PCRES 1991-049PLANNING RESOLUTION 91-049 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LA QUINTA, CALIFORNIA, RECOMMENDING CONCURRENCE WITH ENVIRONMENTAL ASSESSMENT 91- 216 AND DENIAL GENERAL PLAN AMENDMENT 91-038, A REQUEST TO AMEND THE LA QUINTA GENERAL PLAN LAND USE MAP FROM VERY LOW DENSITY RESIDENTIAL TO LOW DENSITY RESIDENTIAL. CASE NO. GPA 91-038 -MADISON ESTATES/SEASTAR WHEREAS, the Planning Commission of the City of La Quinta, California did on the 22nd day of October, 1991, hold a duly noticed Public Hearing to consider the request of Madison Estates/Seastar to amend the City's General Plan Land Use Map from Very Low Density Residential to Low Density Residential fora +39 acre site, east side of Madison Street and 1/4 miles south of 54th Avenue, more particularly described as: APN 767-320-002 WHEREAS, at said Public Hearing, upon hearing and considering all testimony and arguments, if any, of all interested persons desiring to be heard, said Planning Commission did find the following facts and reasons to justify denial of said General Plan Amendment: The request for a Very Low Density land use is not consistent with the intent of the La Quinta General Plan nor does it meet the future needs of the community with respect to demographic projections for this area. The character of the community would be altered if the R-1 20, 000 designation was implemented. This estate restricted area is a key component in the City's desire to maintain a variety of housing unit densities throughout the City which translates into a broad fluctuation in housing prices. This General Plan Amendment application complies with the requirements of "The Rules to Implement the California Environmental Quality Act of 1970" (as amended) and adopted by City Council Resolution 83-68. NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City of La Quinta, California as follows: That the above recitations are true and correct and constitute the findings of the Commission in this case; That the Planning Commission does hereby deny General Plan Amendment 91- 038 as noted herein.
