PCRES 1991-004PLANNING COMMISSION RESOLUTION 91-004 A RESOLUTION OF THE PLANNING COMMISSION OF THECITY OF LA QUINTA, CALIFORNIA, RECOMMENDING TOTHE CITY COUNCIL CONCURRENCE WITH ENVIRONMENTAL ASSESSMENT NO. 90-182 AND APPROVAL OF GENERALPLAN AMENDMENT NO. 90-034, A REQUEST TO AMEND THE LA QUINTA GENERAL PLAN LAND USE MAP FROM "LOW DENSITY RESIDENTIAL" TO "MAJOR COMMUNITY FACILITY". GENERAL PLAN AMENDMENT 90-034 - CITY INITIATED WHEREAS, the Planning Commission of the City of La Quinta, California, did, on the 12th day of March, 1991, hold a duly -noticed continued Public Hearing to consider a city initiated amendment to the La Quinta General Plan Land Use Mdp from "Low Density Residential" to "Major Community Facility" for a site totaling +49_gross acres, located between Dune Palms Road, Westward Ho Drive alignment, Adams Street alignment, and the Coachella Valley Water District Wash, La Quinta, most particularly described as: A PORTION OF THE EAST AND WEST HALF OF THE NORTHWEST QUARTER OF SECTION 29, TOWNSHIP 5 SOUTH, RANGE 7 EAST, SAN BERNARDINO BASE AND MERIDIAN; and, WHEREAS, at said Public Hearing, upon hearing and considering all testimony and arguments, if any, of all interested persons desiring to be heard, said Planning Commission did find the following facts and reasons to justify the recommendation for approval of said General Plan Amendment: 1. The location of a high school on this site is considered desirable and necessary by the Desert Sands Unified School District. 2. The request for a major community facility in this location is consistent with the goals and policies of the La Quinta General Plan. 3. Traffic impacts caused by the implementation of GPA 90-034 can be mitigated to a large degree. 4. This General Plan Amendment application complies with the requirements of "The Rules to Implement the California Environmental Quality Act of 1970" (County of Riverside Resolution No. 82-213, adopted by reference in city of La Quinta Ordinance No. 5). Mitigation measures can be generated to reduce the impact of a major community facility land uses on the subject property. RESOPC.010/CS -1- NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City of La Quinta, California, as follows: 1. The above recitations are true and correct and constitute the findings of the Commission in this case; 2. That the Planning Commission does hereby recommend to the City council approval of General Plan Amendment No. 90-034, consisting of a Land Use Map Amendment as described in Exhibit "A", attached hereto.
