A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF LA QUINTA, CALIFORNIA, RECOMMENDING
CONCURRENCE WITH THE ENVIRONMENTAL
ASSESSMENT AND RECOMMENDING APPROVAL OF
CHANGE OF ZONE 91-069 TO THE CITY COUNCIL
CASE NO. CZ 91-069 - BESTCO INVESTMENTS, LTD. & CITY OF LA QUINTA
WHEREAS, the Planning Commission of the City of La Quinta, California,
did, on the loth day of March, 1992, hold a duly notice Public Hearing to consider
the request for a Change of Zone from R-1-10 acre, Single Family Residential to R-1
20,000 Single Family Residential on +44 acres, located on the west side of Monroe
Street, 1/2 mile south of 54th Avenue; more particularly described as:
APN 767-330-007 & 008
APN 767-330-006, 011, & 014
WHEREAS, said Change of Zone request has complied with the
requirements of the California Environmental Quality Act of 1970 (as amended), and
adopted by City Council Resolution 83-68, in that the Planning and Development
Department has completed an Environmental Assessment/Negative Declaration, which
has been reviewed and considered by the Planning Commission of the City of La
Quinta.
WHEREAS, at said Public Hearing, upon hearing and considering all
testimony and arguments, if any, of all interested persons desiring to be heard, said
Planning Commission did find the following facts and reasons to justify the
recommendation for approval of said Change of Zone.
1 . The proposed Change of Zone, as requested, is consistent with the goals and
policies of the La Quinta General Plan.
The proposed zoning is consistent with the La Quinta General Plan and the
Land Use Map in accordance with the recommendation of GPA 91-040.
The proposed R-1 20,000 Single Family Residential zoning is consistent and
compatible with surrounding land use and zoning designations.
Approval of this proposal will not result in a significant adverse impact on the
environment due to mitigation measures contained in the proposed Negative
Declaration.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the
City of La Quinta, California as follows:
That the above recitations are true and correct and constitute the findings of
the Commission in this case;

2. That it does hereby recommend adoption of the Negative Declaration by the La
Quinta Planning Commission pursuant to the attached Environmental
Assessment; and,
3. That it does hereby recommend to the City Council approval of Change of Zone
91-069 for the reasons set forth in this Resolution and as illustrated in the map
labeled Exhibit "A", attached hereto.
PASSED, APPROVED, and ADOPTED at a regular meeting of the La
Quinta Planning Commission, held on this loth day of March, 1992, by the following
vote, to wit:
AYES: Commissioners Ellson, Marrs, & Chairwoman Barrows
NOES: None
ABSENT: Commissioners Mosher & Ladner
