PCRES 1993-015PLANNING COMMISSION RESOLUTION 93-015 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LA QUINTA, CALIFORNIA, RECOMMENDING APPROVAL OF CHANGE OF ZONE 93-075 AND CONCURRENCE WITH ENVIRONMENTAL ASSESSMENT 93-255 CASE NO. CZ 93-075 - WINCHESTER ASSET MANAGEMENT WHEREAS, the Planning Commission of the City of La Quinta, California, did, on the 27th day of April, 1993, hold a duly notice Public Hearing to consider the request of WINCHESTER ASSET MANAGEMENT (for La Quinta Golf Properties) for a change of zone from Hillside Conservation to R-1-20,000 & R-5 for property more particularly described as: THE SOUTHEAST QUARTER OF SECTION 19, AND A PORTION OF THE NORTH HALF OF SECTION 29, T6S, R7E, S.B.B.M. WHEREAS, said Change of Zone request has complied with the requirements of the California Environmental Quality Act of 1970 (as amended), and adopted by City Council Resolution 83-68, in that the Planning and Development Department has completed an Environmental Assessment/Negative Declaration, which has been reviewed and considered by the Planning Commission of the City of La Quinta. WHEREAS, at said Public Hearing, upon hearing and considering all testimony and arguments, if any, of all interested persons desiring to be heard, said Planning Commission did find the following facts and reasons to justify recommendation of approval of said Change of Zone. The proposed Change of Zone, as requested, is consistent with the goals and policies of the existing La Quinta General Plan. 2. The proposed zoning is consistent with the La Quinta General Plan and the Land Use Plan in accordance with the recommendation of GPA 93-043. 3. The proposed R-1-20,000 Low Density Residential & R-5 zoning is consistent and compatible with surrounding land use and zoning designations. 4. Approval of this proposal will not result in a significant adverse impact on the environment due to mitigation measures contained in the proposed Negative Declaration. RESOPC.103 1 NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City of La Quinta, California as follows: 1. That the above recitations are true and correct and constitute the findings of the Commission in this case; 2. That it does hereby recommend adoption of the Negative Declaration by the La Quinta Planning Commission pursuant to the attached Environmental Assessment; and, 3. That it does hereby recommend to the City Council approval of Change of Zone 93-075 for the reasons set forth in this Resolution and as illustrated in the map labeled Exhibit "A", attached hereto.
