area has been
previously impacted with 2/3 of the project area having been previously graded, no
monitoring is recommended for tree removal, grubbing, or surface grading and that no
monitoring is necessary during the removal of on -site stockpiled dirt. Monitoring is
recommended of earth -moving activities for grading after stockpiled surface materials
have been removed and a program to mitigate impacts to those undisturbed soils areas
has been recommended by a qualified monitor equipped to quickly salvage, collect,
record, and preserve unearthed fossils.
The Historic Preservation Commissions policy has been to require monitoring of the
entire site during its rough grading as well as trenching if the initial field survey found
any fossil mollusk shells on the surface.
RECOMMENDATION:
Adopt Minute Motion 2006- , accepting the "Paleontological Evaluation Report
and Mitigation Plan for Survey Report for Eden Rock in La Quinta, Riverside County,
California," as prepared and recommended by CRM TECH and subject to the following
conditions:
On- and off -site monitoring of earth -moving and grading in areas identified as
likely to contain paleontological resources shall be conducted by a qualified
paleontological monitor. The monitor shall be equipped to salvage fossils as
they are unearthed to avoid construction delays and to remove samples of
sediments that are likely to contain the remains of small fossil invertebrates and
vertebrates, including a program of screen washing for micro invertebrate
fossils. The monitor shall be empowered to temporarily halt or divert equipment
to allow removal of abundant or large specimens. Proof that a monitor has been
retained shall be given to City prior to issuance of first earth -moving permit, or
before any clearing of the site is begun.
2. Recovered specimens shall be prepared to the point of identification and
permanent preservation, including washing of sediments to recover small
invertebrates and vertebrates.
3. A report of findings with an appended itemized inventory of specimens shall be
submitted to the City prior to the first occupancy of a residence being granted
by the City. The report shall include pertinent discussions of the significance of

all recovered resources where appropriate. The report and inventory, when
submitted will signify completion of the program to mitigate impacts to
paleontological resources.
4. Collected resources and related reports, etc. shall be given to the City for
curation. Packaging of resources, reports, etc. shall comply with standards
commonly used in the paleontological industry.
