PCRES 1989-032PLANNING COMMISSION RESOLUTION NO. 89-032 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LA QUINTA, CALIFORNIA, RECOMMENDING TO THE CITY COUDiCIL ADOPTION OF NEGATIVE DECLARATION NO. 89-123, AND APPROVAL OF GENERAL PLAN AMENDMENT NO. 89-024, BEING THE UPDATE AND REVISION OF THE GENERAL PLAN HOUSING ELEMENT. WHEREAS, the Planning Commission of the City of La Quinta, California, did, on the 27th day of June, 1989, hold a duly-noticed Public Hearing to consider the Update and Revision of the General Plan Housing Element; and, WHEREAS, the Update and Revision of the General Plan Housing Element has complied with the requirements of "The Rules to Implement the California Environmental Quality .Act of 1970" (County of Riverside, Resolution No. 82-213, adopted by reference in the City of La Quinta Ordinance No. 5), in that the Planning Director conducted an initial study, and has determined that the proposed General Plan Amendment will not have a significant adverse impact on the environment; and, WHEREAS „ at said Public Hearing, upon hearing and considering all testimony and arguments, if any, of all interested persons desiring to be heard, said Planning Commission did find the following facts to justify the approval of the General Plan Amendment: 1. The proposed Update and Revision of the Housing Element of the General Plan appears to comply with the required contents of Housing Elements of Government Code 65580 through 65589.8; 2. After review, the State Department of Housing and Community Development comments appear to be tending toward acceptance. Suggestions for improvement are being incorporated into the draft text, to the extent they are known; 3. The housing program contained in the proposed :Housing Element appears to address the SLAG projections of households needing assistance, as well as the projections subsequently produced by CVAG; 4. The Housing Element is feasible and can be accomplished within the five-year period, provided that State and Federal housing programs also contribute to the objectives outlined in the Housing Element; MR/RESO89.034 -1- 5. The Update and Revision of the Housing Element were within the impacts envisioned within the MEA prepared and adopted in conjunction with the La Quinta General Plan, and were more specifically addressed by EA 89-123. NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City of La Quinta, California, as follows: 1. That the above recitations are true and correct and constitute the findings of the Commission in this case; 2. That it does hereby confirm the conclusion of Environmental Assessment No. 89-123, relative to the environmental concerns of this Amendment to the General Plan, and that a Negative Declaration is a supportable finding; 3. That it does hereby recommend to the City Council approval of the Negative Declaration and the General Plan Amendment of the Housing Element, subject to minor revisions called for by the State Department of Housing and Community Development.
