A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF LA QUINTA, CALIFORNIA, DENYING CHANGE
OF ZONE 91-067 AND CONCURRENCE WITH
ENVIRONMENTAL ASSESSMENT 91-216
CASE NO. CZ 91-067 -MADISON ESTATES/SEASTAR
WHEREAS, the Planning Commission of the City of La Quinta, California,
did, on the 22nd day of October, 1991, hold a duly notice Public Hearing to consider
the request of Madison Estates/Seastar for a Change of Zone from R-1 20,000, Single
Family Residential to R-1 8, 000 Single Family Residential on +39 acres, located on the
east side of Madison Street, 1/4 mile south of 54th Avenue; more particularly
described as:
APN 767-320-002
WHEREAS, said Change of Zone request has complied with •the
requirements of the California Environmental Quality Act of 1970 (as amended) , and
adopted by City Council Resolution 83-68, in that the Planning and Development
Department has completed an Environmental Assessment/Negative Declaration, which
has been reviewed and considered by the Planning Commission of the City of La
Quinta.
WHEREAS, at said Public Hearing, upon hearing and considering all
testimony and arguments, if any, of all interested persons desiring to be heard, said
Planning Commission did find the following facts and reasons to justify the denial of
said Change of Zone.
The proposed Change of Zone, as requested, is not consistent with the goals
and policies of the existing La Quinta General Plan.
The proposed R-1 8,000 Low Density Residential zoning is not consistent and
compatible with surrounding land use and Zoning designations. The R-1
20,000 category should be maintained.
Denial of this proposal will not result in a significant adverse impact on the
environment .
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the
City of La Quinta, California as follows:
That the above recitations are true and correct and constitute the findings of
the Commission in this case;
That it does hereby recommend adoption of the Negative Declaration by the La
Quinta Planning Commission pursuant to the attached Environmental
Assessment; and,

3. That it does hereby deny Change of Zone 91-067 for the reasons set forth
herein.
PASSED, APPROVED, and ADOPTED at a regular meeting of the La
Quinta Planning Commission, held on this 22nd day of October, 1991, by the
following vote, to wit:
AYES: Commissioners Marrs, Ladner, & Chairwoman Barrows
NOES: None
ABSENT: Commissioners Mosher & Ellson
ABSTAIN: None
